Much has been published concerning the subject of coal preparation as related to electric power generation however it is always a most vital topic for both utilities and coal producers, It also constitutes a field of study that is never finished since new concepts and changing demands continually require altered perspectives. One graphic illustration that has been used to emphasize the rapidity with which times are changing is the fact that during World War I, a station that consumed 1000 tons per day was looked upon as a large central station, while today some single generators require 1500 tons during the same period, For further emphasis, at that time a 20,000 horsepower turbo-generator was a mighty large machine; today, a unit of this size is planned for driving the boiler water feed pump required for a single large main unit. During the past ten years alone, electric utilities have more than doubled their percentage of coal consumed as compared to the total market. They now account for approximately 40% of the United States consumption and one-third of all production including export, Conversely, approximately 70% of all U. S. steam electric generation is by coal and this percentage is expected to increase. It is further predicted that utility consumption will increase from the current 160,000,000 tons per year to between 400 and 500 million tons in 1975 which is approximately equal to todays total production

The demand for lithium may increase because of its potential use id lithium batteries and in the generation of electrical power by fusion. Therefore, lithium abundance in some United States oil-field brines was surveyed. Oil-field brines from numerous locations were found to contain more than 100 mg/l lithium and several exceeded 500 mg/l. An area of 25,000 km2, with a reservoir thickness of 60 m, an effective porosity of 5 percent, and a brine with a specific gravity of 1.2 containing 100 mg/l of lithium, contains about 0.75 x 106 tonnes (1 tonne = 1 metric ton = 1,000 kg) of lithium in 7.5 km3 of brine. It is postulated that the brines were enriched in lithium by lithium-rich spring water or lithium leached from volcanic rocks followed by evaporation sequences.

Three dimensional surface approximations are important means of evaluating physical and environmental factors that affect surface coal mining and reclamation. Computer approximated surfaces are projected as an array of square grid cells where individual cells define each parameter value respective to locations on the grid. Grid surfaces or grid cells within a surface can be compared or modified through application of standard mathematical functions. Surface approximations can be used to define the quantity and quality of marketable coal and to evaluate thickness and quality of overburden. Surface approximations also can be used to evaluate overburden swell factors wherein changes in post-mine topographic relief are related to expansion of unconsolidated materials in the backfill. Application of computer approximated surface to analysis of approximate original contour (AOC) standards allows an assessment of the quantity and geographical displacement of overburden and the distribution and numerical level of slope.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. DEVELOPMENT The ramp access system lends itself well to conduct¬ing the several phases of development concurrently. Studies by the National Institute for Occupational Safety and Health (NIOSH) and the Bureau of Mines (BOM) have demonstrated that: (1) 90% of diesel particulate is less than one (1) micrometer in aerodynamic diameter; (2) more than 90% of the respirable mass in electric coal mines was greater than one (1) micrometer in aerodynamic diameter; and (3) in coal mines using diesel equipment, average diesel concentrations can represent up to 53% of the MRE respirable coal dust standard. For mines approaching the 2 mg/m3 standard, compliance may be easier to attain by controls directed at diesel exhaust particulate as opposed to coal dust control. First, however, a Simple instrument is needed to measure diesel exhaust particulate concentrations. This paper describes such a sampler, its construction, and use. While results from this sampler are primarily utilized to identify control areas, NIOSH is also using the sampler for estimating worker exposures in epidemiologic studies.

The City of Akron will construct the Northside Interceptor Tunnel (NSIT) project to control and reduce combined sewer overflows. One component of the project a large diameter tunnel diversion / flow control structure that will facilitate tunnel storage, divert dry weather flow to the treatment plant, and divert large wet weather events that are greater than the tunnel capacity to the Cuyahoga River. The structure is designed to pass up to 1.2 billion gallons per day of flow and includes floatables screening. This paper will discuss project background, factors that influenced shaft location, and options evaluated to manage the large design flows.

