A flexible expert system for a personal computer has been developed to take countermeasures for prevention of emergency in underground coal mines. The system makes a diagram to estimate maximum airflow rate of a specified branch such as coal face or advancing face, etc. under the conditions of opening regulators set in any two different branches, by computer simulation. The system approximates the ventilating condition underground by using both measured values and safety factor derived from the rules in the system. The probability of happening gas explosion, spontaneous combustion and mine fire underground is shown on a display and countermeasures in a data base in the system are selected according to a confidence factor. When it is recognized in the system that either safety factor or confidence factor of countermeasure has a small value, the system sends information relating to reasoning in the system to registered human experts by computer communi¬cation and facsimile. The replies in file transfer from the experts are stored in the system and reconsultations for estimation of underground condition are started automatically. As the replies in facsimile are shown on the display, user inputs new rules and, values for reconsultation. It is shown that the system is available to take better countermeasures as the condition' of a network in coal mine is changed by mining day by day.

Waterbearing, cohesive or non-cohesive grounds with glacial stone deposits are found very often in Europe. The problem consists of destroying the boulders and supporting the face simultaneously. At the example Grauholztunnel Bern ( outer diameter 11,60 m ) the theoretical attempt of solutions for the big machines is described: destroying of the boulders with roller discs, hydraulical support of the front. The problem of coming out of stones of a certain size from the surrounding matrix will be discussed. Further diminishing to the size that can be handled by pumps is executed by a crusher, situated in the center of the machine. At the same example the theoretical attempt for headings in cohesive soil with stone deposits are shown. Surface structure of the cutting wheel and working chamber as well as controllable current movements are the solution here. The danger of clogging discs and stone crusher has to be encountered by right positioning of the tools and jetting nozzles. Polish power industry is based on brown and hard coal combustion and transferring the heat into electric power. Over 99% of lignite is used as a fuel in power plants. Lignite is mined on in open pits. Therefore very deep (for example 300 m in Belchatow open pit) excavations having great volume are formed. Thus such type of mining has the impact on land degradation. In order to reduce this effect, at the earliest possible moment the cap rocks are dumped in the pit but at the safe distance from the mining face. Due to the big amounts of lignite delivered to the power plant, there are shortages of solids for filling the pit after completing the mining operations. Geotechnical properties of dumped combustion by-products depend on the lignite type, combustion technology and ashes haulage methods. The paper presents lignite combustion methods used in Poland and their impact on properties of ashes and methods of their transport determining the parameters of dumped wastes. Geotechnical, physical and chemical test results concerning transport and deposition of hydraulically active ashes from the Belchatów power plant are presented. The critical role of geotechnical properties in selecting the deposition technology and post mining management of open pit excavations was showed. The importance of filling the post-mining spaces for restoration the useful function of brown fields and for neutralization of negative effects of mining activity, was underlined.

The term "pressure tunnel" in the broad sense includes all hollow spaces, aligned along an axis and surrounded by rock, which are suitable for pressurization. In particular, this category includes: • horizontal or slightly inclined water pressure tunnels; • vertical or inclined pressure shafts; • pressure chambers or shafts of surge chambers; and, • compressed air storage tunnels. The main problems in the design and construction of pressure tunnels result less from their length or size than from the requirement for watertightness and, dependent upon this, reliability in operation and economy in construction. Where the lack of sufficient overburden does not permit the rock to accept the internal pressure in the tunnel, or where this pressure is so high that the watertightness is in doubt although the stability of the tunnel shell is not in question, a pressure tunnel must nevertheless be reinforced. Surge chambers, pressure tunnels and tailraces which are subjected to relatively low internal pressure, usually not much in excess of 1.5 MN/m2, are eminently suitable for construction in post-tensioned concrete. Pressure shafts, which as a consequence of the high water head are subject to a considerable maximum service pressure, are usually lined with a steel tube, a considerable proportion of the internal pressure being transmitted to the rock by backing concrete. Current developments in using lime and limestone slurries to remove sulfur oxide gases from the stacks of coal- and oil-burning furnaces have established an important need for treatment systems which include adequate disposal of resulting waste materials. The paper briefly outlines the classes of scrubbers which are using lime and limestone and describes the characteristics of the by-product material being produced. Some discussion is also included relating to methods of disposal of the scrubber underflow. Since coal-burning plants also produce fly ash as a waste material, one system developed by the author's company combines this material with the sulfur oxide by-products. The mixture is processed in a manner which converts the waste products into usable materials with acceptable structural and environmental properties. Recent interest in protection of ground waters from heavy-metal leachates has made the fly ash-sulfur oxide system an acceptable means of disposal, because the conversion products have very low permeability and adequately encapsulate soluble salts within the hardened mass. Although only limited information is available on the types and chemical requirements of limestone used in these processes, a few guidelines are presented to indicate the range of materials that can be used with good results.

