The Paupers Dream Property is located in the northern Boulder Mountains, southwestern Montana, 30 km southwest of Helena. The property is situated in the central portion of the Butte-Helena gold belt, a NE trending lineament marking a zone of recurrent, late-Cretaceous to mid-Tertiary volcanic activity. Geology consists of a plutonic basement of late-Cretaceous quartz monzonite overlain by a pre-volcanic basal conglomerate and a complex sequence of Oligocene rhyolitic volcanics. Gold mineralization occurs in fracture-controlled quartz veins, silicified stockwork, and brecciated shear zones as auriferous pyrite, arsenopyrite, and disseminated free gold. An estimated 60,000 tonnes averaging 2.5 g/t was produced from the Porphyry Dike, Venus, and Paupers Dream Mines on the property. Current drill indicated reserves (May, 19861 are placed at 6,946,000 tonnes averaging 1.45 g/t gold.

To compete in Today's Market, Mine Managers have two, often conflicting tasks. They are to improve productivity, allowing the mines to compete in our world markets and to improve the environment in which our miners must work. To Maintain and improve the environment to ever increasing acceptable levels requires monitoring. In years passed this required considerable labor, which was provided by the Ventilation Department. They continuously took manual samples using hand-held instruments, sampling gas level such as CO for fire and methane for explosive risks. In addition they took continuous air velocity readings with hand-held instruments which allow them to calculate the ventilation air movement in each area of the Mine. This manual gathering of information was not only expensive and slow but marginal at best. It was marginal because the gas sampling was sporadic rather than continuous, as sample reading taken in one part of the mine would likely not be repeated for another 8 hours. If problems did occur, they likely went unobserved until they reached crisis proportion.

Backpropagation, learning vector quantization, counterpropagation, functional link, probabilistic, and. self -organizing map are among the most popular neural network classification paradigms. Each paradigm finds a unique set of weights that will map the input pixels into their respective output classes. The usefulness of each network depends on its overall accuracy, ease of use, speed and scaling. The fastest and most accurate networks in this study were the functional link and counterpropagation. These networks, however, do not scale well to large input vectors or large training sets. A better choice is the LVQ network which achieves high accuracy, is fast, requires a minimum number of input parameters and presents fewer scaling problems.

The ability of triisobutylphosphine sulfides to selectively recover silver from acidic sulfate solutions containing zinc and copper is described. Selectivity is explained in terms of the concept of hard and son Lewis acids and bases. Silver is stripped from the solvent using a novel strip feed (thiosulfate salt), and the recovery of metallic silver from the strip liquor by electrolysis or cementation is suggested. The high selectivity of extraction for silver and the utility of the stripping reagent are demonstrated in continuous, countercurrent, mini-plant tests. Important reagent properties, such as hydrolytic stability and low aqueous solubility, are discussed.

In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

Continuing interest in processes that will effect separations in the fine particle size range has prompted intense interest in the use of high gradient magnetic separation (HGMS) for beneficiation of uranium ores. Some of the uranium minerals are paramagnetic and hence are amenable to concentration by HGMS. This paper presents a brief review of the problems associated with uranium ores beneficiation, a description of the HGNS process, and the effects of the parameters--pulp velocity, field strength, matrix loading and magnetic field gradient on product recovery and grade. Unsatisfactory separation of uranium minerals by HGHS is related to ore specific properties such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix and interference of micron sized slimes. Experimental techniques to identify and resolve some of these problems are outlined.

Field sampling was conducted in Lake Junin, Peru in order to assess the post-depositional reactivity of the highly contaminated lake sediments. High resolution profiles of dissolved Fe, Mn, SO42- and H2S across the sediment-water interface illustrate that the organic-rich sediments in the main basin become anoxic within several millimetres of the sediment-water interface. These permanently submerged deposits in the main basin serve as a diffusive sink for dissolved Zn and Cu. Conversely, the periodically unsaturated deposits in shallow areas are characterized by the remobilization of Zn and Cu in the deep acidic (pH < 4) pore waters, resulting in the release of these metals to the overlying water column.

Dynamic experiments were performed in a continuous open-circuit 40x40-cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transferfunction and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model, a minimum variance controller with constrained input is designed and its performances are compared, by simulation, to the performances of a conventional PID regulator.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors of this paper, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the interdisciplinary area which they have called "geostatistics." An actual example has been selected to illustrate this benefit.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master&apos;s and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it&apos;s the one we see as a result of regulation, attitudes and culture from our nation&apos;s capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you&apos;re not likely to run into any friends. Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970&apos;s some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

The Bousquet #2 deposit, located within the Blake River Group in the Abitibi Greenstone belt, midway between the towns of Val d&apos;Or and Rouyn-Noranda, exhibits all of the distinguishing characteristics of volcanogenic massive sulfide (VMS) deposits. As such, the deposit can be compared with other gold-rich VMS deposits such as the world-class Home deposit in Rouyn-Noranda, Quebec, Canada and the Mount Morgan deposit near Rockhampton, Queensland, Australia.

The genesis of the advancements is greater find a mental understanding of the synthetic chemistries for and physical properties of colloidal matter and instrumentation capable of characterizing particle size, shape and surface features. Several advanced chemical methods for processing powders are now employed in ceramic, electronic, imaging, medicinal and plastic technology. This presentation will highlight solution phase synthetic methods for in situ coating of fillers such as SiC, Al2O3, AlN and SiO2 and some properties of the product solids.

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth&apos;s crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth&apos;s crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth&apos;s crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth&apos;s mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world&apos;s REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world&apos;s REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. Many organisations, including those in the resources industry have Board-level endorsed principles on sustainability. A key challenge, however, is how to systematically integrate these high-level principles into the design and operation of mineral processing plants. In an effort to meet this challenge the Sustainable Operations framework, called SUSOP®, was conceived and developed through the Corporative Research Centre for Sustainable Resource Processing (CSRP) in Australia. Somewhat analogous to HAZOP (Hazard and Operability Studies) which is well entrenched in the resources industry, the key aim of SUSOP® is to produce a holistic, systematic and rigorous methodology for identifying and assessing sustainability opportunities and risks. This paper argues the need for such a sustainability framework, presents the key elements of SUSOP®, highlights how case studies enhanced its development and articulates the reasons why such a framework will have growing importance into the future.

This paper presents an overview of the New Mississippi Tunnel Outfall for the Transportation Expansion Project (T-REX). The Outfall conveys highway and other urban drainage to the South Platte River as well as provides long needed relief from flooding problems in the southeastern portion of the Interstate 25 highway corridor. The Outfall tunnel incorporates a one-pass precast concrete segmented liner to convey storm water under I-25 then under Mississippi Avenue to the river. The Outfall crosses both the existing I-25 as well as the future improvements including under the Light Rail Transit, a new bridge abutment, widened lanes, and new retaining walls. The Outfall also crosses adjacent to several buildings and five bridges, under major traffic and utility intersections, and through difficult geology.

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. British Columbia&apos;s physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11. "The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."
