Rock mechanics benefits of stope support in deep-level mining originate principally from the ability of the support to resist relative movements between the hangingwall and the footwall. While the role of stabilizing pillars and backfill on reducing the energy release rate (ERR) at the face is well understood on the basis of elastic behaviour of the rock mass, the effect of support on controlling movement of fractured ground around deep-level stopes has not yet been thoroughly studied. As part of a programme of studying the behaviour of this fractured ground, geophones were placed 10 m from the face on the roof and floor of a longwall stope in which packs were used as supports. It was found that differential movement between the roof and floor generally exceeds average stope movement during a seismic event. Conventional support therefore transmits very little seismic energy; this is expected to remain true until complete convergence occurs. In backfilled stopes, backfill can become at least as stiff as the fractured wall rock. This will have the effect of reducing the length of the hanging- wall beam. Amongst other rock mechanics considerations, a shorter hanging- wall beam should: (i) increase the resonance frequency of the hangingwall and thereby decrease the levels of vibration for seismic events with M > 1,0; (ii) reduce absolute vibration levels by increasing the mass of rock immediately adjacent to the stope which is shaken by seismic waves; and (iii) reduce differential movement between the roof and floor and thereby reduce cyclic strain on the backfill and on gully support.

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

The estimation of local recoverable reserves using the widely spaced exploration drill hole information in an open-pit mine is probably one of the most difficult tasks in ore reserve estimation. The difficulty of this problem is magnified if the grade distribution is highly skewed, such as in a gold deposit. This paper describes the results of performance comparison of three different kriging techniques in an open-pit gold - silver deposit. The three different kriging techniques compared in their local recoverable reserve estimation capabilities are: (1) lognormal kriging, (2) indicator kriging, and (3) probability kriging. For performance comparison, the predictions are compared with the actual recoverable reserves determined from blast hole information. Based on the results from one test bench, both indicator and probability kriging performed better than lognormal kriging, perhaps owing to samples not being truly lognormal. Between indicator and probability kriging, probability kriging results were definitely superior to indicator kriging results.

A geostatistical simulation of a typical mining site for polymetallic nodules in the North Pacific Ocean is presented. This is the first stage in the design of an industrial mining system. Two variables which have a major effect on the orebody's economic potential are considered, namely: the maximum slope of the ground inside a mining block of 50 x 100 m; and the average quantity of nodules on the same support. Two geostatistical problems have emerged in this study. The first is due to the lack of a change of support model for the maximum of a variable. A provisional solution, considering an experimentally accessible 'equivalent' support, is proposed. The second is due to a non-linear link between the two variables. To be able to take this into account in the simulation, we propose a new method based on the decomposition: X = E(X/Y) + Residue (X). Satisfactory results were obtained with this approach.

Expert Systems Technology (EST) is becoming more and more widespread in both its range of applications and the public interest. It appears to be capable of performing tasks unmatched by other techniques. Within the mining industry a large body of unsolved problems now appear to have a solution. This paper examines the current state of EST both in the context of the history of Artificial Intelligence and current efforts at building mining expert systems. It provides recommendations for those wishing to get involved, and outlines the problems for those who believe that expert systems are capable of anything and everything. The paper also provides a detailed analysis of limitations of current EST that must direct research into more fundamental, commonsense areas than have been extensively covered before.

Zircon (ZrSiO4) is the most frequently found zirconium ore occurring in heavy mineral sands, from which it is extracted as a co-product in the production of ilmenite and rutile. Estimated world reserves of zircon are 124 million tonnes, highest in Australia (around 56 million tonnes), followed by Mozambique (15 million tonnes), India (12.6 million tonnes) and South Africa (12million tonnes). Zircon finds its application in ceramics (54%) and refractory industries (14%), which account for 68% of zircon?s total world consumption of 1.20 million tonnes. The rest (32%) is consumed in foundry, TV glass, zirconia chemicals and other applications. It is a long recognized feature of the zircon industry that supply is totally dependent upon the concurrent production of titanium minerals. But in recent years, several new developments such as the discovery of zircon-rich mineral sands in Australia, the continuing trend of higher prices of zircon and increase in trade of lower quality zircon have changed the scenario. These factors have prompted more intensive efforts to increase the recovery of zircon, particularly in the process for separating zircon from alumino-silicate minerals. Tata Steel?s proposed heavy mineral sands deposit contains on an average 10% heavy mineral content and 15% slimes of the size below 63 micron. Mineral assemblages of the resource contain65?70% ilmenite, 4?6% rutile, 4% zircon, 16% sillimanite and other minor minerals. Wide size range and tenacious iron oxide coating are the inherent characteristics of this deposit. High concentration of sillimanite among the non-magnetic heavy minerals and heavy surface coatings on the minerals are challenges for high recoveries and production of premium grade zircon. This paper outlines various process steps that were taken at pilot plant stage to produce zircon of premium grade and subsequently develop the appropriate flow-sheet.