INTRODUCTION This paper report presents the general case history for the construction of the North Outfall Replacement Sewer (NORS) project. A 1982 City of Los Angeles Wastewater Facilities Plan recognized that a 19.3 km (12¬mile) section of the North Outfall Sewer (NOS), from Culver City to the Hyperion Treatment Plant, was deteriorating and had insufficient capacity. Built in the 1920s of unreinforced concrete and lined with vitreous clay tiles, the originally unventilated NOS suffered considerable corrosion by H2S gas. This caused roof tile and concrete to fall to the bottom of the pipe, which, over the years, reduced the 11.9 M3/S (420 cubic feet per second (cfs)) design capacity of the NOS to a current level of approximately 8.5 M3/S (300 cfs). This worsening condition, thereby contributing to the polluting of Santa Monica Bay. This situation culminated in the State of California Regional Water Quality Control Board, Los Angeles Region, issuing a Cease and Desist Order on January 27, 1986, which required the City of Los Angeles to eliminate such dry weather overflows through a number of prescribed actions. One of these was to construct the North Outfall Replacement Sewer (NORS) by April 1, 1993. The primary purpose of this paper is to review the fire and explosion hazards associated with hydrocarbons heavier than methane. Methane is the classical hydrocarbon encountered in mines whose presence is generally due to bacterial decomposition of organic debris. The higher hydrocarbons are more likely to be found during tunneling when petroleum products either natural or man made are encountered. Fires may be defined as rapid gas phase oxidations accompanied by the rapid evolution of light and heat. Explosions may be defined as uncontrolled fires. The rapidly expanding gases resulting from combustion exceed the speed of sound and generate percussive forces. The essential elements for a fire or explosion are shown on Figure 12: (1) a gas phase explosive mixture and (2) an ignition source. The paper will attempt to review various aspects relative to the explosive mixture; The concentration and composition; Techniques for detection; Techniques for ventilation to reduce concentration below explosive limits. The ignition sources are also listed on Figure 12. An arc originates from an electrical source such as electrical switches, relays and motor brushes. INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Mexico City's growth has encourage development of underworks to meet drainage and transport requirements. Deep Drainage System has been constructed through a complex tunnel network, 108 km in total, varying from 30 to 12 m in depth and 6.24 or 4.00 m in diameter. Wide range of stability conditions presented in soils has forced the use of several tunnelling methods, going from the manual procedure by the use of pneumatic tools, to slurry shields, or open face shields, with the aid of or without compressed air. For transport, subway tunnels have been excavated in very compact silty sands, 9.15 and 9.51 m in diameter, with the use of open shields one of which was designed by Mexican engineers as a prototype machine. This paper tries to describe evolution of tunnelling methods used in Mexico City during last 20 years.

