This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The research steps completed during the project were: a. A review of related literature and re-search including roof bolting time studies b. The collection and analysis of 1975 accident data pertaining to roof bolter activities c. The normalization of the accident frequency data on the basis of time/task data d. "While the American Exploration & Mining Association (AEMA) was preparing to close one chapter and begin another during its annual conference in Spokane, WA Dec. 3-7, word of a significant victory on an issue that has been important to the association for many years came from the halls of Washington, D.C.During a keynote address on Dec. 6, Joe Balash, assistant secretary of Land and Minerals Management for the U.S. Department of the Interior (DOI), told a sold-out lunch crowd that the DOI had released final drafts of proposed revisions to the Obama-era greater sage grouse conservation plans. The revisions suggest removing hundreds of thousands of acres of federally protected habitat in Utah, and easing restrictions on energy development and other activities, including mining, in Colorado, Idaho and Wyoming.The protections of the sage grouse were put in place by the Obama administration in 2015. The sage grouse, a prairie fowl, is considered by conservationists to be a key indicator species for the health of America’s sagebrush ecosystem. The previous plan to protect the ground-dwelling bird imposed restrictions to development in sage grouse habitat, but did not place the birds on the endangered species list — a move that many believed would have imposed far more rigid rules.AEMA, and its executive director Laura Skaer, led the way in the fight against the Obama-era greater sage grouse plan, arguing that the plan unnecessarily hurt economic development.“We were the first organization to point out that the greater sage grouse was being used to stop mining, oil and gas production and grazing on public lands in the interior mountain west,” said Skaer who is retiring from AEMA with a significant legal win on this front. “Early on, we cautioned that the proposed Land Use Plan Amendments would be worse than a listing (of the sage grouse) under the Endangered Species Act. Very few believed us until they saw the plans with all of the restrictions and the recommendation for a 4-million-ha (10-million-acre) withdrawal from mineral entry. We were the only organization that filed comments on all 88 Land Use Plan Amendments in 11 states covering more than 24.2 million ha (60 million acres).”"

In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.

A crucial concern when implementing computer algorithms for geostatistical analyses on microcomputers is speed of execution. Kriging, in particular, typically relies on a Gauss elimination algorithm to solve for weights. Because such an algorithm is required for each estimate, the solution for weights can result in very slow program execution speed on a microcomputer. One approach to enhancing the efficiency of Gauss elimination is demonstrated herein. The upper triangle plus diagonal of the intersample covariance matrix is used in a modified banded Gauss elimination algorithm. Results show that such an algorithm yields approximately a two-fold reduction in execution time for kriging when the number of nearest neighbors used for estimation is large.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

The mobility of gold and silver metals from refractory ores is very low due to free metal ions in their bodies that bind the transportable and free metal molecules or they are encapsulated in minerals such as sulfides, arsenosulfides, carbonaceous, and clayey materials which make it difficult to extract them. As known from the literature, the enrichment of oxide refractory gold, silver ores, Ag, and Au-rich flotation concentrated from sulfur refractory ores can be leached in the chloride-hypochlorite solutions. In this work, the leaching approach was studied to extract silver ions from refractory ores in the presence of hypochlorite media under high pressure. The mineralogical and scanning electron microscopy analysis of the sample indicated that the silver was encapsulated in barite and quartz minerals in fine sizes. In order to obtain the optimum leaching conditions for the silver ore, the effects of several parameters, namely, temperature, leaching time, NaCl and NaOCl concentration, solid ratio, and particle size on the leaching recovery were investigated in detail. The leaching experiments showed that the highest silver recovery of 62.35% was obtained under the following conditions: temperature of 150 °C, oxygen pressure of 1800 kPa, leaching time of 2 h, concentrations of 2 mol/dm3 and 0.4 mol/dm3 for NaCl and NaOCl, respectively, the solid ratio of 30%, and particle size (d80) 15 μm. The results obtained from this study indicated that the enrichment of refractory silver ores to extract the silver encapsulated in barite and quartz minerals could be possible in the chlorite-hypochlorite under high pressure, a relatively shorter leaching time compared to conventional cyanide leaching.

