The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old. In conjunction with steady increases in production levels, long-wall operators have applied greater quantities of ventilating air to control respirable dust and methane gas. As a result, air velocities greater than 7.6 m/s (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high-velocities, especially during shield advance as dust falls from the shield canopy directly into theair stream. Laboratory tests to simulate dust liberation by shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH in a wind tunnel designed to study dust entrainment in high-velocity airstreams. Dust was introduced into the tunnel to determine dust concentration as it relates to entrainment, dilution, air velocity, and particle adhesion. Airborne dust samples were obtained by iso-kinetic sampling using BGI cyclones to quantify respirable dust concentration at the various air velocities. Laboratory tests were con-ducted at velocities ranging from 2.0 to 10.1 m/s (400 to 2000 fpm),and significant differences in airborne respirable dust levels were measured. This research is being conducted to provide fundamental information on the entrainment characteristics of respirable dust at high air velocities, which will subsequently lead to solutions for shield dust control. The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.

The Çayirhan coal basin is located 124 km (77 miles) west of Ankara,Turkey. With approximately 520 Mt (570 million st) of lignite reserves, the Neogene Çayirhan basin is one of the important coal districts of the central Anatolia region. The Çoraklar formation consists of crossbedded sandstone, channel fill conglomerates, mudstones, carbonaceous shales and volcanoclastic pebblestones, which are fluvial in origin. The lower and upper lignite seams occur, respectively, in the lower and the uppermost parts of the Çoraklar formation. The lignite deposits are in the Çayirhan and Koyunagili portions of the Beypazari Neogene basin. The Çayirhan coalfield consists of lower and upper lignite seams. The lower lignite seam does not outcrop at the surface. Its lateral discontinuity and relatively low sulfur content, plus sedimentologic and stratigraphic features of the associated sediments, indicate a fluvial origin. Thus, the lateral spreading and geometry of the lower lignite deposits were controlled by the channel, flood plain and well drained marshes of a fluvial system. The mining method employed at Çayirhan is the fullymechanized, retreat, working longwall with caving system. Due to ventilation, haulage and tectonic conditions, panel lengths from 0.6 to 1.7km (0.4 to 1.1 miles) are chosen, and 220-m (720ft) face lengths are used. The annual coal production is 2.2 Mt (2.4 million st).

New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

The scope of work for the fast track construction of the Weeks Island Replacement Facility, Weeks Island, Louisiana included the design and construction of two salt mines. Mine #1 - An interim underground mining level consisting of a 975 m (3200 ft) incline and 3520 m of 5.5 m x 7.3 m (11560 ft of 18 ft x 24 ft) drill and blast excavation; raise boring; core drilling; roadheader excavation; complete bulk material handling facilities utilizing an existing production shaft. Mine #2 - Simultaneous with the interim mine construction a new one million ton per year underground salt mine was constructed consisting of: two 5.5 m diameter x 381 m (18 ft diameter x 1250 ft) deep shafts; 76450 cu m (100,000 cu yd) of drill and blast bottom excavation; surface and undergound bulk material handling systems (conveyors, skip loaders, shaft equipment, hoisting); ground freezing for water control for both the production and service shafts; the design of the first underground doublewall slipform installation of a dynamic bitumen shaft lining system; the emergency grouting of both the existing production shaft and the interim mining level in the salt dome; 227 mt x 64 m (250 ton x 210 ft) high structural steel production headframe; 2.2 MW (3000 hp) double drum mine hoist; service shaft headframe; and service buildings.

