This article discusses the evolution of U.S. laws and policies towards environmental remediation at mine lands over the last 20years, the opportunities that these changes present for reuse, and the remaining challenges associated with community capacity for effective reuse planning and implementation. Emerging initiatives by the U.S. Environmental Protection Agency and Department of Interior for addressing these challenges are discussed.

Project Description The Ok Tedi Mine is located approximately 18 km east of the Papua and New Guinea-Indonesia border, on the southernmost extremity of the Star Mountains Range, it is situated almost equidistant from the north and south coastlines. The headwaters of the Fly River system are in the Star Mountains. The open pit mining activities are on Mt Fubilan with a (pre-mining) elevation of 2,095 metres (6,871 Feet) in the Western Province. The mine is in an area characterised by very steep topography and dense tropical rainforest. The pit has been free draining but will cease to be so in the first quarter of 2009. Ok Tedi Mining Limited (OTML) required a drainage tunnel to be driven under the mine, if possible before free drainage was no longer possible. The tunnel was required to be at least 5 m in diameter and 4,200 m (13,776 ft) long, with a possible extension of 1,100 m (3,608 Feet) if the mine decided it was required for additional drainage and underground exploration. The tunnel is being driven up grade at 0.67%, and will be connected to the pit by the raising boring of two 1.1 m (3 Ft. 6 In.) diameter shafts from the tunnel level 250 m (820 Feet) below to the pit. In Tabubil, the adjacent township at an elevation of 640 m (2,100 feet), air temperatures range from a mean at night of 20 (68°F) degrees centigrade to a daytime aver-age of 27 (81°F) degrees. Extremes of 12 and 39 (54°F?102°F) degrees centigrade have been recorded. Rain falls, on average, 339 days each year and totals 8,000 mm (315 inches), and have been known to approach 12,000 mm (472 inches) making the area one of the wettest places on earth. The portal site is at an elevation of 1,200 m or 4,000 ft and the air temperatures are a little cooler and the rainfall a little greater. Access to the mine is by air for personnel and light freight and by ship for heavier goods and materials. The port is at Kiunga on the Fly River 153 km from the portal site. The program for the project was tight, the decision to purchase the required TBM was made in July 2007 and the final decision to go ahead with the construction of the tunnel was made in November 2007.

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results. Carbonate-hosted massive sulfide (60%) ores of the western Cordillera compose a distinct class of deposits although they vary widely in detail and perhaps genesis. They have been important sources of lead, zinc, copper, silver, gold, and more rarely, molybdenum, tin, and tungsten in complex mineral assemblages usually dominated by pyrite. They occur as concordant stratiform bodies, as discordant mantos, and as chimneys crossing tens of meters of section; many are associated with faults and breccia bodies. Environments of formation of carbonate hosts range from craton basin to shelf with ages from Proterozoic to Cretaceous; in many instances, dating has shown mineralization to be significantly younger than hosts. Temperatures of formation determined for many deposits are high (200°-400°) and many districts are centers of igneous activity manifested by dikes, sills, and stocks. However, direct cause and effect relationships have been difficult to establish. Many important problems attend the renewed interest and study of these deposits and include questions of metal-sulfur sources, metallization processes and histories, geological controls at all scales, and relationships to broader patterns of metallogeny.

DSI DYWI Rock Dust application is aiding in enhancing safety and productivity in underground coal mining. DSI DYWI Rock Dust combines wet dusting technology and polymers to allow for drying and lift characteristics for rock dusting. DSI DYWI Rock Dust typically dries within 24 to 48 hours depending upon the mine air velocity and humidity. The DSI DYWI Rock Dust Applicator Machine is a completely hydraulic unit. The DSI DYWI Rock Dust Applicator machine allows for batching of product and face spraying operations in permissible locations. The DSI DYWI Rock Dusting Applicator Machine fits in one half of a battery or diesel scoop bucket for ease of transport. It is completely hydraulically powered by the PTO circuit. The DSI DYWI Rock Dust Applicator unit requires a scoop operator, and a person to operate the spray wand, simple operation with two personnel. The first demonstration was at an underground continuous miner room and pillar coal mine which produced a pilot test period opportunity, which proved to be successful, and has now been in full launch mode with the US underground coal mining industry. A typical batch of operation allows for 250? of roof and rib (19? wide by 6? in height) coverage of DSI DYWI Rock Dust application. The DSI DYWI Rock Dust Applicator contains a hydraulic powered air compressor which allows for 30-50% more coverage per batch by improved dispersion of product via air assist spray nozzle. DSI DYWI Rock Dust will add approximately $0.02 to $0.04 per clean ton of coal cost to the mining operation over traditional rock dust cost depending upon mining height.

