The full utilization of tunnel boring machines for excavation in medium hard and hard rock has been limited by insufficient knowledge of rock behavior under the action of mechanical cutters. An understanding of factors affecting the rock removal process will permit: (1) the more efficient design of tunneling machines, (2) the prediction of boring performance from geologic data and cores taken from the proposed tunnel alignment, and (3) an improved excavation rate, thus a lower tunneling cost.. The Colorado School of Mines, under the sponsorship of the National Science Foundation, is studying the effects of a number of parameters in regard to tunnel boring using both full and small scale laboratory tests, analyzing field boring performance and comparing the laboratory and field data. Results indicate: (1) the field boring performance can be reproduced in the laboratory, (2) the optimum spacing of cutters or optimum spacing to penetration ratios may be found in laboratory testing, (3) it is promising to use small core samples and laboratory testing to predict field machine performance and (4) effect of joints on boring rate is significant and should be included in predicting tunnel boreability.

The tungsten carbide insert bit has probably advanced blasthole drilling more than any other single improvement. Tungsten carbide inserts have longer life, maintain sharper edges, and penetrate faster than hardened steel edge bits. Before the tungsten carbide hit appeared, all-steel bits were used. Even with the new bits, blasthole drilling costs vary with the type of equipment used and its condition; the hole's length and diameter; the rock's texture, hardness, and nature; the operator efficiency. To help reduce drilling costs, the operator should be familiar with the use and care of drill bits. This article provides information about tungsten carbide rock bits used for percussion drilling. Consideration of tungsten carbide rock bits includes looking at bit materials [ ] as well as bit operation and maintenance. Two basic tungsten carbide rock hits are the button bit and the four-wing carbide insert bit. Three common hit-to-drill-steel connections are the bottom drive, tapered drive, and shoulder drive. Bottom drive bits arc typically used for singlepass or longhole drilling, with all percussion drills from handheld sinkers to heavy track drills. Tapered socket bits are available with shallow or deep carhide inserts, for the lowest cost depending on the rock type being drilled. Shoulder drive bits are available in all-steel or carbide insert design.

Metallic raw material flows are characterized by a complex global network of producers and consumers, as well as by a multitude of ecological, economic and social impacts across national boundaries and on different scales. This leads to the need to develop methodologies, which allow identifying obstacles that prevent metallic raw material flows to contribute to sustainable development. From a scientific point of view CRC 525 (Martens 2003) has developed an holistic indicator set consisting of approximately 80 different indicators. This set is taking into account the multi-dimensional character of sustainable development. Moreover the indicators reflect different system boundaries according to different actor levels and decision contexts. The full indicator set is important in scientific considerations and suitable for scientific awareness creation. However, to fulfil the function of a decision support approach for political and economic decision-makers some modifications are of central concern. At first a reduction of the full indicator set by selection of core indicators enables decision-makers to deal with complex issues of contrary economic and societal protection targets. Secondly, as thresholds of indicators justify societal call for action, they are discussed against its political or scientific origin. The proposed methodology is exemplified by indicator-based studies of the material flow of aluminium.

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. There are two steps in evaluating potential mine waste impacts on ground and surface waters. Characterize the mine waste (characterization methodologies) and assess potential impacts (assessment strategies). One or both may be required for mine permitting, operation and closure. The first step is to characterize the waste. Determine if it has the potential to release chemical constituents or acid rock drainage to the environment. If no potential exists for release to the environment, the evaluation process is complete. A monitoring plan is then established. If the potential exists for release of chemical constituents or acid rock drainage to the environment, a strategy to evaluate potential impacts must be implemented. Strategies discussed here to evaluate potential impacts were developed during investigations at precious metal and base metal mines in Nevada. Water resources in Nevada consist mostly of ground water. So the strategies discussed focus on potential impacts to ground water. However, several of these strategies also apply to assessing potential impacts to surface water. Implementing these strategies has helped determine the potential for impact and has been successful in permitting mine expansion as well as allowing continued operation and obtaining mine closure at several mine sites in Nevada. These strategies were carried out in accordance with Nevada Division of Environmental Protection (NDEP) regulations and through the National Environmental Policy Act (NEPA)

