Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

In the mid-1970?s, the market value of tangible assets of S&P 500 companies far outstripped the value of intangible assets, including intellectual property (e.g., 83% tangible assets v. 17% intangible assets).1 By 2005, the picture was quite different. By that time and continuing to 2010, S&P 500 companies? market value of intangibles was about 80%, with tangible assets accounting for only 16% of market value.2 This swing highlights the importance in today?s world of understanding intellectual property rights and varying strategies and options for protecting them. This paper discusses intellectual property rights particularly patents and trade secrets, specifically: 1) types of intellectual property; 2) choosing the mode of intellectual property protection; 3) obtaining patent protection; and 4) using patents as a sword versus a shield.

There are two types of ore transportation systems in use at Newmont's Magma Copper Co. San Manuel mine in Arizona-rail-mounted, box-type rotary cars and the newer rail-mounted, bottom-dumping ASEA cars. Though the cost per car for the ASEA units greatly exceeds the cost per rotary car, the advantages of the ASEA units, including much faster dump times, have made the ASEA system a successful alternative at the San Manuel mine. The rotary system of ore transportation has been in use at San Manuel since production began in 1956. The system employs 7.9-m3 box-type cars to transport ore by rail to shaft pocket areas. A rotating dumping mechanism turns three cars at a time upside down to empty them, and returns them to an upright position. Trains of 15 cars each are dumped in about six minutes. Each 15-car train is pulled by an 18-t rated trolley locomotive. There are about 400 rotary cars in service at San Manuel and the system is used for the majority of ore haulage. This well-proven rotary method was instrumental in achieving the December 1977 world record of 272 Mt hoisted from an underground copper mine. Magma Copper Co. began using ASEA cars in late 1977. Designed by ASEA of Sweden, the cars are built for San Manuel by Kasper-Hall Manufacturing Co. in Tucson. The cars basic design feature is a hinged floor that opens at the side as the car is pulled through the dump. As it passes over the dump, a fifth wheel attached to the hinged floor (opposite the hinges) travels along a rail in the dump. This rail dips down into the pocket and then returns to track level. As the fifth wheel travels along the rail, the car floor opens, the car dumps, and the floor is then returned to track level. As the car is dumping, the body remains suspended over the pocket by wheel rollers attached to each side of the dump. Trains of 10 cars each are emptied in about 45-50 seconds. Each ASEA train is pulled by an 18-t rated trolley locomotive, adapted at San Manuel to allow it to pass through the ASEA dump. At minimal cost, "wings" are welded to each side of the locomotive. These wings suspend the locomotive over the pocket as the train passes through the dump. Advantages of the ASEA System Major design characteristics of the ASEA and rotary systems are shown in the accompanying table. The comparison points out some of the following advantages demonstrated by the ASEA system. • Faster dumping-An ASEA train dumps in 50 seconds, while a rotary train takes at least six minutes. There is no stopping or starting when dumping an ASEA train. The train enters the dump area, dumps, and leaves in one continuous motion-in contrast to rotary trains which must stop and start five times to dump. With the rotary system, three cars are spotted in the dump mechanism by remote control. When the cars are in place, the train operator activates the dump, the cars are turned over, and then returned to an upright position. This process is repeated until all 15 cars in the train are emptied.

Over the past 20 years, several soft-ground tunnels have been successfully completed in the Seattle area. These tunnels were built using design-bid-build contracting methods, and have benefited from advancing technologies in exploration, design and construction methods. Owners have utilized various contractual means to share some of the risks that are inherent to tunneling projects. This has helped to foster a competitive bidding environment and to resolve issues related to unanticipated underground conditions in a fair manner. This paper presents case histories of tunnels constructed by King County and the Washington Dept. of Transportation that illustrate a common approach to design and construction issues. The common thread is successful project completion with minor cost changes under the design-bid-build contracting method. Lessons learned from these projects are being applied to the upcoming King County Brightwater Project tunnels, Sound Transit’s Light “Link” Rail tunnels and other tunnel projects.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. Crosstown Interceptor Phase IA is the first deep tunnel element of the Milwaukee Inline Project. The tunnel contract includes 6,492 meters (m) of 9.1-m-diameter tunnel, two access shafts, and partial lining for structural purposes. The work also includes grouting to be performed as directed by the engineer to provide groundwater infiltration control in lined and unlined reaches of the tunnel. This paper summarizes infiltration observations, progress of the grouting work, and its potential application to the remainder of the Milwaukee project.

Crud is a common concern in SX processes and is formed as a complex solid stabilized emulsion of aqueous and organic.1,3 Crud formation is highly dependent on the amount of solids entering the circuit and is influenced by a number of other operational factors. A common practice for crud processing is interfacial pumping, wherein crud, organic, and aqueous are pumped from the settlers for treatment and utilizes a variety of equipment. These mechanical means of crud processing are effective, however, require significant processing time and require oversight to prevent the return of contaminated organic. Cytec has developed a unique crud treatment process utilizing both chemical and mechanical means to enhance the solid/liquid separation. The use of ACORGA CB? 1000 crud busting reagent allows a rapid separation of solids from the organic phase and provides similar volume recovery to current practices. The process allows operations to return clean organic back to the plant more efficiently and may enable operations to process more crud. In addition, the organic quality of the recovered organic is higher than that recovered by typical means, which can lead to operational cost savings.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic.
