Several series of time-instantaneous samples were taken on a cell-by-cell basis in the flotation circuits of the Pinto Valley, AZ copper concentrator. These samples were used to calculate mass flow rates throughout the circuit using standard, deterministic metallurgical formulae and also a variety of more statistically oriented techniques. Because of the magnitude of the errors associated with the individual cell samples, the standard metallurgical formulae are not sufficient. Consequently, it is necessary to utilize some type of statistical technique capable of distributing the individual cell sample errors in such a way so as to provide a physically useful mass balance for the entire circuit. This paper explores the use of linear and least squares programming as one technique to providing credible mass balance calculations. For linear programming this was done by distributing the error using two different criteria involving specific linear programming formulations: least absolute sum minimization (which assumes an underlying double exponential distribution error structure) and minimax (which minimizes the maximum absolute deviation and assumes an underlying rectangular distribution error structure). These results were then compared to the more standard formulation of minimization of the sum of least squares which assumes an underlying normal distribution error structure. The least absolute sum approach was particularly attractive due to its simplicity of use and the ease in which repetitive calculations can be done with no user intervention.

Introduction Coal preparation plants are continuously losing clean coal in their refuse and contaminating their clean coal product with impurities. This is due to the lack of a system by which the immediate efficiency of the cleaning operation can be determined at any given time. Moreover, the advantage of developing tagging/ tracing techniques would be a reduction in the time and money spent in evaluating the performance of advanced cleaning techniques. Currently, conventional sampling and testing, on-line analyses, and computer information systems are the major tools with which engineers analyze and control the efficiency of processing plants. Conventional sampling and testing is an effective analysis technique but it is slow. On-line analysis provides information on quality parameters rapidly, but these parameters do not provide all of the necessary information. The use of tagged particles in coal preparation plants may provide the necessary link between diagnosis and the application of computers to process control. In this work, a novel technique that uses tagged particles to generate partition data is presented (Leonard et al., 1982). Individually prepared tagged particles are added to the feed and detected in the product or refuse port of specific gravity based processes. Providing that a computer can interpret the output of a detection device and trace particles with predetermined physical properties through the coal preparation plant and that the trace particles actually represent desired raw material, sufficient partition data can be provided for computer analyses and control of processing efficiency. Coal tagging technique The use of tagged particles in coal preparation operations are in the early stages of development. Though there is a brief history of particle tracing in the mineral processing industry (Gardner et al., 1986; Foreman and Amundson, 1976; Poston et al., 1962), the concept has not yet been applied to the analysis and control of processing plant operations. Several methods for tagging coal particles have been identified. These include magnetic, radioactive, and fluorescent techniques. As far as the magnetic tagging of coal particles is concerned, a method has been developed to manufacture synthetic magnetic particles of various sizes and specific gravities. Ideally the synthetic particles would have identical size and density as the coal particles being separated.

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

Cyanidation is one of the most common practices used in the extraction of gold and silver. One method of application is heap or dump leaching which entails the leaching of the gold or silver ore by spraying or dripping a cyanide lixiviant over the ore and collecting the effluent. The ore is placed on what is known as a leach pad system. A typical leach pad system consists of a foundation, a leakaqe detection system, a liner, and a cover layer (Strachan and van Zyl, 1988). There are many types of liners available for use. The type of liner depends upon what type leaching pad system us used. Generally, leaching pad systems can be categorized into two types: an expandable pad and a reusable pad. An expandable pad exposes the liner to the elements only in the initial stages of ore placement on the leach pad system. A reusable pad exposes the liner to the elements on a periodic basis. In addition to the exposure to the elements, the liner is also under the stress of the ore placed on it and the stress of the vehicular traffic across it. These stresses and exposure to the elements are the major causes of liner failures, which can appear as punctures, tears, cracks, and deterioration. Because of the possibility of the failure of the pads to contain cyanide-laden solutions the designs for liners of pads and ponds have become more and more stringent. Currently, though, there is some recognition that in some locales such stringent design criteria may not be required (Chatwin, 1989). Some soils have significant cyanide attenuation and degradation capacity. It has been found that soils containing carbon- aceous materia1 wi11 remove cyanide from solutions percolating through them (Chatwin, 1989). Of course metallurgists have long recognized the deleterious effect of carbonaceous material in the mill circuit. Sheridan, et a1 (1988) have shown that WAD cyanide is detected in the effluent of a 2 m column filled with ground carbonaceous ore only after it had been continuously washed with greater than 9 pore volumes of NaCN solution. It was decided to examine the potential of successfully attenuating cyanide by placing an organic material layer between a 1iner and the prepared soil base. One consideration for the selection of the organic material was cost. Sawmill wastes, ground agricultural wastes (such as corn cobs), and other organic wastes were considered. But the first waste to be tested was a product found at any metropolitan area, sewage sludge.

