The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

In the past, most people have associated gold scams with the sale of non-existent gold mines, an undivided interest in unmined ore or the sale of gold-plated lead bars. These scams are still available to those who want to speculate. Now, though, the mining industry is plagued with a new type of con artist. Many of the new scams involve large, well established mining companies being victimized. Nearly all legitimate mining companies are in search of good mining prospects. This makes them susceptible to modern day con artists. Many professionals from the mining and petrochemical industries are out of work. Some of them have gotten involved with scams or activities that border on the criminal. Mining companies are losing millions of dollars each year to scams. Some of these scams involve venture-capital fraud. Some involve fraudulent mining proposals. And some involve unqualified individuals who are providing services by the precious metals industry. The author estimates that mining scams may be costing precious metals companies as much in dollar losses annually as employee theft. Employee theft is at an all time high, but so are gold scams. Since January of 1990, the au¬thor has been involved in gold theft investigations in which more than $1 million in gold product has been stolen by employees. In the past, most of the gold mine scam operators have concentrated on the general public, which is generally ignorant of basic mining procedures and practices. A scam artist would tell someone from your neighborhood that they have a wonderful underground mine. It produces 62.2 kg/t (2000 oz per st) of gold ore. Your neighbor might think that sounds like a very good investment. Those involved in the mining industry know better.

For centuries tunnellers have made use of the experience of miners. In West German coalmining tunnellers have returned the impulses in recent years by giving the miners valuable stimuli with the result that a technology has evolved which benefits drill and blast heading, opens the door to TBM heading and has developed special measures for difficult strata conditions in deep coal mines. WHAT DO THESE ROCK HEADINGS LOOK LIKE? The main roadways dealt with in this paper have crosssections of 20 to 40 m2, big enough to allow the massive airflows needed to aircondition the mines. Because of the difficult strata conditions they have to be supported: in shotfired headings mainly with multi-element arches, in TBM headings with rings of 6 to 6.5 m diameter. In West German coalmining the majority of rock headings are blasted. The proportion of rock headings driven by TBM was 11 % in 1980 and 16 % in 1981, a rising trend expected to continue. Drill and blast headings Drill and blast headings are normally equipped with two or three-boom electro-hydraulic jumbos, electro-hydraulic crawler-mounted loaders with 1.2 m3 shovel capacity, a movable working platform and both chain and belt conveyors for dirt clearance to the minecar loading point. Fans and air-condition plant complete the equipment. Spacing between arches is usually 0.8 m. Investment for this type of mechanisation works out at around 1.3 m DM.

More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.

INTRODUCTION Design and development of new products generally proceeds through a phase of initial development and discovery based on the evolution of existing arts, followed by technical innovation and development based on both pure and applied research. The development of the mechanical tunnel boring machine (TBM) has followed a similar pattern, with the first machines closely resembling continuous coal miners. In general, however, the design of TBM's to date has been more a result of evolution and discovery than of new technical innovation, even though large sums of money have been spent on research and development. In particular, the results of experimental laboratory and field investigations have had little effect on tunnel boring machine design, and the better performance of TBM's today over those of 10 or 15 years ago, is due more to increased mechanical reliability and greater operating experience, than to improvements in penetration rates and rock fracture capability. The improvements made, have been mainly by the machine and cutter manufacturers who recognize the greater efficiency and economic advantage of utilizing large single row cutters with high load capacity along with large edge spacing. Are there any improvements to be made, therefore, in TBM performance without new and dramatic technological breakthroughs? Can TBM manufacturers design greater performance into their machines by a logical extension of the present art, and by applying what has been learned in the laboratory and field? Some, for example, believe that the kerf cutting system of boring rock is at, or close to, its opti¬mum and little improvement can be made in the present TBM concept.

INTRODUCTION The process of predicting ground condition with exactitude and of ascertaining appropriate ground control measures is pertinent to each and every excavation. The control and support of soil and/ or rock during and subsequent to excavation is essential in order to overcome or avoid excessive movement, maintain stability or preserve integrity of the excavation, handle or prevent excessive water intrusion or hydrostatic pressure build up, and produce an excavation that is safe and suitable for its intended purpose. The design of support systems has primarily been, until recently, based upon experience and empirical or semiempirical guidelines, which do not lend themselves to thorough analytical calculations giving rise to the desired degree of confidence in design of such systems and consequently, several, if not a majority of support systems, no doubt, are overdesigned. The primary objective of this paper is, therefore, to briefly outline engineering considerations leading towards the design of ground control systems for near vertical excavations extending to shallow depths in metamorphic rock formations. Several engineering considerations including the selection of temporary support systems, technical aspects of design, and the sequence as well as details of construction, are briefly outlined. Oxide particles are commonly used as fillers in plastics, paper, rubber, etc. (particulate composites). The successful fabrication of such composites is dependent upon the adhesive strength of the filler particles to the matrix. The compatibility of the matrix and the filler particles is generally enhanced by the adsorption of surface modifiers such as surfactants and polymers at the particle-matrix interface. To develop a scientific basis for the selection of the appropriate modifiers it is necessary to understand their adsorption mechanisms. specifically, the adsorption of polymeric additives is attributed to a combination of chemical and electrostatic interactions, hydrogen bonding and van der Waals forces. Hydrogen bonding has been suggested to be the primary adsorption mechanism for nonionic polymers. However, a literature survey of the Poly(ethylene oxide) (PEO)-oxide system suggested that PEO, a nonionic polymer, was substrate specific. A systematic study was undertaken to investigate the adsorption mechanisms of PEO on oxide particles. It was determined that strong Bronsted acid sites on the surface interact with the ether oxygen, a Lewis base, of PEO to induce adsorption. In this work, characterization of PEO binding sites on oxides is reported and the mechanisms of PEO adsorption are discussed.

