This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

By making use of genetic programming, empirical models for metallurgical processes can be evolved that are more cost-effective than models determined by means of classical statistical techniques. These methods explore populations of candidate models assembled from sets of variables, parameters and simple mathematical operators, and do not require explicit specification of model structures. The application of the proposed strategies is illustrated by means of a case study pertaining to the leaching of nickeliferous chromite ores. Modelling of the nickel and cobalt extraction from the ores yielded models of similar accuracy compared to those obtained by non-linear regression and artificial neural networks. However, in the case of the iron extraction from the ores, the genetic programming model was significantly more accurate than both the regression and neutral network models.

The processes by which particles and bubbles interact capture many of the central concepts of colloid science and hydrodynamics. This area of research embraces hydrodynamics, interfacial(including capillary) forces, particle and bubble behaviour and solution chemistry. In this review, we discuss collision, attachment and stability efficiencies. We deal with the identification of a flotation ?domain?, the deformation of a bubble surface upon interaction with a solid surface, the kinetics of three phase contact line expansion and the determination of attachment efficiencies through to the direct measurement of bubble-particle interaction forces. We have recently carried out a test of collision theory where the latter embraces both inertial and centrifugal forces. The real challenge is now to quantitatively describe the behaviour of real systems and to incorporate a reliable description of the behaviour of particles in flotation froths. The approach described is very robust when applied to flotation, both from qualitative and quantitative points of view, providing an intellectual foundation for understanding this complex process in separation science and technology.

An overview is given of the matte melting process used for the beneficiation of South African platinum group metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky Reef is low in chromium and does not pose significant melting problems. Concentrates from the UG-2reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8?10-9bar at temperatures of 1550°C to 1600°C). During the converting process, care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation of Fe2NiO4 (trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever-increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3.A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. The additive property of dispersion variances was found experimentally by D.G. Krige using data from the gold deposits of the Witwatersrand. In this property, called ?Krige?s relationship?, the dispersion of a small unit, v, within the deposit is equal to the sum of the dispersion of v within a bigger unit, V, and the dispersion of these units, V, within the deposit, D. It is known that the variance of the grades decreases as the support increases, the so-called volume-variance relationship. To analyse volume-variance and Krige?s relationship, the methodology herein proposed combines blending piles and geostatistical simulation to simulate the in situ and the pile grade variability. Variability reduction in large piles is based on the volume-variance relationship, i.e. the larger the support, the smaller the variability (assuming perfect mix). Based on a pre-defined mining sequence to select the blocks that will form each pile for each simulated block model, the statistical fluctuation of the grades derived from real piles can be simulated. Using this methodology, one can evaluate within a certain time period the expected grade variability for various pile sizes, and also calculate the Krige?s relationship between the small blocks and the piles of different sizes. A real case study using a large Brazilian iron ore deposit illustrates the methodology and demonstrates the validity of the results.

Direct reduced iron (DRI), produced by the reaction between iron ore and reducing gasses, is used as a source of low-residual iron, in addition to ferrous scrap and pig iron, in the production of steel mainly through the electric arc furnace (EAF) route of steelmaking. The main DRI technologies in use are those of Midrex and Hyl, but in recent years a myriad of newer processes emerged based on variations in feedstock, reducing agent and fuel sources. Since the beginning of the nineties, DRI has increasingly emerged as a cheaper, low-residual iron feedstock for EAFs, which have traditionally relied almost entirely on ferrous scrap feed. The main stimulus behind the interest in DRI has been the increasing popularity of the EAF and the ?mini-mill? set-up as the favoured steelmaking option compared to the traditional and much less flexible blast furnace/ basic oxygen converter. This, however, has been creating a problem with regard to availability of low-residual scrap, resulting in upward pressure on high quality scrap prices and leaving DRI, traditionally the ?expensive alternative?, as a much more competitive consideration. The second main determinant has been the increasing production efficiency of existing steel plants which, in the light of improvements such as continuous casting and near net shape casting, has been constraining the supply of low-residual domestic scrap, traditionally the prime source of EAF feed. The explosion of current and proposed DRI projects has been accentuating the mounting interest of global role-players in assuring the availability of reliable sources of low-residual iron units for the future, especially in cases where definitive competitive advantages exist with regard to proximity to primary sources of iron ore and fuel (gas or coal).

Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. The anisotropic behaviour of Athens Schist has been brought out through the testing of specimens with varying orientation of schistosity with respect to the major principal stress under uniaxial, triaxial and dynamic conditions. A large number of results from tests on intact rock specimens of the Athens Schist were statistically analysed and evaluated.

The demographics and the growing numbers of people provide a strong signal that the demand for electrical power in Southern Africa will grow considerably over the foreseeable future. Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

Mineral resource evaluation requires defining geological domains that differentiate the types of mineralogy, alteration and lithology. Usual practice is to consider the domain boundaries as hard, i.e. data from across the boundaries are disregarded when estimating the grades within a given domain. This practice may hinder the quality of the estimates when a significant spatial correlation of the grades exists across the domain boundaries. In this paper, several geostatistical methodologies to handle soft geological boundaries are compared through a case study on a copper mine in Chile. The estimation methods considered are: ordinary kriging using hard boundaries between geological domains; ordinary kriging omitting the geological boundaries; traditional and standardized ordinary cokriging of the grades assayed in different domains; ordinary kriging within dilated geological domains, that is, incorporating samples from adjacent domains up to a given radius from the boundary of the domain being considered. The estimations are performed using a set of exploration data (drill hole samples) and are validated using a set of production data (blast hole samples collected for grade control). Results indicate that kriging with dilated domains performs better than ordinary kriging using hard boundaries or no boundaries and better than the ordinary cokriging approaches. It therefore appears as a simple alternative to global kriging (without considering the geological domains) and allows accounting for changes in the grade average, dispersion and spatial continuity with the geological characteristics of the deposit, via the use of grade variograms proper to each geological domain. The maximal distance for searching samples from adjacent domains should be chosen according to the spatial correlation of the grades across the domain boundaries, or via a cross-validation at an early stage of the mine or a jack-knife if production data are available. The aim of this paper is to demonstrate the implementation of multicriteria analysis in selection of the most suitable underground ore transport system for a chromite mine in Turkey. The related problem includes five possible ore transport systems and six criteria to evaluate them. The adopted evaluation and ranking method for this study is PROMETHEE. PROMETHEE I revealed a partial order of alternatives where incomparability exists. PROMETHEE II gave the absolute ordering of alternatives. The results have shown that the PROMETHEE method can be successfully used in solving mining engineering problems. Keywords: multi-objective, decision analysis, mining, ore transport system

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. Performance measurements of large-diameter circular saws were conducted on eight different carbonate rocks in marble factories located in some areas of Turkey. Rock samples were collected from these factories for laboratory tests. Uniaxial compressive strength, tensile strength and impact strength were determined in the laboratory. The brittleness of B3 (the ratio of compressive strength minus tensile strength to compressive strength plus tensile strength), the brittleness of B5 (the product of percentage fines in the impact strength test and compressive strength) and the brittleness of B8 (half of the product of compressive strength and tensile strength) were calculated from the test results. Hourly slab productions were correlated with brittleness indexes. It was concluded that sawability of carbonate rocks can best be predicted from the brittleness of B8.

The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.
