Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The mining industry?s traditional preference for protective coatings in corrosive environments, due to cost considerations, has been to apply galvanized and epoxy coatings. As a result of extreme pH levels and the limitations of current products, a new coating has been developed to withstand severe conditions. Harsh chemicals and corrosive groundwater pose added challenges to mines in maintaining long term ground support which demands continuous rehabilitation. This paper highlights the challenges and identifies a solution by applying a new economic coating to DSI?s Omega Bolt? that withstands the most corrosive of conditions. [ ]

Newmont has a large integrated operation in Northern Nevada with numerous mines, stockpiles, and processing facilities. There are over ninety defined metallurgical ore types and over sixty defined gold recovery process options. To take better advantage of the available synergies, a complete Nevada wide mine plan and process model along with a mixed Integer and Linear Programming optimization tool has been developed and implemented. This system is maintained and operated by a Nevada Planning Group. Standard in-house planning software tools and methods have been implemented at all mine sites. While increasing the effectiveness of planning in Nevada, these changes have allowed a significant reduction in overall Mine Engineering staff.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

A comprehensive understanding of the effects of autoclave configuration (batch, semi-batch, continuous) on the residence time necessary to achieve a target conversion is a prerequisite for design of commercial scale autoclaves. Particle size distribution, mineral and reagent concentrations, temperature and mixing also influence the conversion. This paper outlines the bases of using test data to predict performance of commercial scale autoclaves. Recommendations for coordinating test program design with selection of scale-up method are provided. Examples are given to illustrate the different levels of engineering effort needed to meet corresponding levels of design optimization and accuracy.

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [ ] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m%-sec instead of meters. Adding the gravitational constant corrects this: [ ] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per sec). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

While most of these issues relate to the author’s specialty of mineral appraisal some are more general in nature and could be of interest to those who may be involved in current or future court testimony. Several important areas to be reviewed and agreed upon with the client and their legal counsel are discussed. General observations on litigation, the discovery process, testimony and some repercussion’s are also given.

The U.S. Bureau of Mines is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach, based on deposit-specific information such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are (1) leaching experiments to define reaction mechanisms and kinetics, (2) detailed petrologic characterization at the microscopic scale to assess Mn distribution and leaching efficiencies, (3) deposit characterization and evaluation, and (4) development of potential Mn recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

The aqueous biphase separation process (ABS) has been used to separate ultrafine industrial minerals. The partition behavior ofTiO2, Al2O3, Fe2O3 and kaolin was not pH dependent. The partition behavior of SiO2 was, however, pH dependent. The partition coefficient of kaolin in PEG 3400/ Na2CO3 biphase system was 150 and that of the silica in the same system was 0.02, resulting in a separation factor of 8500 between kaolin and silica. The aqueous biphase separation system was used to separate free silica from kaolin in a raw clay sample from Mexico. The partition behavior of mica, feldspar and clay from North Carolina was also evaluated.

ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.

Anthracite is widely known as a domestic or space heating fuel. The prevailing market ratio of domestic to industrial consumption was about 80 to 20 up until 1950. Since then it has been shifting until now the ratio index is about 50/50, exclusive of overseas export. Despite a declining domestic space heating market, the demand for industrial anthracite remains good. However, as a result of stringent air pollution regulations, there is a renewed interest in this low sulphur coal which cannot smoke under any conditions. Anthracite serves other important industries such as power generating, metallurgical, cement, ceramic, chemical, water sewage and industrial wastes filtration. Anthracite is an excellent natural source of carbon and may be utilized in many processes.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

Ventilation is an expensive prerequisite for underground mining. Current mining trends, including increasing depth and mechanization and more stringent health regulations would generally dictate that more air volume is required in order to provide good working conditions underground. However, any increase in the mine’s intake airflow can produce a disproportionate increase in power consumption and hence operating costs due to the cubic relationship between the sup-plied air power and the airflow (Power a Flow3). Furthermore, forecasts of significant increase in energy prices and new commitments with regard to reductions of greenhouse gas(GHG) emissions, determined the mining industry to look into developing new concepts, design tools and incorporate the latest mining technologies in order to lower capital and operating costs while meeting commitments regarding GHG emissions. The advances in computing power and modelling software now make it possible to design, model and schedule a mine from opening to closure. A developing trend is to design and plan the mine by means of orebody modelling software, followed by using discrete-event simulation techniques to predict production rates and evaluate various operating scenarios throughout the life of the mine. The authors are currently evaluating how such process simulators could be adapted in order to forecast the need for materials or a specific resource, and one of these would be the mine’s “life-cycle” airflow demand as a function of scheduled production rates and mine operating characteristics. Further to this, based upon the mine’s life-cycle airflow demand schedule, the ventilation system could then be designed using a mine ventilation simulator. This new design approach would integrate in parallel the development of the ventilation system with the current mining conditions, therefore, heading towards “develop-as-you-go” as opposed to developing the system for final requirements with high upfront costs. This new ventilation system design criteria would also incorporate the use of the “ventilation-on-demand” technology, which will further lower development and production costs and implicitly, the mines’ GHG emissions.

Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

In the present study, we have investigated the conditions for the formation of bubble clusters and the effect of well-defined agitation on the stability of clusters. A specially designed cell was used in which bubble clusters could be formed at the surface of a porous block in a fluidized bed of relatively coarse hydrophobic silica particles. The clusters then rose through a flow field of known turbulent characteristics. The size of the clusters before and after passing through the turbulent zone were measured using a high speed camera. The influence of shear rate on the deformation of the bubble clusters was investigated. The results showed that the Kolmogarov microscale was much smaller than the maximum cluster size, suggesting that the breakage of the clusters was mainly due to interaction with clusters in the inertial convection sub-range.

INTRODUCTION Kennecott Copper Corp.'s Tintic Div. Burgin mine is a 725 t/d (800 stpd) lead-zinc producer, located in the east Tintic mining district, 5.6 km (3.5 miles) east of Eureka, and 130 km (80 miles) south of Salt Lake City, UT. The Burgin mining complex includes three shafts, shop, dry, and office facilities, and a 454 t/d (500 stpd) flotation concentrator. Production and ser¬vice entry to the mine is through a 4.26-m (14-ft) diam concrete-lined production shaft, and a three-compart¬ment rectangular shaft. A connection with the Apex No. 2 shaft and the Burgin mine provides a second exhaust airway. Bear Creek Mining Co., Kennecott's exploration sub¬sidiary, began exploration of the Burgin mine area in 1957 with the sinking of the 335 m (1100 ft) deep No. 1 shaft. A station was cut at the 320-m (1050-ft) level of the shaft and extensive drifting, diamond drilling, and some winzing and raising confirmed the presence of a major lead-zinc ore body, the main portion of which oc¬curred below a hot saline water table. Surface facilities and the 4.26-m (14-ft) diam concrete-lined production shaft were completed in 1966. Ore production has been steadily increased to 725 t/ d (800 stpd) since 1966. The collar elevation of the No. 2 production shaft is 1731 m (5678 ft) above sea level. The mine's three levels, the 1050, 1200, and 1300 are at elevations of 1414.6, 1356.4, and 1338.1 m (4587, 4450, and 4390 ft), respectively. The approximate elevation of the hot saline water table is 1382.6 m (4536 ft). The earliest production on the east Tintic mining district was from the Eureka Lilly mine in 1909. Later, in 1916, the Tintic Standard mine was discovered, and pro¬duced ores with a gross value of $80,000,000 through 1956. The Eureka Standard mine located 1.6 km (1 mile) southwest of the Burgin mine produced ore worth $12,000,000 from fissures in the Tintic quartzite along the Eureka Standard fault. Ores produced from the east Tintic mining district through 1971 are valued at $151.3 million. The production from the entire Tintic district is approximately $500 million. GEOLOGY The Burgin ore deposit occurs as replacement bodies in limestone, dolomite, and shale. Numerous fault struc¬tures and rock formations make the mine geology com¬plex. The mineralization is strongly associated with sev¬eral major geological features, which include the Ophir formation, consisting of limestone, dolomite, and shale as the favorable host rock, and the structural influence of the east Tintic thrust, the Eureka Standard and sev¬eral other significant faults. Fig. 1 depicts the Burgin 1300 level workings, a generalized configuration of the ore body, and the main geological features. Covering the quartzite, limestone, dolomite, and shale facies enclosing the Burgin ore deposit are 183 to 274 m (600 to 900 ft) of andesite. The Burgin ore consists of massive sulfide and oxide lead-zinc ores with significant silver and cadmium val¬ues. The main ore minerals are galena, cerrusite, and spalerite. Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.