INTRODUCTION The Metro Rail Project is approximately a 20-mile initial portion of Southern California's planned 150-mile transit network and will provide transit service to the dense population and employment centers within the Los Angeles regional core. The Southern California Rapid Transit District (SCRTD) has defined, as the first segment, a 4.4-mile five station rail line, which extends from the yard and shop area near Union Station to the Wilshire/Alvarado Station. Design packages are completed; utilities are currently being relocated; demolition is underway; early construction contracts have been awarded; and construction has started. This paper will describe the current status of the Metro Rail design and construction, after first briefly reviewing its history, objectives, and main components. PROJECT HISTORY The California State Legislature created the SCRTD in 1964 with a legislative mandate to design, construct, and operate a rapid transit system within the Los Angeles County area. To obtain the monies required to support this program, in June, 1974, Proposition 5 was passed by a solid majority, allowing a portion of state gasoline taxes to be used for rapid transit development. This measure provided a local source of funds for SCRTD to begin its rail rapid transit development program in Los Angeles.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. Today's mining industry faces many challenges. Perhaps none is more important than the challenge of improving our industry's public image. Opinion polls document public concern for a clean and safe environment. As part of that public, the mining industry must share that goal. The public is now the most powerful environmental group in society. And the public wants the environment to be protected. In May 1989, Edgar S. Woolard, chairman of DuPont, spoke to the American Chamber of Commerce. He said that industry's continued existence "requires that we excel in environmental performance and that we enjoy the non-objection - indeed even the support of the people and governments in the societies where we operate." In effect, Woolard called for "corporate environmentalism." He defined it as an "attitude and a performance commitment that places environmental stewardship fully in line with public desires and expectations." Environmentalism is no longer a fringe activity, but rather is now clearly in the mainstream. How can we meet public expectations and improve our image as an industry? One of the best ways is to plan, design and operate our mine facilities with environmental responsibility and social concern. The Mineral Hill Mine provides a good case study of a facility that has made this commitment. The project used an inter-disciplinary, multiagency task force, citizen advisory groups and engineering and design considerations. As a result, Mineral Hill achieved cost-effective permitting. At the same time, the operation demonstrated effective "corporate environmentalism."

One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

In 1988, the National Institute of Occupational Health and Safety (NIOSH) published an information bulletin stating that whole diesel exhaust should be considered a probable carcinogen. Since then, regulations across Canada and the United States (Mine Safety and Health Administration, MSHA) have looked at appropriate exposure limits for underground mine workers. In Canada, an interim standard of 1.5 mg/m3 Respirable Combustible Dust (RCD) has been adopted by some provinces and is being looked at by others. MSHA is considering levels as low as 0.5 mg/m3 soot. Golden Giant, being aware of regulatory developments, decided to look at means of reducing diesel particulate on thier large production machinery. This machinery (LHDs and haulage trucks) is powered by Detroit Diesel 71N Series engines and is used to produce 3000 tonnes of ore/day with a longhole mining technique. Having looked at the various control technologies, it was decided to evaluate the potential of using diesel particulate filters with a copper-based fuel additive for regeneration (the process by which collected particulate is burned off). This paper outlines the control technology used and the results of the field evaluation indicating the benefits to the underground mine worker.

Underground long-range planning and mine design is an iterative process beginning with a specified production level, quality criteria, and geology of the deposit. Given these factors, face equipment is selected, the number of units needed and production per unit are calculated, and the mine infrastructure needs are developed. The scheduling of units then follows, with the design of the various support systems coming next. The support systems needed to maintain production can be grouped as follows: (1) outby haulage of mined material, (2) supply and manpower haulage, (3) ventilation and associated environmental considerations, (4) drainage, fresh water, and related considerations, (5) rock mechanics, and (6) power, supply. Thus, long-range planning may be viewed as a three-tiered structure, with the data on required production, product quality, and geology at the upper level; the development of face production capacity and the scheduling of units sufficient to meet the needs of the first two at the second level; and the development of support operations for the production units at the third level. Changes at any level may affect not only the items on that tier but may also cause a change to the items on the tier above and below. For example, if the rock mechanics data indicate that desired opening sizes will not be stable, then this situation will affect not only the ventilation design but also the production rate and possibly the selection of equipment itself. These, in turn, may affect the scheduling of units and the number of units, ultimately influencing the entire third tier of systems.

INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.
