Underground mining operations are sensitive to price fluctuations because they usually perform with a narrow profit margin compared to open-pit mining. Furthermore, the economic evaluations regarding operation are based on estimated or simulated grades rather than actual values. These bring a high degree of uncertainty to the viability of an operation. Hence, mine planning that accounts for uncertainty is crucial for underground mining operations. As an underground mining technique, sublevel stoping has geotechnical, curing time, seismicity, cost minimization, and production requirements. A new mixedinteger linear program is proposed that considers the uncertainty associated with net present value using chance-constrained programming. The net present value (NPV) maximization objective is transformed into a multi-objective maximization problem where one objective is to maximize the mean NPV, and the other objective is to maximize the negative standard deviation multiplied by a scalar called risk or reliability level. The balance between the two objectives was maintained by this scalar and was selected based on the reliability level of the project. A case study was conducted with varying reliability levels, and sequences were generated. It was shown that the expected net present value increased at higher reliability levels, and the overall value of the objective function decreased as the reliability level increased. In other words, the variance component penalized the value of the objective function. Moreover, it was observed from the case study that at lower reliability levels, stope grade order bears similarity to the extraction order.

The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

The U.S. Bureau of Mines is developing an intelligent system for roof' control that uses both an expert system and neural networks to improve the capability of mining engineers to evaluate roof support effectiveness for ground control in coal mines. The expert system com- pares roof support capacities with the support requirements estimated to be necessary to maintain entry stability. It does this by evaluating the results of tests on various types of roof support and establishing the maximum allowable load according to anchorage capacity and yield strength of the support. After the user enters geological information (rock properties, geometry of the opening, in situ stresses, bolt pattern parameters, etc. ), the expert system compares the predicted required loading to the roof support capacity and gives the operator advice on the adequacy of the design and how improvements could be made. A good source of the real-time data necessary to allow the expert system to make decisions will come from a roof bolting machine being developed by the Bureau of Mines. Researchers have collected data from a Western coal mine on drill bit position, penetration rate thrust, torque, and rotation rate. Using this information, two neural net- works were developed to identify different types of strata and features in a mine roof such as rock type, rock compressive strength and joint characteristics. The result is a system that can assist a mining engineer with design information that can be constantly updated as mining progresses.

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. "Water drawn from the Sacramento-San Joaquin Delta provides water supply to 66 percent of California’s population and supports the state’s agriculture industry. The existing through-Delta water system is outdated and unreliable with environmental risk to some fish and wildlife species. The Bay-Delta Conservation Plan (BDCP) has been established to environmentally retrofit and modernize California’s water delivery system through the Delta by restoring habitats, constructing new diversion points in the north Delta and providing a means to transport water supplies under the Delta, rather than through sensitive natural channels.Under BDCP, the Delta Habitat Conservation and Conveyance Program (DHCCP) has developed several alternatives to convey water from the Sacramento River in the north to the existing pumping facilities in the south Delta through an isolated conveyance system. The new conveyance system would become an integral part of the State Water Project (SWP) and the federal Central Valley Project (CVP) by transporting water to the export pumping plants for each of these projects. The DHCCP is managed by the California Department of Water Resources (DWR), while state and federal water contractors provide technical support to the program.The initial conceptual study efforts on the overall program commenced in 2007 and examined various options for the proposed conveyance system. Several conveyance alternatives were analyzed at that time. The Conceptual Engineering Report published on Oct. 1, 2013 identified the modified pipeline/tunnel option (MPTO) as the preferred alternative to be included in the BDCP environmental documents. MPTO includes three river intakes and pump stations along the Sacramento River, various sizes of pipelines and tunnels, junction structures and two forebays that are capable of delivering up to 4 million gpm (9,000 cfs) from the Sacramento River to the SWP and CVP. The river intakes are located near Hood in Sacramento County approximately 64 km (40 miles) from Clifton Court Forebay (CCF) in Contra Costa County. This route would cross portions of Sacramento, San Joaquin and Contra Costa counties. Figure 1 depicts the configuration of the MPTO alternative."

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

The calculation of open pit operations' capacities has been the subject of many studies using computer simulations. The common problems of simulation are that if one desires a realistic picture of an operation the programming work becomes long and expensive and that the program requires a large computer and long time to run. The method presented in this paper overcomes these problems by using a straightforward calculation procedure. It is based on the queuing theory's simple formula for waiting time in a closed circuit and uses a system of correction factors, which reflect the loading, travel, and dumping times' relative variabilities and which have been found by 1) mathematical analysis and 2) simulations of basic circuits. The method includes the main parameters of the operation: numbers, sizes and operational availabilities of trucks, shovels and dumping point, distribution of the production over shovels, trucks' loading, travel (loaded and empty) and dumping times as well as their variabilities, shift's composition. The procedure models: the average duration of a complete truck cycle during stationary and non-stationary periods during the shift as a function of the number of trucks in the circuit, the composition of the average 100% operated shift, the simultaneous probabilities of operationally available shovels and trucks and the distribution of shovels and trucks according to production and cycle times. The procedure can be programmed for a small computer and requires only short computing time, which makes extensive studies of various parameter combinations practical to carry out. The development of the method is an extension of previous work by Morgan and Peterson {1}, who by simulation established the relation between the match factor (which is the ratio between the sum of one loading time pr truck in the circuit and the complete net cycle time) and the shovel's efficiency, and by Hayes, Splaine and Whitaker {2}, who established this relation from a large number of observations in the Nchanga pit in Zambia. The present method establishes this relation by a straightforward calculation procedure. Theoretical solutions to some situations are found in the litterature on the queuing theory. The papers {3},{4} and {5} give solutions to situations, which fall outside those encountered in the shovel-trucks circuit. These solutions together with simulations of in-termediary situations have been used to establish an interpolation procedure for the correction factors to be applied to the waiting time formula in order to cover the situations encountered in practice.

Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

In 1988 a major exploration program was undertaken to determine the characteristics of the rock and soil for a 7.6 m diameter sea outfall tunnel beneath Boston Harbor out into Massachusetts Bay. The diffuser discharge location had been mandated by the EPA to a 10 sq. km area of seafloor connected to the proposed Deer Island Treatment Facility by a 14.5 km tunnel corridor. Geophysical surveys, deep rock borings, and laboratory testing, provided the information for the conceptual design. The program identified the range in material types and parameters to prove feasibility of a TBM driven tunnel and to locate the optimum alignment and depth.

Silica and Crystalline Quartz exposure continues to be a serious health threat to nearly 2 million workers in the United States, including more than 100,000 working in high risk jobs such as abrasive blasting, foundry work, stonecutting, rock drilling, quarry work, mining and tunneling. The primary focus of this study is to identify the best methodology to reduce particulate-laden air and limit/eliminate exposure to respirable dust with silica/crystalline quartz during tunneling operations. This study focuses on two de-dusting systems employed on similar tunnel construction projects. The first project is the Coxwell Bypass Tunnel located in Toronto, Ontario Canada. The second project is the Westerly Storage Tunnel located in Cleveland, Ohio. The Toronto project is utilizing a wet de-dusting system. The Cleveland project is using a dry de-dusting system. The objective is to determine which system provides the best protection and suitability to capture, remove and ultimately reduce respirable concentrations of silica/ crystalline quartz to safety and healthy levels in underground tunneling activities.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

Electronic ore sorting has been in use for over 15 years at many mining operations worldwide. Photometric ore sorting, which operates on the basis of measuring light reflectance levels of a rock surface, is in use at various locations on ores such as limestone, magnesite, gold, talc, spodumene, tungsten and coal. Radiometric sorters have been employed on uranium deposits in the western U.S.A. as well as at certain South African go1 d mines where preconcentrating gold is achieved using uranium association as a detector. A new ore sorter, employing two sensing parameters has been developed. Utilizing both photometric and conductivity sensing modes, this system has application to many gold ore types of North America. The first production machine has been installed at a gold mine near Beardmore, Ontario for the purpose of preconcentrating ore both from waste dumps from past production as well as within the ongoing mining operation.

This paper describes the vibration transmissibility characteristics of mining vehicle seats under dynamic conditions in an opencast iron ore mine. Magnitude and frequency contents of vibration signals on the seat floor as well as on top of the seats were measured to record the change during transmission. The conventional rigid seats were found to resonate at about 4 Hz, which coincides with the resonance of the human spine. The pneumatic suspension seats also proved to be more efficient in attenuating the overall vibration energy transmitted from the vehicle chassis to the human body.

A flame powered trigger device has been developed to explosively activate suppression barriers to quench gas and coal dust explosions. The important feature of the device is a silicon solar panel, which collects 0.3 p to 1.1 D wavelength radiation from the developing explosion, and generates electrical energy to initiate a detonator, which in turn causes the rapid explosive release of an extinguishing agent into the advancing flame front. Solar panels that are rated to produce 20 w of electrical power when exposed to the sun light are producing about 200 w when exposed to full-scale dust explosion propagating in the U.S. Bureau of Mines' Lake Lynn Experimental Mine. The solar panel is electrically isolated from the detonator by a pressure sensitive switch until the arrival of the precursor pressure pulse, which always precedes a deflagration. This combination of pressure arming and flame powered photo generator prevents false barrier activation and requires no external power supply.

Many recent mine developments in North America are located in remote northern regions with extreme winter temperatures in the range of -20oF to -60°F. In addition, many locations are subject to very heavy snowfall. This paper discusses some of the key considerations in the planning and design of mine plant buildings, particularly concentrators, located in these regions. SUMMARY & CONCLUSIONS The subject is considered under three main headings: I. Building Out line and Structural Frame 2. Wall and Roof Materials 3. Foundations The plan outline of a mine plant building will naturally be governed by the scope and layout of the process equipment it contains. The selection of roof profile, on the other hand, will generally depend upon a number of factors extraneous to the process e.g. snow conditions. When these factors are considered for concentrators in cold locations, a flat or stepped roof will usually be more economical and suitable than a sloping roof. The materials normally used for the structural framework of concentrators are the same as used for other industrial buildings, namely steel, concrete and wood.