"The creation of mine excavations alters the stress distribution in the surrounding rock mass. In modern mining, resin-grouted rockbolts are used as a means of support in order to redistribute stresses and reestablish equilibrium in the rock mass. The success of resin-grouted rockbolting depends on the design of the system and the correct installation of the support units.The support design and rockbolt installation procedure at a platinum mine in the Bushveld Complex were investigated. A number of issues that resulted in poor installation were identified, including resin admixture, incorrect length and orientation of support holes, over- or under-spinning of the resin, and incorrect rockbolt tensioning. The support design used at the mine was reviewed and its limitations identified. A number of recommendations were made for optimizing the support design by reducing the diameter of the drill bit and reducing the length of the support holes. These changes will enable the mine to use different combinations of resin capsules. Implementation of the proposed changes will lead to a significant reduction in the cost of installation per support hole, as well as improve productivity and safety.IntroductionThe creation of any mine excavation disturbs the virgin state of stress in the Earth’s crust. This results in stress concentrations that interfere with the stability of the rock mass surrounding the excavation. It is essential to modify the internal behaviour of the rock mass surrounding excavations in order to reinforce the ground and stabilize excavations. Resin-grouted rockbolts are extensively used for this purpose. Esterhuizen (2014) stated that when effectively installed, the rockbolt exerts a clamping force and a bonding strength that keeps the rock mass together. This increases the cohesive strength of all discontinuities in the rock mass and enhances the stability of the excavation. Poorly designed and installed ground support is ineffective and constitutes a safety hazard. It is therefore crucial for every mine to ensure that any form of ground support is designed and installed correctly. This research evaluates the installation of resign-grouted rockbolts and identifies challenges and solutions for improved safety as observed at an operating hard rock mine. The support design used at the mine was reviewed and the design parameters optimized. The outcomes will enhance the efficiency of support and minimize the costs associated with the installation of resingrouted rockbolts."

The Los Bronces Development Project (LBDP) was approved in October 2007 by the Anglo American plc Board at a capital cost of some US$1.74B, and is scheduled to be completed by the end of 2010. The project represents a big step forward for the Los Bronces mine since it will increase the treatment rate by 140%, the mining rate by 64% and almost double copper production during the first four years of the project. This economy of scale will also position Los Bronces as a much bigger and efficient mining operation, better prepared to face adverse market scenarios and allowing Anglo to consolidate its position in base metals. The project addressed numerous scope alternatives such as plant capacity vs mine capacity, cut-off grade strategy to maximise value based on the existing flotation and leaching process, cutback strategy, etc. Main infrastructure aspects of the project are as follows: ?Dump area with 2400Mt capacity for waste and low grade material ?Mining equipment: 1 x electric shovel, 12 x 300t trucks, 1 x drill ?Primary crusher: 60? x 89? ?Three new power lines (144MW capacity) ?Grinding plant at 87kt/day nominal capacity (includes a 4.3km tunnel with a regenerative conveyor belt) ?Grinding plant: 1 SAG mill 40? x 25?, 2 ball mills ?Slurry pipeline (52 km from grinding to flotation plant) with five choke stations ?Flotation plant (rougher, cleaning, regrinding circuits and molybdenum flotation). The history of Los Bronces started in 1867 when it was discovered. In 1978 ENAMI (Government company) sold Los Bronces to Exxon for US$112M. The same year a snow avalanche destroyed San Francisco Flotation Plant. In 1979 the plant was rebuilt at 4.9kt/day and from 1979 to 2002 several plant expansions were made up to 54kt/day capacity. In 2002 Anglo acquired Los Bronces for US$1.3B. The 2002 resource and reserve statement showed reserves at 459Mt at 1.02%CuT and resources at 780Mt at 0.80%CuT. The 2007 statement shows reserves at 1,480Mt at 0.67%CuT and resources at 1,644Mt at 0.45%CuT. Defining the size of a plant expansion is the key challenge that any expansionary project faces. The scope of this paper is a general review of the project, describing all the mining techniques that were used to define the best options that maximise value. In this context, a range of plant capacities (from 58 to 230kt/day) combined with a range of mining capacities (from 83 to 166Mt/a) were evaluated in detail, defining for each option a mine plan, Capex and Opex, and cut-off grade strategy for flotation and leaching processes and the associated Net Present Value (NPV) that was used as the selection criteria. The Los Bronces mineral resources potential provides good growth opportunities for the mine beyond LBDP implementation, offering an exciting invitation to continue studying new initiatives that maximise the value of this deposit.

Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) The generation and control of manganese sulphide particle size distribution using various mixing configurations were investigated. Specifically, this paper discusses how varying mixing intensities on a macro and micro scale affect the resultant manganese sulphide particle size distribution (PSD) at a constant concentration. The mixing variations were achieved using various Y- and T-mixers as premixing devices into a jacketed, agitated vessel. The reagents used to generate the seeds were aqueous manganese sulphate and sodium sulphide solutions. The results showed that the absence of micromixing resulted in very poor control of the particle size distribution, the particle size and the number of particles produced. This was due to the fact that the macromixing time is much greater than the corresponding precipitation time, resulting in different mixing regions existing within the reactor. From the micromixing experiments, the T?mixer was found to be the most effective mixing device at lower concentrations due to the T-mixer providing a faster mixing time than the other mixing configurations, thereby effectively localizing the supersaturation and hence controlling the precipitation. The results obtained from the direct addition without the extension pipe (i.e. short mixing time) indicated a general increase in mean particle size and decrease in total particle number at reagent concentration of 0.007 mol.dm-3as compared to the corresponding micromixing experiments. The phenomenon may be due to incomplete crystallization at the immediate exit of the mixing device. Further experiments need to be conducted before any conclusions can be drawn about the precipitation mechanisms.

Until 2000, pricing involved profit taking and cost covering combined with limited global published information. Market information was mostly subjective in nature and large resource companies benefited exclusively from aggregated company information and data. The market constituted producers and consumers only. The nineties saw massive cost cutting drives and re-engineering initiatives and this underwrote the structural changes evident in the late 1990s? economy. This supported South African producers on the international FOB cash cost curve, and ensured profitable coal mining operations. As the debate on relative scarcity of fossil fuels ensued, producers and buyers looked to the developing terminal coal market for direction. The much needed direction was provided when the API coal indices were developed and derivative trading was embraced to include financial institutions, trading houses and hedge funds. The liquidity of coal trades increased rapidly and vastly and market information became obtainable on a daily basis. Interpretation of current and future coal prices became available to all market players and contributed to the sophistication of the market that is now able to participate in risk management of prices, capital expenditure and brownfield developments.

The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. Global trends stipulate the need to optimize existing assets while reducing environmental impacts. This paper illustrates the procedure that was followed to achieve such goals at one of the coal burning flash dryer units at an Anglo American smelter. An in-depth study of the process and related literature led to the development and installation of a revised control philosophy. This system includes modifications to the existing regulatory control structure as well as a hybrid rule-based and model-predictive advanced process control (APC) layer. Since commissioning of the APC, this flash dryer?s average throughput has increased by more than 6%, despite higher feed moistures. Furthermore, even though coal consumption has increased slightly, operating efficiency has improved by close to 5%. This was made possible by improving stability of the drying column outlet temperature by approximately 40%, which in turn enabled selection of a more optimal setpoint. Recent data has shown that APC utilization now exceeds 95%. This is indicative of a successful controller installation with good site acceptance. The same philosophy has therefore since been rolled out to most of the other flash dryers in the group.

This paper discusses the mine planning process for Letseng diamond mine in the Kingdom of Lesotho, in conjunction with the various software packages used during the process. The major pillars of the long-term mine planning process at Letseng are pit optimization followed by pit design and scheduling. Letseng uses Gemcom Whittle and GEMS for pit optimization and design and Runge XPAC for scheduling. The output of the mine planning process results in the generation of published mineral reserves and provides input into the Letseng overall business plan. Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.

Two backfill systems have been developed on West Driefontein, namely the centrifuge dewatered tailings system and the cyclone-classified tailings system. Modifications to the two systems since the publication of the original paper (Close and Klokow, 1985) are discussed in addition to the results obtained. Considerable experience has been gained from the operation of the centrifuge dewatering units as well as the placement of dewatered tailings in a difficult mine environment. The centrifuge dewatered tailings method has proved successful in the extraction of a highly stressed block of ground at No. 5A Sub-vertical Shaft. The utilization of backfill support in this area made it possible to dispose of a high-grade barrier pillar. This pillar was considered necessary prior to the introduction of backfill support. The recovery of the gold from this pillar made the use of dewatered tailings backfill cost- effective, despite high labour and maintenance costs. Current experience with the bagfilling method of placing cyclone- classified tailings indicates that it is viable and requires considerably less capital investment. Although expensive at present, it is envisaged that costs will decrease once cheaper bags and other forms of stope support are used. The placement of backfill in small-diameter sausage-type bags requires no change in mining cycle and allows the backfill to be placed close to the stope face. Both backfill systems are being expanded but preference is to be given to the cyclone-classified tailings system.

