Coals capable of emitting 2 lbs SO2/106 Btu heat input must be defined as high sulfur coals. This is because electric utility plants built after 1971 may not emit more than 1.2 lbs SO2, and those built before 1971, and regulated under the State Implementation Plans (SIP), may exceed the 2 lbs S0 limit only under closely defined restrictions concerning ambient air quality and prevention of air quality deterioration. Coals produced in Kentucky, Illinois, West Virginia, Ohio, Pennsylvania, and Indiana account for 77% of SO2 pollution potential and are, therefore, the subject of this investigation. These coals have suffered market share losses in the 10 years from 1974 through 1984. This is due to their sulfur content as well as their lack of price competitiveness with low sulfur western and imported coals. Kentucky and West Virginia have been able to increase their compliance quality coal production substantially, but other states have largely been unable to do so because of nonavailability of low sulfur coal deposits. Assuming that the current relative productivity and cost competitiveness of coal producing states will not change significantly by 1994, this paper makes two projections of coal production in the selected states. In scenario I, the current clean air regulations are assumed to apply until 1994, and coal production in the selected states is projected to in¬crease by about 6% in 1994 compared to 1984. In scenario II, it is assumed that acid rain legislation will be implemented, which will adversely affect the markets for high sulfur coals. Coal production in the selected states under this scenario is projected to decline about 10% between 1984 and 1994, jeopardizing up to 13,000 mining jobs. The author concludes that better coal quality and greater cost competitiveness are both essential to stem the market losses and to regain strength.

This paper describes six basic stages between perception and production for a new sand and gravel deposit. Sand and gravel, like many of our natural resources, is taken for granted. It is assumed by John Q. Public that because sand and gravel is ubiquitous that it is available whenever and wherever needed - so long as it does not have to be mined in his neighborhood. This idea illustrates one of the enigmas of the industry, the fact that sand and gravel is abundant; however, its availability is another matter. Another problem is that this resource falls in the category of high volume, low profit materials; therefore, transportation costs are critical. Transportation roughly doubles the cost of these materials. It is not difficult to find sand and gravel, at least in Michigan. The problem is to locate a new source close to a market, near an adequate transport route (usually a highway) and in an area which will allow mining.

Residence-time distribution techniques are useful tools in the analysis, characterization and modeling of the performance of processing equipment and circuits. This paper presents the results of both conventional and more-sophisticated residence-time distribution techniques for industrial copper-flotation-circuit data. While conventional techniques provide a description that is sufficient for macroengineering design requirements, the more sophisticated tracer-technique methods give more realistic descriptions of process flows and system effectiveness. It is demonstrated that these approaches can provide highly useful information about different equipment, as well as its configuration and performance.

A computer-oriented systems simulator (CMHS) has been developed for analysis of continuous materials handling systems. Special emphasis has been placed in the model on several features that are unique to these systems. These features include periodic pattern of material arrival from several sources, several types of material to he transferred, material dispatch processes, intermediate storage capacities, and multiple material destinations. Both the deterministic factors of the continuous material handling system, such as the physical decomposition of the system and the scheme and schedule of its operation, and the stochastic factors, such as variations of material arrival, material pattern on the conveyor, and availabilities of the system elements, are considered in the simulator. The application, of the model is demonstrated through a study of an underground conveyor belt network serving long- wall and continuous miner sections.

Teeter-bed (i.e., hindered-bed) separators are used throughout the mineral processing industry for both classification and density separation. The high capacity and sizing characteristics of these units make them ideal for feed preparation prior to coarse flotation (+0.100 mm) circuits. Teeter-bed separators are typically easy to control with two basic operating parameters, including fluidization water rate and bed level. However, data show that these two parameters greatly interact with one another. Given this finding, a high-level automatic control scheme was developed and implemented on a full-scale separator. In addition, dialogue with plant operators has led to several simple changes to an already established design that improves operational and maintenance characteristics.

