Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

The extraction of metals from coal ash was investigated by the Bureau of Mines in an effort to produce a more environmentally acceptable waste and offset waste disposal costs with recovered metal values. The research was conducted in two steps: determination of the parameters that affect extraction of metals from coal ash and development of extraction-recovery procedures. Data obtained indicate that the major parameter affecting the extraction of metals from coal ash is the calcium content of the ash. Other parameters such as furnace type and operating temperature had much smaller effects on metal extraction. Two procedures were studied for metal extraction: an acid leach procedure for high-calcium ashes and a lime sinter-acid leach procedure for low-calcium ashes. An alumina product was recovered that, with sufficient washing, meets Hall cell specifications. The leach residues pass the EPA EP Toxicity Test and are thus nonhazardous wastes available for a variety of uses.

The Bureau of Mines conducted laboratory batch and small-scale continuous tests on samples of silt from the Nolichucky Reservoir near Greeneville, Tenn., to develop a process for the recovery of commercial-grade muscovite concentrates. Using a combination of Humphreys spirals for preconcentration followed by cationic flotation, 94.5 percent of the muscovite was recovered in a product containing 96.5 percent muscovite.

This is one of a series of circulars dealing with mining methods, practices, and costs. It describes the method of sinking a shaft 60 inches in diameter with a shot drill, as employed at the Idaho Maryland mine, Grass Valley, Calif. The operation involved a great deal of experimentation in applying the shot-drill method to large bore drilling, overcoming mechanical and other difficulties which developed during sinking, and developing operating technique. Under such circumstances, costs are obviously higher than they would be after the pioneer work has been done, but even so, these actually obtained compare favorably with costs of sinking by more conventional methods. The modified perchloric--EDTA method devised by the Bureau of Mines for the determination of copper in high-grade samples gives results that are more precise and more accurate than those from the classical sulfuric-iodometric method. Although the perchloric--EDTA method is more costly than the conventional method, the savings in time alone largely offsets this difference. Specifically, the modifications wade in the more conventional procedure comprise (1) use of perchloric acid instead of sulfuric acid for dissolution of copper minerals, (2) precipitation of copper as copper sulfide from dilute perchloric acid solution, (3) wet oxidation and dissolution of the precipitated copper sulfide, (4) use of larger amounts of indicator than those employed in the Schwarzenbach method of titrating low-tenor copper solutions with disodium ethylenedinitri10-tetraacetate and murexide indicator, and (5) use of refrigeration to partially stabilize aqueous solutions of the indicator.

Develop a lightweight, portable device for use in mines for non-destructive testing of resin grouted roof bolt bond integrity. Approach A unique, intrinsically safe, electronic instrument has been developed that determines the holding quality of a fully grouted roof bolt by testing the integrity of the resin bond to both the bolt and to the surrounding rock. How It Works A measured pulse of energy Is sent Into the bolt by a piezoelectric transducer, and the instrument listens for reflected energy. Where the bolt is properly bonded, the energy passes from the bolt, through the resin, and out into the rock mass. A computer model of an existing mine ventilation system can be executed using data developed from ventilation survey results. This model can then be used to analyze and evaluate proposed modifications to the system. The acquisition of field measurements during a ventilation survey and the corresponding development of this information into computer input data have been discussed in detail in the preceding chapters. In this chapter, the data are used in computer-oriented analysis of the mine ventilation system. The PSU/MVS was selected for use because of its advanced capabilities. MINE DESCRIPTION The mine chosen for this application is located in Western Pennsylvania. The Pittsburgh coal seam, having an average height of 5-1/4 to 6-1/2 ft, is mined under approximately 300 to 500 ft of cover. The mine preparation plant and shipping facilities are located at the seam outcrop along a river; mining has progressed from the outcrop to an area about 10 miles from the pit mouth so that there are extensive worked-out areas through which access is maintained to the current mining area. Coal haulage is by conveyor to an underground transfer point, located four miles from the pit mouth, and then by high speed rail haulage to the preparation plant. The rail haulage link is scheduled for replacement by a conveyor in the near future. Mining at the present time is limited to the room and pillar method using continuous miners. Longwall mining had been attempted in the past with only limited success; as a result, several panels originally laid out for longwall mining are currently being extracted by room and pillar work. Identify specific sources and the relative levels of contribution of various components of longwall shearer operations to the total airborne respirable dust generated during mining. Approach A research investigation was conducted in two phases by the Bureau of Mines at five mine sites to identify specific dust sources and their relative importance during long-wall shearing operations. During phase I of the project the specific longwall mining elements identified for evaluation were: cutting, sumping, tramming, conveying, and moving roof supports. During phase II of the project, two dust sources were evaluated: clearance ring cutters cutting in six-inch web width increments, and loading operations. Investigation Results As a result of dust measurements, the gage cutters were determined to be the major dust-generating source on the shearer. These cutters, at 6-inch web depth, produce three times as much dust per unit volume as is produced at 30 inches full web depth. The following list of averaged values for the mines tested shows that shearer cutting generated averaged dust levels four times as high as those generated by conveying, and approximately five times as high as those generated in moving roof supports.