As opposed to a prescriptive-based design, a performance-based fire-protection system design allows the system planner the flexibility in choosing specific method, materials and design tools to achieve a preset goal. A different approach in fire protection and a powerful addition to existing method, the system has been around for many years, and has gone through numerous improvements. Despite its popularity in the building industry, it has not been introduced to the mining industry yet. As mines get deeper, increases in size and complication, mine fire safety system will also become increasingly challenging, a new and proven system should be able to great potential to eradicate many of the problems that are either unsolvable or cost-prohibitive with the traditional method. With increasing globalization and international exchange with other major mining countries a common language/practice also make the performance-based design method a desirable feature in mine fire safety system. This paper will first define a performance-based system, step-by-step design methods, likely impacts on fire-protection practices and possible challenges in implementing the system in US underground mines.

Na-feldspar (albite) and K-feldspar (microcline or orthoclase) are major feldspar minerals with identical crystal structures and physicochemical properties. Flotation appears to be a unique method of separating these minerals. Fundamental studies on amine/feldspar system in the presence of monovalent salts showed that separation of these feldspar minerals by flotation is possible at certain concentration of monovalent salts in HF medium and natural pH. A comparison between natural pH and HF medium indicates that the latter provides a better selectivity at the expense of higher collector requirement. A general mechanism for both systems involving an ion exchange between the uncommon ions and adsorption of the common ions is proposed to be responsible for creating differences in the charge of albite and microcline unto which amine adsorbs.

The surge of activity in the solar energy market, spurred by government incentives, has created new and more efficient solar technologies, but issues surrounding land- and water-use have backlogged the full-scale development of solar farms. This paper explores siting solar power plants on degraded or polluted lands, such as mine tailings impoundments. Historically, mining and has been integral to Arizona?s economy, but has dwindled in relevance due to urban pressures and environmental regulations. Currently, it is legal to site solar power plants on degraded or polluted lands, but the question remains whether the economics of this degraded lands solar development is more favorable than developing pristine land. Therefore, we explore economics of developing mine tailings impoundments at both the institutional and financial level. Methods of research for this paper were interviews with government regulators, environmental advocacy organizations, farmers, and mining company executives. Financial models using extant tax incentives show a positive net present value for the installation of solar power plants, even when accounting for the costs of land remediation.

The Modified Detroit River Outfall No. 2 (MOD DRO-2) will discharge treated wastewater to the Detroit River. Construction of a 6.4-m-diameter, 1.9-km-long tunnel was halted in 2003 by flooding during tunneling with an open face hard rock TBM. A new design for a higher rock tunnel, a ?Modified? design, was completed in 2007 and Notice to Proceed to the tunnel contractor was given in November 2008. Project duration is four years for completion of tunneling and start of outfall tunnel operation. This tunneling project has high groundwater pressure (5 bar), pervious limestone rock of up to 140 MPa (20,000 psi) strength, and hydrogen sulphide in the groundwater. The new tunnel will be connecting to access shafts and outfall diffuser riser shafts previously built for the now-abandoned tunnel. The new tunnel design construction contract, and initial planning to use a pressurized-face (slurry) hard rock TBM are presented.

Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. Alternative methods of analyzing data acquired by the Morenci copper concentrator process control instrument-computer system are presented. Experimental measures of ore characteristics, for proposed feed forward control, are introduced. These include on-line indexes of ore hardness, ore density, ore dusting, and ore color. Comparison of metallurgical results before and after computerized process control implementation, allowing for differing ore grades, oxidation, hardness, and fineness of grind, also is described.

A clay binding agent has been investigated to enhance flotation recovery of bitumen from Canadian high fines oil sand in the Clark Hot Water Extraction (CHWE) process. Selective adsorption on fine particles and subsequent agglomeration are critical for the success of clay binder enhanced oil sand flotation. A number of flotation tests have been performed at different reagent dosages under different operating conditions such as pulp pH to evaluate the reagent performance. Dissipative Quartz Crystal Microbalance (QCM-D) analyses of clay binder adsorption on quartz were carried out to better understand process mechanisms. It has been found that use of clay binder in flotation resulted in an absolute bitumen recovery increase of 18%, 25%, and 11% for the high-, medium-, and low-grade oil sand samples, respectively. The QCM-D analyses have revealed that the clay binder was strongly adsorbed on the SiO2 surface.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. Introduction A staccato beat rings out across the Australian bush. The stamps are at work, slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch, a tiny 22.6-t/d (25-stpd) capacity gold plant operated by the Western Australia government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory. They are miniature custom mills operated for the benefit of prospectors and small mine operators. These state batteries are so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries. They are fascinating anachronisms - throwbacks to times past, a century ago, to the hard and heady existence of gold rush days. Marvel Loch plant Typical of these operations, and perhaps a trifle more sophisticated than most, is the plant near Marvel Loch, a small center for mining and farming about 400 km (250 miles) due east of Perth. Marvel Loch. The name evokes visions of a pristine lake set in a cool, green, misty glen of the Scottish highlands. Actually, it is probably a hot, dry salt pan somewhere nearby. Just where the "loch" is difficult to discern. There is no sign of it on the map.

