An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.

The in-situ FTIR/IRS technique has been used to spectroscopically characterize interfacial water near a hydrophilic surface. Interfacial water was examined spectroscopically over known distances from the surface of a silicon single crystal by appropriate design of the geometry and optics of the internal reflection system. The in-situ FTIR/IRS spectra of interfacial water were examined by consideration of the 0 -H stretching region (3000 -3800 cm-1) associated with the vibrational spectra of water. The broad peak: in this region which describes the interfacial water structure was deconvoluted in order to isolate the overlapping spectral features of the interfacial water. Preliminary spectral results indicate the prevalence of an ice-like water structure (-3200 cm-!) at the silicon surface. Importantly, it appears that the interfacial water structure may extend a considerable distance (several tens of molecular layers) from the surface as established from the spectroscopic depth profile measurements which show that the free OH stretch at 3600 cm-1 becomes very significant at distances from the surface exceeding 400 nm.

In this study, the "Mine Project Risk Management" methodology, MPRM (Botin et al. 2011), has been applied to characterize the sources of uncertainty and to quantify risk in the mining engineering stages of Block Caving mining method. As the result, rock mass caveability and ore fragmentation were identified as the two most relevant parameters of this process and a methodological model has been developed to quantify the risk associated to each of these two parameters. Furthermore, the applicability of the proposed model has been validated using as a case study the Chuquicamata Underground Mine Project in Chile.

The continued decline In the production of synthetic soda ash (sodium carbonate) due to high costs and associated environmental factors, has improved the world demand for natural soda ash. The largest resource of natural soda ash is the mineable trona deposits of Southwestern Wyoming. Wyoming trona, a lacustrine evaporite of Eocene Age, is mined by five producers which process over 90% of the United States and 20% of the worlds soda ash. Total world consumption of soda ash is forecast to grow 1% annually. Increased expansion into foreign market's is absorbing the domestic overcapacity.

During the past decade we have witnessed spectacular improvements in productivity of open pit mining equipment. Thousand-horsepower engines, 200-ton trucks and 15-yard electric shovels, which such a short time ago were just dreams on a drawing board, are now realities. More productive equipment and metal shortages have encouraged increased production at existing mines and the development of new larger tonnage operations. Operators and engineers have been able to employ computers and various other types of automation to "stay on top of things". The mine geologist, however, is merely faced with a bigger and more rapidly changing pit to pick in. Keeping geologic information current in these mines presents entirely new problems to mine geological staffs. To obtain adequate geologic information on the developing orebody requires enlargement of the staff to share the work load or revision of methods in keeping with the times. The former has the disadvantage of loss of the comprehensive knowledge of the pit that a chief geologist likes to have, not to mention management's usual lack of enthusiasm for force increases.

Geometallurgical characterization is increasingly used in the mining industry to model ore types, predict process performance and identify potential recovery issues ahead of time. However, most geometallurgical assessments are based on bench- or laboratory-scale analyses of relatively sparse samples, leaving most of the orebody characteristics known only by inference until the rocks are actually mined. In this pilot study, we test drone- and tripod-based hyperspectral imaging for mapping mineralogy across mine highwalls, dumps and leach pads. The results show that hyperspectral imaging can successfully map the types and distribution patterns of key minerals (especially carbonates, sulfates, clays, other phyllosilicates) and other important features (such as lixiviant ponding on leach pads), bringing geometallurgy into the field to provide crucial inputs to process decisions.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.

"Grout backfill strategy for a particular subsurface concrete tunnel (~4.9km long, 3.5m in diameter, carrying 20” gas pipeline) was based on achieving 1:100 slope of the fill in order to progressively fill the tunnel, in a series of 350m section. Grout rheology, particularly its non-Newtonian and thixotropic behavior, determines the final fill slope for given backfill strategy. The objective of this study was to simulate the two-phase grout mix backfill process using Computational Fluid Dynamics (CFD) and determine the slope of the fill to validate and optimize the backfill strategy. Three dimensional CFD study showed that for a 500m long tunnel section with a single injection point of grout, given its rheology, it will likely keep flowing without filling the 500m section height wise. Design optimization for filling was carried out using two dimensional studies to make the backfill process “slope independent” by incorporating a 2.5m high bulkhead at ~1,000m. INTRODUCTION As part of a gas field development a 20” onshore gas pipeline is required from the landfall site to the processing terminal some 8km inland. At the landfall site the gas pipeline is routed in a ~5km underground tunnel underneath a bay. For operational reasons and planning consents as well as to mitigate environmental impact based on an environmental impact study, once the gas pipeline and the associated services and spares have been installed, the subsurface gas tunnel will be fully grouted. There will be no permanent access to the tunnel after construction is completed and the site compounds have been reinstated once works are complete. One of the key requirements is that “full grouting of the tunnel” is desired. The grouting material used is a non-Newtonian and thixotropic fluid mixture of bentonite, cement, plasticizer, retarder/stabilizer and water. The tunnel is filled progressively in 350m sections using a combination of existing and new pipework assuming the grout rheology will yield a fill slope of 1:100 in a 350m section. The proposed grouting system used one pump at the grouting compound to pump the grout into the tunnel using the existing tunneling pipework. For the longer runs a second booster pump was used in series to pump the grout to its final discharge location. The filling process is controlled via a system of flow meters, pressure transmitters and a tunnel CCTV system."

