Introduction A well-designed mining plan is one that minimizes cost and mining induced problems and maximizes recovery of the coal reserve. To minimize the negative effects on surface structures caused by ground subsidence due to underground mining activities, two kinds of practices are commonly employed by mine operators. One is the support technique, which leaves an area of coal unmined or partially mined beneath the structure to be supported. The other is the protection technique, which protects the structure when it is subsiding with the ground by taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting technique, the only currently available method in the US is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However, the size of the support area designed by this method will be excessively large and result in a wasteful use of coal reserves when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for designing the support area. This method is based on a large amount of subsidence data collected throughout a number of major US coal fields and the authors' experience with monitoring and protecting surface structures that have been undermined by longwall panels. It considers the critical deformation indices that a structure can tolerate, and depth and height of underground extraction. A support area designed by this new method will not only assure the safety of the structure to be supported but will also maximize the extraction of the coal reserve. Design of support area using the Pennsylvania rules The Pennsylvania Underground Coal Mining Rules (1985) state that no underground mining activity should be permitted beneath structures where the overburden depth is less than 100 ft. An exception to these rules is provided for mine related openings that provide access to the surface for such as entries, shafts, boreholes and site-specific variances for entry development. If the overburden depth is greater than 100 ft, the mine operators should utilize either of the following: •Extraction techniques that provide for planned subsidence in a predictable and controlled manner, or •Support techniques designed to prevent subsidence damages to features identified as: •Public buildings and non-commercial structures [ ] customarily used by the public, including churches, schools and hospitals • Dwellings, cemeteries, municipal public service operations and municipal utilities in place on April 27,1966 •Impoundments and other water bodies with a storage capacity of 20 acre-ft or more • Aquifers, perennial streams and water bodies that serve as a significant source for a public water supply system, and •Coal refuse disposal areas. The support techniques require that a support area be left beneath the surface structure or feature to be protected (Fig.1). The support area should consist of coal pillars, with their size and pattern being such that their bearing strength is maximized. The total coal extraction within the support area should be limited to a maximum of 50%. The support area should be rectangular in shape and determined by projecting a line at a 15° angle from the surface to the coal seam with an offset distance of 15 ft from all sides of the structure. Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the key parameters influencing the gold recovery. The model was used to direct modifications to plant operating practice. The cyanide dosing strategy was changed to reduce preg-rob gold masses and cut reagent consumption A finer grind was achieved without capital investment. The density in CIL was lowered, and tighter control was exercised over plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz, and concomitant reagent cost savings of $55,000/month.

In mineral processing, the last century of the current millenium has been the century of froth flotation. The process did not result from fundamental research, but was developed over the years by empirical methods. In more recent years, our understanding of the fundamental principles of the flotation process have made significant strides. This paper reviews some of the historical perspectives of developments in flotation reagents, the development and application of experimental tools for delineating flotability and interfactial phenomena, advances in flotation fundamentals, and the development of flotation kinetics, both macroscopic and microscopic subprocesses. Through the application of surface chemistry, the flotation process has permitted economic utilization of a vast array of complex ores.

Blending inevitably occurs to some degree during mining and mineral processing operations. Traditional mine scheduling assumes that all variables average linearly, which allows the calculation of the blended material properties as a linear weighted average. However, metallurgical properties such as metal recovery and Bond Work Index (BWI) are known to average nonlinearly. The nonlinear properties of the blended material can be calculated using nonlinear blending models. A simulated annealing algorithm is developed and applied to a short‐term mining face optimization problem to maximize the total metal recovered considering nonlinear blending. Compared to a standard schedule plan, the optimized one shows relevant improvements in synergistic and antagonistic blending behaviors.

An expert process operation advisor system can increase plant efficiency, even in a complex, natural environment where not all elements of the production process can be measured directly. This system, develaped and tested in a Frasch process sulphur mine, monitors key process variables with extended qualitative pattern processing and provides on-line advise to the operators of sulphur production wells. An expert system framework captured common sense rules generated from years of experience obtained in the operation of a sulphur well monitoring system. The existent operating procedures were enhanced by process analysis using a qualitative modeling approach which provided extended rules for on-line classification of a well operational status and an expert alarm system. The methodology for development and implementation of the process advisor is presented in this report. Qualitative process modeling, statistical process control and heuristics were incorpomted into the process advisor resulting in a more efficient use of heat, an extended well operational life and the resulting cost savings. The computer process advisor also allowed the operator to concentrate his attention on the weak wells or wells in trouble. A process management system improved plant operation by automatically storing well data into a commercial database for operator validation. The enhanced relational data base system provided valuable and timely information for planning and decision making. The synergistic combination of on-line process analysis tools, expert control systems and database technology is shown to facilitate the flow of materials, energy and infomation in a modern plant.