The International Symposium on Comminution was organized at Camborne School of Mines, Cornwall England. Papers covered the fundamental and practical aspects of comminution in the mineral industry. Although comminution equipment design has not changed fundamentally during the last 50 years, methods of control and optimization have improved considerably. A simulation model for batch ball milling in the rotating mill was developed as a step toward continuous simulation of ball and autogenous milling. New concepts in jaw crusher technology design and the concept of a 1.6- x 2.1-m (66- x 84- in) jaw crusher with open feed throat has resulted in power savings. The use of cone crusher technology in comminution circuits with particular reference to machine design, plant flowsheet and control figuration has been reported by Boliden Allis, of Sweden. The Whiten steady state crusher model form has been used to develop a quantitative model of 2.1-m (7-ft) cone crushers. This was done by incorporating liner age (wear) and liner length as variables on the selection of particles for breakage and thus on the product size distribution. Another paper by Lira and Karetsky discussed the development of a model based on a multisegment ball mill developed by Whiten and Kavetsky. It is capable of simulating the performance of a coarse grinding ball mill of a given diameter, ball size and mill speed.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. Dispatching systems have attracted considerable attention in the last years due to substantial gains in productivity achieved through their implementation. These systems will be extensively used in the future by mine operators as a means of optimizing productivity. This paper describes a computer simulation model designed to study the feasibility of continuously dispatching trucks in open-pit mines based on different operating procedures. The system developed is semi-automated and performs an active role by suggesting to the dispatcher the best assignment according to each specific circumstance. It is modeled based on an advance-clock increment to reduce computing time and allows the insertion of heuristic dispatching policies and equipment real-locations when breakdowns occur. Dispatching procedures taking into account long-term production objectives are considered in system development.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

INTRODUCTION For more than a century, artificial ground freezing has been used for groundwater control and structural support for excavations. Most of the early uses of the freezing method were for sinking deep access shafts for mines and tunnels (1,2,3,4). More recently, ground freezing has increasingly been used for construction of large diameter cofferdams and soft-ground and mixed-face tunnels (5). Although ground freezing has been used in the past-for tunnels, it was invariably used as a last resort measure, where more conventional measures could not be used. The more recent freezing applications, however, have become increasingly cost competitive with more conventional techniques, and are now being included as part of the design concept (6,7,8,9,10,11,12). The purpose of this paper is to describe some of the more recent applications of ground freezing for tunnel construction. The paper begins with a brief description of the most commonly used freezing system, the Poetsch process. Recent tunneling projects utilizing ground freezing for structural support are then discussed. Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District's Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District's Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee's central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project's geotechnical report are addressed.

The Quick-Erect Stopping System (QESS) offers a new way of reducing the radon exposures of miners in Germany, especially during remediation work in old mines. The QESS is a light-weight, modular, and reusable construction kit of interlocking telescopic aluminum tubes, radon-proof foil, and expanding foam. It is designed to seal off radon-rich parts of galleries within only a few minutes. Originally, the QESS was developed to protect miners against radon exposures. Then, the QESS found the attention of several mine rescue teams at a German mining conference. The Student Mine Rescue of the Technical University Bergakademie Freiberg and the Wismut Mine Rescue carried out firstmine rescue drills in Freiberg and Schlema. Additionally, a mine rescue drill was carried out by the Front Range Mine Rescue in the Edgar Experimental Mine of the Colorado School of Mines. These drills helped to improve the systemand highlighted its potential for mine rescue operations. Now, the QESS is wellsuited for small-scale mining. The QESS can be used to seal off galleries in only a few minutes to both protect miners fromradon exposures and to support mine rescue operations. Moreover, the QESS was also successfully used in ventilation experiments.

Early experiences The first double shield hard rock tunnel boring machine, manufactured in 1973, belonged to the generation of machines that were equipped with 12" dia. cutters. The experiences made with the 4.3 m diameter prototype ROBBINS mod 144-151 have been reported at the 1976 R.E.T.C. of Las Vegas (1): it might be worth recalling here that, with a specific cutter load not exceeding 10 to 12 metric ton and a 4.8 r.p.m. cutterhead speed, the average advance rate was of 350 meters per month of 21 working days with a peak production of 1,050 m of advance in 40 working days, in widely weathered and fractured granitic rocks of generally precarious stability, where a precast segmental lining was routinely installed as tunnel support. Over the 8.2 km of the Sila Tunnels, several badly crushed or sheared rock zones were bored through without major problems, even with water inflows of up to 30 1/sec. The same machine, with an improved design of the telescopic-and-floating shield area and equipped with flameproof drive motors, was taken to Colombia where, from September, 1979 to March, 1982 it drove 7.5 km of the Rio Negro-Chivor Tunnel in competent siliceous shales of up to 130 MPa at an average rate of 20 m/day.