It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

During the past decade, operators and researchers have worked toward a better understanding of the mechanisms operating in flotation. As reported by W. J. Trahar in 1981, this work commenced with the operators determining a relationship between recovery and particle size. They defined three particle size ranges, that being fine, intermediate and coarse. It was noted that the fine and the coarse ranges had slower flotation rates than the intermediate range as demonstrated by their lower recoveries.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. Introduction Economic pressures in the international marketplace have spurred advances in almost every facet of flotation. New developments have occurred in flotation chemicals, flotation machines, and in the application of automated process control technology to grinding and flotation. Many of these advances are the results of concerted efforts to apply the knowledge obtained from basic flotation research over the past 15 to 20 years, to develop industrial technology for the more efficient separation of sulfide minerals in real ores. Mining company executives and equipment manufacturers are being called on to make decisions for incorporating some of this technology into present operations. This discussion is limited to two developments now at the stage of being engineered into industrial scale operations. They are control of the electrochemical environment or redox potential of the slurry, and control of bubble size in column flotation. Potential economic impacts are noted. Froth flotation Froth flotation makes use of differences in the surface properties of finely ground minerals to obtain separation. If the mineral surface is water repellent, the mineral particle will stick at the air-water interface of a bubble and float. If a mineral surface is not naturally water repellent, a chemical collector is added to the slurry to make it so. The collector must adsorb on, and make water repellent only the mineral to be recovered, not the gangue minerals. To achieve this degree of selective adsorption, chemical modifiers may have to be added to the slurry. Modifiers include pH regulators, activators, and depressants. Electrochemical control One of the most significant developments in recent years in the area of mineral processing technology is the recognition that collector adsorption of sulfide minerals is an electrochemical process. Consequently, flotation of these minerals depends on the electrochemical or redox potential of the system. Many of the modifiers used to control various flotation processes are actually potential controlling reagents. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

INTRODUCTION The discovery of oil and gas reserves in the North American Arctic has led to substantial thought being given to their development. Systems adequate for exploration are not always, or even often, suitable for permanent installations. Combinations of offshore pipeline, drilling ships, platforms, sub-sea systems, sand islands and -ice island bases have been proposed. However, conditions in the Arctic are such that these methods may be difficult or impossible to implement. Problems exist with (1) the freezing of the Arctic Ocean surface for 9 - 10 months per year, (2) the movement of sea ice, (3) scouring of bottom sediments by ice islands and icebergs to great depths below the ocean bottom and (4) deep water channels. Any method which can avoid the problems associated with surface construction in these very adverse conditions merits detailed examination. One of the proposed solutions is to tunnel from a convenient or available access point to a point within the field, construct a chamber large enough to accommodate the drilling equipment and drill the development wells in a protected environment. Service and delivery lines would use the access tunnel and further tunnels and chambers would be constructed in a radiating pattern to develop the whole field. In order to determine the feasibility of underground construction in the North American Arctic, it is first necessary to understand the geologic and environmental factors which would affect such construction, to be knowledgeable concerning the problems and then to consider the techniques appropriate to the conditions which will be encountered, bearing in mind the need to minimize both con-

The last 10 years have seen a dramatic increase in the requirements for product coal quality control. This has led to electric utility sulfur scrubbing, metallurgical blast furnace optimization and coal producer blend and yield optimization. To achieve this improved level of control, coal producers are designing facilities that emphasize new technology. New facilities will be designed and existing facilities will be retrofitted with state-of-the-art technology to meet quality control standards that are dictated by the market. The first step in designing for process control requires the identification of those parameters to be controlled and the upsets that can cause variances in the final shipped product quality. The most common parameters that require control are the surface moisture (%), ash (%), pyritic sulfur (%) and gross calorific value (Btu). Total moisture is that moisture that exists on the surface of the particle and is inherent in the particle itself. For the purposes of control, the total moisture is monitored, while surface moisture is controlled. Ash is the inorganic residue remaining after all other constituents are burned away at 75O°C( 1382°F)(ASTM, 1992). Sulfur is the amount of total sulfur that exists either as pyrite (FeS2), inorganic sulfate (FeS04), or organic sulfates (C4H4S) (Leonard, 1979). Currently, pyrite is controlled and total sulfur is monitored. The gross calorific value is the amount of heat produced when a unit quantity of coal is ignited under specified conditions. In this case, a l-g (0.03-oz.) sample of coal is ignited in an isoperibol waterbath and the temperature rise of the water bath is observed. The moisture and ash-free (MAF) Btu is relatively constant for a given seam, resulting in the whole calorific value being a function of the moisture and ash levels (Leonard, 1979).

