Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

The peatlands of the U.S. and Canadian parts of the Upper Great Lakes region have a long history of modest utilization in agriculture, forestry, horticulture, and as natural undisturbed areas. Only recently have they been assessed as potential sources of non-renewable or renewable energy. This new interest in peatlands, should current proposals be realized, might mean the commitment of millions of acres to energy production purposes. The magnitude alone of this potential utilization of peatland signals the possibility of substantial environmental disturbance, local resource shortages, resource use conflicts, and social and economic change. Peat- land resource managers in the region are just beginning to weigh the advantages and disadvantages of large-scale peatland utilization. The Minnesota Department of Natural Resources has made a considerable effort to study peat resource management issues and will shortly make recommendations to the state legislature regarding utilization alternatives. What follows is a general discussion of peatland utilization and management trends in the region with a focus on Minnesota and its peatland management efforts.

The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. In situ mining is emerging as a potential alternative to conventional surf ace and underground mining techniques. A major factor in determining recoveries by in situ mining is the proportion of ore minerals that can be contacted and solubilized by the leach solutions. To provide basic information on the processes occurring during in situ leaching, particularly at the microscopic scale, the Bureau of Mines has developed a geologic characterization research program. This includes laboratory experiments using leaching apparatus that can accommodate whole core samples. Whole core experiments result in higher leach solution-ore mineral contact ratios than packed column experiments, and also allow for the assessment of permeability changes taking place as the result of mineral dissolution, precipitation, and clay swelling within the flow channels in the rock. A nonreactive, reusable reaction cell has been designed and tested. The leaching apparatus can be used for constant-pressure or constant-flow experiments and allows for the control of flow rate, pressure, and temperature during the experiments, thus permitting studies on a wide variety of ore samples. Details of the experimental apparatus and design are presented, as well as preliminary results from the first series of experiments on an oxide copper ore from the Casa Grande, AZ, area.

Extensive exploration has resulted in delineation of a massive sulfide district on the north flank of the east-central Alaska range. The district covers approximately 400 square miles and contains numerous stratiform; transported and some replacement type sulfide deposits ranging in size from less than 1 million tons to 20 million tons. Five types of ores were sampled for the study. Mineralogical analysis revealed that the minerals are too fine grained for conventional grinding and beneficiation. Hydrometallurgical studies were con-ducted using ferric chloride as a lixiviant. Ore microscopic studies as well as electron microprobe analyses of minerals in the raw samples and leach residues explained the low recoveries for certain elements as well as sources of impurities that need to be eliminated from the process streams.

The Navajo Mine is exclusively a multiple seam surface coal mine located in the northwest corner of New Mexico, and entirely on the Navajo Indian Reservation (Figure 1). It is owned and operated by the Broken Hill Propriety Co., Ltd. of Melbourne, Australia. The mine began production in January 1963 with a long term fuel supply agreement with the Four Corners Power Plant. The 2175 MW nominal generating capacity of the Four Corners Power Plant consumes 8-8.5 mm tons of coal annually. With estimated reserves totaling 1.1 billion tons of strippable coal, only one third is presently committed to the generating station. As development has continued over the years, mining operations have advanced into more complex geologic areas to satisfy the utilities demand for coal.

The mine manager in today's environment is faced with a wide variety of problems and challenges which must be addressed if efficient and profitable operations are to be achieved. Expansion of operations has, in many instances, resulted in inexperienced work crews, face supervisors, and superintendents. The complexities of a mining system preclude rapid movement through the learning curve for moat personnel. The management of production suffers both from this inexperience and the lack of standard procedures and methods for planning, schedul ing and analyzing production systems. The lack of visibility of information, as well as of the operations themselves, due to their remoteness, adds to the problem of production management.

