The next ten to fifteen years will be exciting ones for the construction industry because three city agencies alone have started or will start, on tremendous expansion programs, the cost of which will exceed a total of four billion dollars. The major portion of this work will be done by the use of tunnelling methods. *Tunnelling is construction by any method of a covered cavity of predesigned geometry whose final location and use under the surface, whose cross-sectional area is greater than two sq. meters. The New York City Transit Authority's expansion program will provide for approximately 52 miles of new subways. The Board of Water Supply has already started on City Tunnel No. 3 which, when completed will provide the City with enough water until the year 2000, and the Board of Water Resources has embarked on a tremendous program to clean up the surrounding waters. Yes, these will be exciting years, particularly when one reads about the new novel exotic methods of rock breaking and disintegration, coupled with the new methods of soft ground tunnelling.

INTRODUCTION The use of precast concrete tunnel liners as the initial and final tunnel lining for transit systems has been a major consideration of designers for over three decades. The obvious benefit of building a tunnel that requires only a single pass in constructing the structural lining can provide the opportunity of saving both time and cost. This technique has had worldwide application in transit systems in London, Munich, Hong Kong, Toronto to name a few. In the United States precast liners were evaluated for use on the BART System in San Francisco in the early 1960's but did not provide sufficient confidence in the sealing capabilities available at that time. In 1976 it was decided to call for bids on the Lexington Market Tunnels in Baltimore with a precast concrete liner alternative for one of the tunnel drives. This option was selected by the owner and UMTA to provide a study evaluation for the benefit of the industry. HISTORY In 1983 Washington Metropolitan Area Transit Authority began calling for a series of bids on soft ground tunnels on the Green Line, which included the option of using precast concrete tunnel liners first as an alternative to fabricated steel tunnel liners. INTRODUCTION There are three fronts on which development efforts are being concentrated to extend the application domain of Tunnel Boring Machines (TBM), which is potentially very large - Assessment of a reliable prediction method, including machine-rock interaction and geological characterisation, so that the boring system can be designed properly and the costs remain in the predicted range for each given tunnel project. - Development of lighter, more flexible and more controllable machines to be applied in shorter, deeper tunnels or roadways, such as required in mining. - Reduction of cutter and machine costs when excavating hard rocks or difficult grounds, in developing improved tool materials, cutting geometries and tunnelling systems. The above three lines of development have a common, critical requirement: to have a reliable set of design rules to optimize the machine specifications from the knowledge of rock and geological parameters and working requirements. This optimization can only be done if a model sufficiently sophisticated is made available, able to take into account the numerous factors influencing the TBM advance , and being interactive enough to achieve the optimization.

Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The Stillwater Mining Co. of Nye, MT, is operating a platinum-palladium mine that requires an extensive system of footwall laterals to facilitate mine production. The 10-year mine plan calls for more than 48,300 lineal m (160,000 lineal ft) of footwall lateral. A rapid tunneling and raising system is necessary to sustain mine production schedules and achieve production goals. This article describes the results of using a Robbins 4.1-m-diam (l3.5ft-diam) tunnel boring machine (TBM) to develop the footwall laterals and a Robbins RBM-6SP raise boring machine to develop raises at the mine. The Stillwater Mining Co is a partnership between Chevron Resources Co. and Manville Corp. Chevron Resources is the managing partner. When the mine began production in September 1986, the owners were primarily concerned with the actual production of platinum and palladium, the grade minable and the amount that could be mined. As mine development and mine production proved feasible, the owners considered higher production levels. The Stillwater Mine is developed by a system of adits (known as footwall laterals) that are driven parallel to the ore bearing zone. This led mine officials to consider using a mechanical boring machine in the primary mine development. Previously, tunnel boring machines have not been used successfully in mining applications. Therefore, the owners decided to purchase a used machine to reduce the potential risk.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

Industrial-mineral production contributes on the order of CDN$1.5 billion per year to the economy of Saskatchewan, Canada. Potash is the primary industrial mineral produced in the province, followed by aggregate, sodium sulphate, salt, potassium sulphate, peat, clays, silica sand, calcium-chloride brine, and "clinker." Potentially economic deposits of kaolin, diamond, and building stone are under evaluation. All of the major deposits of commodities discussed here are located south of lat 56°30'N. Most of the locations are presented on Figure 1 POTASH Saskatchewan supplies approximately 30% of the world's demand for potash. Eight conventional underground mines and two solution mines produced an all-time high of more than 13 million metric tonnes of potash (KC1) (8 million tonnes K2O equivalent) in 1997, valued at over CDN$1.4 billion. All of the mines exploit the middle Devonian Prairie Evaporite. The four potash-bearing members of the Prairie Evaporite underlie much of southern Saskatchewan and extend southward into North Dakota and Montana and east- ward into Manitoba (Fig. 2). Halite and anhydrite separate the potassic members. The evaporite beds locally are interrupted by solution structures (anomalous ground). Some of the structures may be related to deep-seated tectonic features.

