Because the federal government owns and controls nearly 80% of the most valuable oil shale reserves in the West, it is inevitable that federal leasing and siting will play a prominent role in development of an oil shale industry during the 1980s. Also, because of recent enactment of the Synthetic Fuels Corp. authorizing up to $88 billion in loan and price guarantees-federal financing will provide the critical incentive to permit private investment in a still infant industry.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.

INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

Ventilation planning in trackless metal mining is often taken for granted. This paper highlights the trials of planning and executing the ventilation design for Bog Zone at the Lisheen Mine. Ventilation planning for Bog Zone started at the feasibility study stage in 2003; subsequent design changes continued until 2006. In August 2006, the development of the Bog Zone ore body was accelerated through the use of contractors; in addition, the Lisheen equipment fleet was revised based on a larger load and haul fleet. As a result, the circuit was reviewed in terms of changes in design conditions and best practices. This review resulted in a 40% increase of total airflow required to mine Bog Zone. Resources utilized to design the circuit include: external review, computer modeling, and in-house Lisheen planning and operational staff review. The final ventilation design configuration was adopted in 2007, after modeling and evaluating 30 different scenarios, resulting in a better distribution of airflow, optimized secondary escape way, reduced contaminants, and a total power reduction. The value of investment in computer modeling of primary ventilation circuit and planning for staged implementation should never be underestimated.

The Vulture mine near Wickenburg, Arizona was a major gold producer from 1863 to 1942, having yielded about 11t(12.1 st) Au and 8t (8.8st) Ag. Gold occurs as coarse native metal and electrum in quartz veins and also finely dis¬seminated within a quartz monzonite sill and its silicified wall rock. The sill is semi-conformable within a Proterozoic volcaniclastic-dominated sequence, all dipping north about 35°. Early mining focused on the vein-hosted gold, particularly in the immediate hanging wall and footwall of the sill. Later efforts included some open-pit mining of the outcropping sill and adjacent altered and mineralized rock. Two sets of post-mineral faults have complicated the orebody geometry. The sill is a 350 m (1148 ft) long apophysis from a quartz mozonite stock to the west of the mine area. The stock has been dated at 85 my and contains abundant lesser gold occurrences in its core and about its margins. The Proterozoic rocks are notably lean in precious metals except where altered in proximity to the Creataceous stock and sill. Circumstances dictate an interpretation of epigenetic mineralization related to the Laramide intrusion.

The dramatic increase in molybdenum prices from the low of less than $2.50/lb in 1999 to more than $40/lb in 2005 has caught the attention of molybdenum mine owners and exploration project developers. Between 2005 and early 2007, prices pulled back and stabilized within a trading range of $25/lb to $30/lb. This 1,000 percent price increase has motivated most existing producers to expand production and is motivating those with molybdenum prospects to accelerate the development process for earliest possible production. It is still unknown how much new production will come from existing mines, how much production will be needed from new mines if demand continues to grow and how many potential new mines might be available to meet future demand. And of course, the billion dollar question is whether molybdenum prices will remain high, or will they fall back to the low levels seen during the 1980s and 1990s? This article attempts to answer these questions in a way that will help molybdenum project developers and financiers plan for the future.

The Georgia Department of Transportation (GDOT) undertook an exploratory feasibility study to one of the most ambitious tunneling projects in the United States. HNTB Corporation was retained to perform the study, deemed the Atlanta North-South Tunnel, which is approximately 7 miles long and consisting of four lanes (or six lanes) starting at the southern terminus of SR 400 extending to the south connecting with the northern terminus of I-675, providing substantial relief to the Downtown Connector (I-75/I-85), the most congested portion of Atlanta?s freeway system. This paper summarizes the analysis performed during the first phase of this challenging assignment which, if constructed, would be one of the longest roadway tunnels ever built in the United States.

The Santa Clara Valley Transportation Authority is designing the Silicon Valley Rapid Transit Project in San Jose, California. The project includes 6.9 km (4.3 miles) of twin-bored tunnels to be constructed through downtown San Jose using two earth pressure balance machines (EPBMs). This paper begins with a project description and update of the project status followed by a description of the relationship between anticipated ground conditions and EPBM requirements. Topics addressed include soil conditioning, abrasion resistance, annulus grouting, face pressure estimation, additional pressure control devices and control measures to limit over-excavation and settlement.

Talc is a layered, hydrous magnesium silicate mineral. It has a soft, soapy feel and typically a smooth texture. Talc is also known for its insulation, heat resistance, chemical stability, oil absorption and strong covering quality. Talc, Mg3Si4O10 (OH)2, has a theoretical chemical composition of MgO at 31.7 percent, SiO2 at 63.5 percent, and H2O at 4.8 percent. However, talc’s chemical and mineralogical composition can vary depending on its geological history/parent rock association. These mineral associations and variable levels are usually chlorite and carbonates (magnesite, calcite and dolomite). Two key elemental substitutions that can occur in the talc crystal structure are iron for magnesium and fluorine for hydroxyl. These compositional differences may limit or enhance the talc’s usage in specific market niches. The United States remains self-sufficient in most grades of talc.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

INTRODUCTION As illustrated in Figure 1, the Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system (METRO) ultimately will comprise 100 miles of line divided among 10 routes. At this time about 46 per cent of the system is under construction or in operation. Planning and design of an additional 38 per cent is at an advanced stage. Of the 84 miles under development or construction, about 10.4 miles consist of soft ground tunnels, and another 1600 feet of mixed face. This paper describes most of the factors considered by designers in setting grades for such tunnels. It is hoped the paper will be a useful guide to planners and engineers in developing similar transit systems. The problems faced in Washington, including those related to geology, are not so unique that the solutions cannot be applied to other systems. The paper also may be of interest to contractors who have not perceived the logic behind the selection of a particular vertical alignment. An attempt is made to explain the background constraints that make most tunnel alignments a compromise among competing alternatives. Readers might assume that the choice of alignments is largely controlled by geological conditions. In fact this is merely one of many factors to be considered.