The Taharoa plant of New Zealand Steel Mining Limited extracts a 57% Fe titano-magnetite concentrate from a large mineral sand deposit 90 miles south of Auckland on the west coast of New Zealand's North Island. The plant consists of an 18-inch suction cutter dredge which feeds a 750 TPH floating separation plant. An initial gravity/ size separation is obtained using cone concentrators. Finished concentrate is produced by a combination of conventional drum magnetic separators and top fed wet Mortsell magnetic separators. Concentrate is stockpiled by cyclone, and reclaimed by a bull- dozer and tunnel system. Repulped concentrate is pumped by sub- marine pipeline to slurry tankers anchored at a single buoy one mile offshore. Current concentrate production rate is in excess of one million metric tons per year.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

The fundamentals of flotation are reviewed with an objective to understand the limitations in predicting the performance of a sulfide mineral flotation system and in its scale-up from laboratory studies to plant practice. The difficulties can often be traced back to complex interactions between chemical and physical parameters and nonequilibrium effects. The physical and chemical changes that occur during the long sojourn of sulfide minerals that begins with mining, continues through crushing and grinding, and ends when they emerge from the flotation cell as a concentrate, are reviewed. The benefits of new techniques that have become available in recent years to identify and estimate the amount of surface species are discussed.

IT APPEARS that the phenomenon of ion exchange by which saline water was converted to sweet was known to Moses and Aristotle. However, the credit for the recognition of this process is generally attributed to Thompson (1850) and Way (1850), who reported that when a soil was treated with either ammonium sulfate or ammonium carbonate solution, most of the ammonia was adsorbed and calcium was released. It was later proved by Eichorn (1858) that the adsorption of ions from ground waters by clay constituents was a reversible process. The first attempts to utilize ion exchange phenomena was in the field of water softening around 1906, using natural and synthetic silicates. In 1935 Adams and Holmes in England observed that crushed phonograph records (phenol-formaldehyde and amine-formaldehyde resins) were capable of exchanging ions.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

