In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

A number of state and federal agencies are calling for development of aquatic life criteria for conductivity. These aquatic life criteria or ?benchmarks? are based on observed correlations between conductivity and benthic macroinvertebrate community composition, generally measured by composite metrics or indices. However, development of an aquatic life criterion for a composite variable like conductivity is made difficult by a number of factors. Based on a database from West Virginia, observed patterns of invertebrate community composition versus conductivity may instead be related to a combination of abiotic (e.g., ionic composition, habitat) and biotic (e.g., life history, colonization potential) factors. Many benthic invertebrate taxa also do not respond to increasing conductivity in a consistent relationship. Many states have determined that a composite variable, like conductivity or TDS, is not appropriate for criteria development, as many studies have shown that toxicity varies as a function of ion composition and can be mitigated by elevated hardness. We conclude that the relationships between conductivity and changes in benthic macroinvertebrate community composition are neither strong nor reliable enough to warrant derivation of a criterion based solely on conductivity.

For the last 15 years environmental Life-Cycle Assessments (LCA) have increasingly been used to evaluate the environmental performance of industrial processes and products and have been employed as a basis in decision making processes in the public and industrial sector. However, assessment methodologies for environmental protection measures and reclamation/remediation measures with respect to their consumption of natural resources are generally poorly developed. In this presentation a methodology for LCA of environmental protection measures and remedial actions, respectively is suggested, using the remediation/reclamation of mining sites as an example. Key aspect of this approach is the development of an evaluation method appropriate for environmental protection measures, which links the various impact indicators recognised in the impact assessments and allows their integrated assessment.

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

Viscosities of industrial lead slags with various compositions were measured as a function of temperature using a Brookfield viscometer. Based on the experimental data from this study and other investigations reported in the literature, an expression has been developed to correlate the viscosities of lead silicate slags as functions of composition and temperature. The effect of each individual slag component on the variation of the slag viscosity is identified. The composition dependency of viscosity of lead silicate slags is discussed. The calculated results using this viscosity expression are in good agreement with the measured data.

The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect bit drill wear and use the equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel Software. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Mining of copper ore and the related industries play an important role in Iran?s economy. Copper ore production in Iran accounts for 75% of the total production in the Middle East. All activities related to copper, that is, exploration, production, refinement etc are owned and managed by state owned companies. Decisions have been made to privatize all these activities. To assess the success of this privatization process, different components of the industry must be subject to economic analysis. In this paper, the cost estimation of all operations has been carried out. The total potential and attainable revenues have also been estimated using historical data available from the industry. Risk is a major factor in all mining activities and the copper industry of Iran has been subject to risk factors arising from many internal and external variables. These variables have been recognized and their effects evaluated. The effect of risk on the economic feasibility of the operations in the industry has also been analyzed.

Communication between geologists, mine planners, miners, metallurgists, and managers not only benefits each discipline but facilitates design of an efficient operation and allows for accurate forecasting of productions and cash flow. By focusing on the key areas: geology; mine design; waste dumps; stockpiles; metallurgy; weather data; tailings disposal; using contours, block models, mine plans, process flowsheets, design criteria, operating and control strategies, maintenance schedules, and operating costs to perform detailed daily simulation from start-up to shut-down; a comprehensive understanding for all disciplines is achieved. Construction of a METSIM model that includes all test work and project data from drill holes through net present value calculations brings the pieces together to achieve optimum process design, minimize operating problems and eliminate the term ?black box? from project meetings and discussions.

Aquatic organisms are sensitive to free cyanide (HCN) though the presence of certain metals that can form stable complexes and thereby reducing both the amount of bioavailable cyanide. Recent work has suggested that consideration of HCN rather than total cyanide can provide the basis for water quality criteria. Cyanide is often present in complex effluents that affect speciation and bioavailability. We have developed a model to predict the speciation of cyanide in complex effluents and have shown that this model can predict the toxicity of metal-cyanide complexes in terms of HCN. This study evaluated available cyanide toxicity exposures with this model to assess the role of water chemistry (e.g., metal-cyanide interactions) on the observed. Toxicity endpoints based on total cyanide ranged over several orders of magnitude for a variety of metal-cyanide mixtures. However, predicted HCN concentrations among these same tests described the observed toxicity data to within a factor of 2. Aquatic toxicity can be well described using HCN though in certain metal-cyanide mixtures toxicity was jointly described by HCN and elevated levels of bioavailable metals. This work was performed in support of an industry-sponsored reassessment (Gensemer et al 2006) of the U.S. EPA water quality criteria for cyanide (EPA 1985) using free cyanide as the basis for the re-calculation. The work presented in this manuscript presents technical support for using free cyanide as the preferred basis for this recalculation.