The South African democratically-elected government instituted policies and legislation that are intended to bring about change and transformation in the country and have drastically affected different industries, among others, the mining industry. The Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) and the Broad-based Socio-economic Empowerment Charter (Mining Charter) were introduced in order to redress previous inequalities and to promote women's employment in the mining industry. This research evaluates the practical implementation of the MPRDA and the Mining Charter with specific reference to women in underground mining. A quantitative research paradigm was used. Data were collected through a process of a face-to-face interview surveys utilizing a structured questionnaire. The research setting was limited to the platinum-mining industry in the area of Rustenburg in the North West Province. The study population consisted of 195 available women working undergound at the mine. It is clear from the findings that mining companies are facing major challenges in their attempt to incorporate women in underground mining activities. Company policies regarding these issues must be firmly in place; however, the challenge lies in the translation of these policies into practice. In this regard, managers will have to play a leading role in the successful phasing in of women into the underground mining arena.

"Understanding the influence of feed material mineral assemblage on spiral separation is paramount for the successful and consistent operation of a spiral plant. Plant stability is required to maintain high recovery of valuable heavy minerals (VHM). Standard material analysis methods used in the heavy mineral industry to evaluate spiral separation behaviour are unable to quantify performance differences in the case of large variations in feed assemblage. This study illustrates a systematic approach to evaluate spiral separation performance. This technique was applied on a four-stage spiral plant. The performance information was used in a circuit simulation to clearly illustrate the importance of correct setting of the spiral splitter position and resulting spiral mass loading to ensure optimal circuit stability and maximum VHM recovery.IntroductionHeavy mineral sands deposits generally consist of naturally fine-grained, free-flowing sand due to the way in which the deposit was formed. The size of the heavy minerals market is roughly 8 Mt/a of zircon and titanium combined (Iluka, 2013). If an average combined feed grade of 5% zircon and titanium and an average combined overall product recovery of 80% are assumed, the resulting run-of-mine feed tons that would require primary spiral beneficiation is 200 Mt/a. The number of spirals required for the processing of this material, assuming 6500 operating hours per annum, an average of 2 t/h per start, and the same number of rougher spirals as other duty spirals, is over 30 000 spirals for the heavy mineral sands business alone. These numbers clearly illustrate the importance of the spiral in the heavy mineral industry.The aim of a spiral plant in the primary processing value chain of a heavy mineral process is to reject non-valuable quartz (a light mineral) from various valuable heavy minerals (VHM). The product from the spiral plant is a heavy mineral concentrate that has a reasonable grade (more than 90% heavy minerals) at a reasonable heavy mineral recovery (greater than 90%). This benchmark is fairly easy to achieve if all the mineral particles are well liberated (as in the case free-flowing sand), the feed is properly deslimed (-45 µm fraction removed to less than 5% of the solids mass), and the spirals are fed within design solids concentration (water to solids ratio) and design spiral load (dry tons per hour per start)."

The aim of this research was to investigate the effect of coke particle size on the thermal profile of the charge bed in the sintering process of iron ore. Six different ranges of coke particle size that could be used in practice in the sintering line of Esfahan Steel Company (ESCO) were used while parameters such as ratios and particle sizes of other ingredients, ignition temperature, and suction power were kept constant. Thermal profiles were obtained by measuring the temperature changes at three points in the sintering bed. The influence of coke particle size on rate of temperature rise, maximum temperature of the sintering bed, and the flame front velocity of the sintering bed was determined by analysing the thermal profiles. Moreover, the cold strengths of the sinters were measured using the Tumbler method. The results indicated that the coke particle size has a significant impact on the thermal properties of the sintering bed. Based on the results, a coke particle size between 0.212 mm and 3.350 mm was determined as the optimal range for the specific conditions in the sintering line of ESCO. Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

Ruhrkohle in West Germany evaluates and compares the net present values of long-term periods from its coal mines by a computer assisted long-term planning system. Two main parts of this system are computer programs for the prediction of: (a) mineable reserves and their distribution in longwall panels as a function of dependent geological variables; (b) daily outputs and costs of longwall panels as a function of dependent geo- logical, layout and operational variables. This paper describes the investigations, which ended in the above computer programs: ? the collection of information from past workings and their organization in databases; ? the statistical evaluation of the databases, and ? the resulting correlation formulas. The correlation formulas vary the mean dependent variables as a function of independent variables which can be indicated with high reliability for planning projects in the long run. The system thus serves the purpose of facilitating long-term planning and excluding biased individual judgement of local planning staffs.
