In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

The consumption of industrial minerals, like most other commodities produced from the earth, depends on the demand for the goods and services that use these materials. Minerals are not generally used directly by final consumers (table salt is a notable exception) but instead are used to either make products that are then purchased by customers, or the minerals are used to make industrial products that eventually contribute towards producing other goods and services. Therefore the demand for industrial minerals in most uses is derived from the ultimate demand for goods and services by consumers. The problem for producers of industrial minerals is that the demand for their mineral product fluctuates greatly in response to the changes in the production of goods and services over the course of the business cycle. In this respect, the producers of industrial mineral are innocent victims, subject to market fluctuations outside of their control. Because the demand for most minerals depends on the demand for the product and because minerals typically make up a minor portion of the costs of producing the product, changes in the price of the mineral often do not influence demand for it to a significant degree in the short run. This is described as a very low price elasticity of demand, as shown by the steep slope of the hypothetical demand curve in Figure 1. This demand curve shows that changing the price of the mineral does not alter the quantity demanded very much, but shifts in the demand curve will be the important determinant of the quantity of the mine.ra1 that is sold. The shifts are caused by the changing demand for the products using the mineral over the course of the business cycle.

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

"Researchers at the Colorado School of Mines, under a project funded by the Alpha Foundation, have developed a working prototype of a dust sample collection device designed to determine if sufficient rock dust has been placed in an underground coal mine to prevent coal dust explosions. When used in conjunction with the Coal Dust Explosibility Meter (CDEM), the device will provide near instantaneous results on the quality of rock dusting at the tested location. The sampling device applies a pulse of air to a testing surface and collect a representative sample of mine dust based on the pneumatic entrainment process during a mine explosion. The use of both physical testing and Computational Fluid Dynamics (CFD) modeling has allowed researchers to refine the design to accurately represent the particle entrainment and optimize the sample size collected for the CDEM. The prototype is being tested in a mine environment to produce information of usability and practical aspects of mine dust sampling. This paper is a progress report summarizing the current status of sampler development. Researchers expect to have a fully developed and tested sampler in early 2016. INTRODUCTION Underground coal mines face the danger of methane and coal dust explosions. The disaster at Upper Big Branch mine (2010) has demonstrated the impact of a violent coal dust explosion that fatally injured 29 miners. Reviewing the history of coal dust explosions, researchers found that that mine operators and mine inspectors do not have a reliable method of collecting dust samples to assure that sufficient amounts of rock dust have been places to inertize the coal dust. This is a problem specifically with small mines that do not have dedicated safety departments to track rock dusting work. The aim of this research is to develop a simple, portable device that can help underground mine examiners collect dust samples from workings and test the explosibility of the sample near instantaneously. Researchers determined that the current brush-and-pan sampling method required by MSHA (MSHA 2013) is flawed in several aspects: Mechanical sampling with a brush exerts forces on the mine dust that may differ significantly from those present during an explosion. Also, U.S Bureau of Mines research (Nagy 1965) has determined that only the top 0.125 inches of the mine dust layer will be entrained in a coal dust explosion. Using a handheld pan and brush, it is difficult to correctly and repeatably sample a layer of this exact thickness. The following will describe the CFD modeling and experimental testing for the development of the prototype sampler. Researchers analyze the accuracy and performance of the prototype during the course of the build process."

There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

Since 1992 the Grasberg Mine, located in the remote regions of Indonesia, has utilized the Modular Mining System. Over the last several years, major steps have been taken to maximize this productivity enhancement system. These steps include; the Automated Lineup, the Linear Program upgrade, tracking of Mean Time Between Failure, a MEDS system interface, a VMIS system interface, and implementation of the new Graphical Operator Interface Console with Global Positioning, This application of new technology and innovation has lead to improved performance, understanding and reporting, as well as the quality of the Indonesian Engineers. These efforts have contributed 10 Grasberg achieving one of the lowest mining costs in the copper industry.

Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

Gaby Copper Mining?s Gabriela Mistral property is located in the Antofagasta region of northern Chile, at an altitude of 2,660 m (8,727 ft) above sea level. The reserve contains an estimated 562 Mt (620 million st) of oxide ore with an average grade of 0.41 percent total copper. The mine went into production in 2008. Gaby Copper faced the problem of having no reliable way to measure the solids level. This is a challenge that exists throughout the mining industry, where dust in the air and accumulation of solids on a sensor make accurate measurements difficult in areas such as transfer chutes, the rock box underneath crushers, silos and anywhere else that information is needed on the level of solids. The next-generation technology in the Sitrans LR560 radar from Siemens addresses this challenge. With a frequency of 78 GHz ? higher than previous generations of radar ? it provides a more robust signal for measuring in areas where there are high levels of dust accumulation. The Sitrans LR560 provides a signal beam angle of four degrees, significantly narrower than any other product on the market can offer.

With the rapid development of renewable energy technology, such as electricity reserves to store energy for electric and battery-electric vehicles, environmentally friendly energy sources are expected to continue to be tapped to meet mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in the Sidoarjo mud in Indonesia makes it interesting for use as an alternative source of raw material. In this research work, sulfuric acid was used as a solvent, and hydrogen peroxide as an oxidation agent. Lithium recovery was studied with a leaching process at various temperatures (30, 45 and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4 and 6 mol/L). Increases in temperature, sulfuric acid concentration and hydrogen peroxide concentration were found to directly affect the lithium recovery. An increase in sulfuric acid concentration is directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at a sulfuric acid concentration of 6 mol/L and temperature of 60 °C. The shrinking core model was used to study leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was found to be 38.90 kJ/mol.

A geometallurgy study aims to link metallurgy and geology to reduce technical risk and enhance the economic performance of a mineral-processing plant. It does so by accounting for variability in a deposit to develop cash-flow models with variable throughput rates. High-quality sample selection for metallurgical test work that is representative of the deposit is an essential component of a geometallurgy study, but the large multidimensional data set makes sample selection a daunting task, as classifying the data set while respecting its heterogeneity is difficult. This paper presents a streamlined approach for sample selection, using statistical analysis techniques in Python. It cuts down time to select samples from around 1,200 s per drillhole to about 60 s for data classification and from 12 h to 8 h for handpicking samples from the classified data set, translating to cost savings. The cumulative sum method and k-means clustering method are used in the methodology to elegantly classify the data and select representative samples. The effectiveness of the methodology is demonstrated by presenting data from a prefeasibility study of a copper-iron mine in which 40 samples were selected for flotation test work.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

From 2009 to 2012, Aker Wirth, in cooperation with the BGR (German Federal Institute for Geosciences and Natural Resources), developed a concept for the deep sea mining of manganese nodules, which it also examined by means of a profitability analysis. The study was undertaken for the German Federal Ministry of Economics and Technology. The increasing scarcity of resources, coupled with the continuous rise in resource prices, drive the search for new raw material deposits. As a result, the deep sea is coming increasingly under the spotlight. At depths of more than 1,000 m (3,280 ft), large deposits of ores and precious and high-tech metals, such as manganese, cobalt, nickel, copper and gold, along with rare earths (which are important for the high-tech industry), can be found. The extreme deep sea conditions ? enormous water pressure, ice-cold temperatures and complete darkness ? present huge financial and technical challenges to the mining industry when extracting these materials. Aker Wirth has recognized the potential of this important future market early on and advances the development of relevant products.
