EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

There is approximately 240 000 tonnes of arsenic trioxide dust stored in underground chambers at the Giant Mine in Yellowknife, Northwest Territories, Canada. To minimise the amount of arsenic released to the environment, a number of closure alternatives are being considered. One alternative is to mine the dust, encapsulate it and dispose the mixture into a secured landfill. The potential leaching behaviour of the encapsulated dust was examined in a laboratory programme. Cylinders of arsenic trioxide dust mixed with cement/aggregate and bitumen were prepared. The dust content varied between zero per cent and 60 per cent of dry weight charge. The cement cylinders were tested for strength, leaching and freeze/thaw durability. The bitumen cylinders were tested for leaching only. The results show that increasing dust content in the cement cylinders negatively impacts the strength and the freeze/thaw durability of the samples. A contributing factor is likely the high water to cement ratio in the samples. Leaching tests show that arsenic release from cement cylinders increase with increasing dust content. Arsenic concentrations in leachates do reach a plateau at a certain point in time. Arsenic release from bitumen cylinders was significantly lower compared to cement cylinders. Arsenic concentrations eventually were less than 0.05 mg/L in samples containing up to 25 per cent arsenic trioxide dust. Arsenic leaching rates were found to decrease by an order of magnitude over the course of three months.

Ground quartzite, known in the industry as amorphous silica, is produced from a quartzite deposit near Honey Brook, Pa., by George F. Pettinos, Inc., of Bala-Cynwyd, Pa. The quartzite is mined by the open pit method and processed in a mill at the mine. The operation regularly produces five standard grades of sand and one grade of crushed stone; however, the company accepts special orders and will produce material to meet the customer's specifications. Beneficiation (chiefly crushing and screening) is controlled by laboratory screen tests on samples taken during preparation of the sand. The chief uses of the sand are for foundry operations, furnace lining, concrete aggregate, and Other specialized uses. The quartzite in this deposit is of uniform composition and does not require control by chemical analysis. However, for special purposes, analysis will be furnished.

Bacteria can play a key role in the processing of 'difficult' ores. Bioleaching opens the way to potentially extract copper from vast amounts of otherwise hard to process refractory low-grade chalcopyrite. In my talk I will outline our research philosophy to develop bioleaching as a Precision Processing unit process step. In our view, Precision Processing is a sophisticated approach to mineral processing where the ultimate goal is to measure and characterise the ore body in-ground and in real time during mining, allowing the down-stream unit processes (bioleaching, in this case) to be continuously tailored and tuned via feedback and feed-forward controls to obtain the highest possible recoveries at the lowest possible cost and environmental impact. I will describe some of the work that we are undertaking to better understand the interfacial phenomena underlying the fundamental bioleaching process with the aim of coming to a Precision Processing approach. We use techniques such as interfacial electrochemistry (scanning electrochemical microscopy, SECM), AFM, zeta potential measurement, and synchrotron science to elucidate the parameters that drive bacterial selectivity and adhesion, bacterial metabolism, and dissolution and precipitation processes for model systems and real chalcopyrite ores. As examples of our research, I will discuss in some detail our method to produce and characterise micro-patterned CuxS - silica thin films as model substrates for electrochemical and bacterial adhesion work and our approach to the interfacial chemical characterisation of extracellular polymeric substances of bio-active bacterial cells. I will also cover some of our recent findings relating to measurement and interpretation of bacterial adhesion on sulfidic substrates and its implications for bacterial adhesion and substrate selectivity. After having identified and discussed crucial leaching parameters, such as pH, Eh, T, [Cu2+], and [O2], the talk will go on addressing some of the early achievements and challenges encountered in our work to design and prepare low-cost, rugged sensing devices that allow the in-situ (in this case, in-dump or in-heap) localised measurement of these parameters. I will conclude my talk by painting the picture of how the work of our group might contribute to realising the dream of transforming bioleaching into genuine high-tech Precision Processing of minerals. In flotation, hydrophobic particles are selectively collected by air bubbles, and the bubble-particle aggregates enter the froth phase. However, less hydrophobic particles drop off from the froth phase, while more hydrophobic particles are recovered. Thus, the froth phase provides an important cleaning mechanism. In the present communication, the froth-phase recovery process has been modeled by considering particle retention times and the carrying capacities of bubbles. The model predictions are compared with the experimental data reported by Seaman et al. (2006). The results show that the froth-phase recovery varies with particle size, particle hydrophobicity, and bubble coarsening.