PREFACE The National Waste Terminal Storage Program was initiated to conduct the research to select a site for the disposal of high level radioactive waste in deep geologic formations. As part of this program, the Savannah River Laboratory at Aiken, South Carolina, is conducting geologic research of generic applicability on the potential subsurface damage to a repository from an earthquake. Part of this study involved the collection of data on subsurface damage due to an earthquake, and another part involved the calculation of displacement fields as a result of an earthquake. Both of these studies were conducted at Terra Tek of Salt Lake City. This report is an abridged and combined version of both studies which was presented at the Rapid Excavation and Tunneling Conference in Atlanta, GA, on June 19, 1979.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. Presentation of the project Underground civil works to be performed They include two single track running tunnels and a service tunnel of a length of fifty kilometers . Many cross adits (180 adits) : to link the tunnels (53 cross passages), to relieve air super pressure from one tunnel to the other (87 piston ducts), to install technical adits (40 electrical rooms). Two cross-overs located at one third of the whole length, allow trains to shunt from one tunnel to the other so as to ensure one way traffic in case of emergency. Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. It is not possible to accurately predict water flow into rock tunnels during construction, because all of the relevant factors cannot be accurately determined ahead of time. But an estimate is needed, because water inflow can be a major problem during construction, hence also a major concern for project design. There currently is no simple, generally accepted method of estimating inflow. This paper describes a semi-empirical method for estimating possible water inflow based on borehole water pressure test results, using correlations from previous tunnel experience. The method provides an estimate of percentages of tunnel length which will experience different intensities of long term steady state inflow, and provides an estimate of possible initial heading inflow. The method is applicable for distributed sources of water inflow due to rock mass features such as systems of joints and bedding planes, and accounts for different boundary conditions of water head and recharge. The metric system flow units used in this paper are liters per minute (L/min) and liters/minute/meter of tunnel (L/min/m), to be compatible with rock mass classification systems commonly used today.

Geotechnical investigations for underground projects are subject to a variety of constraints, including factors such as accessibility, geological complexity, thickness of oberburden and finance. As a result, the extent of geological data available for route selection and assessment of underground design and construction problems may vary between wide limits. It is essential that the data collected, the degree to which it is representative, and the confidence with which the problems can be anticipated, should be reflected in the type of contract set up and the way in which the contract documents are written. The paper addresses the methods by which investigations can be focussed to make suitable overall ground assessments for feasibility level studies. Subsequent investigations can then be objectively directed toward obtaining data on specific geotechnlcal problems or aspects which impact tunnel, cavern and shaft design and construction. The extent of investigations at the preliminary and design engineering stages must be closely related to the geotechnlcal surveillance and control during excavation. Fixed-price contracts necessitate a secure geotechnical data base prior to bidding, and the provision of that to the tenderers. By contrast, 'design-as-you-go' contracts minimize the geotechnical information needed before construction, yet require immediate assessment of the excavated ground for determination of support requirements and payment category.

Fuzzy logic is a useful tool for Sustainable Development (SD) decision making because it can express uncertainty, both in the informational and in the decision-making environment. The general linguistic definition, acceptability for environment (air, water, nature, risk, etc.), as well other aspects of sustainable development (health, management issues, etc) is proved to be useful in approximate reasoning and decision-making. According to this definition, the various fuzzy functions of environmental acceptability can be constructed. This construction is based on the concept of special kinds of fuzzy functions generally defined as Linguistic Variables (LV), which are suitable for mapping to fuzzy sets. Various SD indicators could be used as domains of such functions, expressed either in their physical values (e.g. production, emissions, risk of accidents) or in Measure of Preferences (MP). The most important MP are mentioned below: Stated Preferences Techniques (SPT) of economic evaluation of environment, economic instruments of environmental protection mostly based on Revealed Preference Techniques (RPT), preferences scales (ordinal, cardinal) according to various methods of their construction, etc. Also, the possibility theory (analogous to probability) could be exploited in such construction. It could be used together with environmental engineering modelling formulas for the purpose of determining fuzzy functions. The appropriate forms of linguistic variables, considering limit cases for this purpose, are also discussed.