The identification of the real internal rates of return (IRR's) of a project is essential for its economic evaluation. The existing methods for the calculation of IRR's are both cumbersome and unreliable, mainly because of their inability to effectively isolate the real IRR's and incapability of discovering multiple IRR's of even multiplicity. In this paper, a concept of the 'cash flow pattern tree used for isolation of the real IRR's of a project is presented. This concept, combined with the Sturm procedure for counting the real distinct zeros of a polynomial within a specified interval, leads to the development of a method and computer program for isolation and calculation of the real IRR's of a project. The method examines whether or not real IRR's exist, and if they do, isolates them within bounded and narrow intervals in a mathematically founded way. The isolated IRR's, whether simple or multiple, are subsequently calculated either directly or by means of an appropriate approximation procedure. Numerical examples assist the development of the method and the corresponding computer algorithm. Because any Net Present Value treated as a function of interest rate can easily be transformed into a polynomial, the method presented also constitutes a method for finding the real zeros of a polynomial.

INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone's ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. While the first three are important, they do not tend to be as complex as sedimentation, and thus will not be as exhaustively treated. Sedimentation is very widely applied, not

The increasing volume of wastes being generated by industry is a legacy of the industrial revolution and subsequent industrial growth. Social and regulatory pressures have been mounting on industry to improve its waste management practices. In many industrial sectors, waste disposal has been the only method of waste management. Land farming, underground burial, deep wells and incineration are still practiced. Often, concentration and volume reduction of waste streams are also practiced to reduce the waste management costs. In the recent years, there has been emphasis on waste minimization. Since the 19th century, industry has practiced recycling of usable resources as a way of handling unwanted byproducts. The mining industry has recovered or extracted economic minerals from tailings for decades. For example, during the gold rush period of 1970s, extraction of gold from tailings dams became economically attractive. Similarly, when it was economical, coal and shale fractions have also been recovered from tailings and refuge materials for commercial uses. In the steel industry, with the development of new furnace technology, recycling of flue dust and scrap iron was practiced as early as in the 19th century. Before 1900, there was little incentive for the industry to reduce the waste volumes. Manufacturers, however, did see a rationale for adopting profit-increasing techniques. They made an effort to recover and recycle economic materials from waste sources. One of the pioneering examples of resource recovery is the coke making industry. As the industry was market driven, products recycled from coke batteries included ammonia for use in fertilizers, gas for power generation and heating, and tar for road construction, wood preservation and roofing. Tar had been avery troublesome waste byproduct. But it quickly became a valuable chemical raw material, providing the foundation for Germany's dominance of the world's dye and medicine markets before World War I. Similar trends evolved in the chemical industry. In the context of current environmental regulations and escalating mining and processing costs, recycling of re- [ ] sources is becoming economically more attractive. Solid and liquid wastes generated by industries contain a range of inorganic and organic contaminants. Among these contaminants, metals and hydrocarbons form major groups. Treatment of these wastes is essential to meet regulatory disposal requirements. In the recent years, based on the principles of chemical and mineral process engineering, processes have been developed to treat these industrial wastes. This article reviews some of the processes that have made impacts and have proven to be effective at commercial scales.

Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

Industrial-mineral mining started early in the history of the State when salt was extensively mined for use in processing gold and silver ores, and borates were produced to meet most of the world's needs. After this start, industrial-mineral production grew slowly until World War II, mostly because of the remoteness of the State and the small population. Nevada now has a large and varied industrial-mineral industry. In 1983, 14 principal commodities were produced from 48 deposits; the total value of these materials was 168 million dollars. Nevada ranks first in domestic production of barite and magnesite; second in diatomite, gem stones, and lithium; third in fluorspar; and sixth in gypsum. Other materials produced are carbonate rocks, cement, clays, decorative and crushed stone, light- weight aggregate, perlite, pyritic soil additive, salt, sand and gravel, and silica. From 1978 through 1982 barite was the most important commodity; in 1983 diatomite surpassed barite in value of production. Most of the Nevada production consists of high-value commodities that are consumed out of the State. Approximately 430 significant deposits with 20 principal commodities are present in Nevada. This abundance can be attributed to the numerous and diverse geologic processes that have been operative. Seven major modes of origin have been identified: hydrothermal activity, sedimentation, combined hydrothermal activity-sedimentation, evaporative precipitation, brine formation, extrusion of igneous rocks, and alteration by ground water. The hydrothermal type accounted for 39 percent of the deposits, the combined hydrothermal-sedimentary type for 28 percent, and the sedimentary type for 13 percent. Nevada diatomite production is about 200,000 short tons/year valued at 30 million dollars. In 1984 three companies operated in Nevada producing diatomite from six open pits and processing it at four plants - one plant producing filter-grade materials and the others adsorbents and fillers. The diatomite occurs in about 60 areas, almost all in the western one-third of the State. The diatomites were deposited in long-lasting, fresh-water lakes in topographically closed valleys formed by basin-and-range faulting. About 85 percent of the barite mined in the United States is produced in Nevada. In 1981 the high point of production,-2.5 million short tons of bedded barite was produced from about 30 open-pit mines. About 120 significant bedded-barite deposits are known in Nevada; 38 of these have had past production of more than 25,000 short tons. The deposits are associated with marine siliceous rocks of Cambrian through Devonian age and occur in a zone about 300 miles long and 60 miles wide. Abundant evidence supports the theory that the bedded barite is of exhalative sedimentary origin.

The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. The effect of sample storage in argon and in air on the kinetics of oxidation of pyrite from a coal source was studied using accelerated-weathering tests that were performed in laboratory columns. Prior to the weathering tests, the samples were crushed, ground and stored for various periods of time in either argon or air. The test results showed a dramatic difference in the rate of oxidation of the aged samples. The interpretation of the differences was based on the hypothesis that the aging of pyrite led to the formation of surface coatings that changed with time. "Dry" oxidation produced surface coatings that had properties different from those produced by "wet" oxidation. The significance of these results to pyrite/reagent interactions during flotation and in evaluating the acid-mine-drainage potential of pyritic waste materials is discussed.

In-plant recycling of dust from iron making BF's creates undesirable circulating loads of volatile trace elements such as zinc and lead. Disposal of such dusts creates environmental problems, hence a separate treatment is indicated. Since the bulk of the zinc and lead compounds occurs in the fine dust fraction; hydrocycloning the slurry from the BF gas cleaning operation results in upgrading the material for treatment. A process has been proposed, whereby the zinc and lead are solubilized from the fine fraction with spent hydrochloric acid from steel pickling. The stoichiometry of this autoclave oxidation process is adjusted to simultaneously precipitate, by oxyhydrolysis, most of the iron for recycling to the BF's. Lead and zinc are successively recovered from the filtrate as low chloride precipitates. This paper describes additional testwork, leading to the design of a pilot plant which was planned to begin operation in 1992.

5.1 INTRODUCTION Heap leach cyanidation techniques possess considerable potential for exploitation of low-grade ores, small ore bodies, mine strip waste and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successfu1, ore must exhibit certain characteristics, as previously discussed in Chapter 1. Primary among the necessary ore characteristics is that the ore must have good permeability after being crushed or treated and stacked into heaps if uniform distribution of the cyanide leach solution is to be achieved. Gold and silver ores containing excessive amounts of clays or fines generated by crushing are some of the most difficult to treat successfully by heap leaching. The presence of excessive amounts of slimes (generally classified as minus 50-micron or 270 Tyler mesh sieve size particles) in the heap leach feed will slow the percolation flow of the leach solution, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap, causing the leach solution to run off the sides of the heap rather than to penetrate the ore heap. The problem of heap leaching ores containing fines can be aggravated during stacking and preparation of the ore heaps, because natural sorting of coarse and fine material occurs during these steps (Johanson, 1978). This phenomenon results in a concentration of ore fines at the center of individual ore piles and a concomitant concentration of larger rock fragments on the lower slopes and base of the piles. When the individual piles within the heap are leveled off prior to installation of the sprinkling system which delivers the leach solution, additional segregation occurs as the fines sift through the coarser ore particles. The segregation results in localized areas or zones with marked differences in permeability. As a consequence, the leach solutions follow the path of least resistance, percolating downward through the coarse ore regions and bypassing or barely wetting areas that contain large amounts of fines or slimes. Effective utilization of marginal gold and silver resources through heap leach processing requires the development of new methods in order to achieve more uniform size distribution during ore heap preparation and better slime control during leaching.

