Some large-scale mining companies in Ghana have adopted proactive management strategies in dealing with small-scale (galamsey) miners who have encroached on their concessions. This has been mainly achieved by ceding portions of the concessions held by the companies to the Minerals Commission of Ghana for licensing to the small-scale miners. This development has created an amicable relationship between the mining companies concerned and the galamsey miners in their host community. Electromagnetic-based proximity detection systems (PDSs) are utilized on mining machinery to protect workers from being pinned or struck. These systems generate magnetic fields covering the space around a machine, and a miner-wearable component (MWC) detects the field. The PDS determines the distance of miners relative to the machine based on the detected magnetic flux density in the magnetic field. This information is used to establish warning and shutdown zones around the machine. Maintaining a stable magnetic field is essential for system accuracy. However, components used to generate magnetic fields can be influenced by temperature changes. Depending on ventilation conditions and seasonal alternation, a PDS can be subject to significant temperature fluctuation. To better understand and quantify this phenomenon, researchers from the National Institute for Occupational Safety and Health (NIOSH) developed an experimental apparatus to study the influence of temperature on magnetic field generator circuits used in PDSs. Results from the study show that the electric current through a generator can be influenced by both ambient and internal temperatures, modifying the magnetic field that is produced. These findings show that temperature can significantly influence the ability of PDSs, used in underground coal mines, to accurately determine a worker’s position in relation to mining machine.

This paper is a follow-up to the paper presented at the SME meeting in April of 1996. Since then, the El Abra facility has been started up, 9 months ahead of schedule, and has processed about 45 million tons of ore and produced over 700 million pounds of copper. For those unfamiliar with the El Abra materials handling and leaching facilities, a brief overview of the facility is provided. The paper will then deal in detail with such aspects of Conveyor 103, the long regenerative overland conveyor, including: actual running resistance starting and stopping procedures emergency brake test at 10,000 t/h Additionally, we shall take the opportunity to report on a catastrophic culvert collapse in October 1996, which stopped the conveyor abruptly at full speed and under high load condition, causing a belt breakage. We would like to use this opportunity to thank the management of El Abra and Cyprus Amax for providing assistance and allowing us to present this paper. The El Abra team deserves a great compliment for building this one billion dollar facility in record time in a remote area of a high-altitude desert with no existing infrastructure, and for bringing it so quickly up to full operating capacity. The El Abra management had to assemble a completely new operator team. Considering the above circumstances, it took a great effort by all involved to achieve success. The official performance test which was required by the lending banks was successfully concluded in November 1997.

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. Cable shovels are capital-expensive and primary production equipment in many surface mines. The forces acting on the shovel dipper vary as the dipper moves through the muck-pile. The variations in the forces cause stress loading of the components of shovel and dipper resulting in unplanned downtimes, reduced shovel efficiency, and high mining costs. A potential solution to the above problems is the deployment of an intelligent shovel excavation (ISE) technology, with real-time formation identification, recording, and knowledge transmission capabilities. This research advances the ISE technology by developing dynamic model of cable shovel dipper using Newton-Euler techniques. The model includes the dynamic cutting and dynamic weight forces acting on the dipper as it moves through the muck-pile.

Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

In creating a surface mine design, a complicated series of events may be required to meet both mining and environmental objectives. Envisioning the mine at every step of the operation can greatly assist the engineer to identify design and operational problems that might otherwise go undetected until the field operations reach the problem. Providing operations a visual progression of the mine ensures that critical designs generated by the engineer are understood and effectively communicated to operations. Providing the plan as electronic data to the surveyors and/or on-board GPS systems can ensure successful implementation of the design. This paper discusses using computer technology to generate a virtual mine plan and strategies to consider when communicating a virtual mine plan through electronic and paper formats.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

The paper describes prediction, control and validation of face pressures, and special TBM features for the bored tunnels of the New Metro Rail City Project, Perth, Australia. The selected EPB-TBM passed below a heritage bridge and the operational Perth Railway station in ground conditions consisting of fully saturated uniform sand combined with shallow overburden and a horizontal alignment radius of only 135m. Therefore, strict control of volume loss, TBM operations and ground movements was vital requiring continuous evaluation and adjustments to TBM operation parameters. The paper discusses the effectiveness of applied TBM face pressures and the used foam/polymer soil conditioning which was measured against achieved volume loss and the predicted range of ground settlements.

Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. The Bureau of Mines, U.S. Department of the Interior, is investigating chemical and biological decontamination of complex wastewaters such as tailings pond water containing 280 ppm CN and 5 ppm Se as well as significant concentrations of arsenic, copper, iron, silver, and zinc. The most effective chemical procedure involves cyanide oxidation using hydrogen peroxide or sodium hypochlorite followed by selenium reduction using ferrous hydroxide. The effluent contains ?1 ppm CN and 20 ppb Se; concentrations of other - major contaminants meet National Drinking Water Standards. Preliminary research indicates that biological cyanide oxidation is possible even in highly alkaline solutions (pH 10.5) containing high cyanide concentrations; indigenous bacteria destroyed 85% of the cyanide. Exploratory research shows that other bacteria removed up to 79% of the selenium from chemically oxidized, low- cyanide water. These promising results may lead to a final processing scheme that involves a combination of chemical and biological techniques.

Public-private partnership efforts are working to create green landscapes from abandoned industrial sites. Fabricated soils, potentially an essential element of such landscapes, are designed to substitute for topsoil on the areas free from ground cover and plant community. The aluminosilicate matrix and humus form the soil micelle - the primary unit of any soil complex. Humus formation is a process based on carbon-nitrogen interaction. Sources of carbon can be materials rich in easily composted products like cellulose and polyphenols (plant leaves) or aged lignin polymers (saw dust from different woody plants). The pathways of carbon-nitrogen complexes are discussed. Properties of the fabricated soil components were examined by bio-tests and plant models.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

The ventilation conditions at the underground coal mines are influenced; first: by the disturbances of the natural nature (barometric pressure, methane liberation, etc.), and second: by the disturbances caused by the production process. The major goal of this study was to determine the changes of the ventilation parameters, such as the flow, pressure and methane concentration around the longwall panel, particularly, along the longwall face due to the shearer operation (motion). It is well known from the practice, that the movement of the shearer influences the ventilation parameters around the longwall panel, including the gob area. Until now, these data were gathered in a single or multiple locations at the different time. However, only the simultaneous measurements of all of these values allow seeing the time dependent interrelationships between measured parameters. To be able to show these interrelationships, special experiments, described in this paper, were carried out by the author. These experiments were prepared and executed at the BUDRYK Coal Mine in Poland. During each experiment a simultaneous measurements and monitoring of the barometric pressure, air velocity and methane concentration at the different locations along the longwall face, were performed. The investigation was possible by using a special setup of instruments with a short sampling time, i.e., within 2 seconds. The monitoring of the absolute pressure was conducted by using the digital barometer µBar, developed by EMAG, based on the SETRA pressure transducer, model 470. The velocity of air was measured using the electronic vane-anemometers, developed by IMG-PAN. The methane concentrations were measured using methanometers as the part of the EMAG automatic gas monitoring system. The investigation data confirmed that disturbances due to the operation (motion) of the shearer at the longwall face have a local character. It could be also seen that a large diameter shearer (compared to the total cross-section area available for the air flow) is acting as the piston compressing the air (the overpressure) ahead of the shearer. This fact affects the methane mixing process and flow patterns in the vicinity.

The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

INTRODUCTION Conceptual design of the first Exploratory Shaft (ES-I) for the Nuclear Waste Repository in Basalt (NWRB) began in July 1981; detailed design began in February 1982, and was largely completed by December (RKE/PB, 1983). The intent was to begin shaft construction by January 1983. The site had been prepared at that time, a construction manager selected and on board, the starter hole excavated and lined, and steel casings were under procurement. Government policy changed, however, and construction was halted before the drill rig started turning. Construction is now planned to begin in 1988. ES-I is a part of the site characterization program for the NWRB. The shaft will be used to develop production data and related information relative to drilling shafts at the site near Richland, WA, and to provide access to the repository horizon for site characterization and testing. The early program called for one shaft and some 330 m (1000 ft) of drifting. The program has since expanded to include a second shaft (ES-II) and more extensive drifting and testing. Currently, both shafts are planned to be 1.8 m (6 ft) in finished diameter, but studies are underway to determine if the second shaft should be larger. The drilling method was selected for shaft construction primarily because it offered a significantly shorter construction period than conventional shaft sinking using freezing and grouting. The finished drilled shaft will be lined with a continuous steel lining. Personnel are safer during construction with a drilled shaft than with a conventionally sunk shaft. The drilling method

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from high extraction mining in southern Illinois. The objectives of the monitoring program are to study the inter- action between the ground surface and a foundation during a subsidence event and to determine the capability of the tiltmeter to detect and monitor subsidence movements. Tiltmeter data were obtained on two foundations constructed near Sesser, IL. One of the 30-by 40- ft foundations was constructed with a typical poured concrete footing, the other with a rein- forced-concrete footing poured on top of pol yethylene sheeting placed over a compacted layer of sand. Soil-filled bins were placed on the perimeters of both foundations to simulate superstructure loads. Monitoring pins and tiltplates were installed on the corners and midpoints of the footing. Additional survey points were established on the five-acre site to track the mining advance. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tilt- meter to detect and follow the tilt of the foundations is demonstrated.
