On June 25, 1876 Lt. Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer's entire battalion of more than 200 men was annihilated; there were no survivors. While I don't seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

Under a Section 319 Water Quality grant from the U. S. Environmental Protection Agency, a working group of government agencies, mining industry representatives, and University of Alaska researchers undertook reclamation of an abandoned mine site on Birch Creek, near mile 101 of the Steese Highway. Stream hydrology, water quality, and the extent and nature of natural revegetation, were measured before the site was then recontoured to decrease the bedload deposition and bank erosion of the streams. Methods for stabilization of streams and rivers appear to have much in common with those for locations further south, but are subject to complications unique to the North, such as the formation of aufeiss, and to a lack of accurate climatological data. Natural revegetation appears to be possible for most northern placer mine sites. However, it may take place more slowly than required by public perception. Preliminary data indicate a surprising lack of nutrients in the floodplains of mined areas. Natural revegetation may be enhanced by selective planting of grasses and willows, which will contribute variously to soil quality, bank stabilization, and short-term appearance. Monitoring of hydrologic and water quality data, and of natural and artificially placed vegetation will continue at the .Birch Creek site through the summer of 1995,

As production of ground limestone increased our Company found it had an enviromental problem with limestone dust from our hammer mills. With the quarry and processing plant situated within 1 klm of a small township of 5000 people dust collection became essential. Regulations under the Clean Air Act 1972 also had to be complied with. Prior to this any demand for lime flour had been met by the use of a small drier and ball mill. Both expensive to operate. Dust emitting from the mills would amount to over 4000 tonnes per year. The cost savings were obvious. We had a better product which was essentially a by-product. Faced with a surplus of a very useful, but difficult product to handle we considered the possibility of disposing of it on the agricultural market.

Vegetative stabilization can help meet the esthetic objections and pollution problems posed by mine wastes. However, mine wastes are often unfavorable growth media and special treatments and techniques are needed for plant establishment and continued growth. The establishment of vegetation on mine wastes was the subject of many papers presented at the International Symposium on Ecology and Revegetation of Drastically Disturbed Areas held at Pennsylvania State University on August 3-16, 1969. This paper is a summary of those papers presented at the symposium that dealt with the nutritional and physical aspects of plant establishment on a variety of mine wastes. The synopsis presented is a combination of excerpts from the abstracts, notes on the oral presentations, and rough drafts of some of the papers. The papers will eventually be published in the symposium proceedings.

My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

"The Gateway Trans-Hudson Partnership (GTHP), a joint venture of WSP USA, Inc., AECOM USA, Inc, and STV Incorporated, is providing preliminary engineering services to Amtrak for the Hudson Tunnel project as well as supporting the NEPA process for getting the record of decision (ROD). This preliminary engineering design effort by GTHP includes geotechnical exploration and laboratory testing, design of structures, tunnel contract packaging and procurement planning.The Hudson Tunnel Project includes the construction of a new Hudson River Tunnel system and rehabilitation of the existing North River Tunnel. The new tunnel system will be constructed south of the existing North River Tunnel, from North Bergen under the Palisades to Hoboken in New Jersey, below the Hudson River, and connecting directly to Penn Station in New York (Fig. 1). The tunnel system is configured as two single-track tubes, intermediate ventilation shafts and cross passages in compliance with NFPA- 130 requirements. The adjacent surface alignment west of the Palisades will be constructed on viaducts, embankment and retained fills. The existing North River Tunnel (Fig. 2) consists of two single-track, electrified rail tunnels extending from tunnel portals in North Bergen, New Jersey to Penn Station in New York. Completed in 1910 by the Pennsylvania Railroad, the tunnel opened at the same time as Penn Station and the four, single-track, East River tunnels that connect Penn Station to Queens and onto Long Island and New England, respectively. Both tunnels in the existing North River Tunnel were inundated with brackish river water during Superstorm Sandy (Fig. 3), resulting in the cancellation of all Amtrak and NJ Transit service into New York City for five days. After the brackish water was removed from the tunnels, the residual chlorides and sulfates have had on-going detrimental impacts on the interior concrete and rail systems."

Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Due to time constraints, the reserves associated with each occurrence were not determined. All data points were random. The analysis was limited to occurrences in Colorado, Wyoming, and Utah. As the mining industry faces increased challenges with declining ore grades and harder to access deposits, operating mine sites in an environmentally responsible and economically viable manner will require innovations that improve efficiency in energy logistics, and automation. Technological advancements in mining have been successful primarily because of the willingness and capability of these solutions to share information with one another, for example OEM payload systems sending information to Fleet Management Systems, and in turn Fleet Management Systems interfacing to ERP systems. To promote and facilitate the sharing of data, there has been a push towards open standards with initiatives led by organizations like ISO, ISA, EMESRT, and GMG. These efforts are aimed at creating a more collaborative and interoperable environment within the sector. However, when it comes to implementing autonomous solutions, a different trend dominates— closed-stack solutions. These closed stack solutions not only prohibit a mine site from selecting best-of-breed solutions, by blocking the competition from entering the market, they also risk slowing innovation that could help overcome the challenges the mining industry faces. Open Autonomy, an internationally published standard that allows any FMS to work with any Autonomous solution, breaks this closed-stack approach and invites competition from other industries. This competition comprises of autonomous suppliers from other industries and manufacturers of smaller, civil-sized haul trucks. The availability and capabilities of these smaller-sized autonomous haul trucks will help tackle the challenges of responsibly and economically mining lower quality ore grades and mining harder to access deposits.

Land uplift due to mine flooding has become a significant challenge with extensive historical mining activities, particularly in Germany’s Ruhr district. The cessation of coal mining operations has led to a gradual rise in groundwater levels, altering geotechnical and hydrological conditions and causing surface uplift. This study develops a system dynamics (SD) model to investigate the dynamic interactions of influential variables such as groundwater levels, total stress, porosity and permeability with land uplift over time. The model integrates causal loop diagrams (CLD) and stock flow diagrams (SFD) to comprehensively understand the system’s behavior. SFD illustrated that for a 10 percent increase in groundwater level, the land uplift increased by about +6 percent, and a rise of 200 percent in total stress caused an 18 percent increase in effective stress, which decreased the land uplift by about 20 percent. This study highlights the importance of dynamic modeling in informing land-use planning and mitigating the long-term impacts of land uplift after mine closures.

Truck-shovel dispatch systems based on linear or nonlinear programming algorithms have been in operation since the mid-1980s, with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine. These systems are known for shortcomings related to the logic behind the decision-making of the operational objectives. This makes it necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. To address this issue, the present work discusses the implementation of a methodology based on artificial intelligence (AI) techniques to assist in the decision-making of the best optimization goals arrangement when operating a fleet management system. The focus of the analysis is on the evaluation of variable goal weights in a nonpreemptive, multigoal optimization model for multiple uncertain scenarios based on regions of optimal feasibility.

The Minerals Processing Section of Surface Combustion is currently engineering and erecting a plant designed to produce 400,000 LTPY of 95% metalized pellets from raw magnetite concentrate, This venture is the first domestic commercial facility that will manufacture pre-reduced pellets as an integral part of a process to produce steel. Surface Combustion has developed the methods that will be used. Midrex, a division of Surface Combustion's parent company, Midland-Ross, will own and operate this plant. The site is adjacent to the City of Portland, Oregon on a 15 acre hydraulically-filled area on the east bank of the Willamette River. Either filter cake or concentrates in slurry form will be purchased from Marcona in Peru, delivered to the dock facility by ocean vessels and distributed to a pond for wet storage. Reclamation from the pond will be with a conventional dredge delivering concentrate to a thickener.

Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery through- put target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer plant management system in the concentrator. The overall/philosophy was to keep the implementation simple while using new technology creatively.

An underground mine fire can seriously threaten the lives of all personnel in the mine. This fact makes fire emergency planning a high priority in the mining industry. The optimum warning alarm must be fast and able to reach all miners, regardless of their location or work activity. Current means of fire warning are varied, and include such methods as stench, telephones, and word-of-mouth (messengers). Unfortunately, none of these methods are entirely satisfactory. A novel fire warning alarm which enables instantaneous warning of all underground personnel, the Canary Nine Messenger System, has been developed by VLF Magnetic Systems Inc. in conjunction with Noranda Technology Centre and the U.S. Department of the Interior - Bureau of Nines. The warning is sent by an electromagnetic signal which penetrates through mine rock to receivers housed in the battery packs which also power each miner's cap lamp. A loud buzzer in the integrated battery/receiver unit and the flashing of the cap lamp alerts miners to incoming messages. Testing of prototype equipment has demonstrated that the transmitted signal is capable of penetrating through over a mile of mine rock and activating the receiver. This report describes the theoretical basis for through-the-rock ultra-low frequency electromagnetic transmission, and the design of recently available transmitter and receivers.

