Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

I have read this paper with considerable interest. By using an automatic instrument to assess the dust samples taken in South African collieries, the authors are ahead of the gold mining industry, which still uses the laborious method of microscopic assessment, with its limited accuracy, of the half-a-million dust samples taken each year. As the authors state, the result obtained from the photoelectric assessment of the samples is approximately proportional to the surface area of the respirable dust. However, modern theory is that, in assessing coal dust, it is the respirable mass which is important in determining the danger to health. Thus Table II of their paper is of considerable value in showing the relationship between the P.E.R. value and the mass concentration measurement. Unfortunately this table only gives the mean relationship. The important point is to know the scatter around this mean. If the scatter is small, then this mean value (for different operations) would have considerable value in converting from respirable surface area to respirable mass, but if the scatter is large, then such a conversion, using a fixed factor, will have little value. In the text the authors mention the range of values as being between 3 to 24, but without a statement on the number of samples used to determine this range and their distribution, this is a rather nebulous statement. I hope, in their reply, that the authors will give, in statistical terms, some statement on the overall correlation between these two parameters. I might add that at present a member of my staff is working on similar relationships for dust samples taken in gold mines. Another factor which may well be most important in determining the danger of dust levels in coal mines is the composition of the dust, specifically its quartz content. I understand that the authors have some information on this point, and to make their results of greater value in International comparisons of dust levels and the concomitant development of pneumoconiosis, it will be extremely useful if they could place this information on record. Even though, as I have said above, modern theory postulates that respirable mass is a better parameter to use than respirable surface area, the problem remains of how to measure this parameter with short time sampling, which, as the authors point out, is their preferred strategy for dust sampling and dust control. I know of no easily portable instrument, independent of external power supplies, which can, in 5 to 10 minutes, collect sufficient dust to enable it to be weighed accurately. Thus the authors' implied intention of continuing to sample by their present techniques and using their present parameter to report the results is, in my opinion, an entirely valid decision.

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. In the field of high temperature smelting processes there have been two dramatic changes in the past twenty years. These are, first, the application of tonnage oxygen for direct injection for the refining of molten iron and other metals and to provide the means of enriching air used for the combustion of fuel. Second, the application of electric power for the generation of high temperatures in place of the combustion of fossil fuels. Of these two developments the application of tonnage oxygen for the refining of molten iron has virtually revolutionised the steel industry throughout the world. The magnitude of this development is exemplified by the fact that less than 5 per cent of the world's steel production in 1960 was made by this process or 16 million tons out of a total of 350 million tons of steel produced, while in 1970 over 40 per cent of the world steel production was made by this process, ie, 251 million tons out of 628 million tons total. In the same period the proportion of steel produced by the old-established open-hearth process has shrunk from 75 per cent to 38 per cent. In the whole history of the development of high temperature metallurgical smelting processes there has never been anything remotely approaching this. The other development, the application of electric power for the generation of high temperatures has not had the impact of the oxygen injection process but I believe that what we should call the electric smelting revolution in metallurgical processes has very far-reaching ramifications for steel production and other pyrometallurgical processes. This may seem a bold and brash statement but it must be remembered that the oxygen injection process constitutes a link in the chain critically dependent upon the production of vast tonnages of molten iron from very large modern blast furnaces. The Achilles heel of this chain of processes, upon which such a large percentage of the world's supply of steel depends, is the availability of metallurgical coke in turn dependent on natural resources of coking coal. Without any exception each industrial country in the world faces a shortage of resources of coking coal and in some cases a critical shortage. Certainly within the present century the major iron and steel producing countries of the world will face this critical shortage of coking coal and major modifications to steel making processes will become inevitable. W. F. Cartwright (Deputy Chairman of B.S.C) said recently that there are considerable doubts as to whether the world will be able to provide enough coking coal to meet world steel demands from the late 1970's onwards if the B.F.remains the main means for making iron from ore. This is one of the supreme ironies of the world metallurgical situation to-day when the technology of iron and steel production has reached an extremely high peak of technical efficiency. The newest modern iron blast furnace capable of producing 6 000 to 8 000 tons per day of molten iron represents probably the most efficient piece of high temperature metallurgical plant and operation known to man. The conversion of this molten iron into steel by the oxygen injection process has made available to the engineering industry steel of a quality and at a price which is quite remarkable. Yet this vast metallurgical pyramid rests on the completely insecure and uncertain foundation of inadequate world resources of coking coal. The shortage of reserves of coking coal in this country is acute and it is possible that these resources will be exhausted within the next twenty years. Yet unless some completely unexpected catastrophe occurs the demand for steel in this country will probably rise at a faster rate than in the Western world due to the expansion of the Bantu population and the increased standard of living. To offset the inevitable shortage of coking coal are our much greater resources of bituminous coal which although of low grade provide a suitable fuel for electric power generation. The geographical disposition of the coal fields in relation to the great industrial areas of the Transvaal makes it inevitable that the development of the pyrometallurgical industries must depend heavily on electric power. The position in this country with regard to electrical power generation and consumption is rather anomalous. Per capita consumption of electric power is high - in 1964 almost twice the world average of 870 KWH and twenty-five times the average of 34 KWH for the Continent of Africa. In 1964 fifty-four per cent of the total world electric power was used in industry - the ratio being approximately 1/9 mining to manufacturing uses. As shown in Table I in 1969 67.2 per cent of the total output of electric power from ESCOM was used for mining and other industrial uses but almost in the ratio 6/4 mining to industrial uses. These figures emphasise the enormous importance of the mining industry to the economy of this country and underline the major contribution made by the gold mining industry. What is of very significant importance is that although the mining industry remains by far the largest single consumer of electrical power the consumption of power for industrial uses is rising rapidly as shown in Table II.

Debswana together with ADP as their design partner have embarked on an RDP project at Jwaneng Mine. The objective of the project is to install a 2 million ton per annum mineral processing plant that will fast track the recovery of diamonds from the Debswana tailings resource to ensure maximum return on investment for the company. Due to the prevailing economic conditions Debswana has had to review the way they used to build plants in the past and consider simple, fast and effective ways of doing things. The rapid deployment plant concept is therefore the most suitable means of achieving this objective. Debswana is also considering an operating partner who will operate far more efficiently and cheaply compared to the larger more cumbersome and less agile Debswana.

The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.

While the refractory lining contains the process on a steady-state basis, the tap-hole must provide a channel for transport of molten materials at discreet intervals, with thermal cycling as routine. The tap-hole introduces a discontinuity in any lining, and this fact can lead to failure in the region around the tap-hole before general lining failure occurs. Hence there is a need for a rapid and reliable tap-hole repair technique that can be readily implemented in conjunction with all types of linings. The UCAR®V Repair supplied by GrafTech is a durable solution capable of repairing all types of lining designs and has been extensively utilized in the ferroalloy industry. More than 20 UCAR®V Repairs have been successfully performed in South Africa alone. This paper describes the system in general and reviews recent repairs and their unique challenges.