Since the introduction of "boxhole" drilling in South Africa in 1973, the concept of a blind raise, drilled upward from below, has become an accepted mining practice. A combination machine, capable of constructing raises to a mining level below, or blind raising upward from a single setup position adds a further dimension in versatility. A machine with these dual operating modes was designated by The Robbins Company as the 53R and was introduced into the Western Deep Level Mines, South Africa in 1984. The unit is powerful (200 hp) and compact (18,000 lbs., in a 10 ft x 4 ft 5 inch x 4 ft 6 inch package). This paper describes the design considerations for the new machine, provides field data from early trials, and looks briefly at its overall market and potential.

Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. "The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."

The MIDAS project is funded by the European Commission (DG Research) and began on the 1st November 2013. The project will investigate the environmental impact of deep-sea mineral and energy extraction: specifically, polymetallic sulphides, manganese nodules, cobalt-rich ferromanganese crusts and the potential mining of rare earth elements. As deep-sea mining becomes ever closer, and the International Seabed Authority begins to develop its regulatory framework for exploitation of deep-sea minerals, MIDAS is well timed to provide fundamental scientific information. The MIDAS partnership represents a unique combination of scientists, industry, social scientists, legal experts, nongovernmental organisations and small and medium enterprises. MIDAS is carrying out research into the nature and scales of the potential impacts of mining including 1) physical disturbance of the seabed by mining, the creation of mine tailings; 2) the potential effects of particle-laden plumes in the water column, and 3) the possible toxic chemicals that might be released by the mining process. Key biological unknowns, such as connectivity between populations, impacts of the loss of biological diversity on ecosystem functioning, and how quickly the ecosystems will recover will all be addressed. The plan is to use this information to aid development of recommendations for best practice in the mining industry. A key component is the involvement of industry within the project and through stakeholder engagements to find feasible solutions. The project will work closely with European and international regulatory organisations to take these recommendations forward into legislation. A major element of MIDAS will be to develop methods and technologies for 1) preparing baseline assessments of biodiversity, and 2) monitoring activities remotely in the deep sea during and after exploitation, including ecosystem recovery. To carry out this work MIDAS is conducting a number of research cruises to examine the above issues at potential sites for exploitation of SMS and nodule deposits. This talk will present some of the recent findings of the project.

An experimental system has been designed to monitor on-line variations of leaching parameters in a closed circuit of cyanide leaching solutions and gold bearing ores. Experiments performed to deter-mine variations in some important leaching parameters of the solution: pH, dissolved oxygen, free cyanide, oxidation/reduction potential, gold content, temperature, pressure and solution chemistry. By comparing results obtained when the leaching solution is allowed to become acid or kept basic, it was possible to infer the chemical reactions that occurred between the solution and the ores.

The Ashlu Creek Hydro-electric project, located north of Squamish, BC, at the confluence of Ashlu Creek and the Squamish River, comprises a 49 MW run-of-river project and features a 4.08 m diameter, 4.4 km power tunnel and a 128 m deep drop shaft. The Ashlu Creek Hydro-electric project is being developed by Innergex under Ashlu Creek Investments Limited. Site civil works are being completed by Ledcor CMI of Vancouver with tunnel construction by Frontier Kemper Constructors ULC under a lump sum design-build contract. Site works got underway in September 2006 with the construction of the tunnel portal and laydown area. These site works required rock slope stabilization over a 50 m rock slope to secure the laydown area as well as the construction of a tail track muck tipping station and structural wall to facilitate TBM excavation and spoil removal. Starter tunnel construction commenced in early 2007 and TBM tunneling started in the late spring of 2007 and is planned to continue until early 2009. The power tunnel is being excavated using a 1,200 kW Wirth open-type hard rock TBM dressed with 31?17' cutters. The TBM featured two fixed mounted rock bolt drills behind the finger shield: these were removed and replaced with jacklegs to improve access. A probe drill at the end of the main beam is also present. The geology along the 4.4 km power tunnel comprises very strong and generally massive granitic bedrock with rock strength greater than 225 MPa. A unique feature of the project is that no subsurface investigations have been completed for the tunnel however extensive bedrock outcrops are present along the Ashlu Creek valley. A historical quarry exists approximately mid-way along the tunnel alignment that has exposed good quality granitic bedrock. TBM tunneling to date has achieved advance rates of 10?20 m/day with a maximum of 23 m and has encountered all of the anticipated six major fault zones where the installation of various standard high capacity tunnel support was successful to facilitate TBM advance through these sections.