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

Introduction Shotcrete, by the American Concrete Institute definition, is mortar or concrete pneumatically projected at high velocity onto a surface. The term gunite is still common in literature. It is a trade name established by Cement Gun Co. of Allentown, PA, around 1911 for a dry mix of fine aggregate material, hydrated at the nozzle, and pneumatically projected at high velocity onto a surface. This article will discuss shotcrete applications, ingredients, mix proportioning, batching and mixing, admixtures, testing, and steel fiber vs. conventional shotcrete. Applications Shotcrete is used primarily by the mining and underground construction industries to temporarily stabilize an excavated rock surface until a permanent cover can be installed. It may also be used as the permanent covering material. Other uses include refractory material, architectural finishes, slope stability, wearing surfaces, repairing existing concrete structures, fireproofing, and corrosion protection of steel. Wet Versus Dry Process In the wet process, all ingredients, including water but not accelerator, are mixed the same way as normal concrete before its placement by pneumatic projection. The accelerator is added in a liquid state through the nozzle at the point of placement. In the dry process, all ingredients, including acceleration in dry form but not water, are mixed just before placement by pneumatic projection. Water is added through the nozzle at the point of placement. Liquid accelerator may be added at the nozzle in the dry process. Ingredients Shotcrete consists basically of the same ingredients as concrete with some limitations. Type I, II, and III cements are used. However, Type II seems to be used most in underground applications. This can be attributed to ground water at most sites having slight to moderate concentrations of sulfates. Air-entraining cement or air-entraining admixtures are generally not used in dry mix shotcrete. It is generally agreed that it is impossible to entrain air due to the absence of the usual concrete mixing action, and the high velocity of impingement of the material on the application surface. Air-entraining cement or air-entraining admixtures are used in wet mix shotcrete. Their use, however, is not widespread due to the placement method and the fact that high velocity air drives off most of the entrained air. Test results are not conclusive in showing any durability increase of shotcrete to freezing and thawing by using entrained air. In spite of current practice, the trend is toward additional research, with more agencies and owners requiring the use of entrained air. The philosophy behind this is that some entrained air is better than no entrained air to increase durability to freezing and thawing. The aggregates used in shotcrete are the same as those used in concrete. However, the largest coarse aggregate presently used is 19 mm (0.75 in.). A typical gradation requirement is shown in Table 1. The water quality requirement for shotcrete is the same as that for concrete. Accelerators are by far the most important admixture in shotcrete.

PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. Introduction One hundred years ago, a recent college graduate created the US aluminum industry. He found an economic way to crack the primeval bond that makes the metal so special. Aluminum doesn't "rust" - oxidize progressively. Rather, when exposed to air, it instantly forms a gem-hard but microscopic oxide coating. This seals off oxygen from the metal underneath. Scratch it and the seal reforms instantly. That tight chemical bond is the reason the metal is not found in nature; it exists only as a compound. The bond had to be broken to free the shiny metal. But once it is free, that self-sealing protection, alongside a remarkable strength-to-weight ratio, offers a marvelous material. Until 100 years ago, finding a way to do that economically was a challenge that defied science. Then it was solved, in a remarkable coincidence, on both sides of the Atlantic. And the way was paved for a material that would become the second most widely used metal in the world. Until that time, aluminum was a rare and precious metal. But then two young scientists independently invented the process that took aluminum outside the laboratory and into applications ranging from pots and pans to spacecraft. Discovery of aluminum Other major metals - copper, iron, lead, gold, and silver - had been used for thousands of years. But aluminum was entirely unknown until 1782, when French chemist Antoine Lavoisier suspected its presence. It was not actually discovered until Sir Humphry Davy, in England, detected it in clay in 1807. It was first isolated as a free metal only in 1825, by Denmark's Hans Christian Oersted. For years, laboratory methods yielded aluminum only in tiny amounts costing about $1200/kg ($545 per lb) - $13,333/kg ($6000 per lb) in today's dollars. Methods developed by French scientist Henri Sainte-Claire Deville in 1854 cut the cost to about $200/kg ($90 per lb). King Frederick VII of Denmark had a helmet of aluminum and gold. And Emperor Napoleon III of France reportedly served his most exalted guests at a state dinner with aluminum plates. He left the lower ranks to dine from pure gold. Deville and others continued to reduce production costs. But the price of aluminum still rivaled silver - $31/kg ($14 per lb) versus about $35/kg ($16 per lb) for silver. Then in 1884, a 2.8-kg (6.25-1b), 230-mm-tall (9-in.-tall) aluminum pyramid was cast as the tip of the Washington Monument. It was probably the first architectural use of aluminum. And it is still there after more than a century. The attractive properties of aluminum were obvious: it is lightweight but strong, conducts heat and electricity, reflects light and other electromagnetic radiation, and resists corrosion. But its commercial promise was blocked by its cost. In 1885, the price of aluminum was $17.70/kg ($8 per lb). It stayed there for the next couple of years until the Hall-Heroult process brought it down sharply. Hall-Heroult process lowers aluminum costs The characteristic that kept aluminum hidden so long continued to thwart chemists. Aluminum clings to oxygen so tightly that it is never found as a free metal in nature, and it is hard to break that bond chemically. The best chemical methods of the 1880s required sodium, and sodium itself was expensive. At Oberlin College in Ohio, chemistry professor Frank Fanning Jewett advised his students that anyone who could make aluminum inexpensive would do humanity a favor and get rich as well.