The Bureau of Mines conducted an investigation to improve the flotation response of coals that are difficult to wash by froth flotation. A literature survey and experimentation showed that, for the most part, refractory coals can be floated with oily collectors and frothers. Collector reagent consumption can be minimized and the selectivity of the flotation enhanced by assuring adequate, but not prolonged, reagent conditioning. Where flotation selectivity is especially poor, two-stage rougher-cleaner flotation is recommended. It was concluded that a major problem with refractory coals is predicting when they will appear in a flotation circuit so that supplementary flotation collectors can be added. Coal losses due to variation in the floatability of the feed might be reduced if a nonpolar collector such as kerosine or fuel oil is used along with a frother as general coal flotation practice.

Reduce the airborne dust generated in a longwall coal face. Approach Reduce the rotational speed and increase the depth-of-cut of the longwall shearer. How It Works An Anderson-Mavor AM500 double-ended ranging drum shearer was fitted with drums specially designed to accept the large picks required for this testing program. Change gears In the shearer allowed rotational speeds of the drums to be set at 35, 45, 55, or 70 rpm. As deep cutting removes larger coal fragments, the specific energy requirements of the operation are reduced and less surface area results. Dust generation and shearer power consumption are also reduced. The lower rotational speed minimizes the fanning action of the cutterheads and thus reduces the amount of coal fines that become airborne.

Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.

This report describes sampling and analytical procedures used for measurement of sulfates in diesel tailpipes and in the diluted exhaust within dilution tunnels. A variety of methods exist for sulfate analysis for such systems, including ion exchange. Two chemical methods used by the Bureau of Mines are described in detail. These are based upon spectrophotometric measurement of chloranilic acid using barium chloranilate. The procedures are rapid and relatively inexpensive. In general, ion exchange is preferred by many analysts for sulfate analysis. However, it is more complex and expensive than chloranilic acid procedures, which are adequate for exhaust analysis.

Develop a method for recovering phosphate from a wide variety of complex western phosphate materials, including low-grade ores, tailings, and unused fines. Approach A flotation technique is used for this broad type of extraction. The method includes depression of phosphate minerals and anionic flotation of carbonate minerals, followed by cationic flotation of silicate minerals. How It Works A slurry is prepared for flotation by sizing to remove a low-grade, high-impurity slime fraction. Depending on the material, further sizing and/or grinding steps may be used to produce a size concentrate or to remove gangue. The flotation feed is conditioned with H2SiF6 and a fatty acid emulsion. The H2SiF6 is absorbed chemically to the phosphate mineral surface, making it strongly attracted to water and preventing adsorption of the fatty acid. Under these conditions, the fatty acid is a selective collector for carbonate minerals, which are removed as a froth product. Next, the silicates are floated with an amine reagent added directly to the slurry without additional pulp preparation.

Approach Replace the flexible-cable or chain-type lower ladder steps, with steps that extend closer to the ground and do not sway when stepped on. Modify dimensions of entire ladder to new industry recommendations. How It Works New lower ladder steps are supported by side pieces made of pretensioned, solid-wound, coil springs fabricated from high strength steel. Unlike conventional crash-resistant steps, which flex or swing freely when stepped on, the spring supported steps can maintain the same inclination as the fixed upper portion of the ladder while supporting an average-weight operator. The steps are also highly resistant to collision damage because they yield on impact if rammed into obstructions such as rocks or berms. See photograph.

