The complex mineralogy of the Porgera resource has a pronounced effect on process selection for the recovery of refractory gold and silver. Intimate association of gold with pyrite necessitates a high degree of sulphur preoxidation to achieve acceptable levels of gold recovery. Acid pressure oxidation has been demonstrated to be the only commercially proven process capable of achieving the required level of pyrite oxidation. Gangue mineralization dictates preconcentration of the sulphides to limit the acid consuming capacity and carbon dioxide generation during oxidation. However, the relationship between concentrate sulphur grade and gold recovery to concentrate ultimately governs the optimum degree of sulphide preconcentration. Minipiloting of the preconcentration and oxidation stages of the Porgera flowsheet are described. The influence of these processes on subsequent recovery of precious metals together with the technical and economic necessity of concentrate pretreatment prior to oxidation are discussed.

INTRODUCTION Column-type supports are used to prevent roof falls in underground excavations. The first individual column supports were made from timber that was cut to fit the irregular heights of mine seams. Because the seam height of the material removed varied throughout the mine, timber posts generally could be used only once. During the I 920s, steel friction props began to appear in British and European mines, and, by the 1950s, thousands of these props were being used. However, the steel friction props were heavy, difficult to install, and difficult to recover. Furthermore, the friction props could not be preloaded, and their yielding behavior was rather erratic. In 1946, hydraulic props were introduced in En¬gland, and, within a few years, they replaced friction props throughout Europe. The first application of hy¬draulic props in the United States occurred in the 1950s, during early experiments with longwall mining. Modern technology and high-production mining procedures have combined to make the use of hydraulic props a very acceptable method of providing temporary heavy-duty support for production areas. In areas such as development headings, where only modest roof loads are expected, lighter-duty jackscrews, ratchet jacks, and light hydraulic props are used. ADVANTAGES OF HYDRAULIC SUPPORTS The acceptance of hydraulic supports has been wide¬spread during the past 25 years, proving their reliability and effectiveness in preventing roof falls. Some of the advantages provided by hydraulic supports are: 1) Individual hydraulic props can be installed within 30 sec, resulting in a minimum exposure of per¬sonnel and equipment to an unsupported roof. 2) Hydraulic props can be preloaded to more than 4.5 t (5.0 st), increasing the frictional resistance between the rock strata. Thus, the roof is kept tight, improving the behavior of the unsupported ground. 3) If gradual roof sagging or bottom heaving im¬poses an irresistible force, the hydraulic prop yields gradually and continues to support the ground. 4) The support capacities of the hydraulic props most widely used range between 10 and 20 t (11 and 22 st). Their support capacities are maintained during yielding to an irresistible force. 5) Hydraulic props can be recovered rapidly. Where no other supports are provided for the roof, as in pillar¬ing operations, the hydraulic props can be recovered by remote means. 6) The length of hydraulic props is readily adjust¬able allowing them to be reused in seams where roof height varies. 7) Studies of mining operations indicate that the use of hydraulic props increases both personnel safety and mine productivity. Traditional methods for mine waste management produces two waste streams and the construction of separate disposal facilities. Tailings impoundment design is usually controlled by physical stability problems. Alternatively. the waste rock offers high stability characteristics but hydraulic properties that create ideal conditions for oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the physical behaviour of an integrated waste system. 'he potential benefits of co-disposal are shown for a typical mine such as Equity Silver.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. In order to maximize the benefits obtained from flocculating agents when used as settling aids in high rate and conventional thickeners, it is often necessary to dilute the thickener feed prior to flocculant addition. In some cases, no flocculation at all is possible unless dilution water is used. The most common method of diluting thickener feed has been to recirculate some of the thickener overflow by means of a centrifugal pumping system. This represents a significant capital and operating cost. Supaflo Technologies of Australia has developed and patented an internal recirculation method known as Auto Dilution (or "Autodil") which is based on the principle that an hydraulic head differential exists between the inside and outside of the feedwell because of the higher S. G. of the pulp inside the feedwell, By installing non-return ports in the feedwell wall at the appropriate level, supernatant solution flows into the feedwell at a calculated rate and dilutes the feed without any need for external recirculation of overflow.

This paper describes the rationale for and some results from applying a statistically based approach to reagent testing in those flotation plants which still rely on experienced operators for manual flotation control.

During dusk, nighttime and dawn operations, effective illumination is a crucial component of safety for getting on/off mobile surface mining equipment and for preshift inspections. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers examined whether illuminance levels could be improved for ingress/egress systems and preshift walkaround inspections of equipment using light-emitting diode (LED) area luminaires. Illumination and glare were key metrics evaluated. Although headlamps provided adequate illumination, LED area luminaires illuminated a much broader area compared to the narrow spot lighting of the headlamp. Hence, the use of additional area luminaires can increase slip-trip-fall (STF) hazard awareness and detection. Furthermore, a commercially available luminaire demonstrated better results than a custom LED luminaire relative to discomfort and disability glare.