Historically, boulders are a frequent source of problem in soft ground tunneling. It is important to attempt to make an assessment of the nature and quantity of the boulders, although in many cases, it will be impossible to do so with great accuracy. Boulders, can pose major problems for TBMs in terms of slowing down or halting the tunnel advance, cutter damage, and abrasive wear. Although proper selection of the TBM and the cutterhead can reduce the risks, ground uncertainties still cannot be eliminated. The paper reviews a case study of a 3480 mm diameter EPB-TBM in Toronto utilized for completion of 2.5 km tunnel in Glacial Till, crossing the CP railway, HWY 401, a creek, and a confined aquifer. Alignment consists of multiple horizontal curves including small radius curves (r=210 m) at shafts breakthrough. An unexpected boulder cluster lead the contractor to experience extreme damages to the screw conveyor, RFJ system and causing a crack in main motor plate which resulted in losing one of the six main motors. This paper reviews contractor’s solutions and includes discussion on specific claim resolution method used in this project that can be of great value in preparation of specification and GBR for similar projects.

Standing supports have been used in coal mines for decades to enhance roof support capability. Occasionally, standing supports are used to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for standing supports to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. The Mine Roof Simulator (MRS) was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. Prop models were used to study the effect of a range of roof and floor materials — gray shale, shale and claystone — on the critical buckling loads of the steel props.

The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

At the No. 4 Mine of Jim Walter Resources in Tuscaloosa County in the North Central part of the State of Alabama, the Mary Lee and Blue Creek coal beds lay 2000 feet below the surface. The quantity of methane gas stored within the coal bed reservoir at this depth and released during development mining necessitates that each coal producing section be ventilated using large air quantities approaching 100,000 cfm. In order to meet coal contractural commitments in the early stages of mine development by installing the necessary number of continuous mining machine units and to develop the mine to projected air shaft sites, high pressure, large volume mine ventilating fans were required. This presentation discusses the installation start-up and changeover procedures when two size GAF 31.5-28-1 TLT-Babcock 3500 Horsepower fans with adjustable pitch in flight blades were put on line while phasing out two Jeffrey Mining Machine Company 8HUA 117 Fans. A graph will be presented to depict the most economic diameter shaft size under 2000 feet of cover with different air quantity requirements.

Kerosine, fuel oil No. 2, vapor oil, and fuel oil No. 6 were separated into general hydrocarbon fractions by ion exchange chromatography and adsorption chromatography. The collecting properties of these fractions were evaluated by flotation of molybdenum and copper minerals from a natural chalcopyrite ore. Paraffin fractions and aromatic fractions of low polarity produced the best molybdenum recoveries. Selective flotation of molybdenite from copper sulfide minerals was not possible with any of the chromatographic fractions.

This study evaluates the roof-bolter canopy air curtain (CAC) system in an exhausting face ventilation system, demonstrating its effectiveness and illustrating the CAC protection zones. Two scenarios are considered: (1) a roof-bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof-bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment that contains 6.0 mg/m3 of respirable dust and is ventilated by an exhaust curtain with 9,000 cfm (4.25 m3/s) of air to simulate the roof-bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3/s) with dust reductions ranging from 39.5 to 82.8 percent. When the roof bolter is operated close to the face, increasing CAC airflow was required for adequate protection, as the dust reductions can be as low as 39.5 percent. Increasing CAC airflows to 350 cfm (0.17 m3/s) and 450 cfm (0.21 m3/s) were evaluated, demonstrating that dust reductions increased to 59.7 percent (350 cfm) and 72.0 percent (450 cfm). These results revealed improvement in respirable dust reductions compared to the CAC airflows at 250 cfm when the bolter is operated close to the face, showing the CAC can provide protection against high respirable dust concentrations for roof-bolter operators.

Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries -Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

Since the introduction of froth flotation, the Florida Phosphate Industry has faced the challenge of coarse particle -850 +425µm (-20 +35 Tyler mesh) beneficiation. Several techniques have been used to upgrade this difficult size range. This paper discusses one approach that has met with success; namely, improved fractional recoveries through enhanced areation and improved material transport characteristics via larger than standard flotation cell mechanisms.

