The Bureau of Mines surveyed a variety of inorganic ion-exchange materials to determine their suitability for removing valuable accessory elements and troublesome contaminants from metallurgical process and waste streams. Most of the materials, which included molecular sieves, heteropolyacid salts, and hydrous metal oxides, did not give adequate separations, did not have the necessary stability in strong acids or bases, or were not in a physical form suitable for ion-exchange use. Many of the suitable inorganic materials, especially the hydrous oxides, were capable of cation exchange with high capacity only in basic conditions, which caused hydrolysis of most of the cations tested. Multivalent anions, such as arsenate and phosphate, were easily removed from acidic solutions by hydrous oxides. Hydrous zirconia was the best material for this purpose. Multivalent anions were not easily des orbed because of compound formation; therefore, conventional ion-exchange techniques could not be employed. As an alternative approach, hydrous ferric hydroxide was used as a filter material to remove arsenate and phosphate from acid solutions. One gram of arsenic was removed from solution for each 20 g of ferric hydroxide. Ferric hydroxide is preferable to hydrous zirconia for use as a filter material because of low cost.

"Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

Biological treatment of metals-impacted water using sulfate reduction is a viable means of treatment that has been applied in pilot and full scale at numerous projects. One of the fundamental challenges with this type of treatment is the selection of an appropriate substrate to support the sulfate reduction process long-term. The substrate degradation products provide a carbon source and an electron donor for metabolism by sulfate-reducing bacteria and consequently organic characteristics are critical; however, the physical attributes of the substrate are equally critical to an efficient and optimized substrate mix. This paper explores the affect of particle size (a.k.a. grain size) of several substrate mixes on the treatment efficiency of sulfate reducing treatment systems. Substrate selection can be separated into two phases of evaluation, the primary selection phase and the secondary optimization phase. The primary selection phase considers such fundamental attributes as source availability, economics, bioavailability and longevity. These fundamental activities are conducted in order to identify potential candidate ingredients of the substrate mix which are regionally available, economically viable and consistent with the biogeochemical aspects of the project. Recent work has been conducted in the development of testing protocol for organic substrates to quantify bioavailability (Martinez Hernandez et al. 2010, Place et al. 2006) as part of the primary selection phase. Once the substrate ingredients have been selected based on the primary criteria, the mixture of these ingredients is then developed based on an optimization process, including consideration of the substrate ingredient?s particle size distribution.

A method is being developed by the Federal Bureau of Mines for recovering lead metal from galena without the generation of SO2. Lead chloride is obtained by leaching lead concentrate at a temperature of approximately 100° C with FeCl3 solution: PbS + 2FeCl. " PbC1 2 + 2FeC1 2 + S. Electrolysis of the PbCI 2 product in a fused-salt bath results in deposition of molten lead metal at the cathode and evolution of chlorine at the anode. The chlorine can then be absorbed in the spent leach solution to regenerate FeCl3 for recycling. Optimum electrolyte composition was a PbC12-LiCl eutectic containing 7.6 wt-pct LiCl. The PbCl2-NaCl eutectic also proved satisfactory. Electrolysis in the PbCl2-LiCl bath at 450° C yielded 99 pct current efficiency at a current density of 5 amp/in2 with an energy requirement of only 0.24 kW-hr/lb metal produced. This compares with 98 pct current effi¬ciency and 0.26 kW-hr/lb metal produced for the PbCI2-NaCI bath. A typical lead deposit contained less than 100 ppm total detectable metallic impurities. At the low temperature employed for electrolysis, there was essentially no vaporization of Pb or FbC12.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

This report describes work carried out by the Federal Bureau of Mines in cooperation with the General Services Administration (GSA). Tests on nickel oxide reduction were conducted at the Pyrometallurgical Laboratory at Pitts-burgh and Bruceton, Pa., and at a rented plant at Canonsburg, Pa. Nickel oxide was reduced to sponge nickel, which was then melted to produce specification-grade nickel ingots containing a minimum of 98.50 percent nickel plus cobalt and a maximum of 1.00 percent cobalt. One purpose of this study was to determine if specification-grade nickel could be made from nickel oxide produced at the United States-Government-owned plant at Nicaro, Cuba, in pilot-plant scale operations involving direct reduction and melting processes. A second and equally important purpose was to obtain cost data on the pilot-plant operation to estimate the cost of producing ingot nickel at an annual rate of 12 million pounds. Laboratory tests verified that nickel oxide, in saggers and in the presence of anthracite fines and dolomite in the ratio of approximately 20:5:1, could be converted to sponge nickel when heated to approximately 1,900° F. for about 2 to 4 hours, depending on the size and density of the oxide charge. The tests also determined the type of saggers suitable for pilot-plant operations.

