Cadman's aggregate mine is located in North Bend, 34 miles east of Seattle, WA, and consists of a "Lower Pit" and an "Upper Pit." Recent regulatory and policy initiatives under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect in risk reduction requirements for the mining and minerals processing industry. For example, Congress is considering regulating 20 special wastes from the processing of ore and minerals through RCRA Subtitle D and TSCA. The performance of risk analyses and environmental planning at mining projects is often driven by Federal and state regulatory standards. Recent regulatory and policy initiatives by the Environmental Protection Agency under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect on environmental planning and risk reduction programs for mining and minerals processing. Regulatory programs implemented under other Federal laws including the Safe Drinking Water Act, Clean Water Act, and Clean Air Act will also impact industry practices. This paper provides: 1) a brief overview of mining waste and mining waste management, and 2) a description of these regulatory initiatives and a discussion on the impacts of new requirements on environmental and risk reduction programs in the mining industry.

A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. In open pit mining every effort is made to maintain as steep a pit slope as possible. Pi t slope angles are influenced by numerous factors some natural that are amenable to limited or no control at all and other mining technology related where a greater degree of influence can be exerted by the engineer. One such area where control is possible is the method of drilling and blasting in the pit. This paper discusses the influence of blasting techniques on the economics of pit slopes and demonstrates how balanced blasting can be used with advantage to pit wall control and improve fragmentation (thus reducing material handling costs). Microprocessor based instrumentation to monitor drill and blast performance has also been described.

Where weak rock zones are encountered in the slopes of an open pit, they may control pit wall stability. Back analysis of slopes involving failure through weak rock enables an estimate to be made of the weak rock strength. A system of consistent rock mass classification is described which enables the weak rock mass material to be described and classified from drill hole core. Correlation with back analysis determined strength allows strength estimates to be assigned to each rock mass classification.

Environmental laws and regulations have proliferated over the last two decades. 1/ Within the last year, Congress has dramatically expanded the scope of the Superfund program 2/ and has enacted significant new amendments to the Clean Water Act.3/ In addition, EPA has shown no signs of slackening the pace at which it promulgates new regulations to implement statutory programs. As part of an ongoing programme on behaviour of heavy minerals In streams, the dispersion of Au as free gold (Day and Fletcher, 1987), Sn in cassiterite (Fletcher et al, 1987) and W in scheelite (Saxby and Fletcher, 1987) have been investigated downstream of mineralization. The studies of Au and W were undertaken, in British Columbia and the Yukon Territory, respectively, in streams that are strongly influenced by spring snowmelt floods. Sn was investigated under tropical rainforest conditions in Peninnsular Malaysia.

Underground mining operating costs consist pri¬marily of direct costs such as labor, supervision, ma¬terials, and supplies, plus indirect costs. The material and supply costs vary substantially between mines but commonly range from 35 to 60% of the total direct costs. As part of the preparation of accurate operating cost estimates for a project, information must be as¬sembled to select the material and supply items and to determine the quantities of these items that will be required. Cost data then can be incorporated with the estimated material and supply requirements to determine the total material and supply costs for the project. Estimated quantities will vary considerably between mining projects depending upon factors such as the type of material being mined, the mining method, the equip¬ment selected, drilling and blasting techniques, mucking and haulage methods, ground support requirements, number of men employed, etc. Valuable information often can be obtained from suppliers and manufacturers, including data on current operating practices for similar projects, recommenda¬tions for the specific project, and preliminary cost quota¬tions. However, quotations obtained for estimates are generally higher than the prices paid at the time of purchase. Mines operating in the area, or those mining under similar conditions, also can provide essential design information, but it often is difficult to obtain cost information from the operators. Estimated costs for the most common major items of underground materials and supplies are presented in the accompanying tables. They represent current costs or cost ranges and are intended to be used only as a guide when preparing budgetary estimates for materials and supplies. Cost data were obtained mainly from suppliers and manufacturers, with up to three quotations being ob¬tained for each item whenever possible. In most cases, as noted in the table footnotes, prices were based on quantities representing normal requirements for me¬dium-size mine operations. Every attempt was made to assure accuracy. However, the cost for most items, especially those with multiple sources, can deviate sig¬nificantly for various reasons such as geographical loca¬tion, current market conditions, quantities ordered, size of the customer (which could influence the ultimate quantities purchased), and the ability of the purchasing department. It is also for these reasons that the actual amount individual mines are now paying for specific items may vary from the estimated cost in the tables. The cost for specific sizes of items that do not appear in the tables often can be factored from the data pre¬sented. Costs for many items can be converted easily to a unit that sometimes is more basic, but not as com¬monly used, such as from a length to a weight unit. Other items not listed, such as repair parts for equip¬ment, will involve contact with suppliers to determine specific recommended requirements and to obtain costs for these items as related to each individual project. Costs are expressed in terms of US dollars as of 1978 unless otherwise specified. All measurements, sizes, and weights are expressed in conventional units (i.e. feet, inches, pounds) ; applicable metric conversion fac¬tors follow each table. Costs are represented for drill steel and bits; mining explosives; blasting caps; blasting supplies; ground sup¬port items; ventilation equipment; utility pipe, utility hose, and accessories; mine track and accessories; tires for underground equipment; lubricants and fuels; and miscellaneous supplies.