Traditionally, when one considers the optimization of a flotation circuit, the scope of work focuses on a review of unit process equipment. This usually includes topics such as grinding ball typed, grind size, classifier efficiency, mill liner design, chemical reagent addition rates, alternative chemical reagents, on-line process analysis, and automated control strategy. However, since very few companies can afford the capital expenditure needed to completely automate the processes, the flotation operator remains as a critical link in optimization of the circuit. Therefore, upgrading of operator skills and knowledge through training must be considered as equally as important as unit process review. This paper will review some concepts and approaches to innovative operator training. INTRODUCTION Consider for a moment the fantastic changes that have occurred in process automation at many flotation plants during the last several years. Flowmeters, density gages, and on-stream analyzers now routinely measure process conditions and effect control strategy. These functions had until recently been entrusted to human flotation operators. Now with a little stretching of the imagination it is possible to envision a plant where very little human intervention would be required. However, when one begins to calculate the capital cost required to fully install automatic equipment, it quickly becomes apparent that many parts of flotation plants will continue to require skilled, knowledgeable operators to ensure successful operation. Additionally as these automatic systems are put into place, the operator's duties become increasingly complex. Therefore no flotation plant can be considered optimized without upgrading each operator's skill and knowledge to match the technology utilized. BACKGROUND At Henderson, one of the hardest steps towards the optimization of operators was to realize that present level of operator skill and knowledge was not sufficient. Since Henderson had a track record of producing the highest quality molybdenum concentrate in the world, it was difficult to accept the idea that change was needed, or even possible. This realization came about as Henderson began a program to modernize the cleaner plant circuit. Henderson utilizes a complex cleaner flotation circuit involving multiple stages of flotation, with a counter- current routing of flotation tailings. Since start-up in 1976 Henderson had relied upon next-day laboratory analysis techniques, that provided an after the fact measurement of process. Hour to hour process control was implemented by the operator, the basis for the operators' control decisions was primarily the individual operator's experience and "feel'. Bench marking of current flotation technology indicated that on-stream analysis was a proven state-of-the-art method for improving process control. An Outokumpu Courier 30 analyzer was purchased and installed to provide real-time analysis of critical cleaner plant flows. The analyzer quickly began to provide valuable assay information, allowing the metallurgists to develop specific target values for important flotation variables. However due to the complexity of the circuit, the analyzer information showed that a problem was usually caused when several targeted parameters went out of range simultaneously. This made it difficult for the operator to determine just where to implement the proper corrective action. It became apparent that to take full advantage of the new analyzer information each operator would have to become proficient at understanding the material balance of the entire circuit. TRAINING PLAN CONCEPTS With the goal of giving each operator a working knowledge of a circuit material balance the following concepts were applied to develop a training plan: - Most operators were high school graduates, but had fairly weak mathematical skills, and had very little experience at metallurgical calculations. - The training would have to address a wide range of topics from basic fundamentals to complex material balance. The basic sequence decided upon, was to present a fundamental topic to the entire group, break into small groups to work a “hands on'”case study example of that topic, and design the case study results so that they could be combined to highlight a major portion of the material balance concept.