A number of interrelated factors influence the economics of the sulphide smelting of copper, lead, zinc and nickel. This paper discusses these factors, mainly from a US point of view, and shows how they affect the cost of construction and operation of new and existing plants. The paper shows how metallurgical plant construction costs and the consumer price index have increased at a much faster rate than metal prices thereby making some metal mining and production operations within the USA, Canada and the EEC less profitable than operations elsewhere. This in turn inhibits new "grass roots" metallurgical developments. It is explained how retrofit of existing pyrometallurgical plants can be a more viable development than the construction of "green field" plants, especially if such retrofit improves, energy efficiencies, overall operating costs and reduces emissions of sulphur and other toxic wastes. Some aspects of metallurgical plant operation are examined, especially for copper and nickel, to show how changes in operating practices may develop in order to improve overall smelting economies, especially when developed in conjunction with objective retrofit. The paper also examines some financial aspects, especially insofar as the disparity between terms for loans offered to third world countries and the USA and the EEC are concerned and also comments upon the need, especially within the USA, for legislation to permit rapid depreciation of capital. Specific comments are made about environmental aspects, including the lack of uniformity of pollution control legislation and how environmental considerations may have some bearing of the location of future smelting operations.

Enhance Fine Particle Flotation by Hydrodynamic Cavitation Difficulties in fine particle flotation are well documented. Microbubble flotation has been found to greatly improve the recovery of fine particles and in situ gas nucleation by hydrodynamic cavitation incorporated in the design of modern flotation machines has shown great performance in fine particle flotation and potentially in coarse particle flotation. In this presentation, we will provide an overview on gas nucleation by hydrodynamic cavitation and its role in fine particle flotation with focus on the progress made in our research laboratory. Hydrodynamic cavitation was achieved and the critical role of dissolved gases in the liquid was elucidated by visualisation in a high intensity agitation cell. The in situ gas nucleation on fine particles by hydrodynamic cavitation was identified by zeta potential distribution measurement in model systems. Gas nucleation by hydrodynamic cativation was found to effectively aggregate hydrophobised fine particles thereby leading to enhanced flotation kinetics. This is an abstract only. No full paper was prepared for this presentation.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. MORE ORE is mined in the Bingham District than in any other mining district in Utah. In addition to the open-pit operations of the Utah Copper Co., there have been, many large underground mines. Until recent years the principal production was from the Jordan and Commercial limestones, but in the last eight years valuable ore deposits have been developed in the so-called alphabetical or "A," "B," "C," and "D" limestones, mainly by the U. S. Smelting, Refining & Mining Co. The value of these developments has led the company just mentioned to acquire large holdings in the district and within the last year to install at the Niagara shaft a hoist capable of going to a vertical depth of 4000 ft., or 1800 ft. deeper than the present lowest level. The Bureau of Mines developed and tested in the laboratory several innovative techniques for reclaiming used lubricating oil. These processes included percolation through both chemically treated clay and ion-exchange resins, distillation through batch and continuous wiped-wall vacuum apparatus, treatment with solvent extraction systems, and chemical removal of impurities with chelating agents. In each treatment, the criteria of evaluation was oil recovery and reduction of acidic and metallic components. Both vacuum distillation and solvent treatment ranked high in their abilities to remove acidic and metallic components of the used oil with good oil recoveries. A combination of the two techniques gave the best overall results in terms of quality evaluations made by established bench tests. The methods were not ranked according to economic practicablity.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts development by each exploratory project as soon as practicable after its conclusion.
