While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the present major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. To realize that this concern will continue in the future, one need only observe the daily news media. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century, and the projected needs for the remainder of the century are indica¬tions that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious techno-logical and environmental problems are associated with the develop¬ment and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can be solved within a reasonable time framework. Certainly our national well-being and continued survival, as a free nation within the world community, automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. The Society for Mining Metallurgy and Exploration (SME) has a long and proud history of being the world?s leading resource for the dissemination for technical information regarding the fields of mining and mineral extraction and processing. That reputation was met, and maybe even exceeded, with the programming for the Society?s 2014 Annual Meeting in Salt Lake City, UT Feb. 23-26. The meeting drew more than 6,700 attendees to the three-day conference that featured more than 90 technical sessions with 670 presentations. These sessions covered the breadth of the mining and minerals industry, but it was the so-called ?softer issues? that were discussed in the keynote session that kicked off the meeting. The keynote session, ?Community Engagement: Building Partnerships for Mining,? brought together some of the leading voices from the mining industry, as well as some of the top voices from nongovernmental organizations (NGOs) that work in the mining sector. The common ground between the panelists was their dedication to working to ensure a social, economic and environmental balance in the development of mines. ?We wanted to bring these NGOs in to begin a dialogue to see how we can work together,? said SME President Jessica Kogel. ?This is a space that SME has not typically operated in, but one in which SME can bring a technical, scientific voice to the discussion. SME wants to play a leadership role in creating partnerships between the technical, social and economic areas that are crucial to the success of any mining project.? In today?s environment, finding mineral deposits and extracting the minerals in an economically viable manner is just one piece of an increasingly complex puzzle. Earning and maintaining a social license to operate requires careful consideration of local and global impacts. The industry often comes under intense scrutiny when a new project is proposed and, therefore, it must strive to meet the highest ethical and environmental standards. Success requires cooperation and collaboration between the industry, community and NGOs.

Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. "Water is a primary commodity for most industrial processes. It has become a global focus in light of climate change and population growth. Reuse of process water has two major benefits - minimize the amount of fresh water added now and minimize the amount of discharge water that requires treatment later.Mining and mine product processing has its share of reused water. For example, reclaim water from a tailings impoundment, overflow from thickeners and leach solution to raffinate and back again all demonstrate the use and reuse of water in mining circuits. Eventually, a mine reduces production or ceases operations completely, eliminating the option to reuse the impacted water and, thus, requires treatment of the remaining water.Current methods of water treatment remove the impacts, providing clean water for discharge, but leaves behind a concentrated waste that requires further treatment or disposal of a hazardous waste. Freeport- McMoRan is currently testing three water treatment technologies specific for sulfate and/or metal removal from mine impacted water with the approach of transformation not concentration. These technologies provide clean water for alternative use while creating byproducts that could be marketable, or disposed as a nonhazardous material, thereby reducing the cost and longterm liability of disposal.The selection of a water treatment process is site-specific. The volume of water, contaminant to be removed, disposal options, length of time for treatment, location of plant and reagents and discharge requirements are some of the factors that need to be considered when selecting a water treatment process. Common water treatment technologies for mine impacted water consist of low- or high-density sludge (LDS/ HDS), reverse osmosis (RO) and evaporative technologies. In addition to operating costs, these processes require additional handling of the concentrated sludge or brine. Advanced water treatment technologies include ion exchange, solvent extraction and metals precipitation with or without the aid of a biological system. Some of the more complex systems have a series of unit operations to achieve required discharge regulations."

The term "block caving" as used in this text includes panel caving and mass caving as described by Julin and Tobie (1973). This method reportedly was conceived in 1895 when a block of ore ranging up to 200 ft (61 m) in width was undercut at the Pewabic Mine on the Menominee Range in Michigan (Bucky, 1956). Over the years this method has evolved largely as a consequence of trial and error in which operators became acutely aware of what nature would allow and what it would not. Today block caving remains somewhat of an art rather than a science where experience often dictates what needs to be done. With the plunging prices of base and specialty metals in the early 1980s caving mines sought to reduce operating and development costs in order to return to profitability. For some this became an impossible task given the design, grade and operating costs of the day and closure became the only alternative. One lesson learned from the experiences of the 80s is that survivability depends on cost competitiveness and this implies the efficient use of resources and technology. To this end applied rock mechanics serves as a useful tool. The purpose of this paper is to show how Geomechanics can be used? in block caving to facilitate sound decision making and how this equates to dollars saved. Features of mining method selection, design and operation are discussed as related to this theme.

