Use of Salamon's stability criterion in underground mine design can prevent the occurrence of catastrophic domino-type pillar failure. Evaluating the criterion requires computation of the local mine stiffness and knowledge of the post failure behavior of pillars. This paper summarizes the status of the practical use of this important criterion and suggests important research to improve our capabilities. Analytical and numerical methods are used to compute the local mine stiffness. Work to date in computing local mine stiffness relies mainly on elastic continuum models. Further work might investigate local mine stiffness in a discontinuous rock mass using alternative numerical methods. Existing post failure data for coal pillars are summarized, and a simple relationship for determining the postfailure modulus and stiffness of coal pillars is proposed. Little actual postfailure data for noncoal pillars are available; however, numerical models can provide an estimate of post failure stiffness. Important factors controlling postfailure stiffness of rock pillars include the postfailure modulus of the material, end conditions, and width-to-height ratio. Studies show that the nature of the failure process after strength is exceeded can be predicted with numerical models using Salamon's stability criterion; therefore, a method exists to decrease the risk of this type of catastrophic failure. However, the general lack of good data on the postfailure behavior of actual mine pillars is a major obstacle. Additional back-analyses of failed and stable case histories in conjunction with laboratory testing and numerical modeling are essential to improve our ability to apply the stability criterion.

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

Several experimental programs were conducted at the Pittsburgh Research Center to investigate the level of mine fire detection and alarm capability possible using state-of-the-art technology. These programs involved comparison of the response and alarm time of optical and ionization type smoke sensors to smoldering and flaming coal combustion in a smoke chamber. Coal combustion experiments conducted in the smoke chamber demonstrated that a CO concentration of 5 ppm above ambient corresponded to an optical density of 0.022m1. For the four smoke sensors for which a continuous analog signal was available, a smoke sensor alarm was defined as the average background signal plus ten times the peak-to-peak noise. This alarm criterion resulted in the association of the alarm for three of the four sensors with a smoke optical density of 0.022m-1. and 0.033m-1 for the fourth smoke sensor. The smoke sensors used in the smoke chamber studies were incorporated into large scale diesel fuel fire experiments conducted under normal ventilation conditions in the Safety Research Coal Mine (SRCM) at the Pittsburgh Research Center. These experiments showed that a diffusion mode smoke sensor alarmed earlier than a diffusion mode CO sensor; and, based upon the measurement of the optical transmission at the location of a pump mode ionization type smoke sensor that a pump mode ionization smoke sensor alarmed at an average smoke optical density of 0.021m" for the twelve experiments conducted. A series of 30 and 330 kW diesel fuel fire intensity experiments were conducted under zero airflow conditions in the SRCM. It was determined that :(I) thermal sensors are inadequate at 30 m from a 300 kW fire;(2) a diffusion mode ionization smoke sensor can be more effective for mine fire detection than a diffusion mode CO sensor;(3) recommendations can be made for sensor spacing in a mine entry based upon the measured CO buoyancy induced spread rates along the mine roof and the time for a developing coal fire to ignite a conveyor belt.

The purpose of this US. Bureau of Mines study was to assess the ability of trainees to don an unfamiliar self-contained self-rescuer (SCSR) after having become familiar with how to put on a different type of apparatus. Prepractice instruction was the same for all individuals learning to put on a device: a step-by-step, hands-on talk-through using the "3+3" method. Subjects were assigned to groups that had their initial donning instruction derivered on either the Draeger QXY-SR60B or the CSE SR-100. Trainees' performances were then evaluated using the other model. Donning trials were analyzed using a number of measures. It was found that SCSR design had a moderate influence upon how well the doming task transferred.