Pea Ridge Iron Ore Co., previously Meramec Mining Co., a joint venture by Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property, now wholly owned by St. Joe, is located near Sullivan, MO, about 112 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950s by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drill¬ing in 1956 and 1957 confirmed that the ore body was minable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Pro¬duction commenced in April 1964. The ore body is overlain by about 396 m (1300 ft) of flat-bedded sediments. It is tabular, about 792 m (2600 ft) long, and up to 182 m (600 ft) thick. It dips about 1.39 rad (80°) and is of unknown depth. The ore is mainly high grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry. The mine was initially started with five major levels on 45-m (150-ft) intervals. Crosscuts were driven across the ore body on 58-m (190-ft) centers. Banks of stopes were mined between the crosscuts by a modi¬fied shrinkage stoping method (Fig. 1). This was done by undercutting a 12 m (40 ft) wide by 45-m (150-ft) long block and blasting horizontal "lifts" drilled on 1.5-m (5-ft) intervals. A 20-m (65-ft) sill was left between levels which contained the slushing drift, fin¬gers, crown pillar, and adequate thickness for support. By 1971 a "lattice" of pillars had been left and mining had progressed to the point that an orderly pillar re¬covery program was necessary (Fig. 2). INITIAL PILLAR RECOVERY PROGRAM The program was started in the upper western por¬tion of the ore body, furthest from the shafts. Due to the fact that the ore body narrows in the western extremity, the stope orientation was changed to mini¬mize required development. This left pillars 18 to 24 m (60 to 80 ft) wide and up to 79 m (260 ft) in length. The area selected for the start of the program had been developed between the uppermost level at 419 m (1375 ft) below surface and the 510-m (1675-ft) level. Due to the 91-m (300-ft) difference in depth, sublevels were driven on 15-m (50-ft) intervals and the ore was taken by rather classical sublevel stoping methods (Fig. 3). This left a structure with accesses compatible with drilling with 114-mm (41/2-in.) bore drifters mounted on columns. Most holes were drilled 63.5 mm (21h in.) diam and reamed to 100 or 127 mm (4 or 5 in.). Practical depth capability was about 21 m (70 ft) for holes above horizontal and 13 to 15 m (45 to 50 ft) for holes below horizontal. The interdependence of these long pillars necessitated that several of them be blasted simultaneously, making large blasts the only practical approach. Due to the required length of such loading cam¬paigns, it was necessary to select an explosive which could stand in the hole in an underground mine for a 4 to 6 week period. After some consideration a pump¬ able water gel was selected for both uphole and down¬hole loading. This afforded a high velocity, high density explosive which could be handled in large quantities. Loading the downholes was a fairly straightforward process. The holes were lined with an 8 mil polybutylene plastic sleeve and water gel was pumped into them with a double diaphragm pump mounted on the bottom of a stainless steel tub with a 81-kg (180-1b) capacity. INTRODUCTION The effect of stress concentration in coal seams leads to a sudden release in the form of rock bursts. This effect is controlled along many lines, but the most efficient methods consist in preventing the accumulation of energy in the seam or in the roof. The over- burden weight resulting from mining is the main cause of excessive stresses in a seam. An additional weighting of roof takes place due to formation of abutment loads. The accumulation of energy in the roof takes place where thick sandstone beds occur in overburden strata. An essential problem is to watch, with appropriate measurements, the stress of coal and roof rocks, and to conclude, on this basis, the degree of rock burst hazard. The methods for determining the stresses in a coal seam are quite well developed at present. Let me mention here the seismoacoustic methods, or borehole overcoring measurement methods. On the other hand, an examination of the state of stress in the roof rocks is almost impossible at the actual stage of development of the measuring technique. Hence, the model of stresses in roof was analyzed and determined theoretically. Based on this model, a technology for roof fracturing was developed which aims at destressing rock masses in a planned way. The essentials of the fracturing method consist of a controlled breaking of sandstone roof beds in order to: - prevent the excessive weight on the pillar - prevent a spontaneous breaking of roof beds at a limiting state followed by sudden energy release. High pressure fluid infusion is used to release buildup of stresses. THEORETICAL AND RESEARCH BASES According to the tests carried out by A. Kidybinski by the method of finite elements, isobars of stresses occurring in the roof over the working face are shown in [Fig. 1]. The results indicate: - the highest values of compressive stresses occur in the roof directly over the seam, at a distance of about 5 m ahead of the working face - at a distance of about 22 m above the seam there is a line of transition of compressive stresses into tensile - within the tested roof area, the highest tensile stresses occur at a vertical distance of 35 m, and at a horizontal distance of 20 m from the line of the working face. H. Gil (1) determined the pres- sure initiating the fracture of roof rocks by the formula: [ ] On the basis of results of analysis of isobars, and of the initiation of failure stress formula (1), isobars may be designed for a given roof class. Assuming for sandstones the Poisson ratio equal 0.3, a field of failure stresses presented in [Fig. 2] is obtained. In this figure it can be seen in which areas the effects of sandstone breakage may be obtained with the operation of a determined hydraulic pressure. To use formula (I), the knowledge of Rr is still necessary. This value may be determined in two ways: - taking a sample and testing it in the laboratory, if there is access to roof rocks in the existing openings, - drilling boreholes in the roof from surface and examination of the rock mass by using hydraulic breaking, if there is no access to roof rocks.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. The Sobek humidity cell has been in use with minor modification for more than 30 years to determine bulk primary-mineral reaction rates. As a result, it has become a key tool for predicting the bulk rate of sulphide oxidation, the Carbonate Mole Ratio (CMR) of neutralization-potential (NP) consumption to sulphide oxidation, and the rates of metal leaching. Most humidity cells are operated for less than a year, with the resulting rates extrapolated into the future for years or decades. The validity of these extrapolations was tested by examining longer trends from cells that have operated for three to seven years, as found in the International Kinetic Database (IKD). Additionally, large batches of cells for two minesites in the IKD (45 and 46 cells each) were examined to determine if regular, predictable trends were obtained across ranges of geochemistry at a minesite. The long-term cells show that the rates of sulphide oxidation and acid generation, based on sulphate production, have a 50% chance of stabilizing within one year, with the remainder fluctuating significantly throughout their test periods. Despite the fluctuations, the CMR, which is critical for defining site-specific or rock-unit-specific ABA criteria, remains relatively steady in many cases between 1.0 and 2.0 as expected from principles of aqueous geochemistry. However, if the sulphate-production rate falls below 10-30 mg/kg/wk, the CMR value can increase significantly. At and below these low rates, physical factors like flow rates of surface waters and groundwaters will determine the rate of NP consumption, rather than geochemical factors. Also, if weekly rinse pH falls to acidic values, the CMR will decrease below 1 .O, reflecting the exhaustion of fast- neutralizing minerals. The two batches of multiple cells also confirm these trends across arange of geochemistry. The long-term cells show that copper leaching often stabilizes within a narrow range as long as rinse pH remains relatively constant. Also, there is no strong dependence of leaching on the sulphate rate. However, the rate of copper production often increases sharply if rinse pH falls to acidic values. This suggests the measured copper-production rate in some cases is not a true primary rate, but a lower secondary rate after secondary- mineral precipitation within Sobek cells. As with the long-term cells, the batches of multiple cells show that copper production often increases gradually with decreasing rinse pH, with no clear dependence on sulphate production. However, high rates can also occur at near-neutral pH, so secondary-mineral precipitation of copper is not necessarily common.