The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

The image of the flotation froth surface in the mineral processing plant contains the information about its composition. This information can be very useful for a technological process automation. Images, captured in the optical part of the measurement system were read by the computer, then were transformed and analysed digitally. The set of image parameters, extracted from an image transforms, was evaluated by statistical analysis. The recognition algorithm constructed in this process allowed to estimate the froth composition.

The hydrometallurgical treatment of gold and silver ores by ammoniacal thiosulfate solutions in the presence of a copper catalyst has been actively studied in recent years. Such a process strategy is very attractive due to the low toxicity of the lixiviant and the efficient recovery of the precious metals from difficult-to-treat ores. Important features of the ammoniacal thiosulfate system for the recovery of precious metals from various sources are reviewed in this paper, including leaching, metal recovery, and system stability.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. Curved pulp lifters have been incorporated in SAG and AG mills in Australia. The aims have been to ensure complete discharge, at high throughput, of both slurry and coarse solids, especially at high mill rotational speeds. Curved pulp lifters can overcome incomplete discharge and back-flow of solids down the pulp lifter that can occur in straight-radial pulp lifters (and is a major cause of wear). They can be designed to prevent reverse flow of pulp via grates back into the mill. Experience with curved pulp lifters now extends to three years over three mills, in one mill as an installation from new and two as retro-fitted installations. Curved pulp lifters, relative to conventional designs, offer improved discharge and wear performance and well as high impact-resistance and wear life of the curved pulp lifter grates.

A consortium of Canadian mining companies, engineering firms and the Ontario Government has supported Hydrochem's efforts in the last year to design and cost a 10 tpd NITROX PROCESS® demonstration plant. A 5 kg per hour mini plant was installed at the Hydrochem facilities in Brampton, Ontario. This paper describes design testwork on Dickenson Mines arsenopyrite concentrate and application of the findings to the demonstration plant flowsheet. The control of nitrates in discard solids and stack gases is discussed in detail. Nitric acid oxidation of arsenopyrite results in significant ele- mental sulphur formation, enough for it to be detrimental to sub- sequent cyanidation. Flowsheet variations aimed at dealing with this process characteristic are discussed and testwork results on one option (hot liming) are described.

Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, New Mexico area. The first four shafts sunk at international Minerals and Chemical Corporation's property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 Shaft there has been extensive-erosion and salt dissolution in the Rustler Formation which has led to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows it was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be codified to reflect any new or additional information which is obtained during the progress of the grouting.

A fire in a coal mine conveyor belt entry represent a major safety and health risk to miners. Fighting belt entry fires can be a commanding effort. If there is a failure of one aspect in the fire fighting needs such as a dissimilar hose-valve connection, then it can result in the inability to extinguish a fire. Fire incident data compiled over nearly 30 years for underground coal mines shows that fires in belt entries account for 15-20 percent of the total number of fires. Fires in the belt entries of coal mines have resulted in injuries and fatalities. New regulations have been promulgated that require an unplanned fire not extinguished within 10 minutes of discovery to be reported to the Mine Safety and Health Administration (MSHA). A fire that is not extinguished within several minutes may take hours or days to extinguish or may require sealing a section or the mine in some cases. The current fire protection regulations in the U.S. Code of Federal Regulations (CFR), Title 30, Part 75 are designed to prevent or control the fire hazards present in a belt entry. These requirements and other factors affecting belt entry fires are discussed, including fire detection and warning, fire suppression devices, type and location of fire fighting equipment, waterlines, and cleanup and removal of combustible materials. The fire suppression systems used to extinguish/control a belt fire and the effect of ventilation on the propagation of conveyor belt fires are also discussed.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. Coconut shells are the most widely used raw material for the production of activated carbon used in the gold production by cynanide leaching. There have been efforts to find alternatives to coconut shells. Shells and stones of certain fruits, have been tested. Although promising results to some extent were obtained, coconut shells remain the main source of activated carbon. Türkiye has become a country of interest in terms of gold deposits of epithermal origin. Four deposits have already been discovered and, mining and milling operations are expected to start in the near future. Explorations are underway in many other areas of high expectations. Türkiye is also rich in fruits which can be a valuable source of raw material for activated carbon production. In this study, hazelnut shells, peach and apricot stones, abundantly available locally, have been tested to determine whether they are suitable for the gold metalurgy. Parameters of carbonization and activation have been optimized. Gold loading capacity and adsorption kinetics have been studied.

Beneficiation of-low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, electric and magnetic properties of the ore and gangue are similar the possibility of separation by color, reflectivity, or fluorescence offers hope for utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Electronic color sorters were first designed to process agricultural products and were small low-capacity units. However, the recent introduction of larger machines designed to process 6-in, diameter ore at a rate of 30 to 50 tph (Anonymous, 1966a), has brought color sorting into the capacity range required by many mineral producers.