An evaluation was performed on a district recirculation system at a trona mine in Granger, WY. A 1.52 m-diam (5 ft-diam), 37.3-kW (50-hp) vane axial fan was installed in a crosscut between the intake and return airways and recirculated about 31.4 m3/s (66,578 cfm) of air back into the intake. This amounted to a recirculation factor of about 20% of the return air. This air was part of the primary ventilation to three different continuous miner sections at operating distances of between 610 m (2000 ft) and 1829,m (6000 ft) from the recirculation fan. The mine environment was constantly monitored for respirable dust, methane and carbon monoxide in the operating sections and in the main intake and return entries. In addition, air samples were taken with and without the recirculation system during the evaluation and analyzed using gas chromatography. The results of this study showed only small increases in dust, while all other mine contaminants remained at such low levels that it was impossible to determine any relative changes from the recirculation system. Because of this, a brief SF6 tracer gas analysis study was subsequently performed to more precisely determine an increase in a mine contaminant with the recirculation system.

With Utah Power & Light Mining Division's commitment to operate the safest and most productive mines possible, a decision was made to purchase and install mine-wide monitoring systems for use in the mines. After review of several different systems the Conspec Senturion 200 system was chosen. Three separate systems were ordered to fulfill the monitoring requirements of the six mines in operation: one system for the Deer Creek Mine one for the Wilberg/Cottonwood complex, and one for the Deseret, Beehive and Little Dove complex.

FMC's Paradise Peak Mine was discovered in July 1983. The deposit at discovery contained 11,340 ,000 tonnes (12,500,000 tons) of ore grading 3.71 glt (0.108 oz/ton) Au and 120 glt (3.5 oz/ton) Ag. A feasibility study was completed by Davy McKee in May 1984, with detailed engineering starting in June 1984. Construction of the facility started on January 2, 1985 with plant start-up taking place on April 14, 1986, two and one half months ahead of schedule and more than 10% under budget. This paper describes the status of the operation approximately 1-1/2 years after start-up including revisions and additions to equipment and process.

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Pollution to Lake Erie will be significantly reduced by the Westerly Storage Tunnel (WST) system, which is mainly comprised of a 10,000-ft long tunnel and a dewatering pump station in the downstream tunnel shaft. Separate construction contracts for the tunnel and pump station required careful management of the interface risks. A key decision was to decouple the projects by relocating the mining shaft away from the pump station. The need to receive the tunnel boring machine (TBM) in the pump station shaft was eliminated by dismantling the 28-ft diameter TBM in the tunnel then carrying it back through the tunnel and up the mining shaft. This paper discusses how interface risks were successfully managed during design and construction to limit overall schedule impacts.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.

The new process consists of the selective coalescence of fine hematite particles by fine magnetite. The gangue minerals are dispersed by some dispersant; thus it can be separated by desliming. This process is particularly suitable for fine-grained hematite/magnetite-type deposits.