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

Based on a simplified model for the motion of particulate materials in horizontal, rotating cylinders, approximate expressions have been derived relating the power consumption of a tumbling mill to its dimensions and speed of rotation and to the amount and nature of the charge. The basic assumptions underlying the model are that there is no slip between the charge and the mill shell, that the free surface of the charge remains essentially planar during rotation and that there is no transfer of momentum from the material flowing down the free surface back to the mill shell. The relationships formulated from this model have been shown to be in excellent agreement with experimental results taken from the literature. While the requirements of the model are most closer met at low speeds of rotation, the results appear to be valid even for speeds up to 70-80 percent of the critical speed. Poorer agreement between theory and experiment is found when the charge consists of relatively large particles (balls) and when the filling of the mill exceeds 50 percent of the available volume. Qualitative explanations of these deviations have been offered.

The Cienega project, now under construction by Penoles group, is located in the mountains of the State of Durango, Mexico. The gold and silver deposits are found in the 4-km long system of veins, which will be extracted by underground methods. The planned 1000 tpd process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994.

A 4200 ton-per- hour marine transfer terminal, where river and oceangoing vessels simultaneously exchange cargos of coal and phosphate rock, is now in operation near the mouth of the Mississippi. Its materials handling machinery includes a bucket ladder barge unloader; a rope operated clamshell bucket unloader; a coal loader; and a rail mounted bucket wheel machine. The design and operation of this equipment is described as are the docks and conveying, breasting and barge-haul systems in use at the facility. Design considerations imposed by soil and river conditions, geography, operating needs and investment requirements are discussed. The economic significance of design and shipping innovations introduced by this facility is noted.

The phenomenon of re-entrainment is seen in many environments, such as sand dune formation, soil erosion, fugitive dust emission, spread of radio-nuclides from accidents involving nuclear weapons, etc. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of on-going research in the Respirable Dust Center on the prediction of ambient dust concentrations in mine atmospheres (Ramani, 1983) to identify the contribution of dust re-entrainment to the spatial and temporal concentration in mine airways and included wind tunnel and in-mine studies. A set of seven experiments was performed in the Lake Lynn Laboratory Mine of the U.S. Bureau of Mines under controlled conditions. Two types of source coal dust, anthracite and bituminous, were subjected to airflow with a range of air velocities and walking by two different walkers. Six sets of instruments were used along the test section for sampling the airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/s. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (i.e., total) airborne dust increased to 0.17 mg/m' (standard deviation = 0.10 mg/m') from an initial value of 0.02 mg/m'. The action of personnel walking, however, caused higher amounts of re-entrainment. Average concentration of respirable and total dust at the center of the mine airway increased to values of 0.28 mg/m' (standard deviation = 0.12 mg/m3) and 1.53 mg/m3 (standard deviation = 1.0 mg/m3), from initial values of 0.03 mg/m3 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal dust bed. Depending on the level of activity and the amount of dust deposited in mine airways, re-entrainment may become an important source of airborne dust away from the point of actual mining.

The U.S. Bureau of Mines (USBM) has recently developed a rock mass classification system for evaluating the structural competency of bedded roof strata; the Coal Mine Roof Rating, or CMRR. When compiled with the companion Lotus 1-2-3 spreadsheet, which is simple to learn and use, CMRR data are a useful tool with applications to longwall gate road pillar design, safety hazard mapping, and artificial roof support analysis. This paper demonstrates these applications under actual conditions found in current U.S. mining operations.

Electric power generation remains the greatest market for coal in the United States. In 1967, about 272 million tons of coal, amounting to over 51 percent of total coal consumption, were burned to satisfy this nation's hugh demand for power. The size of the utility market is currently five times that of 1941 and continues to grow with the demand for more and more energy. A major reason for this strong market has been the ability of the coal industry to supply a superior product for combustion while maintaining competitive prices. Now that the coal industry is engaged in intensive competition with nuclear power for future energy demand, it becomes ever more imperative that superior coal products are produced. One important problem when burning some coals is a liquid phase corrosive attack on boiler tube metal in the superheater and reheater areas of the furnace where steam temperatures may exceed 1050°F.