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. A high capital investment is required early for leases, geological and geophysical work, and exploratory and confirmation drilling. After

Secondary minerals, amorphous materials, and biologic entities that form on building stone can cause aesthetically unflattering changes in color and may even result in stone decay. Techniques to determine causes of such changes generally have entailed destructive sampling and often required chemical, thin section, X-ray, or other relatively slow, expensive measurements. We have found that a rapid leach of in-place stone using small volumes (50-100 ml) of very pure distilled, deionized water provides recovery of sufficient dissolved material to help diagnose stone anomalies. Water is sprayed onto the stone and collected in a nonwetting plastic pan. Ion chromatograph analysis of waters thus collected from more than 160 sites showed wide variations in concentration of anions F, Cl, NO3, and SO4. Anion analyses were made in minutes for less than $20 per sample. Cations Ca, Mg, Fe, and Sr also were detected, and analyses might be used to determine mineral sources using equilibrium computer models. Solid particles filtered from the samples can be examined microscopically to provide further information about atmospheric agents affecting the stone. The collected water can even be evaporated to precipitate dissolved minerals. Chloride values in samples rinsed from stone ran as high as up to 17,000 ppm, nitrate to 100 ppm, and sulfate to 1,000 ppm. Limited data also indicate that measurable amounts of fluoride were found in some of the rinse waters. Chlorides were most abundant in areas where the stone has become dimpled or spalled. Nitrates were generally higher near ground level, and sulfate tended to be more abundant in samples taken from higher sites or from sheltered sites. Dark-stained limestone tended to yield less soluble material than clean-looking stone. Leachable elements were higher in samples from urban areas. Most of our data are from limestone buildings, but the technique works on other types of dimension stone, man-made construction materials, and even natural outcrops of rocks. Longitudinal studies show that soluble materials vary through time and are affected by climate. This rapid, in situ leach technique, although still being perfected, shows great promise in the diagnosis of stone alteration and in the evaluation of stone treatments because it is completely nondestructive.

INTRODUCTION Construction of Phase I, Section A, of the Baltimore Region Rapid Transit System required that six underground stations be built using a cut and cover excavation technique. For five of these stations, soldier piles, used as support of excavation, were installed with tip elevations well below the bottom of the excavation. However, in the case of the sixth subway station, the Mondawmin Station, soldier piles were installed only through soil and decomposed rock, with the tips of the piles being stopped well above the bottom of the excavation in partially decomposed rock. Below the tips of the soldier piles, and below a cut slope where piles were not installed, the sides of the excavation consisted of partially weathered and fresh rock and were supported by a combination of rock bolts, wire mesh and shotcrete. An extensive installation of geotechnical instrumentation permitted detailed monitoring of horizontal and vertical movements of the soldier piles and the walls of the excavation. Preliminary studies indicated that the excavation support system selected for the Mondawmin Station would have several advantages over a conventional system consisting of soldier piles extending to the bottom of the excavation, braced with prestressed struts. These advantages included lower cost of installation, a decreased time required for installation, and a more open excavation for the contractor during construction of the station. The Mondawmin Station is situated in the northwestern quadrant of Baltimore City, approximately 6.4 km (4 miles) from the center of the City. The technology applied to shaft sinking has lagged far behind other construction activities. While surface oriented construction and mining have made great strides with new processes and equipment, the majority of shafts sunk currently still follow a drill, blast and muck-out cycle developed in the 16th century. Today, in 1979, the shaft sinking industry is in the midst of its own private industrial revolution. Millions of dollars are being spent annually by industry and government alike to spring the art of shaft sinking into the 20th century. The objective of this paper is to review a few of the newest mechanized schemes for shaft sinking. This is not a theoretical review, however, but a practical one, and deals only with hardware and projects which are currently on jobsites. Figure 1 shows the equipment. On the left is the 241SB 184, a 24 foot diameter blind shaft borer. This machine is currently at about 200 feet, constructing a coal mine shaft in Alabama. It is built and utilized in a manner similar to a tunnel borer. In the upper center is the 1211SR, a 12 foot diameter blind shaft reamer. This machine follows a 6 foot pre-drilled blind pilot hole, and is at work in Chicago. On the upper right is the 121BR, a powerful new blind drill. Just below it is the conical drill head for the 121BR which can utilize either carbide or standard disc cutters. At the center bottom is an expandable back reaming head which can be used to enlarge a drilled shaft up to a maximum of 16 feet diameter, or can be used to produce a shaft having several diameter changes. This equipment is also in use in Chicago.