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. "Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The two major lung diseases of miners are "blacklung" and silicosis. Blacklung, or pneumoconiosis, was first recognized as a disease of British coal miners in the 1600s. However, investigations into the cause of blacklung disease did not begin until the 1900s. The causative agent of pneumoconiosis in coal miners was thought to be silica until studies in the United Kingdom provided evidence that expo- sure to coal dust containing minimal silica could also cause pneumoconiosis. In the Federal Coal Mine Health and Safety Act of 1969, coal workers pneumoconiosis (CWP) was defined as "a chronic dust disease of the lung arising out of employment in an underground coal mine." Diagnosis of CWP is generally based on chest x-ray findings and a patient's history of working in coal mines, usually for 10 or more years. In its early stages, CWP is called "simple CWP." Miners with simple CWP are at increased risk of developing an advanced stage of the disease, called "progressive massive fibrosis" pMF) or "complicated CWP." PMF (complicated CWP) is associated with significant decreases in lung function and oxygen- diffusing capacity. PMF is also associated with breathlessness, chronic bronchitis, recurrent chest illness, and episodes of heart failure. Coal miners with silicotic lesions or PMF have an increased risk of tuberculosis and other mycobacterial infections. PMF may progress even in the absence of further dust exposure. This disease is also associated with increased mortality (National Institute of Occupational Safety and Health [NIOSH] 1995). The most recent study to determine the prevalence of CWP in coal workers was in the mid- 1990s. The average prevalence of CWP was 2.8%, but for those with 30 or more years in the industry it was 14%. For the 10-year period from 1987 to 1996, 18,245 deaths were attributed to CWP. The most frequently recorded occupation on the death certificate (70%) was mining machine operator (NIOSH 1999). Silicosis may develop when inhaled respirable crystalline silica (quartz) is deposited in the lungs. The clinical diagnosis of silicosis is based on (1) recognition by the physician that the level of silica exposure is adequate to cause the disease, (2) the presence of chest radiographic abnormalities consistent with silicosis, and (3) the absence of other illnesses (e.g., tuberculosis or pulmonary fungal infection) that may mimic silicosis. The radiographic patterns are often the same for CWP and silicosis; thus, these diseases are sometimes distinguishable only by work history or pathological examination. Chronic silicosis commonly involves 15 or more years of exposure to silica. The characteristic microscopic feature is the silicotic nodule. Chronic silicosis is often asymptomatic and may manifest itself as a radiographic abnormality with small, rounded opacities of less than 10 mm in diameter, predominantly in the upper lobes. Lung function may be normal or show mild restriction. Chronic silicosis is also associated with a predisposition to tuberculosis and other mycobacterial infections and with progression to complicated silicosis.

"Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

"The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

"INTRODUCTION The Peerless mine was examined by W. R. Storms, an engineer of the Bureau of Mines, on June 2, 1944, in conjunction with a mineral survey of the adjoining For Bayard Military Reservation. Storms again studied the mine on January 13; 15 and 16, 1945, to determine the possibilities of finding new ore reserves to replace these depleted by mining. A project to explore the Peer-less vein at depths below and to the south of the principal mine workings was proposed. Special attention was given to the possibility of exploring favorable beds in the Magdalena and Lake Valley limestones at points near the Peerless fault.The proposed project was approve and exploratory work started on January 2, 1946, and was completed on June 5, 1946. The mine was not in operation during the project, and all equipment had been removed."

"Waste Granite in the Barre, Vermont, District: Waste in the great granite center at Barre, Vermont, consists of three types of material, the rough blocks rejected at the quarries on account of imperfections, the chips or spalls resulting from trimming and dressing at the cutting plants, and the granular and pulverized material from the dust collectors. The waste piles at the quarries of are immense proportions and constitute a serious handicap to quarrying in that they cover up good rock deposits, and are also so large that waste disposal becomes more and more expensive. The problem of utilization of such waste material is a topic of keen interest to all granite producers.Barre is not situated on a water route, and thus transportation costs prohibit the shipment of waste blocks for rip rap or ballast. Crushing plants use a small amount of this material for road construction, but aside from this, the waste is practically valueless.Investigators of waste utilization problems are awaiting with interest further information concerning an enterprise undertaken at Montpelier, Vermont, to utilize crushed granite for the production of brick similar to sand-lime brick. Granules of granite are mixed with lime, moulded, and hardened under steam Pressure, The brick produced are said to be of excellent quality for structural Purposes.There seems to be no logical reason why waste granite could not be utilized for the manufacture of building stone, and paving blocks, for many of the defects which condemn a stone for monumental purposes are not at all detrimental for building or street paving. F or the most part, monumental stone workers are not particularly interested in other branches of the granite in-dustry, and a combination of industries such as that suggested"

