INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

Bit wear has been proven to have a significant effect on respirable dust generation in coal cutting system. The mechanism of bit wear can be adhesion, abrasion, oxidation, or diffusion, depending on cutting conditions. This paper presents a portion of an extensive ongoing series of studies to better understand the principles of bit wear and dust generation. Used bits collected from underground coal mines were analyzed to identify the basic principle of bit wear in coal and rock cutting. Distribution of weight loss and conical height loss of worn bits were studied and bit wear was divided into four stages according to weight loss. Utilizing these worn bits, Laboratory experiments have been camed out to study the effects of bit wear on coal cutting system and respirable dust generation. An Automated Rotary Coal Cutting Simulator was use to perform the experiments. Acoustic emission monitoring is applied to study the effect of bit wear on fracture formation and dust generation.

There has been a phenomenal increase in production of coal from opencast mines in India. At the same time environmental problems caused by mining are receiving greater atttention. Deterioration in ambient air quality due to increased concentration of suspended particulate matter (SPM) in and around an opencast project is a major problem. Some measured values of SPM level around opencast mines in diff coalfields show that in many cases the TLV of 500 ug/m^3 is exceeded. The impact of dust emission from a mining project on surrounding areas are estimated by using computer models for air pollution dispersal but such treatment suffers from errors in predicting the dust load and failure to take into account the terraced nature of the opencast mine site. The haul roads have been identified as the most prolific source of dust and some recent trials on haul road dust consolidation in Indian mines are mentioned in the paper. Statistics regarding pneumoconiosis cases in Indian coal mines for the last decade are presented to show an increase in reported cases and a gist of the recently amended regulations on the subject of precaution against dust is mentioned.

When plotted as head vs. volume, fan curves start high and decrease with increasing volume, while mine head curves start low and rise with increasing volume. Their intersection is the system operating point. However, as every ventilation instructor knows, the fact that head loss is a negative number (debit) and fan head is an energy addition (credit) is often a stumbling block to student or audience comprehension since the curves seem to reflect the opposite. It is possible to use the intuitively correct curves- pressure losses as negative values and energy additions as positive values - and still obtain the correct operating point. Adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at which the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure. With the standard approach, it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel ventilation network. The results are the same, and the approach is logically consistent and less confusing.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

The study investigates the effects of high-velocity impacts of common mine materials on a reinforced mine seal rated to 120 psi. It found that materials propelled during an underground explosion could generate enough stress to crack or damage seals, even with little visible damage. This highlights the need for careful evaluation of mine seals after any impact or high-pressure event.

Generally, production planning is concerned with the best use of fixed resources to determine a production schedule for one or more production units supplying one or more markets. Production scheduling determines when each production unit will be used and its production level. However, the production scheduling problems are intimately associated with the location of existing or new production units and processing facilities. Normally, mine location allows only a limited choice; processing plant types and locations are considerably more flexible. This paper presents a generalized multiperiod MIP model as an aid in determining the mine production schedule and the processing plant types and location to satisfy multiple markets. A brief description of MIP and how it has been applied in the mineral and other industries is discussed. A complete description of the model with an application to a coal preparation plant system is presented.

Recovery of galena and sphalerite from fine grained lead-zinc ores by flotation normally requires re-grinding to achieve economic recoveries at acceptable concentrate grades. Re-grinding aims to reduce the coarse valuable mineral particles to a size where they float more readily and to liberate the composite valuable particles so that the gangue in these composites does not dilute the concentrate. Besides changing particle size and liberation, re-grinding changes the surfaces of the minerals and thus may alter the rate that mineral particles of a given size and liberation float. A method was developed to apportion the total change in recovery after re-grinding between changes in size and liberation and changes in flotation rates. The flotation behaviour of minerals, before and after re-grinding, was measured by floating samples of plant streams under controlled conditions in a laboratory cell. Results from several industrial lead-zinc circuits indicated that the change in behaviour observed fell into three different categories. It is concluded that the method will indicate whether the focus for optimization of existing plant should be on comminution or flotation, and it will help determine the path for laboratory testing in designing new regrind circuits.

An alternative flowsheet was designed for the flotation treatment of a complex sulfide ore from the Sotiel Mine in Spain. The ore contains 0.71% Cu, 2.24% Pb and 5.63% Zn. Two specially developed synthetic collectors, methyl-mercapto-benzoxazole (MMBO) and 6n-propoxy-mercapto-benzo-thiazole (PMBT), were examined. MMBO exerts a specific action on copper and zinc minerals after treatment with copper sulfate, and PMBT exerts a specific action on Pb minerals. Flotation operating variables (pH, frother type, frother quantity and feed particle size) were examined by means of rougher flotation tests to determine the optimum conditions for the new collectors. Once the optimum conditions were determined, a series of open flotation circuits were run on feeds of various particle sizes (obtained by different types of grinding). The objective was to obtain high-grade Cu and Zn concentrates. The results of the open-circuit tests demonstrated that a Cu concentrate grading from 18% to 23% Cu and a Zn concentrate grading from 40% to 48% Zn can be produced.

