A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. A computer software package, named CFIRE, for the general ventilation network analysis and fire control, mine fire and/or coal spontaneous combustion, has been developed at Xian Mining Institute in China. It is a multipurpose package with adequate capacities of ventilation map drawing, ventilation network analysis, gob fire simulation, steady state ventilation simulation and transient state ventilation simulation. It was written in a user-friendly style, driven by menus, facilitated by on-screen messages and supported by the allowance of user interferences. CFIRE has used up-to-date research findings focussing on the practical needs of coal mines. This paper discusses briefly also the relevant theoretical principles on which this package has been perceived.

Longwall systems are used to mine approximately 50 pct of the world's total coal production. Single entries are the predominate method of longwall development in Europe and Asia where mining conditions are much more severe than those encountered in the United States. During the 1970's and early 19801s, the Bureau of Mines and the coal mining industry invested nearly $20 million in single entry and related research. This report reviews the accomplishments of single-entry research in the United States. Two U.S. single-entry field projects are described; the Sunnyside Single-Entry Project conducted in central Utah, and the Tunnel Boring project conducted in northern West Virginia. Two other important studies are discussed, the Single-Entry Study by NAMCO and the Single-Entry Design Study by Ketron. Inc. This review compares the resulting technology with European counterparts to further assess the utility and efficiency of the U.S. systems, and final1 y, it discusses future research and development options which would lead to safe and productive single-entry longwall development in this country.

"Ventilation systems are not only an integral part of any underground mine design but are a significant contributor to the mine’s capital and operating costs. The ventilation and cooling design systems presented in this paper were part of the prefeasibility evaluation of an underground platinum mine in South Africa. The mine would ultimately operate at the depth of 1,200 m below surface with a proposed 4 Mtpa production rate. The proposed mining operation is a highly mechanized operation using diesel equipment. Significant daily production rate, large amount of equipment and expansive nature of the operation, contributed to a challenging while flexible ventilation design requirements. This paper presents how to safely and efficiently optimize capital expenditure and operating costs associated with the mine air cooling and refrigeration system through practical ventilation design practices. Successful capital and operational savings by modulating installation and commissioning of refrigeration facilities can influence the economic realization of such systems. The adapted planning and design approach provided a cost-effective advantage while complying with design safety and regulations. INTRODUCTION This paper outlines a prefeasibility evaluation of the heat loads and related cooling system to be employed at the proposed platinum mine. The paper also provides appropriate details for a comprehensive understanding of the applied methodology. The proposed mine will be a trackless underground operation using a combination of mining methods. Initially, ore zones with vertical thicknesses greater than or equal to 18 m will be mined using the long-hole stoping (LHS) method, while thinner ore zones will be mined using mechanized drift-and-fill or drift-and-bench methods; hence, a highly mechanized operation with LHDs, trucks, drill rigs, personnel carriers, etc. is envisioned. Broken rock (ore and waste) will be transported by the means of trucks to the main passes (ore and waste) and collection points. Mining zones identified in the project occur at depths ranging between approximately 700 m to 1,600 m below surface. Primary access to the mine will be via a 1,100 m deep, 10 m diameter production shaft (named Shaft No. 2), three additional shafts will be sunk to provide future ventilation and production support. Three main access levels are established as primary haulage levels and include a series of interconnecting ramps. Additional mining sublevels will be developed as necessary. Figure 1 shows the proposed shaft locations and main access levels in a 3-D elevated view. Mining is performed using highly productive mechanized methods. For this reason, an annual ventilation estimate is based on requirements for mobile equipment (i.e., 0.06 m3/s/kW). The air requirements imposed on the underground operation is further influenced by equipment heat loads, auto compression, and virgin rock temperature, as the main sources of in-mine heat."

The success of any industrial mineral project requires an accurate forecast of the demand fir the material as well as accurate projections of costs and prices. This paper develops a general method of predicting mineral requirements and applies it to the case of graphite. The basic method is to explain graphite consumption in each of its major uses by the output and manufacturing technology of the using industry. Once these underlying factors are determined, they can he projected to establish future requirements. This forecast is critical to the evaluation of a new source of supply, such as the graphite resources of Upper Michigan.