The paper describes the design and operation of a Shaft Boring Machine (SBM). The machine has been developed by The Robbins Company. It is anticipated that the prototype, which will bore shafts in the 6.1 to 7.3 m (20 to 24 ft) size range, will be placed in operation during 1985. This pioneering application of rapid excavation technology is expected to lead to significant improvements in the cost and speed of shaft construction. The technical and economic factors which have limited the employment of Shaft Drilling and which caused unsatisfactory results with earlier attempts at Shaft Boring are reviewed. The design criteria adapted to overcome these problems are discussed. Cost and performance estimates are presented and are compared to conventional sinking methods. Factors that influence the application of the SBM to specific projects are reviewed.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. High pressure grinding rolls have been utilized in various operations during the past four decades, simply due to their inherent mode of breakage that offers metallurgical benefits with pronounced energy reduction. For every new application, wear and in particular roll surface wear protection has always been the focal point of HPGR trade-off studies. Wear remains an important issue throughout a mine’s life given inevitable variations in the ore deposits properties. Hence, the capability of continuous scanning of rolls provides ample information about any deviations in the design values as well as their effect on the wear pattern. In part I of this manuscript, we present the feasibility of in-line scanning of roll surface in a 200 × 100 mm lab-scale HPGR. First, the in-line scanning was developed in a mock-up roll and then the scanner was moved to the laboratory-scale HPGR. We present the choice of scanners and the methods adopted to achieve high-level accuracy of determining wear. Even though we planned for micron-level precision of scanning, the inherent variability in shaft rotation was higher than the variability in the roll diameter due to wear. The hundred-kilogram mass processed in the HPGR was not sufficient to create enough wear that is discernible to the in-line scanner. Yet, the method tested is a promising avenue for inline scanning of HPGR rolls.

"The present study was carried out to develop an economically feasible and environmentally friendly technique to extract metals such as Al, Fe, Cu, Zn and Ni from electronic scrap by employing Penicillium chrysogenum strain KBS3. Studies were carried out in various leaching modes, including one-step leaching with combined growth and leaching phases (Mode 1), two-step leaching with alternative growth and leaching phases (Mode 2), spent medium leaching with separated growth and leaching phases (Mode 3), leaching with fresh growth medium without fungal culture (Mode 4), leaching with deionized water (Mode 5) and leaching with commercial organic acids (Mode 6). The main lixiviants produced in leaching Mode 1 were citric, tartaric, oxalic and gluconic acids in concentrations of 12, 2.5, 1.8 and 152 mM, whereas in leaching Mode 2, the concentrations were 15, 0.5, 1.0 and 1,162 mM, respectively. In leaching Mode 3, 63 mM citric acid, 23 mM tartaric acid and 29 mM oxalic acid was observed. At 5% pulp density, both leaching Modes 1 and 2 showed similar metal extraction yields from the electronic scrap at 35º C. Approximately 96% Al, 98% Zn, 48% Cu, 25% Fe, 66% Pb and 73% Ni were extracted in leaching Mode 1 in 14 days. In leaching Mode 3, 85% Al, 81% Zn, 97% Cu, 22% Fe, 50% Pb and 63% Ni were extracted in 14 days. The extraction yield of Cu was much lower in leaching Modes 1 and 2 (48- 50%) than in leaching Mode 3 (97%), as well as in leaching Mode 6 (98%) with organic acids, including citric, tartaric, oxalic and gluconic acids.IntroductionTechnical innovations in electrical and electronic equipment with new functionalities and designs stimulate consumer purchasing and lead a rapid increase in the production of waste materials. Terazono et al. (2006) have reviewed the data on electronic waste generation in different parts of the world. Studies by Bertram et al. (2002) have also affirmed that waste electrical and electronic components are the fastest growing waste category, which emphasizes the need for efficient recycling strategies. The recycling of electronic waste is an important subject, not only from the perspective of waste treatment, but also from the perspective of the recovery of valuable materials. However, the recycling of electronic scrap is still limited, due to the heterogeneity of the materials present in the products (Veit et al., 2005).Bioleaching-based processes offer a number of advantages over conventional pyro or hydrometallurgical methods (Lee et al. 2007; Lee and Pandey, 2012). These advantages include simple, inexpensive (in some cases) and ecofriendly approaches and the generation of less active leach residue relative to other metallurgical processes. Although biohydrometallurgical processes have been successfully applied to the leaching of metals from ores (Olson et al., 2003; Rawlings, 2002), data pertaining to the application of these processes for the extraction of electronic scrap are still scarce. Recently, a few studies have been undertaken for the extraction of metals from electronic scrap/ printed circuit boards (Brandl et al., 2001; Faramarzi et al., 2004; Ilyas et al., 2007; Ilyas et al., 2010). These studies were conducted with mesophilic chemolithotrophic bacteria (Acidithiobacillus ferooxidans and Acidithiobacillus thiooxidans), cyanogenic bacteria (Chromobacterium violaceum) or moderate thermophilic bacteria (Sulfobacillus thermosulfidooxidans). However, compared to bacterial leaching, fungal leaching has several advantages, including (i) the ability to grow at a higher pH, thus making it more suitable for the bioleaching of alkaline solid waste; (ii) a generally faster leaching process with a shorter lag phase and (iii) the chelation of excreted metabolites (e.g., organic acids) with metal ions, thus reducing toxicity to the biomass (Burgstaller and Schinner, 1993; Aung and Ting, 2005)."