The multi-circular face shield (MFS) is a new type of tunnelling machine for construction of the special cross section and has been put to practical use in 1988. The MF shield has two circular faces partially overlapped in a single shield machine and can construct the cross section shaped like glasses for the double track railway. And it is possible to equip two or more cicular faces horizontally or vertically, if necessary. During the development of the MF shield the experiments have been carried out for the purpose of estimating the excavatability and the face stability of the MF shield. As a result it was confirmed that the both types of MF shield (one with double faces aligned horizontally and the other with double faces aligned vertically) has higher performance in the face stability and lower value in the cutter torque and the total thrust than the conventional circular shield.

The Bureau of Mines is conducting research at its Reno Research Center to develop a staged agglomeration-heap leaching system and to electrowin the dissolved precious metals from the pregnant leaching solution. For direct electro- winning to be successful, the pregnant solutions generated during the Initial stages of leaching must be higher grade than obtained by conventional heap leaching. The precious metal concentration of the pregnant solution can be Increased by agglomeration pretreatment with cyanide solution which starts the leaching process during the curing period, by leaching with small volumes of solution and by cycling the leaching solution through more than one heap in a staged manner. The resulting pregnant solution is passed directly through an electrowinning circuit. The barren solution from electrowinning is recycled to the leaching circuit. Bench-scale research on the development of the staged leaching system and on the development of an efficient electrowinning cell are described. The Bureau of Mines developed agglomeration- heap leaching technology. This technology was readily adopted by the mining Industry for heap leaching crushed ores and mine wastes. Current research involves the application of this technology to finely ground feed materials such as precious metal-bearing milled tailings. Tailings agglomeration-heap leaching has also been used commercially.

The construction requires extensive underpinning of subway structures and operating tracks. This Paper addresses engineering challenges of IRT subway station rehabilitation and passageway reconstruction without interruption of transit operations and street traffic. Total construction cost of the Project is $ 105,000,000.

A recent attempt by a major mining company to mine phosphate in Chatham County, Georgia, resulted in a study by the Georgia Department of Mines, Mining and Geology which was intended to evaluate the deposit as well as potential hazards to the major fresh-water aquifer of the area. The study found that the confining layer above the fresh-water artesian aquifer is sufficiently thick and impermeable to allow removal of the phosphate ore zone without significant salt water infiltration into the aquifer. Therefore, phosphate mining under proper supervision will not adversely affect the quality of water used by the city of Savannah nearby. Volumetric studies show that there is a minimum of 4,800,000,000 cubic yards of phosphate matrix containing an average of 22.5% BPL. At an approximate weight of 1.5 tons per cubic yard and a concentration of 22.5% BPL, there are about 1.6 billion tons of 100% BPL concentrate present. At a conservative factor of 50% at least 800,000,000 tons of 100% BPL concentrate could be recovered for market sale. In addition to the area discussed, evidence indicates that the phosphate horizon-may extend continuously out to sea for at least ten miles, and probably beyond.

The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

Since the Rio Declaration on Environment and Development in 1992 in Rio de Janeiro and the publication of the agenda 21, the concept of Sustainable Development has become one of the major issues for governmental politics, societal developments and entrepreneurial policies. Current projects that deal with Sustainable Development in the mineral raw materials sector mainly focus on large-scale mining operations - especially for open pit mining - or on artisanal small scale mining. Artisanal small scale mining is in this connexion characterised as non-mechanized and mostly illegal mining activities. The number of workers is mostly far below 20. However, until now there exist no assessments or analyses with respect to the actual or potential contribution of industrial small scale mining to sustainable development. Industrial small scale mining refers to high technology or highly mechanized/automated extraction of small, high-grade deposits that due to their small size ? in combination with geological, depth and other constraints ? are not economically exploitable with large-scale mining operations. The Institute of Mining Engineering I and the Institute for Processing of Mineral Raw Materials at the RWTH Aachen University in Germany is currently conducting a research project financed by the German Research Foundation in order to investigate this issue. In the course of this project the sustainability of industrial small scale mining will be assessed. Therefore sustainability indicators, an assessment system and recommendations as well as options for actions and policies will be developed, in order to evaluate current industrial small scale mining activities as well as the potential for future developments in industrial small scale mining, both from a technological as well as from the point of view of sustainability, considering economical, social and environmental chances and risks.