The sequence of events preceeding the discovery of the Mount Emmons molybdenite include some inadvertent near misses by several groups. The events are given in general chronological order to bring out the essentially contemporaneous, but different activities by several groups in two areas on opposite sides of Mount Emmons. The Mount Emmons molybdenite deposit lies in the Elk Mountain mining district. The west edge of the deposit is near the boundary between the Elk Mountain and Ruby mining districts as shown by the USGS map included (see Fig. 1). Considerable history regarding the Keystone silver-lead-zinc mine is given because of its proximity to the Mount Emmons molybdenite deposit which is on the other side of the mountain from Redwell Basin and where other significant activities took place. It should be noted that there was no documentary evidence available to me that would indicate that molybdenite was recognized to be present on, or under, any part of Mount Emmons, including Redwell Basin, before 1970. Veins containing silver-lead-zinc minerals were discovered in the Elk Mountain and Ruby mining districts about 1872. Some discoveries on the south flank of Mount Emmons about 1880 were developed into the Keystone mine. The Keystone has the largest cumulative production of metal ores of any of the mines in these districts. Most of the 413 Mt (455,473 st) of ore produced from the Keystone mine through August 1967 was produced after 1950. The ore averaged 175.4 gt (5.64 oz per ton) Ag, 2.62% Pb, 5.56% Zn, and 0.72% Cu.

Technical progress depends on strategic objectives and a concept showing how to benefit from the effects of novel techniques in an innovation process and how to implement them creatively in harmony with manpower capabilities. With the invention of prime movers, it was initially power engineering which dominated the development of industrial history before it was replaced by production techniques resulting from the more widespread use of machines. With the advances in the field of data processing and with the introduction of novel communication techniques, it is information technology- which today is having an ever increasing impact on technological progress. The main objectives of information technology in this context are a positive influence on the ?time? factor as well as the provision of tools to handle the complexity governing many operational processes through a concentration of information for the decision-making process. The German hardcoal industry became aware of the chances inherent in these new technological possibilities for the optimization of operational sequences and of decision-making and planning processes as a potential for success at an early stage and it has worked out a purposeful concept for their implementation.

The expansion of surface mining has led to the development of very large off-highway trucks capable of hauling payloads in excess of 290 t (320 st). Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Because truck haulage costs can account for 10% to 50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, but vehicle operating and maintenance costs would increase prohibitively. Thus, there is a need for improved design technologies encompassing the construction and management techniques of mine haul roads appropriate for the wheel loads of vehicles now in use. This paper presents the different components of a mine haul road design and management system and demonstrates the value of its application through case studies. The system has been applied at several South African surface mines, and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and provided better service, while the optimal selection and management of wearing course materials provided better functionality at lower total transportation operating costs.

Glass is the most unique substance which man has made. It is understood that Phoenician sailors playing on the beach in Mesopotanmia around 12000 BC, produced glass by the fusion of sand and soda in their campfire. Glass is unique for many reasons. However, let us consider the following. It is made of materials which are opaque and yet glass can be translucent, transparent, or opaque. It can be as soft as cotton or stronger than steel. It transmits light readily and yet is totally impervious to gases and liquids. It is chemically an inert, creates very little pollution in its manufacture. It is made of the most abundant raw materials on earth. It is readily recyclable and has little pollution in its disposal. Glass containers are made principally from sand (that is, silica), soda, which is sodium carbonate, and lime, which is calcium carbonate, plus decolorizers or colorants and cullet. The proportion of cullet, broken glass, in most glass tanks today is roughly 10 to 20% of the glass product. In most cases, the cullet used in the plant is glass from off-ware, or broken ware, which is a waste product within the plant. Cullet has the following advantages. It contains all of the raw materials normally used in a batch. It tends to melt at a lower temperature than batch, thus saving some fuel, and, finally, by forming a crust above the normal melting system, there is a tendency to cut down air pollution.

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.