A National Aeronautics and Space Administration (NASA)-funded project (NASA Grant #NAG13-02026) is underway to determine the ability of hyperspectral remote sensing to map mineralogy that affects water quality within a watershed and to identify the relative contributions of natural and anthropogenic sources to that drainage. Natural sources, particularly areas of pyritic hydrothermal alteration, have been found by the Colorado Geological Survey to be a significant source, sometimes the only source, for acidity and/or metals in a number of areas of Colorado (Neubert, 2000). This situation undoubtedly occurs in many places in the Western United States and elsewhere where metallic mineralization occurs. Anthropogenic sources arise from mining and other human activities that increase the exposure of acid-generating materials to weathering processes, thereby increasing acidity and metal loading to drainages where that activity is occurring or has occurred. This project is attempting to determine if these sources can be differentiated through mineralogical analysis, in conjunction with surface water chemistry that controls the precipitated minerals, of the impacted drainages by remote sensing techniques.

Centromin is a Mining Company owned by the peruvian government. It's considered as one of the major mining and metallurgical center in Latin America. The main operations of the Company are: Mining, Concentration, Smelting and Refining of several metals (Figure 1). At present, dentromin operates with six mining units: Cerro de Pasco, Morococha, Casapalca, San Cristobal, Yauricocha and Cobriza; which are located in the Central part of the country between 2 100 m and up to 4 800 m above sea level. The installed capacity of concentration all together ranges about 14 000 tons per day. There's also a metallurgical plant in La Oroya with a production capacity of 220 000 tons per year of refined metal. The production of the Company is diversified in twenty two (22) final pro- ducts, whose major productions are : copper, lead, zinc, silver, gold, tungg ten and bismuth. The minor products are: arsenic, antimony, cadmiun, teluriun, sulphuric acid, indium, selenium, etc.

It has been suggested that we at the University of Arizona present a paper covering the origin, philosophy, and results of the College of Mines program in the field of computers and operations research. I have worked with the program since its beginning, and I will try to outline the developments as they have taken place. The formal development of the educational and research program in the field of Operations Research and Computer Applications at the College of Mines, University of Arizona, began in early 1957. During the year, the University offered its first formal instruction in computer programming. This was my first introduction to computers, and it did not take long to realize that this new tool had a potential that could be profitably utilized by the mining industry. In March 6f 1957, the University Computing Center began operations with its IBM 650 computer. This machine was the only computer of this size in the local area at this time, The first programming effort was in machine language and the programming cost could only be justified for repetitive-type of problems. The progress in the computer field moved very rapidly and with the development of the many compiler and assembly programs and the addition of sub routines to the computer library, the scope of problems that could profitably be investigated by computers expanded rapidly.