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort with Sy-Klone International and Vulcan Materials Company to evaluate the effectiveness of a newly designed uni-directional filtration and pressurization system that brings all the clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This design provides the highest air quality to the equipment operator. Testing on this new system showed an almost 10-fold reduction in respirable dust inside the enclosed cab. The uni-directional design is easy to incorporate and should be considered for all new and retrofit systems in surface mining equipment.

Comminution is an important unit operation of mineral processing in terms of large tonnage of materials processed, huge energy consumption, and high capital and operating costs. Substantial research efforts have been directed towards the development of process-engineering tools including mathematical models, process scale-up procedures and computer simulation packages (Austin et al., 1984; Rajamani and Herbst, 1990; Kawatra, 1992). The simulation systems are found to provide significant cost savings by enabling efficient circuit design and development of control systems. Most of these simulators are built from scratch, do not make use of software modules from other sources and are designed with minimal usage of formal software methodologies.

In Switzerland two major railway systems as shown below in Figure 1 has recently been completed or is under construction: ¦Lötschberg, south of Bern which was commissioned in 2007 ¦Gotthard, south of Zurich which is scheduled to be commissioned in 2016The aim is to increase the transport capacity of the railway system and to transfer more transport of goods to the railway by offering transport of trailers and lorries on the new railway systems. It will have a positive environmental impact but also improve the congested traffic situation of the highways in north-south directionThe Gotthard tunnel is totally 57 km (35 mile) long and the Lötschberg tunnel is 35 km (22 mile) long. Both tunnel systems consist of two parallel single track tunnels connected with cross tunnels at every 333 m (1 093 ft). Additionally there are cross-over tunnels and caverns for installations and operation. In the Lötschberg tunnel, the majority of the excavation has been by Drill & Blast and in Gotthard tunnel the major part is being excavated by TBM.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

The Mine Safety and Health Administration (MSHA) conducted a respirable dust survey to evaluate the effectiveness of a water curtain utilized for dust control on continuous miner sections. The purpose of this survey was to determine if the water curtain was effective in reducing respirable dust concentrations, since several mines currently use water curtains to control miners? respirable dust exposures. The survey was conducted on a supersection of an underground coal mine, which utilized two continuous miners on the same split of air. Each continuous miner alternated taking a cut so that both continuous miners would not operate at the same time. The underground coal mine is located in Knox County, Indiana. The water curtain evaluated in this survey was located in the last open crosscut between the intake side continuous miner and the return side continuous miner. When the intake side continuous miner cuts coal, its exhaust air would be used to ventilate the return side of the section. The intent of the water curtain was to reduce the intake air respirable dust concentration (generated by the intake side continuous miner) before the air stream ventilated the return side of the section. To determine the effectiveness of the water curtain in reducing respirable dust concentrations, respirable dust sampling pumps were placed on both the intake side and the return side of the water curtain. Additional respirable dust sampling pumps were placed farther downstream from the water curtain to monitor dust levels downstream of the water curtain, but in an area where respirable dust would not be created by anything other than the intake side continuous miner or additional section air. The water curtain and the respirable dust sampling pumps were operated only when the intake side continuous miner was cutting coal. The samples were analyzed for respirable dust and quartz content. The water curtain showed minimal effect in controlling respirable dust and respirable quartz dust, but the reduction was so negligible that this survey could not quantify the reduction. The measured reductions are within the accuracy of the sampling equipment.

The fundamental objective of mine plans are usually to maximize the mine profit by extracting ore at the lowest possible cost over the mine life while some technical constraints are satisfied. Since the costs associated with the operation of trucks and shovels as resources are significant, determining the optimum number and allocation of these resources is an essential issue. This paper presents a Mixed Integer Linear Programming (MILP) model to determine the optimum number of shovels and trucks required to meet the short-term plan?s goals. Also, the model takes into account the allocation of trucks and shovels to mining faces. This model minimizes operational costs, while attempting to meet the production demand and to satisfy technological constraints. This paper also analyzes the operations of trucks and shovels in an open pit mine using ARENA simulation software.