It is a pleasure to introduce this session on frontier technology and present an overview of pyrometallurgical technology, as it is today and where it may be heading. While there have been many advances in hydro-metallurgical processing in our times, pyrometallurgy has not been still, and more novel processes have been introduced in the last four decades than in all previous ages of humanity put together. As a result, pyrometallurgy has managed to remain the predominant mode of producing metals from ores and concentrates: over 95% of the world primary metals production, including iron, manganese, copper, lead, chromium and nickel, is obtained via the high temperature route. Some of the characteristics of pyrometallurgy, along with the corollary industrial advantages are shown in [Table 1]: [ ] On the other hand, the necessity of operating at high temperatures also entails special problems and it is unfortunate that research on how to overcome these problems has not, in most cases, kept up with the development of these wonderful novel processes. We shall first speak of the important developments in pyrometallurgy which have brought us to the current state of the technology, and subsequently on the problems still encountered and the kind of research and development that will be necessary to bring pyrometallurgy on a par with other late twentieth-century technological developments.

The axial mixing characteristics of a pilot-scale flotation column were investigated with the objective of identifying means to mitigate the extent of axial mixing that adversely affects its grade/recovery performance. A wide range of design and operating conditions was investigated and the experimental results, obtained using the dynamic response method, were analyzed using three axial mixing models. The dynamic response of the column can best be described using the axial dispersion model. The results obtained suggest that the value of the axial dispersion coefficient, EL. can be signi6cantly reduced by judicial selection of hydrodynamic conditions and/or the use of column inserts that suppress the onset of hydrodynamic instabilities inherent to the operation of conventional flotation columns. Up to 40% reduction in the value of EL was thus obtained by using spargers that produce more uniform bubble sizes, while up to 30% reductions were obtained by controlling the residual frother concentration.

The stability of mine roofs in permafrost zones is determined mainly by temperature and ice content. The deformation resulting from creep and temperature-dependent physical properties of frozen rock mass is the dominant component of total deformation. Roof bolts can consolidate the roof and control its deformation. In this paper, a finite-element model, for the analysis of the effects of roof bolting in a frozen rock mass is presented. The model includes the variables normally encountered when analyzing the effects of roof bolting in rocks. It also accounts for properties unique to frozen rock mass: creep deformation and the change in Young's modulus with changing temperature. The model shows that, as bolt spacing decreases, there is a trade-off between increased roof stability from increased mechanical support and decreased stability from increased conduction of heat into the frozen roof. This result was expected and shows that, for a given set of rock-mass conditions, including ice content, temperature, particle size, etc., there is an optimum bolt length and bolt density for minimum roof deflection.

A test to characterize the amount of gravity-recoverable gold (GRG) in an ore is described. Typical GRG results are given and possible uses are discussed. The overall database, which includes 68complete tests, is presented. The ore samples treated had an average GRG content of 63% of the total gold in the sample, with a standard deviation of 20% and a range of 3% to 97%. Both the F8(, of gold and the GRG content at a grind of 100% finer than 850 pm correlate well with the overall GRG content (at 80%finer than 75 pm). The primary use of the test is to determine whether gravity recovery should be used and how. Results can also be used to predict gravity recovery, as many of the ores tested are from plants employing gravity recovery. Gravity-circuit simulation can be used to refine recovery estimates or for optimization studies.

The 70th Annual Meeting of the Minnesota Section of SME and the 58th Annual University of Minnesota Mining Symposium were held April 22-24, 1997, in Duluth, MN. About 450 attended both. The Fifth Annual Trade Expo, held during the meeting, was attended by a record 80 exhibitors. An SME short course on materials handling preceded the meeting. Iron-mining and the steel industries highlighted the meetings. Specific topics in the keynote addresses and technical sessions primarily concerned iron mining, iron- ore processing, product (taconite pellet) transportation and the steel market. Although the iron mining industry held center stage, several papers outside of iron mining were also presented. Iron mining in Minnesota contributes $1 billion to Minnesota's economy. According to the Iron Mining Association of Minnesota, more than 20,000 state jobs rely on the industry. Minnesota's iron mining industry came through tough times in the early 1980s, mostly because of worldwide competition. However, the industry has shown significant improvement in the last 15 years. A large share of the steel industry's competitiveness in the late 1990s is due to cost and quality improvements in the taconite mines. The taconite industry has become more productive, largely through the application of new technology. Since the early 1980s, Minnesota's taconite mines have nearly doubled the number of tons per worker-hour. Most of the taconite reserves in the United States are located in Minnesota's Mesabi, Vermilion and Cuyuna iron ranges. The Mesabi range alone contains an estimated 24.