"The drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a coproduct of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut off 10 percent of the world’s vanadium output. In February 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation.This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries — China, South Africa and Russia, which collectively produce 96 percent of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage.This article summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal.Trend in vanadium explorationThe most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grades than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers.The 10 percent shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the state of Bahia in Brazil. It commenced operation in August 2014 and is expected to produce between 7.6 and 8.6 kt (8,421 and 9,523 st) of V2O5 in 2016 at a target production cost of $3.71/lb (Largo Resources, 2016). This is the first primary vanadium operation to be placed in production in the Western Hemisphere in more than 35 years."

The particle-bubble attachment and the rupture of formed aggregates in flotation cell were investigated in terms of turbulent regime. It was found that the particle-bubble collision rate is closely correlated to the energy barrier between particles and bubbles, and no adhesion takes place for the hydrophilic particle-bubble system due to the introduced ?capture efficiency? f(a) being zero. The values of an especially defined Weber number, i.e. the ratios of turbulent stress to aggregate strength in the inertial subrange of turbulence were estimated, the results showed that the detachment of a particle from a bubble involved in an aggregate is mainly caused by the turbulent stress only in the impeller zone, no bubble splitting occurs both in the impeller zone and in the bulk zone.

Concrete-infused cloth is used in several civil and mining surface applications whose circumstances are similar to some of those in underground mining. A feature of this material is that it cannot be overhydrated. In underground conditions, however, the excess supply of water to the cloth for hydration could lead to muddy and potentially unsafe working conditions, as well as resource wastage by supplying more water to the construction site than is needed. The objective of this study is to verify the water-to-cloth ratio and study the effect of hydration level on the strength of the Concrete Cloth product. We found that the strength increases with increased hydration up to a 1:2 water-to-cloth ratio by weight, after which the strength holds steady regardless of additional hydration. This confirms the 1:2 water-tocloth ratio by weight for hydration and confirms that strength is retained even if the cloth is excessively hydrated.

"The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant. Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and nonfatal injuries that occur in mining in the United States. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the U.S. Mine Safety and Health Administration (MSHA) from 2010 through 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84 percent involved the workers not using fall protection, fall protection not being provided or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment or working near highwalls. In most cases, a single, basic, corrective action — such as using fall protection — would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

Surface mining applies to extraction of mineral resources from water and sediments of rivers, lakes, seas, and oceans; from solutions circulating through broken rock and soil; and from rock and soil excavated from the earth. Surface mining is responsible for the majority of mineral production in the United States and a substantial portion of the world?s total production. This section deals specifically with extraction methods which employ mechanical processes in a relatively dry environment to free minerals from the earth. The following section, Section 15, deals exclusively with aqueous methods. With recognition of the importance of reclamation in all activities which temporarily disturb the earth?s ecosystems, it is appropriate to classify mechanical extraction methods as either deferred reclamation or concurrent reclamation. Deferred reclamation is necessary when the shape and logistics of the excavation require that it remain open throughout the productive life of he project. Upon exhaustion of economic reserves, the opening is then reclaimed in a manner consistent with public safety, environmental acceptability, and land use policy. Methods employing deferred reclamation are commonly referred to as open pit or quarry mining. Metallic ores, industrial minerals, and coal are all extracted using open pit methods. Typical examples are provided in Chapter 14.1.

The operation of large opencast mines in a densely populated area in the centre of Europe involves an inevitable interference in the region. Thus, this is only possible with general acceptance by the regional stakeholders. In order to achieve this general acceptance, it is necessary to develop sound common concepts and to engage in a continuous dialogue with the stakeholders. The aim is to create seminal structures of relevance to the regional economy, taking into account the interests of the various stakeholders like e.g. authorities, local governments, the regional public, and churches. The recultivation of the mined-out areas represents the offset for the mining activities. RWE Power has reached high acceptance of its recultivation. This high acceptance is illustrated by various examples, from biotopes to high-yield agriculture and recreational areas. Thus, recultivation covers all the elements of sustainable development from social compatibility to ecological as well as economic aspects. This is only achievable through an intensive stakeholder dialogue in the region: The communities concerned are intensively involved in the planning and approval process for the new landscape. As far as social compatibility - one of the aspects of sustainable development - is concerned, the necessary resettlement of whole villages is one of the principal challenges. Over the last few decades, RWE Power has developed an approach that is broadly recognised by the stake-holders in the region. The best proof for this is the high proportion of resettlees taking part in the joint resettlement scheme offered. This can only be achieved by constant involvement of the stakeholders in the resettlement process. In conclusion, it can be stated that RWE Power has implemented a well-functioning stakeholder dialogue that guarantees the general acceptance necessary for mining operations.