There is no straightforward and systematic method for adequately measuring blast damage in on-going mining operations. This paper considers various techniques available for the measurement of blast damage, making particular reference to recent underground hardrock mine studies. This paper concludes by indicating the importance of understanding and accounting for geology and emphasizes the need for a robust damage-audit procedure.

A test of a solvent extraction (SX) pilot plant featuring electrostatic coalescence has been performed by C-E Natco at the United Nuclear uranium mill in Church Rock, New Mexico. Operating in parallel with the United Nuclear SX system, the C-E Natco electrostatic SX pilot plant exhibited comparable extraction efficiency to the United Nuclear system which utilizes conventional mixer-settlers. The C-E Natco pilot, however, operated at much higher liquid loading rates and exhibited less communication between the aqueous phases of the extraction and stripping circuits.

Current mining regulations require revegetation in reclaiming surface nines. Excessive soil compaction can be an impediment to successful revegetation in poor soil conditions common to Eastern coal nine sites. A field study was performed to determine the bulk densities of soils that had been spread by either bulldozers or scrapers at a strip nine site. Moisture-density relationships for the soils were determined from the field samples. These were compared with stockpile samples compacted by the Standard Proctor compaction test. The results of the study indicate that the degree of compaction could be lessened through proper soil handling procedures.

The examination of relatively well behaved distributions subject to truncation by a cutoff grade in the mine clearly demonstrates that a bias is inevitably introduced when the selection is based on the results of samples which are subject to even the most idealised error distribution. The idealised error used in this paper is assumed to be normally distributed with a mean of zero and is thus unbiased. The bias introduced can be minimised but it cannot be eradicated. A better understanding of the bias can lead to improved procedures for mine sampling, sample preparation, assaying and estimation of selection units which will not only reduce the discrepancy but more significantly will increase the efficiency of mining selection and hence profitability.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

Extensive deposits of bituminous, subbituminous, and lignite coals occur in the western United States (Figure 1). Over one trillion tons of identified resources have been located and inferred by geologists and more than 200 million tons of western coal are mined annually (1). In the future, production of western coals will increase significantly and approach national production levels of higher-rank eastern coals. Western coals will be utilized in new power plants as a replacement fuel for oil and gas and may be used in advanced technologies such as diesel engines or in direct-fired turbines. Since these applications require low-ash, low-sulfur coals, crushing to fine sizes and significant cleaning to remove minerals and sulfur will be required. Coal cleaning traditionally has been associated with reducing pyrite and other mineral matter from high-rank eastern coals. To date, insignificant quantities of western coals have been cleaned before utilization and limited data on their washability characteristics exist. Because of this lack of data, it is difficult to predict how these coals will react to standard washing techniques.

This paper presents an assessment of modeling techniques in predicting subsidence over longwall areas. Extensive instrumentation has been made, both at the surface and subsurface, at three longwall mines in northern West Virginia. Ground movements were monitored during a three- year period until subsidence ceased in these areas. A comparative analysis of empirical subsidence prediction techniques including graphical (NCB), profile function, influence functions (USBM, Bals', Knothe's, and zone area) will he presented. A brief geologic and topographic description of each site, along with the instrumentation and monitoring program, will also he presented.

"Plutonic-related" gold deposits in Interior and SW Alaska (Tintina Gold Belt) vary significantly in size, grade, vein/deposit morphology, depth of emplacement, distance from causative pluton and metal association. Metal associations such as Au-Bi and Au-As- (Sb-Hg) are a good empirical indicator of the depth of emplacement and distance from causative pluton. These associations have been used successfully in exploration. Results from several analytical techniques also suggest a phenomenological cause for these metal associations. Gold and bismuth have paired mineralogy at high temperatures and, thus, are best correlated at deposits that are deep and/or close to causative intrusions.

Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. "INTRODUCTIONThe South Napa Earthquake of 2014 caused ground motion at numerous reinforced concrete-lined (shotcrete-lined) winery tunnels in Napa County and Sonoma County, California. The occurrence of seismic ground motion at these tunnel complexes, known as wine caves, presented an opportunity to reevaluate seismic performance of reinforced concrete and reinforced shotcrete lined tunnels. The authors of this paper updated the most recent comprehensive compilation and evaluation of case studies by Power and others (1998), which correlates peak ground acceleration (PGA) at tunnel sites to damage. For this update, the authors evaluated the seismic performance of 31 wine caves near the South Napa Earthquake epicenter; including some of the 90 wine caves they designed since 1991, some caves designed by others, and additional caves constructed by contractors that they frequently work with. Tunnel designers can use the new data presented in this paper to help evaluate the usefulness of detailed seismic design analyses. THE SOUTH NAPA EARTHQUAKE The South Napa Earthquake occurred at 3:20 AM Pacific Daylight Time on August 24, 2014. Figure 1 shows the approximate location of the epicenter, the measured/estimated PGA contours, and the location of wineries with wine caves added to the database where the PGA was at least 0.2 g. The epicenter was along the West Napa fault, about 5 miles south-southwest of downtown Napa, California. The earthquake moment magnitude was 6.0, and measured/estimated PGAs were up to about 0.7 g. The duration of strong shaking was about 10 seconds. This earthquake was characterized by right lateral strike-slip fault movement, ground surface rupture, and after slip at the ruptures. Increased surface water flows were observed at seven creeks after the earthquake. Groundwater level rises of up to 5 feet were observed in Sonoma County wells after the earthquake. The earthquake was the largest seismic event in the San Francisco Bay Area, which includes Napa and Sonoma Counties, since the 1989 Loma Prieta Earthquake. The Napa event caused an estimated $400 million in damage. This damage included moderate to extensive structural damage to older commercial buildings and to some newer buildings in downtown Napa. This damage resulted from ground motions, subsequent fires, and failed underground utility systems."

As hard rock mining develops deeper over time, there is an increasing need to predict the spatial and temporal distribution of adverse seismogenic rockmass reaction to mining. Real-time monitoring and feedback of mine data are used to tactically manage risk associated with induced-seismicity; however, strategic risk management requires reliable tools for forward predictions of seismic hazard. The forward prediction of seismic hazard is strengthened by understanding of potential seismic intensity, which often relies on well calibrated mine-wide numerical models. This paper uses a case study to explore how future seismogenic potential and the nature of future seismicity can be domained according to numerically predicted stress-strain paths at past seismic event locations. Delineation of high confinement seismogenic volumes vs. lower-confinement, high-strain seismogenic volumes at the mine-scale can be achieved, based on a loading and unloading stress path analogue, to refine understanding of seismic intensity. Practical qualitative and quantitative methods to achieve this delineation will be demonstrated. Once seismogenic mode (high-stress vs. high-strain) is identified, detailed analyses of seismic source parameters demonstrates change in seismic hazard between the domained volumes.

Without insulation we could not survive on this planet. This may sound like a self-serving statement but it is a fact. The blanket of air which surrounds us is a very effective insulating blanket, allowing some shortwave solar radiation to warm us during the day while retaining the longer infrared radiation at night. Our life on earth is very much dependent on materials performing an insulating function without being thought of as insulation, clothing, fur, window glass, the ice of an igloo etc. The mechanisms of heat transfer involved in these materials are analogous to those involved in engineered insulations - Engineered insulations are designed for maximum effectiveness for given conditions within the applicable retraints. Engineered insulations are very effective! As an illustration let us consider this graph (Figure 1). It represents: 1. The radiative heat transfer between two 1 foot2 (0.0932) radiantly black surfaces, one at 100F (38C) and the other at the temperature indicated on the bottom scale. This does not include the convective and conductive heat flow of the air, both of which are significant but small in comparison. 2. The heat transfer resulting from the placement of 1 inch (25.4 mm) of insulation [10 pcf (160 kg/m3) ceramic fiber] between these two plates.