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

The Climax Mine is a panel caving mine which has had a long history of incidents of severe ground control problems. The nature of the ore deposit, which lends itself to the caving meth- of of production, a1 so makes the mine susceptible to large scale stress concentrations which are referred to as ?weight? problems. These problems have increased with increased production and also with expansion to deeper mine levels. During the past twenty years the mine has had to learn to cope with these problems in order to remain in operation. A number of practical guidelines and useful techniques have emerged from these efforts. The purpose of this paper is to share a few of these ideas. The Mine is located near Leadville, Colorado on the continental divide at an elevation of 3450 meters. The ore body is a large low grade deposit of disseminated molybdenum sulfide. It measures about 1200 to 1600 meters in diameter and it had an original depth of about 660 mters. The Mine has been in operation since 1918 and the massive nature of the ore body together with its blocky, highly fractured condition made it natural for the caving system to have been adopted for production at an early date. Open pit mining was started in 1973. The total plant has a capacity of more than 50 thousand tons per day, and more than 400 million tons of reserves at an average grade of 0.310 percent molybdenum disulfide remain to be produced.

This article summarizes some of the results of the continuing research activity at the Henry Krumb School of Mines, Columbia University, directed towards a better understanding of the stochastic behavior of slurry flows in underground coal-slurry pipeline systems. The slurry system under consideration here replaces all conventional haulage systems between the coal face and the coal preparation plant on the surface. At the beginning of the pipeline system, flow rate and frequency of coal slurry is very closely related to the activities of production equipment at the coal face. Due to several scheduled and unscheduled interruptions in continuous miner's coal mining activity, resulting slurry flows possess stochastic characteristics. Proper understanding of these characteristics is believed to lead to a more realissic and economic design of slurry handling equipment. Fundamental ideas supported by field observations are presented and a Semi-Markov model of the slurry flows is developed. As a result of this formulation, behavior of combined slurry flows from N independent coal faces can be expressed in analytical form. The contents of a slurry surge tank receiving slurry flows with certain stochastic characteristics is investigated as a function of discharge pump characteristics and time.

A new minitest of in situ uranium leaching processes at reservoir conditions is proposed. The test which consists of a single observation/ production well and two observation wells is designed to permit the evaluation of both restoration and leaching parameters. It is shown that by using a straight forward history matching procedure, sometimes called a type curve analysis, both the rate of leaching and the ultimate uranium recovery can be evaluated based on the results of the test. Type curves are presented for the case in which the reaction rate is kinetically controlled and there are no other minerals competing for oxidant. Other situations can be approached using the same techniques as those presented here.

Niobium in kaolin clay from the Late Permian sequences was reported in the range of several hundreds of micrograms per gram and was considered as a potential resource for its high concentrations and large areal distribution. Ti-bearing minerals associated with kaolin clay were identified as the main host phase for niobium in some case studies. However, the correlation between the concentration of niobium and titanium is poor, and the types of Ti-bearing minerals and modes of occurrence of niobium are not clear. Typical kaolin clay samples from the Late Permian sequences from southwest China were characterized, and the final products derived from kaolin clay sample were investigated using XRF, ICP-MS, XRD, SEM, and TEM (EDS). The results reveal that there were three types of TiO2 mineral phases in the clay samples: (a) massive TiO2 minerals and (b) aggregates of nano TiO2 minerals did not contain niobium while (c) granular TiO2 minerals were the source of niobium from the EDS analysis. The granular TiO2 minerals included anatase and rutile, both of which were the sources of niobium in kaolin clay in the current study. The findings are of great theoretical implication for source and origin study of Ti-bearing minerals and guidance for separation and recovery of niobium from kaolin clay.

Based on extensive investigations on the effect of design variables on process performance, during 1982-85, Nordberg developed a 1000 hp cone crusher, with the objective of boosting crushing productivity in existing plants. The 2390 fits on the same foundation as the 7' SHD Symons cone, but is designed to give two times the capacity of the 7'. The economies of scale involved give the customer substantial cost savings. In this paper process performance of the Nordberg 2390 relative to the 7' SHD Symons cone, while crushing the same ore, will be presented. Also, implications of such a crusher scale-up to associated cost savings will be addressed.

Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. A unique telemetry system was developed to monitor potentially unstable natural slopes above a residential area. Continuous interpretation of data transmitted from remote movement-sensitive devices and immediate communication of signficant changes to emergency personnel were made possible by a readily available "home" computer. Even though the computer based system was originally developed for a non- mining application, it could be used with little or no modification to monitor ground control instrumentation in open pit and underground situations.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

Mineral Resource Technologies(MRT) and Michigan Technological University (MTU)finalized an agreement that permits MRT to offer an advanced carbon removal technology process for coal fly ash from an ash residue generated by utilities. The agreement encompasses the dominant existing US patents using a wet process for fly ash enhancement. The wet process for coal beneficiation of a fly ash product involves four steps. First, a slurry mixture is formed of a fly ash material and a liquid. Second, gravity is used to separate and collect a first-material fraction of the fly ash, having a density less than the liquid. This is done by skimming off the flotation slurry material.
