Elevation of surface charge density on colloidal particles in the presence of a high potential electrostatic field is demonstrated as a viable technique for preventing the accumulation of solids in solvent extraction circuits. The effect of the technique is manifest by relative turbidity measurements between pregnant leach solution and raffinate, by changes in the character of the sludge accumulations, by alteration of the zeta potential of particulates, and by a general reduction in the mass of solids.

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

The Bureau of Mines is investigating the Co and Mn resource of the West-Central Arkansas District, including field investigations, mineralogical characterization, beneficiation, and hydrometallurgical tests. The deposits occur within the Ouachita Mountains and are con-trolled structurally, occurring along the axes of anticlines making up the mountain ridges. Brecciated novaculite is cemented with a mixture of Mn oxides, primarily cryptomelane and psilome-lane. Cobalt is concentrated within a particular Mn oxide phase, lithiophorite. Chemical analyses on head samples reported up to 25 pct Mn and 0.17 pct Co. Magnetic separation yielded products with up to 41 pct Mn and 0.22 pct Co at recoveries of 95 pct Mn and 93 pct Co.

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

Separation Technologies Inc.’s (STI) electrostatic separation technology is a dry, continuous process for the separation of discrete particles. This high-volume process does not require any additives nor is any additional waste produced. In December 1993, STI, in cooperation with New England Power(NEP), installed an 18-t/h (20-stph) prototype electrostatic separator at NEP’s Salem Harbor plant. The plan was to convert waste streams of type F fly ash into commercially valuable products. In July 1995, a second separator was installed at NEP’s Brayton Pointplant. Fly ash feed, ranging from 6% to 25% carbon (loss-of-ignition fly ash or LOI), is separated into <3% LOI “clean” ash and sold as a portland cement substitute in the New England concrete markets.

There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators&apos; total power is consumed in this grinding circuit.

Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

For more than a decade the tunneling industry has explored the potential and benefits of macro synthetic fiber (MSF) reinforced concrete solutions for precast tunnel segments. Parallel to industry investigations, academic research is being undertaken to better understand this material when subjected to the typical loads expected during mechanized tunneling. This paper investigates the performance of MSF reinforced precast concrete tunnel segments by means of an experimental program comprising testing of full-scale tunnel segments. The presentation of the satisfactory results of the experimental testing regime will be complemented by a brief case history from a successfully executed project—an America’s First.

BRS, Inc. has utilized Carlson&apos;s Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming&apos;s Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. Research programs conducted by Allis-Chalmers Corporation are showing that the most efficient energy use in crushers is achieved when the forces applied to particles undergoing breakage are increased. Laboratory bench scale tests have been developed to confirm this phenomena, which was first observed in the field using HYDROCOME crushers with automatic setting controls. A new testing machine is described and methods of maximizing such benefits are postulated. FOREWORD Allis-Chalmers Corporation was founded in Milwaukee, Wisconsin, in 1847 as the E. P. Allis Company, which had an initial interest in manufacturing components in the grinding of flour. As such, its roots were started in reducing material size, which is covered by the generic term, comminution.

THE QUARTETTE Mine near Searchlight, NV, a mine that first operated in the 1890s, could begin processing ore again by September. Jetco Enterprises Inc. plans to work through the tailings and ore close to the surface followed by plans for an openpit mine. It is one of at least three new mining efforts in the region, the Associated Press reported. Another is north of Searchlight, with yet another across the Colorado River in Arizona, east of Bullhead City. Gold mining is rare in southern Nevada. The area generally lacks the rock type that contains gold deposits. Restrictions on federal wilderness areas and protections for the desert tortoise also play a role. Gold veins in the region are generally small and erratic in length and height, Bill Durbin, a geologist and chief of southern Nevada operations for the Nevada Division of Minerals told the Associated Press. L.R. Tad Tinnell, president of Jetco Enterprises, has long eyed the mine. From 1993 to 1995, he explored and drilled on the property, which was still owned by Searchlight Mercantile.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

Coal production and coal use for electric power generation are diminishing worldwide. Germany will phase out lignite mining as well as lignite and hard coal-powered electricity generation by 2038. In the United States, coal production has dropped by more than 50% since 2006, including in key coal production states like West Virginia and Wyoming (EIA 2021). Closing mines and power plants across entire mining regions has significant socio-economic impacts. Existing industries must be focused on the post-mining economy by attracting new industries, and implementing job retraining programs for displaced workers, as former mining regions transition towards agricultural, industrial and recreational use. This paper examines the German “exit from coal” under the 17 UN Sustainability Goals and illustrates the complex procedures, interrelationships, risks, and rewards of the transition towards renewable energy sources, including wind, solar, hydrogen, and bioresources.

This study proposes a methodology for dewatering of mine waste using a multistage process, combining geotextile tubes and anionic polyacrylamide (PAM), which accelerates the recycling process of water for aggregate mine waste facilities. For this purpose, waste from a rock quarry located in Istanbul was investigated. Flocculation tests revealed that the use of anionic PAM at an optimum dosage reduced sedimentation time and decreased turbidity. The compatibility of geotextiles and mine waste conditioned with different dosages of the effective PAM was evaluated by rapid dewatering tests, considering the water content of the filter cake, amount of infiltrated solid content, and rate of filtration. Geotextile dewatering tests were also performed on PAM-free and conditioned suspensions. The dewatering process was optimized by the use of a geotextile tube in two stages: (i) on the unconditioned suspension and (ii) on recovered PAM-conditioned leachate. Directing PAM-free non-hazardous soil-based material obtained in stage i to alternative beneficial uses is suggested, to minimize the volume of waste. Furthermore, recycling of the effluent obtained at the second stage of the proposed method will ensure more efficient water reuse

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

During 1982 and 1983, it became increasingly clear that North River No. 1 Mine would have to buy a set of replacement longwall shields. Despite extensive efforts to make improvements, the shields that were in place at that time were incapable of holding the roof. North River Energy had limited experience in specifying and acquiring longwall roof supports, but a great deal of experience with our conditions and needs. We there- fore compiled a shield evaluation method that uniquely responded to our situation. The resulting system emphasized teamwork among operating, maintenance and engineering personnel. The charge from management was threefold: select shields to support maximum expected loads, optimize face operations, and pay attention to detail. Final selection was made objectively, based on all available information. We chose a 5516 KN (620 tons) support with a minimum yield load density of 760 KN/m2 (7.9 tons/ft2). This paper reviews our process of specification, design, prototype testing, and fabrication, and offers some relevant suggestions.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

A mineral deposit has been discovered and explored sufficiently to establish the presence of ore in ?commercially marketable quantities," This is the point at which exploration ends and development begins, Of course, when the presence of commercially marketable quantities of ore are thought to be present the deposit had to be evaluated before this decision could be reached. If, on the other hand, it was thought that commercially marketable quantities of ore are not present, either more exploration has to be done or the project must be abandoned. It is this decision with which this paper is concerned, more particularly, the influencing factors behind this decision. The final question to be answered is: what profit can my company reasonably expect to make by developing this property and putting it into production? The answer must be expressed as a figure for final profit per ton, money which can be used to pay dividends or to build up cash reserves. Some acquisition cost has probably been paid and the exploration cost incurred at the time of decision, (abandonment or development). In addition to returning these acquisition and exploration costs, the deposit must pay development, mining, milling, capital expense of new plants and equipment, taxes, and various other related costs.
