A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

For the mining industry in general and gold mining in particular, the past few years have been difficult. Economic conditions, coupled with growing regulatory restrictions, have led to increasingly important reasons for managing assets wisely. From a public company perspective, such asset management makes sense because it ultimately provides for an increase in shareholder wealth, and that is why we are in business. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the chief executive officer of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer-the Amax Gold shareholder? The gold industry has been under siege. We have just completed the third year with average prices below $12.85/ g ($400/oz). When finding, and/or acquisition costs and development costs to operating costs are added, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have, at most, a 10-year mine life. We are all scrambling to add reserves so we do not become extinct. As prices remain low, opportunities abound for increasing diminishing reserves. This is the time for the opportunistic company to take advantage of market conditions and that is precisely what Amax Gold has done. There are six components to running a successful gold business: • finding reserves through exploration, acquisition or joint venture, • financing the project, • permitting and constructing the project, • operating the project, • cash management and • communication.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. When discussing stock market investments, a company's performance is important. But so is the financial community's perception of that performance. To be sure, a good product or service, coupled with sound manage¬ment, remains important but is no longer enough. How stock analysts view a company's performance has become equally important. A major task of a mining company's investor relations officer, then, is to build and maintain a positive perception of the company to mining analysts throughout the world. That's a tough assignment in any market. The subject here, though, is gold. And, with its weakened price, gold companies must work harder to convince analysts their company is still a good investment. The analyst, on the other hand, must see through the corporate hype and decide whether it's worth recommending to clients as an investment. No simple task, either. Annual reports, 10-K forms, and quarterly reports only tell part of the mining company's story. Site visits, complete with discussions (sometimes interrogations) with a mine's principals, oftentimes tell an analyst more about a company's investment potential than the annual or quarterly report. So it was that three of the nation's major gold companies arranged a three-day tour of their gold operations in Nevada for a group of 22 analysts and a pair of mining industry scribes. The analysts represented investment houses the US, Canada, and England. The host companies and mines visited included FMC Gold's Paradise Peak mine, Amax Gold's Sleeper and Wind Mountain mines, and Battle Mountain Gold's Surprise and Fortitude mines.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

The main advantage of the New Austrian Tunneling Method over conventional drill and blast techniques, TBMs and shields is its outstanding flexibility. Many different support concepts help to cope with all but the most adverse conditions. A considerable variety of unique additional support measurements provide a functional tool when dealing with particularly difficult conditions or restricting requirements. The resulting adaptability of NATM with respect to geometric and geologic changes is a cornerstone to providing an economic design and to a safe and unhindered execution of the tunnel work. To take best advantage of this flexibility and to emphasize its cost-saving capacity, NATM explicitly extends the design period into the construction phase. In accordance with corresponding ground classes or other anticipated conditions, a number of basic support categories and an array of additional support measurements are established during the actual design phase. The decision for applying a particular support category at a specific location and for necessary additions to the given support scheme, however, is regularly made on site after each advance, and is determined by the key persons involved in the construction. Contract documents must reflect this approach to facilitate the execution of the work and to curtail construction costs. Biased distributions of risks, however, can adversely effect the envisioned benefits. Consequently, the respective responsibilities of engineer, contractor, and client need to be redefined.

Continuous Mining Systems Limited have developed an efficient, high-capacity, in-line loading unit capable of handling shot rock in tunnel driveages at extraction rates up to 970 tonnes (1,000 tons) per hour. A smaller 408 tonnes (450 tons) per hour loader is also available These in-line loading units called "Osciloaders"® provide a continuous flow of material from the muck pile to an anciliary conveyance eliminating the cyclic or interrupted movement noramlly associated with gathering arm or bucket type loaders. The osillating lip fluidizes the material, reduces the penetration force required and facilitates and regulates the material flow onto the adjacent conveyor. The conveyor is wide and accommodates very large material with ease, transporting and elevating it to a height suitable for a waiting conveyance at the rear of the machine. The "Osciloader"® is currently being utilized for production mining by a major company in Sudbury, Ontario. Both truck and conveyor anciliary haulage are being utilized. The paper describes the development of the loader and how it may be applied in tunnelling applications.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. This paper reports the slurry filling procedure, fill testing techniques, and some recommendations for application in deep mines. Some of the reasons for low strength hydraulic fills are:

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

Toxic metals entering surface or ground water from sources such as metal finishing shop spills and abandoned mines can pose a significant threat to public health and the environment. Ion flotation and similar foam separation techniques show great promise for treating dilute, metal-contaminated solutions, and could also be used to treat effluents from many minerals and metallurgical processing operations prior to discharge. In ion flotation, an appropriate collector is added to the solution to form hydrophobic complexes with the metal ions. These metal-bearing species are then removed by flotation, usually with trace addition of a frother to stabilize the foam. In an effort to better understand the underlying scientific and engineering principles that determine the performance of ion flotation, the removal of Cu(II), Pb(II), Cd(II), Cr(II) and Cr(VI) has been studied using laboratory scale flotation columns in batch mode. The effects of the superficial air velocity, solution and froth height, nature of the collector, collector: metal-ion ratio, ionic strength and several frothers at low concentrations on the flotation kinetics are reported. Finally, results are presented on methods that might allow regeneration of collector and recovery of by-product metal from the foam product.