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. The Spa1lation Process Because of the low thermal conductivity of many hard rocks, rapid heating of these rocks produces a thin surface layer in which the temperatures attain high values. Thermal expansion of this surface layer is constrained by the reminder of the still cool rock, and when stresses within the surface rock become high enough, the surface rock breaks away from the cooler rock behind it and flies or falls off as a thin flake called a spall. Then the next, newly exposed surface is heated, and the process continues. This process is the basis of spallation drilling. The hot gases from a jet burner provide the heat for spallation to occur, and their high velocity provides a scouring action that transfers heat to the rock and removes the spalls as rapidly as they form. Spallation is a process which works in very hard rock. It is dependent upon the thermal expansion coefficient and the thermal diffusivity of the rock but is also affected by any discontinuities in the rock. To date the efforts which have been made to evaluate the various rock according to their spallability has been minimal. As the success of this process is dependent upon the characteristics of rock it is expected that the study of rock mechanics will prove to be of greater value to this program than to the other mechanism for drilling and excavating rock. Commercial Uses of SPALLATION In the 19408s, the Linde Air Products Division of Union Carbide (UC 1 began developing spallation for use in mining taconite ore, which is presently the chief source of iron in the United States. In this work UC developed a jet-piercing tool that burned fuel oil with oxygen to produce spallation and contained mechanical cutters to remove rock that was not amenable to spallation. The UC jet-piercing machines have since produced about 40 million feet of shallow blast holes used for emplacing explosives in the taconite mines. During this work it was found that hole diameters could be increased by merely reducing the advance rate of the burners and that existing holes could be enlarged by making another pass through the hole with the same burner. The Browning Engineering Go. of Hanover, N.H., has developed a hand-held spallation burner to cut slots in granite. It has been used for a quarter of a century and is now standard equipment for quarrying granite throughout the world. This burner, which resembles a small jet engine oriented with its exhaust pointed downward, is the forerunner of a flame jet burner used to spall experimental holes in granite at maximum rates in excess of 100 ft/hr when operating in hard, competent granite. It uses No. 2 fuel oil, which is burned with compressed air. The system uses water to cool the burner and the exhaust gases. These gases, along with the steam produced from the cooling water, blow the spalls from the hole. Experimental Work Theoretical and experimental work has been accomplished by the Massachusetts Institute of Technology and the Los Alamos National Laboratory. This work is reported in Refs. (3) and (4). To verify the experimental results of this work laboratory scaled down field tests were conducted using two we1 1 characterized granites from quarries in Barre, VT and Westerby, RI, under defined heating conditions. In the laboratory tests a propane - oxygen heating torch was used to direct a flame at the granite surface and the spal 1 ing process was examined at various heating rates with a high-speed video taping system operated at 200 frame per second. This produced a time-lapse sequence where the onset of the spallation process was easily distinguished. Also the heat flux from the torch to a flat surface at various stand off distances and flows was measured. A similar set of tests was conducted using the more easily quantified and uniform heat source of a 1.5 kw GO2 laser. This allowed accurate

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. The adsorption of oleate at the surface of a fluorite single-crystal internal reflection element has been investigated using Fourier transform infra-red/internal reflection spectroscopy (FTIR/IRS). The application of this innovative experimental technique has added a new dimension to the investigation and understanding of collector adsorption phenomena. It is now possible, for the first time, to measure in-situ and in real time the adsorption density and bonding nature of collector species adsorbed at mineral surfaces. In this regard, oleate adsorption densities were calculated from spectral data, and the equilibrium adsorption isotherms were found to agree quite well with other adsorption isotherms reported in the literature. At low equilibrium oleate concentrations(<10-5 M), monolayer-type cover-age was observed in the chemisorbed region. It was found that in this region the adsorption density increases with an increase in temperature, which sup-ports experimental results from previous ex-situ FTIR studies and thermochemical studies in which it was shown that the chemisorption reaction was endothermic. At higher equilibrium oleate concentrations (>10-5 M), the adsorption density increases dramatically at the point of surface precipitation. The oleate adsorbed in the chemisorbed region has a distinctly different spectrum than the oleate adsorbed in the surface precipitation region of the adsorption isotherm. In the chemisorbed region, the oleate appears to be mono-coordinated at the fluorite surface.