To place the SME Standards and Guidelines for Valuation of Mineral Properties (SME Valuation Standards) and International Mineral Property Valuation Standards template (IMVAL Template) within the global context of existing mineral valuation standards.2. To review the current status of harmonization of each International Mineral Valuation Committee (IMVAL) member’s mineral valuation standards (or code) with the IMVAL template and suggest remedies for issues found.3. To suggest future enhancements for the IMVAL Template and SME Valuation Standards, and to suggest future roles for the IMVAL and SME committees. From the author’s review, Ellis draws the following conclusions.The SME Valuation Standards comprise a minimum set of principles-based standards and guidelines for developing and reporting valuations of mineral properties (including petroleum properties) for public and private use, subject to jurisdictional requirements. The standards are also designed to provide mineral valuation guidance that supplements application of the International Valuation Standards Council’s International Valuation Standards (IVS) and the U.S. government endorsed Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Foundation.The SME Valuation Standards is the first set of valuation standards developed by a minerals institute adopting and modifying the IMVAL template. As a result, the SME standards are essentially totally harmonized and otherwise aligned with the IMVAL template. IMVAL was initially conceived in 2012 as a discussion body to aid harmonization of each member’s valuation standards, by modifying to function the same. IMVAL primarily developed the IMVAL template, published in July 2016, to produce an agreed reference framework of essential mineral valuation guidance content as the goal for harmonization of the Australasian Code for Public Reporting of Technical Assessments and Valuations of Mineral Assets (VALMIN Code), The South African Code for the Reporting of Mineral Asset Valuation (SAMVAL) and the Canadian Standards and Guidelines for Valuation of Mineral Properties (CIMVal standards and guidelines). The harmonization would result from each mineral valuation standards committee modifying its standards to operate similarly to the IMVAL template, producing valuation reports with similar content and value for the same mineral property. The template is also available for other bodies to adopt and modify for their regional setting’s needs, as SME did, or use as a convergence goal when updating an existing standard."

The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

Assessing the occurrence of natural ground-water recharge at mine and mill waste disposal sites may be crucial to addressing regulatory agency concerns regarding the potential impact of waste seepage on ground-water resources. Recharge has been shown to occur even in semi-arid areas where annual lake evaporation exceeds precipitation. Permanent storage of waste seepage in the unsaturated zone is not to be expected if recharge occurs under natural conditions. Establishing the direction and rate of fluid movement in the vadose zone by field measurements is an important element that should be included in the site selection process.

Strain burst can occur in underground hard rock excavation when the in-situ stresses are high enough. The prerequisite for rock burst is that the total energy released from the rock mass is higher than the energy needed for rock fracture. The total released energy is contributed by both the burst rock and the surrounding rock. The part of the energy from the burst rock is constant per unit volume of the rock, but the part from the surrounding rock is associated with the burst volume. A greater amount of energy will be released from the surrounding rock in the case of a larger volume of burst rock. The postulation for the energy conversion in strain burst is verified through a FLAC3D model in the paper. It is assumed that the strain burst occurs in a circular tunnel that is located in the hydrostatically loaded rock mass in the model. Six pairs of notches with different depths are created in the opposite walls of the tunnel to simulate the bursts. The energies released from the notch rocks and from the surrounding rock are calculated during the burst. The simulation results show that the percentage of the energy released from the surrounding rock in the total released energy increases with the notch depth. The numerical modelling confirms the postulation that the surrounding rock contributes more energy than the burst rock itself in large-scale strain bursts

INTRODUCTION The rock mechanics study of the shortwall mining system at Beth-Elkhorn corporation's Hendrix No. 22 Mine is being conducted under contract with the U.S. Bureau of Mines. The objective of the study is to obtain data on surface subsidence over a portion of the mined area, strata subsidence in the mined area, and underground stress changes and displacements in and near natural support elements of the mining system. This study is currently in progress, and only a portion of the results are being presented at this time. The Hendrix No. 22 Mine is located in the moderately rough mountainous terrain of Letcher County in eastern Kentucky. The nearest mine workings to the shortwall area are approximately 1,900 feet distant. The depth of cover over the mined shortwall area varies from 770 feet at Panel 1 to 170 feet at Panel 5 (Figure 1). The strata in the shortwall area is summarized in the three core logs shown in Figure 2. Hole no. 2 is located in approximately the center of the mined shortwall area (Panel 3, Line C, Figure 1). The coal seam in the shortwall area is approximately 4 feet thick and horizontal, although one major ‘roll’ intersects all panels.