The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

"Tin ore from the southeast of Yunnan in China is a complex polymetallic low-grade ore. Because of the highly disseminated extent ore, cassiterite flotation was applied in industrial production instead of the low efficient gravitational separation. Benzohydroxamic acid (BHA) was widely used as a collector in cassiterite flotation, but the consumption of BHA was large. In this study, the influence of octanol in cassiterite flotation from the southeast of Yunnan using BHA as the collector was investigated. The results indicated that single octanol showed almost no flotation capability to cassiterite without BHA. However a small amount addition of octanol as the auxiliary collector can decrease the consumption of BHA significantly, while did not reduced the recovery of cassiterite obviously. Infrared spectra analysis indicated that the single octanol adsorbed on the surface of cassiterite was unsteady adsorption, and a new entity assembled of BHA and octanol in a well manner was able to adsorb on the surface of cassiterite steadily. The probable self-assembly structure model of BHA and octanol existing on the surface of cassiterite was analyzed. INTRODUCTION Cassiterite is the prime and economic mineral from which tin metal is extracted economically (Qin et al., 2011). The estimated tin metal resources in the world is about 4.9 million tonnes, about 30.5% of which is distributed in China (Mineral commodity summaries, 2013). Cassiterite has many characteristics such as including heavy, hard, and extremely brittle in nature. Hence cassiterite is preferentially concentrated by gravity separators. However, the influence of particle size on gravity concentration is obviously. The separation efficiency is very high for coarse particles while it drops down considerably for fine sizes. (Turner and Hallewell, 1993). Application of flotation and development of selective surfactants have made it possible to recover fine and ultrafine cassiterite from the gravity tailings. A substantial amount of research work on cassiterite flotation has been reported in the past years. The outcome of such research has helped to develop various collector reagents such as cupferron (Vivian, 1927), sodium dodecyl sulfate (Edwards and Ewers, 1951), sodium oleate (Collins et al., 1968), salicyaldehyde (Marabini, 1978), alkyl and aryl arsonic acids (Senior and Poling, 1986), alkyl and aryl phosphonic acids (Gruner and Bilsing, 1992), alkyl sulfosuccinamates (Khangaonkar and Kamarudin, 1994), and alkyl hydroxamates (Sreenivas and Padmanabhan, 2002)."

INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.

This paper will describe briefly the steps taken in the development of a Central Florida phosphate ore deposit from acquisition to mining. Further, the design and early operation of the mining and beneficiation facilities will be depicted. During the 1950's, with confidence in the continually increasing requirement for phosphate fertilizer materials essential for producing food, I'. R. Grace & Cc acquired the Hookers Prairie tract containing approximately 45 million metric tons o. (50 million short ton~ of potential phosphate rock product. In 1973, at a point when the Grace captive need for rock was being greatly enlarged by a planned doubling of its Bartow phosphate chemicals plant capacity, the decision was made to expand existing phosphate rock production by building a new mine and plant. The initial annual capacity was to be 2.3 million tons (2.5 million st); however, subsequent investigation pointed to a higher than estimated dragline operating factor 'and the forecast of annual capacity was set at 2.5 million tons (2.8 million st).

Approximately 200 samples of iron ores and other iron- bearing materials have been tested for amenability to treatment by the R-N process in bench scale laboratory work. Twelve large lots, ranging in size from 900 net tons to 18,500 net tons, but generally 3,000 to 4,000 tons each, have been processed in the R-N demonstration plant. The ores tested in the demonstration plant ranged from 27 to 70 percent iron content and gave excellent results. (1) The demonstration plant has a nominal daily capacity of 50 tons of high quality iron briquettes and has now operated for over five years. A continuing program of process improvement is carried on between demonstration on potential licenses ores. An important development is the complete elimination of any secondary products which, in the past (2,3,4,5), resulted from treatment of certain low-grade ores.

The vast coal resources of North Slope, Alaska, can be expected to attract substantial interest because the nearly flat-lying coal beds of the coastal plain are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large-scale coal mining and reclamation operations have not been carried out in the arctic. The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the inter-relationship between the problems due to permafrost and factors in reclamation of post-mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra's Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability.