The kinetics of froth flotation and the three-phase contact (TPC) parameters are studied at temperatures varying from 20°C to 40°C. The material floated consists of glass spheres and a quartz particles with various diameters. Dodecylamine hydrocloride (DDAHCI) is used as a collector. The equilibrium three-phase contact angle is measured with a microscope technique using the modified Mingins-Scheludko method. Using a Wilhelmy method, the temperature effect on the surface tension of the DDAHCI solution is determined. The formation of the thin film on a polished plate of vitreous silica and the expansion of TPC is monitored by means of a metallographic microscope and recorded on a attached camera at different temperatures. The experimental data show an intensification of the flotation kinetics at 30 and 40°C in the case of small particles. Such an intensification is not observed with the larger particles. The cause for intensification of the flotation kinetics is sought for in the dependence of the TPC rate of expansion and induction time on temperature.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Magma Copper Company, San Manuel Division, is a wholly owned subsidiary of the Newmont Mining Corporation and located at San Manuel, Arizona. The ore body is a dessiminated porphry copper deposit in quartz monzonite. The primary copper mineral is chalcopyrite with minor amounts of chalcocite, bornite, and covellite. The molybdenite occurs mainly on fracture faces or else associated with quartz veinlets. Pyrite is the major sulphide mineral in gangue. The feed to the concentrator from the underground mine is approximately 0.720 percent copper and 0.029 percent molybdenite. The concentrator has a design capacity of 62,000 tons of ore daily. After a standard ore treatment circuit consisting of grinding, rougher flotation, regrinding, and cleaning, a bulk concentrate is produced which contains 27 to 29 percent copper and 1.0 to 1.2 percent molybdenite. This concentrate is pumped to the molybdenite plant feed thickener.

Prior to January, 1986, the city of Austin, Texas was on notice by the Federal Government's Environmental Protection Agency and the Texas Water Commission, that they were illegally polluting the Colorado River. The wastewater facilities presently in use in South Austin were inadequate to handle the vastly increasing population. The city of Austin, Texas hired Parsons Brinckerhoff Quade and Douglas, Inc. and Dannenbaum Engineering Corporation to design and supervise the construction of an update to their existing system to alleviate this problem. A major criterion handed down to the Designer and Contractor was that the system had to be completed within a two year time frame. The biggest link to the entire design was a tunnel project consisting of 43,000 linear feet (13,106 m) of tunnel, eight feet (2.44 m) in diameter with connecting structures tying into existing and future facilities. The project was awarded to S. A. Healy Construction Company of McCook, Illinois with a low bid of $24,755,000.00. This article summarizes the techniques used in the construction of this tunnel project.

Land reclamation and rehabilitation of depleted coal mines in the wider area of Ptolemais-Amynteon is practiced by the Division of Mines of the Public Power Corporation of Greece in order to conform to the concept of environmentally sustainable economic development of its operations. Detailed chemical and mineralogical studies were performed on reclaimed soils and their crops in order to evaluate the results of land reclamation and rehabilitation while similar studies were undertaken in adjacent, regularly cultivated, soils. Results indicate that trace element concentrations as well as concentrations of elements of environmental concern to be higher in regularly cultivated soils than the reclaimed ones. However, the concentration of the elements in wheat grains harvested from both, regular and reclaimed, group of soils is the same. The reason for this behavior is the very low water solubility, of the elements in the soils, due to their high pH values and the nature of their occurrence. As a result, wheat crops produced from reclaimed-rehabilitated soils developed on depleted lignite mines in the wider area of Ptolemais-Amynteon do not pose any health problem on either humans or animals when consumed.

The use of activated alumina for the removal of selenium from heap leach detoxification solutions was studied at a laboratory scale. Three different aluminas were studied, one unmodified and two chemically modified to function better in a basic pH range. The best performer, Discovery Chemicals DD-6, readily accumulated selenium oxyanions. Furthermore, it could be stripped of selenium and several metals by a mild caustic solution (pH 11.5 – 12.0) and regenerated for further use. Tests using - 600 µm, + 300 µm (28 x 48 mesh) material indicated that 96 % could be removed from solution and using – 1.18mm, + 600 µm (14 x 28 mesh) material 91 % could be removed. However, soluble silica can accumulate on the activated alumina and subsequently interfere with its regeneration and should be removed from the detox solution prior to use of the adsorbent.

The Washington Metropolitan Area Transit Authority, WMATA, has constructed over 92 revenue miles of rapid transit facilities including some 14 miles of rock tunnel and 12 miles of earth tunnel. The system map is shown in Figure 1. During construction it is not unusual for contractor to encounter ground conditions resulting in major problems and extra cost. Problems such as major rockfalls and a "stuck" boring machine in squeezing rock are not unusual. In recent years, faced with additional tunnel construction projects, the Authority has sought newer tunneling methods which might be less costly. One new method which has been tried is NATM, the New Austrian Tunnel¬ing Method. NATM, which is applicable to both soft ground, mixed face and rock tunneling, relies on miners and comparatively small machines to excavate in conventional ways, but it is unique in its methods of obtaining "stand-up" time at the excavated face and its method of using shotcrete as an initial lining, frequently with a drainage system to reduce hydro-static pressure on the final lining. Lower costs result from use of a cast-in-place concrete liner, and from a reduction in the number of work operations at the mine heading which provides better daily production. WMATA has recently completed three twin bore tunnels constructed by NATM technology. The first was the Wheaton Tunnel and Section, followed by the tail track tunnel to total some 4200 linear feet cut through jointed rock up to 270 feet below ground surface, and the last was in soft ground at Fort Totten. Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

In order to investigate the design parameters of a future longwall in a thick coal seam a numerical model of gas emission from the goaf area was developed. A Longwall goaf was modelled as a collection of different size coal blocks. For each coal block the partial differential equation of gas flow was independently solved. In developing the flow equations, both pressure-driven and diffusion driven gas flow regimes were considered. The total gas emission rate was calculated by integrating the gas release from each individual coal block over the whole goaf area. The main output of the computer program are gas flowrate from goaf and residual content of caved coal in the goaf as a function of distance from the face. The model was applied to a longwall face driven in a thick seam where large volumes of coal in the roof were to be left behind the face. The gas contained in the coal was mainly CO, with a high desorption rate. Simulations were under- taken to quantify the effect of size of the caved coal on the flowrate from the goaf. The flow properties of coal, such as diffusivity, permeability and coal swelling due to gas adsorption, were directly measured on coal samples from the seam.