1. INTRODUCTION In this section, precious metals are defined as gold, silver, and the platinum group metals comprised of platinum, palladium, iridium, osmium, and rhodium. If the first three years of the 1970's are the criteria, gold, silver, and platinum seem destined for a bright future. Gold advanced in price from the historic figure of $35 established in 1934 to over $100 per oz (1973). For the five years 1966 to 1970, silver consumption exceeded production by about 50%. The silver price appears to be definitely on the uptrend, and a price of over $3 per oz seems probable. On this basis (at 1964 costs) the United States has an estimated 5 billion oz of unmined silver. The fresh burst of interest in platinum with a surge of renewed price strength (end of 1972) is due to the activity in the automobile emission control area, where platinum re¬mains the front runner in the catalyst area. Some international financial experts believe that governments will not rush into reform of the monetary system, and "Special Drawing Rights" (SDR's) will gain increased standing as international mone¬tary reserve assets. Gold will continue to be reviewed as the ultimate store of value and will remain the global monetary base. Devaluation of the U.S. dollar caused by imbalance of import payments over ex¬ports is the basic reason that the price of gold will likely remain above the $90 per oz figure for the balance of the 1970's. Gold and silver usually occur intimately associated, and recovery methods are often closely related; however, they were assigned sepa¬rate chapters, because the major production of each metal is from ore deposits classified as either gold or silver. For example, the gold ore occurrences in South Africa, the world's leading gold producer, have a ratio of gold to silver of approximately 10 to 1. The ores at the Homestake Mine, Lead, S.D., the largest U.S. gold producer, are predominantly gold with a ratio to silver of approximately 5 to 1. Silver in each example is a byproduct. By this same classification, the largest U.S. silver producers are the silver ores of the Sunshine, Galena, and Lucky Friday mines in the Coeur d'Alene district, Idaho. However, the largest single-mine silver producer in the Free World is the Kidd Creek Mine at Timmins, Ont., where the occurrence is with sulfides of copper, lead, and zinc. Thus, the major gold production of the world is derived from those ores classified as gold ores; whereas, less than one-half of the silver production is from silver ores, and only a small percentage of the silver production is from gold ores. 2. GOLD Gold, the noblest of metals, has been mined for thousands of years. Its chemical symbol, Au, is derived from the Latin "aurum," meaning "shining dawn." A precious substance because it is one of the rarest metals, it has unique physical properties: it does not tarnish; it exceeds all other metals or alloys in malleability and ductility; it is a good conductor of electricity and is one of the most nonreactive metals. Its greatest strength is its indestructibility. It is the only metal mined at depths exceeding 10,000 ft. Since the early 1800s, its chief role has been as a medium of exchange, providing the basis for interna¬tional trade. In the past 15 years, however, gold has emerged as a useful industrial commodity. This role has been fortified by the estab¬lishment of a two-tier pricing system which maintains monetary gold prices at an established U.S. Government price, with industrial gold being priced higher by the free-market system. Occurrences and Production Native gold furnishes most of the world's production, since gold forms stable natural compounds with few other elements. Neverthe¬less, the metal is widespread with traces of it found in seawater and in the ashes of plants and animal material. Next to the native metal, the tellurides have been the most important gold-bearing minerals; these include calaverite, krennerite, slyvanite, hessite, and nagyagite. Native gold is invariably alloyed with more or less silver, but it is exceptional to find any other metal in the alloy. It is found in veins associated with quartz, calcite, alunite, other gangue minerals, and with various sulfides. Sulfide minerals in order of frequent associa¬tion are: pyrite, galena, chalcopyrite, sphalerite, arsenopyrite, tetrahe¬drite, and pyrrhotite. Small amounts of metallic gold are commonly disseminated through such sulfides. When considerable amounts of silver occur in gold, the mineral electrum is formed. In a few deposits, gold and mercury form natural amalgam. Native mercury is formed by weathering from cinnabar and other mercury minerals. Among the minerals sometimes mistaken for gold, pyrite, marcasite, and especially chalcopyrite may be men¬tioned. The flakes of biotite and other micas, especially when partially oxidized, also may imitate it closely. World gold reserves never have been estimated carefully. Esti¬mates indicate that present world reserves approximate I billion oz, of which about 60% occurs in South Africa and 20% in the USSR. World gold output is dominated by South Africa which produces two-thirds of the world's production from reserves that are adequate to maintain existing output levels. South African gold output comes from approximately 50 large underground operations that mine and mill 70 to 80 million tons of ore annually to recover 30 to 32 million oz of gold. The USSR is the second largest gold producer, followed by Canada and the United States (see Table 1). Gold production in the United States and Canada rose to high levels in the 1930's, following the increase in price from $20.67 to $35 per oz and with an abundance of good labor due to depression in other industries. Production of over 10 million oz in 1940 was behind only that of South Africa. World War II caused a precipitous drop in gold output due to the imposition of War Production Board Limitation Order L-208 issued in October 1942, which caused over 9,000 gold mines in the United States to shut down, most of which never reopened. The U.S. Treasury, which suspended purchases of newly mined gold in 1968, had been the sole buyer of U.S. produced gold since 1934. This created the two-tier pricing system, and in March 1972 the President signed into law a bill authorizing a $3 increase in the official price of gold to $38 per oz. In February 1973 the President ordered a second devaluation of the dollar, amounting to about 10% which raised the official price to $42.22 per oz.