In many instances, blasting exerts the dominant control over the economics and safety of excavation, where the materials involved are too hard and tough to be fragmented efficiently by other means. However, associated with the fragmentation process other effects very often result that are not desirable and may even be hazardous, such as fly rock, air blast, excessive overbreak, and damaging ground virbrations. It has always been the desire of those concerned with blasting to better control the forces involved so as to improve the breakage of materials, but at the same time reduce, or eliminate if possible, the unwanted side effects. Until the last decade or two, little was known of the phenomena concerned with blasting. However, since that time many investigators have studied blast mechanisms produced from both chemical and nuclear explosions, with the result that general concepts of the principles have been developed. But, in general, it is assumed that the energy from the explosion would be propagated spherically throughout the material, the latter of which for convenience of analyses is considered homogeneous and isotropic, i.e., the properties are the same in all directions, However, rocks are not isotropic as a rule, and evidence clearly indicates blasting forces rarely function uniformly or in spherical form as theorized.

Coal waste materials inhibit direct vegetation establishment due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss # I coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980&apos;s with little topsoil resource available for final closure. The refuse was acidic (Total-S = .. 38%; pH = 3.6), black, high (70%) in coarse fragments, and had a low water holding capacity (4.5% in < 2.0 mm fraction). A small plot experiment was established on the refuse pile to evaluate the influence of liming rates (50% and 100% of lime req.) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from < 4.0 to > 6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Application of 27 Mg ha-1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity in leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile, so long term water treatment requirements may not be reduced by successfully revegetating the pile surface.

"Point cloud technology is now an indispensable tool in geological and geotechnical data collection, interpretation and analysis. Open-pit and underground mines of all sizes are regularly collecting point cloud data as laser scanning (LiDAR) and photogrammetry surveying devices have become affordable and the workflows fast and efficient. Past challenges of large data processing and manipulation are gone with recent technological advancements in computer hardware and software. These innovations reduce file sizes, ease rendering requirements and allow for the implementation of real-time 3D viewers and surface meshing tools. With its ability to remotely and safely, rapidly and accurately extract large quantities of georeferenced and 3D-oriented data, point cloud technology provides numerous applications to the geomechanical field. The list of uses is continuously growing. This article specifically focuses on digital outcrop modeling and digital terrain engineering. Point clouds. The high-resolution and increasing availability of point cloud technology is rapidly improving open-pit and underground mines’ investigation, interpretation and characterization of site geology and rock mass properties (Kemeny et al., 2015; Lyons-Baral, 2012). LiDAR and photogrammetry are common remote sensing methods employed to measure the coordinates of surfaces in three dimensions (3D), providing the X, Y and Z locations and typically the reflective intensity and/or the visible three-band color of each point (Fig. 1).LiDAR uses either a time-of-flight or phase-shift measurement of a laser beam reflected off targeted surfaces and received back into the device.Photogrammetry generates point clouds by merging multiple overlapping photographs and uses stereographic plotting to define the locations of object points in 3D space. These methods can be deployed from airplanes, unpiloted aerial systems (UAS or drones), tripods, land vehicles and even in a mobile backpack shown in Fig. 2. RADAR, Total Station-Prism and other remote sensing systems also offer very precise “point clouds,” but this article does not address these due to their higher cost and lower versatility and mobility."

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.
