Underground mining environments bring with them occupational health and safety issues with some severe dangers, such as mine explosions. During such events, miners may escape using main access openings or find a safe haven like a refuge alternative (RA) to wait and be rescued and evacuated to the surface. In this paper, RAs are explained with their early and current applications. A classification as permanent and portable is detailed, depending on conditions and abilities. This classification is followed by the utilization and survivability of RAs with the requirements and recommendations of the main mining countries. Based on the utilization and survivability constraints, basic human requirements, waiting for a rescue team, and the required physical specifications of RAs during the events are analyzed in detail for various countries with their regulations. Among these, the specification of resistance to explosion is discussed in particular, and studies in the literature are examined in terms of structural deformation.

1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth's surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.

The Narragansett Bay Commission Phase III CSO Program includes construction of the 11,600-foot long, 30-foot ID, deep rock Pawtucket Tunnel in Rhode Island. This paper provides an overview of the Design Build Project features and highlight some of the important design considerations, features, and innovations, including geologic conditions and related TBM design, and deep shaft and tunnel segment designs. The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

Knowledge based applications are becoming important to Associated Manganese for efficiently dispatching ore of appropriate grades to customers on time. The G2 expert system shell has been used to develop blending and scheduling applications using a combination of object-oriented rule based, procedural, and heuristic approaches. The blending application, for example uses a heuristic approach for creating blends from thousands of small stacks of manganese ore of various grades and sizes, to meet customer specifications while fully exploiting the available inventory. Data capture and data warehousing have become important issues, and the Internet shows strong potential for distribution of pre-processed information.

Optical smoke monitoring fills an important gap in ventilation and fire safety: namely monitoring of smoky, low temperature fires where little CO and heat are generated. Smoke monitoring also avoids the nuisance alarms due to diesel exhaust, battery chargers, blasting and welding. The smoke optical density (OD) fire alarm standard specified by MSHA presents an opportunity for improved safety. Experience of actual mine usage of the SmokeBoss*100 is reviewed, with particular regard to effectivity, maintenance and cost.

What is the most economical way of tunneling in mixed ground that may experience high pressures? Non-continuously pressurized, mixed ground Tunnel Boring Machines (TBMs) are being utilized to deal with a wide range of geology. Continuous improvements in these mixed ground machines allow for ever-increasing efficiency and reduction of project risk due to unexpected conditions. We will explore the performance of recent mixed ground machines throughout the world and then look at how new improvements to mixed ground machines will enable excavation of an expanded range of ground conditions. These conditions include mixed ground with low fines, mixed face rock, and fracture/fault zones with high pressures where in the past a Slurry TBM may have been utilized.

Constructed by stonemasons over 120 years ago, a portion of the Trout Brook Storm Sewer Interceptor (TBI) owned and operated by the Capitol Region Watershed District in Saint Paul, Minnesota, needed rehabilitation. A routine inspection of the 10-foot limestone block tunnel revealed degraded and missing mortar between the blocks, allowing significant infiltration and soil migration through the tunnel joints. Conditions, including damaged and missing blocks, were considerably worse in a 250-foot-long segment beneath a busy mainline railroad corridor. Barr’s solution included tuck-pointing to repair the mortar joints, shotcrete overlay, and construction of a hybrid cast-in-place/shotcrete “tunnel within a tunnel” to support the mainline railroad loads.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. A number of open pit gold mines in Nevada extract ore from areas below natural groundwater elevations, necessitating dewatering and some method of disposal of the extracted water. These open pits extend well below the water table, with associated dewatering volumes greater than 10,000 gpm. Some mines, with large volumes of dewatering water to manage, have constructed re-infiltration basins to re-introduce dewatering water to the groundwater system some distance from the pits. This paper presents an overview of the state of the art of re-infiltration projects, including the permit process for such projects in Nevada, and the necessary engineering considerations.

Increasingly, geologists use geostatistical methods to evaluate drilling programs. The complexity of the methods varies with the nature of the available sample information, the objective of the statistical analysis and the geologist's experience. Occasionally, estimating the average sample grade is all that is required. In other instances a semivariogram calculation may be considered. If sufficient data is available, the geologist may wish to estimate blocks or panels of complex shape, using the kriging method of evaluation. Historically, the use of geostatistics by geologists has been limited by a number of factors, most significant being the difficulty in accessing and using computer programs needed to complete the necessary studies. Geologists are often working in remote areas from which electronic communication is unreliable, if not impossible. Even when access to computer programs is technically possible, the costs incurred in accessing and using these programs are often considered prohibitive. In many instances using the programs requires an understanding of computer systems far beyond that which a field geologist can justifiably be interested in acquiring and maintaining.

The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Low metal prices and increasingly stringent environmental regulations, coupled with the threat of higher governmental royalties are adversely affecting both existing and new operations. Existing operations must therefore be run at maximum operating efficiencies to enable mining companies to survive and grow. Well planned and executed "outsider" reviews can help achieve this goal. Many mine managers and those who direct them resist the idea of "outsider" reviews for a variety of reasons, some valid and some not. Those managers who do bring in the "outsiders" are nearly unanimous in reporting that the exercise in self-discipline was well worth the pain and effort and repaid the cost many times over. This paper makes a strong case for "outsider" reviews and gives recommendations on the kinds of reviews to undertake. The authors draw upon their nearly 70 years combined experience, much of which has been in operations.

