The first power transmission cable tunnel in Singapore was the 2.6km long undersea tunnel between Pulau Seraya and mainland Singapore, constructed in the1980s. Ten years later, similar concepts were used for the Tuas Cable Tunnel. The tunnel, which includes a 2.2km long immersed tube section, was designed to accommodate 10power circuits of 400kV and 230kV capacity. It is fully equipped with sophisticated control and communication equipment, fire suppressant and life safety systems plus a maintenance vehicle which runs on tracks through the length of the tunnel. The paper discusses the planning, design, and construction of the Tuas tunnel, and the development of these concepts for future tunnels.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and, thus, deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the gob and to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

INTRODUCTION Under a Federal grant by the Urban Mass Transit Administration (UMTA) (80%), and sponsored by the State of New York (200), Niagara Frontier Transportation Authority is constructing a 10.3 km (6.4 mile) light rail rapid transit system in Buffalo, New York. The $450 million project, which began construction in the Spring of 1979, is unique in rail transit alignment designs in the U.S.A. and the first predominantly underground light rail system in North America. The Buffalo project is unique in that the first phase of the expandable system follows the alignment of Main Street and is on the surface in a proposed 1.6 km (1.0 mile) pedestrian mall in the downtown business district. The alignment then progresses northward into a cut-and-cover portal and standard double-box configuration for 2.74 km (1.7 miles) at a depth of 9.1-10.7 m (30-35 ft) and subsequently drops into bedrock at depths of 18.3-27.4 m (60 to 90 ft). The 5.63 km (3.5 mile) rock tunnel section consists of two single tunnels 4.88 m (16.0 ft) nominal finished diam. and includes five stations. The rock tunnel line section was divided into a north and south contract of 2 316 m (7,600 ft) and 3 243 m (10,640 ft), respectively. The Maybell Mill of, Trace Elements Corporation, Unit of Union Carbide Corporation is located approximately five miles northeast of Maybell, Colorado, and twenty-five miles northwest of Craig. It is located in the midst of the uranium ore deposits whose presence, made it possible. In November 1953 Russel Cutter, Chief Geologist for the original Trace Elements Corporation, picked up high readings on a scintillometer while flying over this area. Later, with George Morehouse, Chief Engineer for the original. Trace Elements Corporation, he started a search for surface indications. In this search, they found an out crop which can be regarded as the discovery lode on this property. The actual locating of claims and acquiring free lands and state lands was begun in March 1954. During 1955 enough drilling was done to indicate that a sufficient tonnage of ore existed to make possible a mill. These ore deposits are located in the Browns Park formation which is an unconsolidated sandstone with a few hard lime ribs running through it. The geologists tell us that this region was once a vast basin which became filled with wind blown sand and volcanic tuff, Later on, ground waters brought uranium into the basin which precipitated out in the sand. During the late summer and fall of 1955, a small pilot plant was operated under the supervision of John L. Chapman testing these Browns Park ores. During the operation of the pilot plant, three small open pits were developed and the ore from these pits shipped to Union Carbide Nuclear Company, Division of Union Carbide Corporation, at Rifle. To date all ore is being mined from open ptis. In the fall of 1956 the original Trace Elements group signed a contract with: the AEC for a mill at Maybell and on November 5, 1956, Union Carbide acquired the Trace Elements Corporation properties and contract. During the next two months, intensive research was carried out on the Browns Park ores by our research lab at Rifle. They also checked some of the metallurgical results which had been obtained through the operation of the pilot plant by the original Trace Elements group. During this period, a report on Trace Elements Corporation ores was also prepared by the Colorado School of Mines Research Foundation. This report contained data on representative samples of the ore tested for the original Trace Elements group. From this research and study a flow sheet was decided upon.

Low flotation recovery and selectivity have been long-standing problems in the treatment of most ultra-fine phosphate ores. This paper investigates the improved flotation of two ultra-fine Brazilian phosphate ores from Itafos’ Arraias project. These ores are predominantly composed of quartz, muscovite, apatite and a Ca-Al phosphate. As a result of fine phosphate dissemination and associated grinding requirements, column flotation was selected for the metallurgical test program to address the inherent limitations of fine particle flotation using conventional flotation cells. Accordingly, both benchtop Denver cell and laboratory column flotation tests were conducted to optimize their respective flotation responses. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical flotation. In column flotation, a P2O5 concentrate grade of 30.5-31.0% was yielded at a flotation recovery of 83.7-85.1% for the 38x0µm generated ultrafines. The benefits of Eriez’ column flotation technology realized from this study include a higher degree of selectivity, increased recovery, and reduced collector dosage as compared to bench-scale mechanical flotation.

