Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

Coal is a major source of energy in the U.S. and more than 51% of the electricity used in the country is generated from coal. Coal cleaning prior to combustion is necessary and often accomplished using wet physical processes at coal preparation plants to remove impurities such as ash, sulfur, mercury. However, the resultant clean coal product still contains a significant amount of impurity due to the fact that impurities are not well liberated from coal particles ranging from several millimeters to inches in size at which wet cleaning processes take place. A cleaner coal product can be obtained if a cost-effective dry process is developed to further clean pulverized and thus better liberated fine coal at the power plants prior to its combustion. The benefit of such a process is a significant reduction in the cost of expensive post-combustion chemical cleaning processes such as flue gas scrubbing employed to meet the stringent environmental air quality regulations. In this study, a novel rotary triboelectrostatic separator (RTS) was investigated for its application to dry cleaning of fine coal samples acquired from the power plants in the state of Illinois. The pulverized fine coal contains well liberated ash and pyrite minerals and is an ideal feed to the triboelectrostatic separator for further cleaning without the use of water or any chemical reagents. The proprietary rotary triboelectrostatic separator (RTS) is characterized by an innovative high efficiency rotary charger, charger electrification, laminar air flow, and specially designed electrodes. Compared to existing triboelectrostatic separators, the rotary triboelectrostatic separator offers significant advantages in particle charging efficiency, solids throughput, separation efficiency, applicable particle size range, etc. Testing with several fine coal samples has demonstrated that this technology can significantly reduce ash content with a process efficiency similar to or better than froth flotation. Important process parameters such as charger rotation speed, injection and co-flow rate, feed rate were investigated for their effects on separation performance.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). In this study, with the primary goal of capturing ongoing digital transformation and automation impacts on the mining industry and its workforce, we conduct several interviews with mining industry experts in the United States and analyze our survey reports qualitatively and quantitatively through exploratory analysis. After the interpretation of the insights of industry experts, we proceed to generate a personalized and customized data analysis through a novel metric based on skills, knowledge, competencies and occupational requirements, which quantifies the job similarities for occupations in the mining industry based on the publicly available database of the U.S. Department of Labor. We use text analytics to tokenize and classify the interviews to capture a better understanding of major response categories. The temporal analysis shows that the critical competency needs in the data science and autonomy category increases from 28 percent in current demands to 43 percent. In defining our metric, we also calculate Kullback–Leibler (KL) divergence for each job profile that enables determining whether and to what extent that job is transitionary in our test set based on the mean, standard deviation and kurtosis of each job of interest. Our analysis reveals that the in-group job transitions are significantly easier than the between-group transitions, proving our initial assumptions and common sense. The generated heat maps provide the opportunity to present the gap between the current job and desired job profiles that provide feasible career change options, among others, offering individualized career paths for job seekers and promoting potential job transitions. Through the collection of industry-specific individual employee data, the AI system is envisaged to continue to learn as end users engage with the system, thus creating a central data hub specifically for the future workforce in the mining industry. Although the study has limitations on generalizability for qualitative assessments, it presents itself as a valuable application of how qualitative and quantitative approaches could be of value for future worker training in the mining sector.

The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

Underground construction environments, especially those with limited airflow such as shafts, cross passages, and stations, necessitate effective dust control. This requires combining existing measures with adapted approaches for more efficient and productive operations, cleaner jobsites, and decreased worker exposure to contaminated air. This paper will discuss new configurations and trends in dust collection on Australasian infrastructure projects including WestConnex, Melbourne Metro Tunnel and City Rail Link, all of which have applied innovative methodologies for mobile at-source dust collection. Mobile dust collectors can be track-mounted dust collectors operate alongside equipment, use hydraulic stepping systems to advance with roadheaders, or compact castor-mounted units are used within cross passage confines.

Crushing and grinding consumes about 1.3% of the nations produced electrical energy.( Furthermore, only one in the first ten highest consumers comes from an industry other than mineral processing. This is the grinding of wheat to make flour. The other nine are all in the metallurgical industry and are easily the largest consumers.

The Tanco pegmatite is located in the Bird River greenstone belt of south-eastern Manitoba approximately 160 km northeast of Winnipeg (Figure 1). The orebody was discovered in 1929 and subsequently attempts were made to exploit it for tin by Jack Nutt Mines Ltd. and later in the middle 1950's by Montgary Oil Ltd., who extensively developed but did not produce from its lithium deposits. In 1966 systematic investigation of the pegmatite as a potential source of tantalum led to the founding of Tantalum Mining Corporation of Canada Ltd. (TANCO), and production of tantalum concentrates from the Bernie Lake mine commenced in 1969. Tanco's currently jointly owned by Hudson Bay Mining and Smelting Co., Cabot Corporation, and the Province of Manitoba.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

This paper presents an analytical technique for prediction of the damaged rock zone (DRZ) around a circular drift subjected to an anisotropic stress field (analytical solution exists only for the case of hydrostatic stress field). The method can readily be adapted to micro or personal computers. Stress concentrations around the drift are calculated at the centers of small rock elements, using the analytical solutions for a hole in an infinite plate. Potential failure of a rock element is assumed to be governed by the Coulomb failure criterion. When the failure condition is exceeded for an element, the excess shear stress is transferred to the neighboring elements. Progressive failure is allowed to occur until convergence is obtained. "The case for innovation in the mining industry has never been more compelling—whether you believe the industry is in a sharp dip in a significant ‘sawtooth’ cycle or in the midst of a bust — the imperative is the same. Despite record production levels and still above-average prices compared to the lows of 2000, the industry is struggling to make profits and provide the returns on capital that investors are seeking. This represents a large-scale destruction of value over the last 15 years.The last 10 years have seen a sustained rise of operation expenses and capital development costs while there has been a rapid decline in productivity. This trend is unsustainable especially against other key structural challenges and forces shaping the future of the industry:1. Despite short-term fluctuations, there is longterm sustained demand for commodities.• Demand is driven by relentless urbanization, population growth and a rapidly growing middle class.2. Environmental concerns continue to mount.• Existing mining methods and their environmental footprint are becoming increasingly unacceptable to society.3. Geopolitical pressures and community activism are growing.• An estimated $25 billion worth of projects are on hold due to community activism.• Increasing nationalism tendencies and government expropriations of close to $30 billion.• Social license to operate is being challenged.4. Finding, building, operating and closing a mine just keeps getting harder and more expensive.• Costs have been increasing at an annual rate of 10 to 15 percent for the last 10 years.• More assets are stranded as they become uneconomical to mine under current mining methods, e.g. Olympic Dam.• Ore grades continue to decline.• Declining productivity at an annual rate of more than 10 percent for the last 10 years.5. The industry has consistently underinvested in technology and innovation."

Wet kata cooling power (WKCP) measured using a kata thermometer is a well-known heat stress index in mining industries. Although over the years several researchers have proposed different heat indices and indicated the limitations of the kata thermometer, it is still being used in many areas, especially in the South African gold mining industry, mainly because of its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for WKCP, and some of the more prevalent empirical expressions. The analysis presented based on a regression technique aims to assess the disagreement between model predictions and actual measurements. It is found that the WKCP expresses bioclimatic interaction quite well under the specific parameter of interaction that explains the harsh thermal environment and air condition, such as metabolic activity, the person’s clothing, and the velocity of the air in which the person is working. The statistical analysis shows that the WKCP exhibits significant estimates to thermal stress under lower air velocities, light clothing, and higher metabolic activity rates.