In 1999, 2,087 unplanned roof falls were reported from 841 mines. Nearly 55% of all mines reported at least one roof fall, and nearly 17% of the mines reported five or more falls. In order to investigate the variables that contribute to roof falls, the National Institute for Occupational Safety and Health (NIOSH) compiled a national database of roof performance from 37 coal mines. Geotechnical factors and their effect on roof fall rates were compiled from over 1,500 miles of drivage. The factor that is the best predictor of roof fall rate is the Coal Mine Roof Rating (CMRR). For a low CMRR (#30), almost all cases have high roof fall rates. Conversely, high roof fall rates are rare for strong roof rocks (CMRR $ 60). Roof fall rates were also higher in deeper mines, probably because of greater stresses. Intersections were much more likely to fall than roadways, and four-way intersections were more prone to fall than three-way intersections. In a controlled comparison of the effect of increasing bolt length on roof fall rates, it was found that longer bolts reduced the roof fall rates in 11 of 13 cases. A relationship between the roof fall rate, the intersection span, and the CMRR was also found. Finally, a systematic method for tracking roof performance and geotechnical variables was demonstrated.

Provide a low-maintenance, reliable means of generating bubbles and controlling bubble size for column flotation. Approach Commercial sparger systems used in flotation columns to process minerals provide only limited means of controlling the size of bubbles generated and the rate of air injection. Generally, these limitations are a detriment to flotation performance, particularly in recovering coarse or fine mineral particles. In addition, conventional bubble generation systems require frequent maintenance, often requiring shut-down of the column itself for repairs. To permit greater control of the bubble size generated in the flotation column and to eliminate the counter-productive problems associated with the operation of current air sparger systems, the Bureau of Mines investigated alternative methods for generating bubbles. Based on the investigation, an external bubble generation system was designed, developed, and laboratory and commercially tested.

Minimize airborne respirable quartz dust produced by continous mining machines. Approach Install a shovel-mounted underboom water spray system on the off-curtain side of the mining machine. Dusty air containing quartz is momentarily trapped under the boom, where it is captured by fine spray mist. The remaining dust cloud is directed immediately behind the curtain before it can migrate back to the machine operator's location. How It Works Previous studies have shown that most of the dust generated by continous mining machines occurs under the boon as the cutter head shears down. Develop improved blasting practices that can help to curb overbreak in highwalls at surface mines, thereby reducing the hazards of rock-falls to workers and equipment, The Problem The serious hazard in surface mining is the falling of rock from highwalls. Poor highwall stability is caused in part by geologic conditions, but often is aggravated by faulty blasting practices, where the explosive energy not only fractures the rock to be excavated, but also damages the rock that borders the excavation. This reduces the general stability of the hlghwall and increases the rockfall potential. The probability of injury to mine workers or damage to equipment associated with exposure to the highwall increases with the height of the highwall and the extent of its overbreakage. Most rockfalls occur in the first 15 days after a new highwall is exposed. This statistic is significant since most of the work below a highwall is done during this period. The area of greatest hazard is within 25 ft of the toe for rocks that fall vertically, and up to 90 ft from the toe for falling rocks that are deflected by the highwall during their descent, The workers most frequently involved in such accidents are dozer operators, ground laborers, and shovel operators or oilers.

The mineral industry in Burundi continued to be a minor contributor to the 1980 gross domestic product (GDP) estimated at $293 million in constant 1970 prices.2 Mineral export revenues, primarily from cassiterite, increased by a factor of 15 between 1979-80, reaching approximately $434,000 by yearend 1980. Gold, bastnasite, colombite-tantalite, and wolfremite continued to be exploited on a small scale, using manual and semimechanical methods. Despite a sharp decline in mining activities during 1979, attributed to a lack o? profitability and shortage of construction materials, the mining sector exhibited signs of recovery during 1980. The mineral exploration budget grew 32% over 1979 levels and was equivalent to approximately $42,000 in 1980. In addition, the Burundi Geographical Institute (IGE BU) was created in September 1980 and given responsibilities to collect cartographic, topographic, hydrogeologic, and other geomorphological data., SONIBUROM, the Burundian and Romanian Government joint mineral corporation, conducted mineral deposit inventories during 1979-80 and has been charged with exploiting some of these as yet unspecified resource areas. Another Burundian-Romanian effort, called Mabaya-Butahana, was initiated to search for gold deposits. Meanwhile on the Ruzizi plain, alluvial gold prospecting, with an estimated grade between 0.2 to 1.0 gram per ton, was carried out on a small scale.