The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog's minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

Minera Escondida, located in the Antofagasta Region of northern Chile, is the world’s largest producer of copper as concentrate and SX-EW cathode. Projects to increase mill and flotation capacity began soon after start-up in 1990 to off-set decreasing copper grade. Subsequent projects had the objective to increase copper production through heap leach and SX-EW production and a second concentrator. The mine footprint concurrently expanded peripherally from the central high-grade enriched core of Escondida and then into the separate Escondida Norte deposit. Early in the mine life, metallurgical forecasting that was based on metallurgical composites of presumed ore types and historical plant production was adequate for operational planning, plant design, and project valuation. This approach became unreliable, however, as the increase in mine footprint was accompanied by an increased variability in key ore body characteristics such as hardness, copper-iron sulfide mineralogy, and sulfide liberation textures that were not reflected in the geological criteria used for ore type designation. The project study teams turned to small-scale physical and chemical tests to better characterize the spatial distribution of these key ore characteristics. Programs associated with capital growth projects were carried out through the mid-2000s to sample and construct a three-dimensional spatial model of hardness, copper sulfide mineralogy, and rougher flotation recovery from tests on 15-m drill core composites. Mathematical models were developed from the respective ore characteristic data to calculate throughput, flotation recovery, and concentrate copper grade. The spatial models were integrated with the concurrent mineral resource block model using standard geostatistical methods and the metallurgical process calculations were applied to the block estimates. The geometallurgical model, originally constructed on a project basis, is now managed by a dedicated team reporting to the manager of Geosciences & Resources Definition in the Escondida organization. The model has evolved with increasing complexity of the mine and processing plants and currently includes seven forecasting areas for three concentrators and four areas for two leach plants. Metallurgical forecasts of mill throughput, final flotation recovery, and concentrate copper grade still have the highest relevance to mine planning and optimization. Sample preparation, test procedures, and quality control methods are summarized for the ore characteristic tests important to these forecasts. Analytical results from recent annual sampling programs are presented for the hardness indices, rougher flotation recovery, and partial extraction copper analyses. Geostatistical analysis of the SAG mill hardness index is summarized as an example for the spatial estimation process. Mathematic models are presented for throughput (based on hardness indices), final flotation recovery (based on rougher recovery and plant calibration studies), and concentrate copper grade (based on sulfide mineralogy and empirical pyrite rejection studies).

This paper is based upon field studies conducted in a western Canadian open pit coal mine. This work has involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board blasthole drills and mining shovels. A review of instrumentation and monitoring methodology will first be presented. Based upon experience from field-based studies, the paper will subsequently focus on the application of monitoring technology within the framework of an integrated Equipment Monitoring System. Such a system will permit the real-time performance evaluation of key equipment involved in surface mille production.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal strength and moduli and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Numerical models provide a means of quantitatively accounting for the various complications of mining geometry, the stratigraphic column, mechanical properties, gas flow properties and associated interactions. A fully coupled hydromechanical finiteelement code, utAH4, serves the purpose well and allows study of the important interaction between stress concentration and gas pressure in determining safety and stability of the face during the advance of a longwall panel in a deep underground coal mine in central Utah. Face advance is relatively fast compared with gas flow and depressurization in coal seams of low gas permeability. Consequently, gas pressure is high at the face. When a longwall is stationary, depressurization occurs at the face, so effective stress and strength increase. thus, when gas flow at the face is high and requires a pause in face advance to bring gas concentration to an acceptable level, a second benefit occurs because of timely depressurization. However, quantitative analysis of a deep coal mine shows that regardless of gas pressure, high stress concentration is more likely to pose a threat to face and pillar wall stability.