"A New Mica Company in China A report has been received from the American Consulate at Chungking, China, to the affect that a new company has been organized to operate a mica mine north of Ta-chien-lu, in the province of Ssu-Chuan. The company, which is entirely under Chinese management and control, has a working capital of $10,000. While comparatively new, the mine has been worked before, and apparently with some success. The mica is said to be of good quality. It is claimed that the deposit will supply a limited amount of mica that will cut in pieces a foot square or over, and larger quantities of smaller sizes. The chief difficulty is transportation, for it is reported that a ten days' journey, part of it over mountain trails, will be necessary to transport the mica from the mine to Yachow, the nearest practical waterway. It is probable, therefore, that the output of the mine will be limited.Necessity for Careful Trimming and Grading of MicaA recent report to the Department of Trade and Commerce, Ottawa, Canada, by Acting Trade Commissioner C. G. Venus, London, England, contains information which is of vital interest to mica producers in the United States. It is pointed out that mica exports from Canada to England show a gradual decline dur¬ing recent years, the figures being as follows: 1913- 1,383 cwt: 1914 - 1,225 cwt: 1915 - 1,864 cwt: 1S16 - 879 cwt: 1917 444 cwt: 1918 - 480 cwt. Shipments from India to England, on the other hand, show a steady increase from 40,178 cwt. in 1913 to 66,401 cwt, in 1918."

In the course of investigation now in progress by the Bureau of Mines into the nature of " gum forming" constituents of gasoline , several gasolines and other petroleum products were heated in a small bomb , and pressures of considerable magnitude were developed . As the Bureau has received many inquiries for data showing the pressure that may be developed in a still when gasoline or other oil is subjected to elevated temperatures , it was thought advisable to record the pressures observed at various temperatures in the course of this work . data were merely a by- product of the main investigation . These Gasoline and similar products are very complex mixtures , and it is difficult to determine accurately the true vapor pressures , hence the vapor pressures of the oils used in these tests have not been studied in detail , but the data obtained may be taken as representative of the pressure- temperature relations of the various oils in commercial work.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

"The dust/lung research of the Center has several long-range objectives:* better methods for the early diagnosis of coal workers' pneumoconiosis (CWP);* methods to modify the disease process;* tests to identify toxic products; and* tests to identify individuals with heightened susceptibility to pneumoconiosis.A major immediate objective is to define the mechanism of dust-induced lung disease. This means determining:* dust characteristics that are important in causing lung diseases;* important interactions between dust and lungs; and* earliest detectable stages of the disease.Several of the Center's projects involve exposing lung cells in culture (in vitro) or animal lungs (in vivo) to samples of the suite of characterized mineral dusts described earlier. The responses of the lung cells or tissues to the dusts are being studied in order to better understand how inhaled dusts cause lung disease.One project is studying the effect of dust exposure on the production of mucus by rat tracheal explants in vitro. Mucus is a major factor in clearing inorganic dusts from the lung. Results thus far have shown that exposure of tracheal cultures to coal dust caused a decrease in micin production in comparison to parallel cultures without dust. To examine the effect of in vivo coal dust exposure, rats were maintained in an inhalation chamber for two weeks, and control rats were in an identical, but dust-free chamber. Tracheal explants results indicate that the effect of in vivo dust exposure is similar to that noted in the in vitro experiments.Pulmonary alveolar macrophages (PAMs) are a key component of the lung's response to inhaled particulates, and they play several important roles in pulmonary inflammatory and repair processes. PAMs are the cells that actually ingest dust particles. Other studies have shown that they play a critical role in the development of silicosis and asbestosis. The Center is studying the effect of dust exposure on the release of oxygen free radicals (superoxide) by PAMs. Intercellular production of superoxide occurs when PAMs phagocytize particles, such as inhaled bacteria, and is an essential mechanism by which PAMs kill ingested, bacteria. A number of complex physiological events occur during this process which are not clearly understood. It is thought that PAMs containing indigestible materials, such as mineral dusts, overproduce superoxide, or inappropriately release it into the surrounding tissues. If true, this would cause toxicity to surrounding lung cells by peroxidation of the lipids in the cell membranes. In vitro exposure of PAMs to low or high doses of kaolin is inert. Preliminary studies indicate that coating the quartz particles with a surfactant reduces toxicity."