This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

In a Nation-wide appraisal of coking-coal reserves and of the practicability of upgrading marginal deposits to metallurgical standards, this study of the preparation characteristics of the coals in Cambria County, Pa. , was undertaken. Over 90 percent of the coal remaining in Cambria Comity is found in the Upper Freeport, Lower Freeport, Upper Kittanning, and Lower Kittanning beds. The Middle Kittanning bed, although mined on a commercial scale in the past, is not an important bed now, as most of the remaining reserves are too thin to be mined over wide areas. For many years, Cambria County has been an important source of coal for industrial and metallurgical purposes. The) principal production comes from the Lower Kittanning bed, which accounts for almost .60 percent of the Cambria County coal output. Table 1 shows the county's coal production, by beds, during 1948.

The continuous gasification of lignite in an externally heated alloy-steel re-tort was investigated by the Bureau of Mines, Grand Forks, N. Dak., from 1945 to 1951. The main objective of the long-term experimental program was to obtain data on the mechanical performance of this type of gasification retort, particularly the alloy-steel heat-transfer surface of the retort, when operated on large pilot-plant scale. At the same time, extensive experimental data were obtained concerning the effect of process variables and the effect of a limited number of design modifications on gasifier performance. In the period covered by this progress report 4 pilot-plant runs totaling 2,879 hours of operation were completed with the rolled-plate, 310-alloy reaction tube. Over 30 million cubic feet of gas, having H2-CO ratios from 2.1 to 4.4, was made by the partial gasification of 636 tons of 1-1/2-by 3/8-inch natural lignite. Rates of gas generation were from 8,200 to 14,300 cubic feet per hour. Three of the four runs were carried out with the lowered gas offtake or continuous-annulus design modification of the gasification retort. In the final run of the series, gasification of lignite from seven different mines in North Dakota and Saskatchewan, Canada, was investigated at similar combustion-space temperatures and lignite and steam feed rates.

Suite à la publication du « Guide sur la gestion des parcs à résidus miniers » en septembre 1998, les membres de l?industrie minière ont appliqué les éléments de gestion du Guide, permettant ainsi une amélioration continue des opérations. En février 2000, l?industrie minière a indiqué le besoin d?établir des lignes directives plus spécifiques pour l?opération sécuritaire des parcs à résidus. Dans cette optique, l?Association Minière Canadienne a publié, en septembre 2002, un Guide pour l?exploitation, l?entretien et la surveillance (EES) des parcs à résidus miniers. Suite au développement du Guide et à son application sur plusieurs sites miniers, il apparaît que la mise en oeuvre d?un Manuel ESS des parcs à résidus miniers permet : ? d?établir les responsabilités des intervenants; ? de s?assurer que les critères d?opération sont appliqués; ? de mettre en oeuvre le plan de déposition des résidus et de gestion de l?eau; ? de rencontrer les normes et exigences environnementales; ? de définir un programme d?entretien et de surveillance des ouvrages; ? d?identifier les risques et de mettre en oeuvre un plan d?intervention d?urgence; de démontrer une opération diligente.

This job was done in Morristown, NJ, with mono fluid system jet grouting for the construction of a new bank building. After the demolition of the existing two story structures, an excavation in loose sandy fill materials was necessary in order to reach the new structure basement level. Due to this jet grouting was selected as a medium to provide both excavation support and permanent underpinning, minimizing the adjacent building settlements. These two adjacent buildings were partially underpinned with a "gravity wall" made with 2 and 3 rows of secant vertical and inclined jet grout columns. Besides the classical jet grouting control methods, during the jet grouting execution, all the drilling and grouting parameters were recorded by a proprietary system called "Slogger". Additionally, after the jet grouting execution, an innovative result control technique was used by means of the application of the same parameter recording system. Some of the production columns were re-drilled and a comparison was made between the obtained drilling parameters and those obtained for the same age test columns. Under the referred existing conditions and in comparison with the conventional underpinning techniques, this project demonstrated that jet grouting, with proper execution and result control, can be faster than them and can maintain the building structural stability and act, at the same time, as a retention system minimizing the existing building settlements.