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. The U.S. Department of Energy has undertaken, in a cost sharing partnership with industry and utilities, an extensive coal-oil mixture (COM) combustion program in a number of promising applications. One of these is the injection of COM through tuyeres into a blast furnace in lieu of oil. From work done previously, it has been established that COM can be burned in existing oil, fired facilities. The issues being addressed by the current DOE program are: 1) determination of best available technology to achieve environmentally acceptable operation, and 2) determination of applications for which COM can be utilized economically.

Epithermal gold-silver (lead-zinc-copper-manganese) mineralization on Misima Island is confined to steep and reactivated flat-lying normal faults in the upper plate of a major, shallowly dipping detachment fault. The hangingwall comprises an Eocene metavolcano-sedimentary sequence that has been extensively intruded byMiocene calc-alkaline granodiorite. It is unconformably overlain by Pliocene sedimentary and volcanic rocks. High-pressure amphibolite facies rocks dominate the footwall and have many characteristics of a metamorphic core complex. Mafic-alkalic lamprophyre dike swarms intrude the hangingwall and footwall sequences. Previous workers attributed the gold-silver mineralization on Misima to the intrusion of the porphyritic granodiorite (Williamson, 1984). This has been proposed for many tertiary gold deposits of the southwest Pacific(Sillitoe, 1989; Leach and Corbett, 1994).

A petrographic study was made of the type and sources of mineral contamination occurring on phosphate rock products from Florida. Emphasis was placed on contaminants in the screened rock (+1 mm) since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum con- tent of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clayballs. Iron occurred as phosphates in the overburden, and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination were derived from the Hawthorne formation underlying the phosphate matrix.

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. The objective of this study was to subject two Alaska low-rank coals to hydrothermal drying to enhance their marketability in the Pacific Rim markets and to evaluate the chemical and physical properties of the dried products as a function of process conditions. Coals from Usibelli Coal Mine and the Beluga coalfield have a heating value of approximately 18.5 MJ/kg and contain about 28% moisture. Hydrothermal treatment (at 275° to 325° C) of lump coal, from the Usibelli Coal Mine and the Beluga coalfield, enhanced the heating value of the material, on an equilibrium moisture basis, from 18.5 MJ/kg to nearly 27.8 MJ/kg. The product coal, with a high heating value and only 0.2% S, is an environmentally-acceptable premium fuel; additionally, with the Hardgrove grindability index of the coal greatly improved, its value is even further enhanced. An increase in hydrothermal drying temperature promotes vesiculation of resinite. Also, ulminite reflectance increased to 0.92%, and ulminite was subjected to widespread vesiculation; this resulted in a coke-like structure indicative that the material went through the fluid stage.

Stoppings are necessary ventilation control devices for effective air distribution underground. However, one of the major problems underground mining has is that every stopping is a potential leaking source. Since air always flows from a point of high pressure to one of lower pressure, and the total pressure at every point in intake airways is higher than that in the return airways, air will always tend to leak from intake to return (Tien, 1996). In many mines, less than half of the air entering the mine actually gets to the working areas; the rest of it simply short-circuits directly to return airways through leaky stoppings instead (Timko and Thimons, 1983). Leakage through a stopping occurs because of pressure drops across the stopping and available leaky path in stoppings. Empirical equation has been widely used to characterize the relation the amount of leakage and variables that affect leakage. However the use of this equation requires accurate information for constants which are not always readily available. It is the attempt of this paper to derive an equation similar to the Atkinson Equation that can readily be applied to characterize pressure-leakage relationship for any given stopping.

Naica consists of at least 10 mantos and 40 chimneys that have produced over 15 million tens of ore with 10% Zn, 13% Pb and 13 oz/ton Ag. The ore occurs in thick-bedded, folded Cretaceous limestone. Fractures and 26 Ma old felsite dikes with an initial strontium isotopic ratio of 0.708 localize the mineralization. The mantos follow the dikes and have abundant early skarn with manganohedenbergite, calcic garnet, idocrase, quartz, calcite, wollastonite, schellite and later sulfides. The chimneys arise from the mantos and change from silicate-rich to silicate-free sulfide limestone replacements. Carbon, oxygen and sulfur isotope data on carbonates, silicates, sulfides and sulfates are compatible with a single evolving (magmatic?) fluid.