Current scrubber capacities vary from 1.89 to 4.72 m3/s (4,000 to 10,000 cfm), and there is interest in using scrubbers with capacities up to 6.61 m3/s (14,000 cfm). This paper describes research to compare the effectiveness of blowing and exhausting face ventilation systems using high-capacity scrubbers with flows up to 6.61 m3/s. Tests were conducted in a surface ventilation gallery with exhaust and blowing systems operating under similar conditions. The mining machine was equipped with a machine-mounted scrubber. Methane gas was released at constant flow at the mining face and measured at several face locations. Effectiveness of exhausting and blowing systems was compared by determining average face methane concentrations. For each operating condition tested, blowing ventilation was more effective than exhausting for controlling face methane levels. Raising scrubber flow to 6.61 m3/s reduced methane levels for both blowing and exhausting systems.

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

As the Federal government along with individual states continue to grapple with the job of refining a comprehensive energy policy, coal continually stands out as an energy source which heralds a combination of old and new capabilities like an energy planners prophecy, but which is plagued with serious environmental constraints. To determine what level of coal utilization is ultimately possible for states East of the Mississippi, whose high sulfur content coal presents the most paramount of challenges, one must consider product availability, via existing transportation modes, the developing industrial markets and the ability of coal to meet the challenge of becoming an environmentally acceptable fuel. Gasification is emerging as a form of utilization, which during the next twenty years stands a good chance of being able to meet the challenge of making coal an environmentally clean, easily transport-able and usable fuel. It can be argued that, of all the potential ways of utilizing high sulfur coal, coal gasification is perhaps the most expensive, the most financially risky and carries environmental liabilities of its own. Synthetic gas and oil markets will undeniably be a function of price and demand, which, for the purposes of this paper, I'm assuming will begin to merge in the late 1980's and into the 1990's. This is also presuming that public utility commissions will allow favorable price structure ruling so that gasified coal products can be rolled into their respective rate base, much the same as synthetic natural gas from petroleum by-products are currently being priced. The comparative economic markets of coal to gas pro-duct have plenty of time to mature. There is an approximate twelve-year lead time needed to bring coal gasification plants on line which will be able to compete in the market place for natural gas and oil customers.

Attempts in the past to integrate functions, such as through mine-to-mill initiatives in the mining industry, have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turnover and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate level.Opportunities. The advent of digital technology has opened up opportunities to integrate interdepartmental information for a unified understanding across an entire organization. The advances in instrumentation, equipment control systems, supervisory control systems (SCADA/ Historian) and industrial networks have helped in the direction of enterprise- wide integration. "A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. Critical path modeling (CPM) has been used widely as a tool to manage large-scale projects having many activities which are conducted in series or parallel. The construction industry is a regular user of critical path modeling as a planning tool. In this context, the method is used to provide an orderly schedule for all activities to forecast delays, slippages, and problem areas and to identify critical activities where resources should be directed. It also identifies others which have slack time, and provides information on the degrees of freedom and flexibility available in completing the project. The purpose of applying critical path modeling to an underground mining system is not primarily for scheduling, but as an analysis tool. In observing underground mining systems, it Is clear that repeated sequences of activities must take place for mining to proceed efficiently. Some of these activities must be sequential, while others be carried out in parallel. The fundamental difference between critical path modeling applied to mining versus a large-scale construction project are: (1) The activities in a mining system are cyclic in nature. (2) The location of the activity varies, and the entire process is not thought of as co-located, as is the case in a construction project. Another important aspect of the network development for mining systems is the degree of detail that is desired. One can be concerned with very macroscopic networks which represent, for example, an entire mine life cycle. Networks representing this problem would be more closely analogous to those of a large construction project. On the other hand, one might be interested in evaluating alternative ways of developing a property or of mining in a given section. More detailed networks representing the section activities are necessary to evaluate system parameters and their impact on long-term production.

From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.

Centrifugal modeling was used to evaluate reclamation schemes of; (a) flocculants, (b) sand/clay mixes, (c) flocculants/sand addition and (d) capping with sand or sand/clay mix. Results suggest the hierarchy of effectiveness is: (d) capping, (b) s/c mixes, (c) flocculants/sand addition and (a) flocculants. Comparisions between currently used large strain consolidation computer programs reveal no difference between piecewise linear or finite strain calculations. Correlations between numerical and centrifugal model predictions reveal excellent agreement on magnitudes; however, rate predictions require improvement in laboratory input data and centrifugal scaling relationships.