Multiple Criteria Decision Making (MCDM) is one of the most considerable branches of Operation Research. MCDM refers to making decisions in the presence of multiple, usually conflicting, criteria. The problems in MCDM are classified into two categories: Multiple Attribute Decision Making (MADM) and Multiple Objective Decision Making (MODM). However, very often the terms MADM and MCDM are used to mean the same class of models and mostly confused in practice. Usually, MADM is used when the model cannot state in mathematical equations and otherwise MODM is used (Hwang and Yoon, 1980). Decision-making (DM) is extremely important stage in Mining Engineering like other engineering branches. Every mining engineer makes several decisions in daily mining applications. Most of the decisions made by mining engineers are completely instinctive according to their past experiences and there is not any DM method applied in DM process. Analytic Hierarchy Process (AHP) is one of the well-known techniques solving the decision problems. The AHP is very simple, and understandable method especially non-numerical data considered in DM process. Equipment selection is one of the prominent problems of mining engineering. Mining engineers have to make difficult decisions when equipment selection stage. As the decisions in the equipment selection have radically influenced the economic life of any mining scenario, these are considered as complex MADM problem. So, the decision maker can evaluate the subjective criteria in the problem of equipment selection. The decision maker wants to maximize more than one objective criterion for equipment selection stage. Among the number of alternatives, the most suitable equipment must be selected according to objectives and alternatives. MADM applications can help the decision maker to reach the optimal solution for the equipment selection. In the mining industry, MADM methods can be applied for the equipment selection because it is a process that includes subjective and objective criteria affecting the selection of equipment among the alternatives.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

Newmont roasting plant in Carlin, Nevada commenced operating in December 1994. Over the years, refractory ores and pyrite concentrates from different gold deposits constituted the feed to the facilities. Historical plant performance indicated that the roasting temperature was the main variable that affected the structural characteristics of the calcine which, in turn, affected the recovery of gold by cyanidation. Gold recovery as a function of roaster temperature was closely monitored since October 2000. Original design temperature was 550oC. Lower roaster temperatures of around 500oC resulted in gold recovery increase by more than 6 percent. This increase was directly related to an increase of the surface area of the calcine. The implementation of an “intelligent” process control system helped significantly in achieving steady low roasting temperatures thus achieving high gold recoveries between 92 and 93 percent. Under those conditions, several roasting campaigns with high-arsenic-containing ores were conducted, which resulted in a significant decrease of gold recovery. The reduced gold recovery was caused by the loss of surface area (e.g. porosity) of the calcine as the arsenic content of the roaster feed increased.