"A process sample of old copper-containing tailings (-2.0+0 mm) from an iron-ore plant was tested in TOMS institute in order to develop a process for copper concentrate production. The study of tailings material composition indicated that -0.2+0 mm fraction was efficient and contained 97.26% of copper. Copper is predominantly concentrated in chalcopyrite which is present both in free form and in intergrowth with ore and rock-forming minerals. Study of chalcopyrite using an optical microscope and Qemscan SEM determined that the most grains surface was covered with oxide films. Additionally, a lot of grains had micropores on their surfaces that indicated a partial mineral leaching. The oxide films did not make it possible to float copper minerals from head material. It was recommended to apply an attrition operation to restore chalcopyrite floatability. In order to increase selectivity a regrinding stage for a primary copper concentrate was introduced to obtain P80 26 um. Taking these recommendations into account a flotation flowsheet was developed to process the old Cu-containing tailings. The flowsheet allowed us to obtain a concentrate with 23.5% Cu content at 71.5% recovery.INTRODUCTIONStudy of material composition is an important prerequisite for development of a minerals processing technology. Mineralogical study contributes to search for an efficient technology to recover valuables and for prospective methods of minerals processing.The use of such up-to-date analysis methods and equipment as Qemscan and Mineral-C7 allows one to determine minerals size, liberation degree, and mineral associations. Mineralogical data can reveal reasons for hard processing of minerals prior to development of the process.The advanced process mineralogical methods used to study Cu-bearing pond tailings indicated several factors that influenced development of the process. The first one is a barren size fraction which is to be removed from the process in order to considerably reduce the costs connected with grinding. The second is the presence of films on chalcopyrite surface; in this context, a preliminary attrition of the material was recommended. The third factor is finely disseminated Cu minerals in sulphide and in the rock, which predetermined selection of particle size for flotation. All these data led to significant decrease in time required to develop the process technology. The developed process flowsheet based on the obtained mineralogical data is present in Figure 1."

Keywords: Multipass grinding, Residual stress, Retained austenite, X-ray diffraction The study investigated residual stresses behaviors and their superposition effect in D2 dies for thread-rolling applications. A nested factorial experiment was applied to test hypotheses that the residual stresses profiles change due to combination of heat treatment and multipass grinding operations, and that certain patterns can be derived due to the memory relationship between pre-existing and final residual stresses distributions. The amount of the retained austenite along with residual stresses in variation with depth was measured using x-ray diffraction technique. Statistical analyses indicate that the proposed hypotheses hold. Residual stresses distributions as well as tensile peak location were found to be significantly influenced by the treatment parameters used. Unique characteristic patterns in the residual stresses profiles were observed due to multipass grinding technique across all experimental conditions. This finding suggested a plausible memory relationship between the cutting passes, and the causes of the foregoing results are further proposed and discussed.

Due to the large installed electrical power and the large number of electric drives in minerals and mining plants power factor compensation and harmonic filtering has always been an important issue. For the design of harmonic filter and power factor compensation installations several approaches can be taken. The paper describes different concepts and their advantages and analyzes special requirements and design considerations for minerals and mining plants. It also highlights areas where problems can occur and which points need to be addressed carefully. Optimized designs and solutions are discussed in case studies and the resulting energy savings and benefits for the plant operation are shown.

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. The objective of this contract as to prepare a detailed, readily usable handbook on dust control techniques for longwall mining operations. Information was gathered from available literature, and through contacts with industry and government personnel. The handbook describes those methods of dust control applicable to today's longwall mining systems, and contains sufficient design elements to assist operators with problems in testing or implementing new control procedures. Complete reference lists are presented at the end of each chapter to direct the reader to additional information.

As part of safety and stability studies at three underground mines in the United States, researchers installed earth pressure cells and embedment strain gauges in cemented rockfill to measure stress and strain changes as mining progressed and the rockfill was loaded. Data from these instruments were used to calculate the in situ modulus of the rockfill for two of the mines. A three-dimensional numerical model of a cemented rockfill cap was validated with data from extensometers anchored in the mine roof and sill; this model was then used to estimate deformation modulus at the third mine because the earth pressure cells and embedment strain gauges recorded negligible changes. Rockfill binder used at these mines ranged from 4 to 8 per cent of the dry components by weight, the water-to-cement ratio was from 0.42 to1.0, and the largest aggregate size in the three mixes ranged from 5 to12 cm (2 to 4.7 in). The range of the calculated in situ deformation modulus values was large, but as expected, it was bracketed by modulus values for cemented tailings and roller-compacted concrete with similar cement contents and water-to-cement ratios. Dans le cadre d’études sur la sécurité et la stabilité de trois mines souterraines situées aux États-Unis, les chercheurs ont installé des palpeurs de pression des terres et des extensomètres d’encastrement dans les remblais cimentés afin de mesurer les variations relatives à l’effort et à la déformation des terrains durant l’exploitation minière et le chargement du remblai. Les données recueillies à l’aide de ces instruments ont servi au calcul du module in situ du remblai dans deux de ces mines. In every aspect of conduct, on the blast site or off, the issue of credibility is raised. Promises are made, commitments are satisfied, safe practices are obeyed, communication is maintained, and proven procedures followed. Only by fulfilling these objectives, are we deemed trustworthy and reliable - in other words - credible. Unfortunately, at times, we fall short of achieving our goals. Whether intentionally or accidentally, everything is not completed according to plan or accuracy. On the blast site, falling short of achieving such goals may contribute significantly to a chain of events that can potentially produce accidents. At the very least, a blaster’s credibility will be jeopardized. The fact remains that the blaster that continuously conducts business in a professional manner will less likely find him or herself as a defendant in future claims.