11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. Garnet is the general name for a family of complex silicate minerals having similar physical properties and crystallizing in the isometric (cubic) system. All garnets have the same general chemical formula but vary greatly in chemical composition. The name garnet is derived from the Latin word granatus, meaning like a grain, which refers to the mode of occurrence wherein crystals resemble grains or seeds embedded in the matrix. GEOLOGY Mineralogy Chemical Properties: The general formula for garnet is A3B2(SiO4)3, whereas A can be calcium, magnesium, ferrous iron, or manganese, and B can be aluminum. ferric iron, or chromium, or rarely titanium. The formulas and names of common garnet species are: [ ] Almandite and almandite-pyrope solid solution garnets are the best abrasive types, but andradite, grossularite, and pyrope also are used. All species of garnet have been used as gemstones. The structure of garnet consists essentially of isolated SiO, tetrahedra connected by oxygen-cation-oxygen bonds through the distinct A and B group cation sites. Within this structure magnesium, ferrous iron, and manganese easily interchange and substitute for each other in the A cation position, and calcium does so less readily. Additionally, aluminum, femc iron, and chromium substitute for each other to a limited extent in the B cation position. This ability to substitute or exchange ions without changing the crystal structure is called isomorphism, and garnet is one of the finest examples of a isomorphous series. Because of this isomorphism there is complete solid solution between certain garnet species but not between others. Fig. 1 illustrates these solid solution relationships. Some rare species of garnet are known that illustrate the wide range of cation substitution that the garnet crystal structure can accommodate. They include: [ ] These rare species are not of interest for industrial applications, but can be of interest to mineralogists and the gem industry. Physical Properties: Garnet displays the greatest variety of color of any industrial mineral. Garnets have been found in all colors except blue. For example, grossularite can be colorless, white, gray, yellow, yellowish green, various shades of green, brown, pink, reddish, or black. Andradite garnet can be yellow- green, green, greenish brown, orangy yellow, brown, grayish black or black. Pyrope is commonly purplish red, pinkish red, orangy red, crimson, or dark red; and almandite is deep red, brownish red, brownish black or violet-red. Spessartite garnet can be red, reddish orange, orange, yellow-brown, reddish brown, or blackish brown. A few garnets exhibit a color-change phenomenon. They are one color when viewed in natural light and another color when viewed in incandescent light. Because of the great variation in color of garnet within each species and similarities in color between garnets of different species it is recommended that garnet identification not be based on color alone. The Mohs hardness of garnet varies from 6.5 to 9.0. Grossularite and uvarovite have a hardness of 6.5 to 7.5; andradite is 6.5 to 7.0; and pyrope, almandite, and spessartite are 7.0 to 7.5 in hardness. There are reports of almandite having a hardness of between 8.0 and 9.0. As with hardness, the specific gravity of garnet varies considerably. The specific gravity may be as low as 3.2 or as high as 4.3 depending on chemical composition. Garnet crystallizes in the isometric system with rhombic dodecahedra and trapezohedra the most common forms. Crystals also form in combinations of dodecahedra and trapezohedra or either of these in combination with hexoctahedra. Crystals can have cubic or octahedral faces, but these are rare. Under favorable conditions of formation garnet will crystalize in nearly perfect forms that rival study models. Garnet also forms as irregular blebs, grains, knots, or masses, with or without distinguishable crystal faces, and as coarse- or fine-grained granular masses that appear to be totally lacking in crystal form. The fracture of garnet also shows great variation. In some garnets, particularly those that are well crystallized and glassy in appearance, the fracture is subconchoidal to conchoidal. Other, more poorly crystallized garnets exhibit a fracture that can only be described as uneven. Garnet occasionally has an indistinct dodecahedral cleavage. Certain species of garnet from specific locations have a pronounced laminated structure consisting of planes of weakness along which parting takes place. This parting may resemble cleavage, but since it is mechanical and not related to crystal structure it is not true cleavage. The optical properties of garnet are sensitive to even small changes in chemical composition or strain in the crystal structure. For this reason each species does not have a single index of re- fraction (IR) but has a range of 1Rs. Uvarovite in its pure form should have an IR of 1.870, but in nature samples vary from 1.74

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.