Copper, nickel, zinc and other ?penalty? metals are found with gold together in nature, and have a similar chemical affinity for cyanide used in leaching operations4. As a result, solutions that come from the heap leach pads contain a significant concentration of penalty metals along with the desired gold. In solution, gold and cyanide form the complex Au(CN)2- that is readily adsorbed onto activated carbon. Penalty metals as individual metal ions also load onto activated carbon and, depending on the concentration of cyanide and the pH of the solution, can form various cyanide complexes. Some of these complexes can also load onto carbon while some are significantly inhibited from loading. Copper, for example, can form the dicyanide complex Cu(CN)2-, the tricyanide complex Cu(CN)32-, and the tetracyanide complex Cu(CN)43-. At a low pH and a low concentration of cyanide, the dicyanide complex predominates. At a higher pH and a higher concentration of cyanide, the tetracyanide complex predominates. Without excess cyanide, however, individual copper ions can remain present. Activated carbon is used in gold extraction because it is highly selective for gold and less so for other metals, such as copper3. However, copper has the ability to adsorb (?load?) onto activated carbon and block the adsorption of gold when it is in the dicyanide form and in a high enough concentration. When copper is in the tetracyanide form, copper loading is significantly inhibited, allowing for the maximum gold recovery. In order to ensure the tetracyanide complex is formed, a combination of both available cyanide and elevated pH must be present. In the South Area of Newmont Mining Corporation?s Gold Quarry mine in Carlin, Nevada, copper and nickel loading becomes a problem when certain acid generating zones of the heap are leached. Copper, nickel, zinc and other penalty metals become leachable and the lower pH uses up more of the cyanide and creates carbon loading conditions for the metals. This decreases the carbon?s ability to extract the gold from solution, decreasing the recovery and increasing the concentration of gold in the barren solution that leaves the carbon columns. In this study, operational data from March through to May of 2007 is presented to show how Newmont developed a quick fix to lower pH and elevated metal concentrations that were causing low gold loadings on activated carbon at their South Area Leach (SAL) heap leach operations. Laboratory tested were also conducted to examine the chemical kinetics of metal loading and the individual effects of increased cyanide concentrations. THEORY Copper I ions form four different complexes with cyanide in solution: the monocyanide species CuCN, the dicyanide species Cu(CN)2-, the tricyanide species Cu(CN)32-, and the tetracyanide species Cu(CN)43-. The species are formed from the following reactions: [Cu)(?+-+ K1 (1) Cu ß2 (2) --+?+23)(3CNCuCNCu ß3 (3) --+?+34)(4CNCuCNCu ß4 (4) ] where K1 equals 1019.50, ß2 equals 1024.03, ß3 equals 1028.65, and ß4 equals 1030.35. Along with these complexing reactions, hydrogen cyanide and water also dissociate in solution, as per the following reactions: [H?+-+ KH (5) OHOHH2?+-+ KW (6)] where KH has a value of 109.24 and KW has a 1014 value2. These six chemical equations compete with each other, with domination of one over the others dependent on the CN- and H+ concentrations. Each complex also has different properties when it comes to its loading behavior on activated carbon. The dicyanide copper complex and the monocyanide copper complex have an affinity for adsorption onto activated carbon that is greater than the affinity of gold cyanide for adsorption. They also have a lower solubility in water, which enhances adsorption. The tricyanide copper complex and the tetracyanide copper complex are water soluble and have an affinity for loading adsorption on activated carbon that is less than the affinity of gold cyanide for loading adsorption1. There are three prime reasons for this phenomenon. First, the extra cyanides mask the metal ion more, which blocks the main adsorption characteristic of the complex. Second, the complexes are also larger, making it harder to physically fit into the active sites on the carbon. This helps make the latter two complexes kinetically inhibited from adsorption, freeing carbon active site to load with gold cyanide complexes. Third, it is also important to consider the expressions of the mass and charge balance. These balances describe all the overall concentration of copper and cyanide in solution, as well as marking overall charges of the ions in solution4. This is important because significantly changing the charge from positive/neutral to more negative is another reason for activated carbon to reject adsorbing the higher cyanide complexes. The speciation of copper and other penalty metal cyanide complexes in solution is dependent on the pH. At lower pH values, increased hydrogen ions (H+) can out-compete metals for cyanide ions. Lower free cyanide in the system leads to the lower cyanide species of copper cyanide predominating, with a noticeable concentration of the free metal, monocyanide and dicyanide species of copper cyanide. At higher pH values, hydrogen ions are significantly reduced, reducing the kinetics of HCN formation. More free cyanide remains in the system, allowing for more complexing. With this higher amount of cyanide in the system, the tetracyanide species of copper cyanide predominates, also with a noticeable concentration of the tricyanide species of copper cyanide. The effect of molecular weight, charge and the presence of the cations Ca2+, Mg2+and K+ on the adsorption of carboxymethyl cellulose on pure talc obtained from Balmat, New York have been investigated. Higher adsorption densities were obtained in the presence ofCa2+ and Mg2+ ions than with K+ ions and higher ionic strength solutions resulted in higher adsorption densities. Changing the molecular weight did not influence the adsorption however increasing the charge (DS) of the polymers resulted in lower adsorption densities.

Low-rank/oxidized coals respond poorly to oil agglomeration. Emulsification of kerosene in the presence of surfactants dramatically reduces the size of the kerosene droplets. While this dramatically reduces the amount of oil that is required for efficient agglomeration (down to 0.25-0.5%), more importantly, the surfactants entirely change the electrokinetic properties of the oil droplets and thus the interaction between oil droplets and coal particles. Consequently, kerosene cationic emulsions can efficiently agglomerate oxidized coal particles. The agglomerates obtained in such a process can still be recovered by screening. Surfactants can affect fine coal filtration very profoundly when used to emulsify the oil which is utilized to agglomerate coal prior to its filtration. This sequence is much more logical than the use of flocculants - highly hydrophilic polymers - as filtration additives to aid dewatering of flotation concentrates. Although such polymers flocculate coal particles, they also render coal surfaces hydrophilic and make reduction of the cake moisture content difficult.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures to the equipment operators. As part of this effort, the National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study which determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system which was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, being a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels comparing outside to inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system?s efficiency. Testing using particle count instruments performed during non-production time periods on both pieces of equipment indicated Protection Factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.