INTRODUCTION Coal is forecast to be an increasingly important and economical source of energy for the future as the supply of oil and gas declines relative to overall energy demand and perhaps in absolute quantities produced. With the decline in productivity, especially in underground mining, in the early seventies coinciding with the need to produce greater quantities of coal for market, a gradual change from room-and-pillar mining to longwall mining has been taking place in the United States. Consolidation Coal Company (Consul) produces about 50 million tons of coal per year with approximately 66% being from underground mines. Most of the mines are located in the Appalachian Region in the States of Pennsylvania, West Virginia and Virginia, and in Ohio and Illinois. Coal is produced by the room-and-pillar mining method with continuous mining machines in addition to an increasing number of longwall mining faces. Continuous mining machines will continue to be used for driving longwall development entries as well as in areas where partial extraction must be practiced in order to support the overburden rock because of surface structures or in areas that cannot be subsided, or where unfavorable geologic conditions limit the application of the longwall mining methods. ROOM-AND-PILLAR MINING METHOD Some background in the room-and-pillar mining method may be helpful to provide perspective. This method has been widely practiced since the beginning of coal mining in the region. It is a flexible system because it can provide either partial or nearly complete extraction, and coal pillars can be left where needed to support surface structures or oil or gas wells or because of unfavorable geologic conditions (Choi, Dahl and McCain, 1980).

Drill-hole contamination has been a problem for many years. Contamination of rotary drilling has been well documented. More recently contamination in wet reverse circulation drilling has been noted by Echo Bay and others at the 1991 AIME annual meeting. Mine Development Associates (MDA) has worked on a number of projects at which contamination of drill-hole samples has occurred. Properties are commonly acquired with drilling accomplished by other companies and at times the only records of the drilling program are the drill-hole logs and assays themselves. Identification of contaminated zones is sometimes difficult to determine. Most geologists and engineers in the industry are aware of the magnitude of the problem, as contamination is a relatively common problem with wet reverse circulation drilling. MDA has developed a computer program to help determine if contamination has occurred when using reverse circulation drilling, based on cumulative distribution curves and by a process we call decay analysis. Most deposits are not homogeneous throughout the deposit, but exhibit a characteristic drop-off or decay of assay values around higher-grade drill-hole intercepts. Using graphs of this characteristic decay and cumulative frequency distribution, we can use the program to help determine contamination in several ways. This paper will discuss the use of decay analysis at three gold deposits where contamination is known to have occurred. In one of the deposits decay analysis was used, successfully to determine if contamination had occurred, while in the other two the decay analysis was used to verify our decay analysis procedure.

Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. Today mine shaft and slope contracts include a greater amount of ancillary work such as level and pump stations, loading pockets, rotary and side dumps and connecting raises. This ancillary work requires the application of a number of construction methods often for short periods and often at short notice if the contractor is to maintain a profitable operation. In the next decade, the number of shafts that will be sunk by a boring method will outnumber those sunk by traditional methods. This will be particularly true of the deeper shafts where water problems are minimal. The increase of bored shaft work will not decrease the work completed by the shaft sinking contractor but it will change it. A greater emphasis will be placed on the speed of construction of station and other ancillary work. To meet this challenge the contractor requires full information on the ancillary work as well as the shaft work at an early date, preferably pre-bid. The two examples discussed in this paper illustrate the importance of early information. The two main factors of shaft ancillary work construction are sequence and ground support. This paper describes two examples completed recently by The Cementation Company of America Incorporated in Arizona. The first described is a Rotary Dump-Ore Pocket-Ore Pass complex and the second described is the excavation of the Main Station Level in a 2 Station-Loading Pocket-Ore Pass complex. This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

CITY OF EDMONTON Rate of Growth The City of Edmonton has been classed by some economists as being the most progressive City in Canada since the early 50's. The high rise buildings that are changing Edmonton's skyline, the rapidly expanding sewer and water network, and the proposed rapid transit system all indicate the requirements of an ever expanding City. Edmonton, the core of Canada's Energy Empire is the country's seventh largest metropolitan area. Bisected by the 22 mile long park of its magnificent river valley, it sits in the midst of the 50,000 sq miles of riches that have created it. Underneath the City, however, extending down for thousands of feet and encircling it for a radius of scores of miles, lies a fabulous store of petroleum wealth. By the early 1940's, based upon the needs of the farming areas, accompanied by some small exploitation of coal and timber, Edmonton grew to 100,000 people. Then in a short space of 20 years Edmonton shot up to be a city of 450,000.