Some people in the mining-engineering field mistakenly believe that mine-water management primarily revolves around the treatment of mine waters that fail to meet applicable water-quality standards. While water-quality control is undoubtedly important, it represents only a fraction of what constitutes comprehensive site-wide, minewater management. A more holistic perspective recognizes that it also involves mine dewatering to maintain safe and workable conditions, securing sufficient water supply for operations, strategically handling surface water within and surrounding the openpit to prevent issues like flooding, developing robust post-closure plans to mitigate long-term environmental effects, and proactively minimizing any adverse impacts on local communities and ecosystems. This article provides a brief overview of topics that fall within the concepts of mine-water management. The focus is on openpit mines, as they are generally larger than underground mines. The management of mine water is highly dependent on local and regional climate such as tropical, desert or temperate climate. Each climatic setting has its own unique challenges, but there are also commonalities.

Powerful, yet inexpensive, personal computers running Windows-95 operating systems provide powerful mine-wide monitoring capabilities when properly engineered. Long awaited conductivity over LAN, phone and Internet links provide new dimensions for sharing information throughout an operator's organization, in- deed around the world. On-line data analysis, archival data storage and historical trend viewing generate shared inputs to production, safety and maintenance personnel. Five years in development, Rel-Tek's new EZ-Trol/W-DX system was engineered around the pilfalls of a Windows environment. It now offers higher speeds, 3D animated graphics and long distance telemetry - all with better reliability than ever before possible. The ubiquitous DDS utility inherent in most Windows was discarded in favor of a lightning fast RAM format. Several ponderous interpretive programs were redesigned into a single compiled entity, thus avoiding the overhead from message conversion, handshaking and transfer. To make the system user friendly, a 'Wizard" utility helps operators set up and reconfigure their systems on site. In-mine data acquisition telemetry was also re- vamped, incorporating a unique noise avoidance scheme, dubbed the "DX" bus - enabling longer distances and higher reliability. 12- bit analog conversion provides the enhanced resolution needed for field scaling auto-cal sensors. By mid '96, eight EZ-TROLMI- DX systems were up and running, several for more than a year. Factory updating and assistance are possible over a phone or Internet link. Our factory testing of components routinely includes actual operation at 2400 BAUD over 14 miles of twisted pair wires.

This case study presents successful conversions of two conventional slurry tailings storage facilities (TSFs) to filtered tailings storage facilities in Durango, Mexico, for two mining operations with production rates ranging from 1,200 to 4,500 t/d (1,320 to 4,960 stpd). In both cases, the decision to make the conversion was driven by: • Ability to increase the storage capacity via stacking of filtered tailings. • Reduction of the tailings’ impacted footprint. • Mitigation of long-term geotechnical stability risks. • Alleviation of environmental risks by reducing tailings water as a source of pollutants, and a net reduction in process make-up water demand. The case studies can be divided in two classes: class 1 facilities, where slurry tailings are loaded almost immediately with filtered tailings because of storage area limitations; and class 2 facilities, where the conversion is immediate but the available area allows gradual or eventual loading of the previously stored slurry tailings. The condition where slurry tailings must be loaded almost immediately represents the greatest engineering challenge because of the geotechnical risks of instability and liquefaction (under both static and dynamic loads). Regardless of whether these facilities are converted immediately or eventually, they all require monitoring of pore water pressure conditions within the slurry tailings being loaded as the depth of placement of the filtered tailings above the slurry tailings increases. Additionally, where loading rate exceeds the pore pressure dissipation rate, tailings dewatering may be required to increase the rate of consolidation and strength and mitigate the risks of foundation failure.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

The Atlanta Plane Train Tunnel West Extension was excavated at Hartsfield-Jackson Atlanta International Airport using Sequential Excavation Methods (SEM). At its shallowest point, tunnel cover to bottom of Domestic Terminal footings was limited to 6 feet in soft ground. To mitigate risk of excessive building movement due to tunneling-related activities, the columns near the alignment were directly underpinned. Underpinning was accomplished using a combination of grouted mini-piles, installed under low headroom conditions, that supported steel framing spanning over the tunnel excavations. This paper focuses on design and construction of the underpinning system used to mitigate risk from tunneling.

The authors aim to analyze the behavior of smart sensors using Transmission Control Protocol/Internet Protocol (TCP/IP) infrastructure in hazardous applications, because of their advantages regarding safety, expansion and Quality of Service (QoS). Initially, some constraints are discussed for these applications. Then, the possibility is analyzed of using 2.4 GHz TCP/IP based transmission for sending data out of an industrial area. In this setup the authors evaluated the round-trip implementation (which requires a database of packet lengths), related to the delay introduced by the radio transmission algorithms from 802.15.4, and 802.11d/g protocols. Tuning results of different varying time-delays were compared to the constant delay cases from the literature (Deák, 2003; Lincoln, 2003). Both the hardware and software setups are implemented. Based on TinyOS specific software for hardware checking/ initiating communication/ starting/ closing measurements the authors have developed separate/combined procedures for testing the integrated devices. Measured time delay is presented and analyzed, for both beaconed and non-beaconed 802.15.4 transmission, with power optimization criteria. By testing two different implementations (Zhang et al., 2001), (ATmega256 RZAV - 256KB flash memory, the CC2420 IEEE 802.15.4 and ZigBee-compliant RF transceiver core - 128KB flash memory) the authors have found some time delay variations as a result of local processing by the ZigBee controller with an amount of flash memory. The work is also focused on adapting industrial measuring standard systems to the smart sensors, but not only through the 4-20 mA standard.
