This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

THE MINERAL INDUSTRIES had a near-record year in 1950, as rising industrial activity in general, greatly accentuated by the outbreak of hostilities in Korea in midyear, called forth increasing supplies of mineral fuels and raw materials. The aggregate value of mineral production was second only to that in 1948, and the aggregate physical volume was exceeded only in 1948 and 1947. Lower coal production accounted for the failure to surpass these earlier years. Growth of production was fairly constant throughout the year, especially for crude petroleum; its physical output for the year as a whole exceeded that of 1949 by 7 percent. According to Federal Reserve Board indexes, other relative gains were 16 percent for coal, 9 percent for fuels in general, and 17 percent for metals. The increase for mining in general was of the order of 10 percent. This was not quite as large as the general increase in industrial production but clearly reflected the total-industrial trend (see fig. 1).

"Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

A survey of the petroleum pipe lines by the Bureau of Mines as of May 1, 1923, shows that on that date there was a total of slightly more than 90,000 miles of pipe lines in the United States, having a capacity of approximately 15,750,000 barrels, which is equivalent to one-fourth of the nation's average production for one month. These lines varied in diameter from 2 to 16 inches, the weighted average being 6 inches. The total pipe-line milenge was about equally divided between trunk lines and gathering lines, though the capacity of the former was about four times that of the latter. This was due, of course, to the difference in average diameter, that for the former being 7.4 inches as compared with 3.7 inches for the latter. The common size for trunk lines was 8 inches, and for gathering lines 2 inches. Oklahora, with 19,180 miles of pipe lines, is the leading State in total mileage, with Texas second and Pennsylvania third. From point of trunk lines alone Texas is considerably ahead of any of the other States, a position which it owes to its size and to the growth in the rovement to its Gulf ports. Cali- fornia, though the leading State from point of production, ranks only seventh in pipe-line mileage. This is due to the fortunate location of the Los Angeles Basin fields, some of which are within sight of the refineries to which their oil is delivered or of the port of San Pedro through which their oil is shipped. The last survey of this nature, made in the spring of 1924 by the U. S. Geological Survey, recorded a total mileage of nearly 83,000 with a capacity of approximately 14,450,000 barrels. This indicates an increase of 9 per cent in both mileage and capacity during the two years.

Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility, steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis is easy to obtain, provided that a normal top discard is taken, as is al¬ways the case in steels poured with hot-top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel. For a large tonnage of steels which go into articles manufactured by deep-drawing processes, killed steel has never been successfully applied because with the present deoxida¬tion practice, low-carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, - that is to say, deoxidized with manganese and perhaps a small amount of aluminum, - the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper-central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low-carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel. These defects would be minimized by clean killed steel.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. "INTRODUCTION The work of using a system of air locks in unsealing a mine in Ohio following a fire probably was one of the outstanding jobs of its kind in a medium-thick coal bed.The fire in this mine, thought to have been of electrical origin, was discovered at about 1:30 a.m. on December 11, 1941. Forty-four men were working in the affected section at the time; 5 escaped unassisted, and 37, who had barricaded themselves, were rescued. The bodies of two men, who had succumbed after breathing fumes given off by the fire, were brought part way out of the mine before it became necessary to seal the mine.Direct attempts to extinguish the fire with water were abandoned when hazardous amounts of 'carbon monoxide, methane, and other inflammable gases were detected in return air passing through the main haulageway and escape-way of the mine.The mine was completely sealed on the surface at about 8 p.m. on December 12, 1941, with the two bodies remaining in the mine. Sixteen days after the mine had been sealed, the two bodies were recovered. This was accomplished by air-locking through a partitioned-off stairs compartment of a ventilation shaft. This work was done under adverse barometric and atmospheric conditions.A method for collecting representative air samples from the immediate fire area was used successfully by utilizing a vacuum pump on about 10,000 feet of existing water line that had been broken near the fire area.The immediate fire region was sealed, and confined to a relatively small area; the remainder of the mine was recovered, and operations were resumed February 9, 1942, or 59, days from the time of sealing the mine on the surface. This recovery was made by air-locking the main entries inby from the shaft and No. 2 right-face entries.The distance between air locks averaged about 500 feet, and as each new set of seal stoppings and air locks was completed, the old or outby seals were taken out and the area between was ventilated. In ventilating this area, it was often necessary to use line curtains to direct the air into dead-end places."

The Mine Safety and Health Administration (MSHA) and the West Virginia Office of Miners? Health, Safety, and Training (WVOMHS&T) investigated the explosion at the Sago Mine in West Virginia, which occurred on January 2, 2006, and resulted in 12 fatalities. As part of the investigation, the agencies requested that the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory evaluate the effects of explosions on specific mine ventilation seals and other structures and objects at its Lake Lynn Experimental Mine (LLEM). The results of the LLEM study would assist MSHA and WVOMHS&T in a more thorough understanding of the various questions that arose during their investigations of the explosion. Six large-scale explosion tests were conducted in the LLEM from April to October 2006. The protocols for these tests, and in particular the procedures for constructing various Omega block seals, were developed mainly by MSHA and WVOMHS&T. NIOSH developed the experimental procedures at the LLEM that would provide the required range of explosion pressures against the seals. Three 40-in-thick seal designs using Omega 384 low-density block were constructed in the LLEM and exposed to various explosion pressures. These seal designs are referred to in this report as the ?2001 design,? the ?hybrid design,? and the ?Sago design.? The 2001-design Omega block seal (80 in high) located in crosscut 2 of the LLEM survived all six explosions, with pressure loadings up to 51 psi. The 2001-design Omega block seal (88 in high) in C-drift was destroyed during Test 2, which subjected the seal to a head-on explosion that resulted in a pressure loading of 51 psi. The height difference between the two seals and the orientation of each seal to the explosion were contributing factors. The higher seal would be weaker for the same seal thickness. The hybrid Omega block seal in crosscut 3 survived an explosion at a pressure loading of 25 psi and failed during another explosion at a pressure loading of 39 psi at the seal. Based on these tests, it seems that the hybrid seal design is weaker than the 2001 seal design. The Sago Omega block seals were constructed in crosscut 3 and C-drift before Test 3. The crosscut 3 seal survived a pressure loading of 18 psi and was destroyed during an explosion at a pressure loading of 35 psi at the seal. The C-drift seal survived a head-on explosion that resulted in a pressure loading of 21 psi and was destroyed during an explosion with a pressure loading of 57 psi at the seal. Based on these LLEM tests, it seems that the Sago seal design is weaker than the 2001 seal design, yet it still complied with the requirements of 30 CFR 75.335(a)(2) that were in effect at the time of the mine disaster. During these LLEM explosion tests, the distance of seal debris travel was also measured. In Test 5, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 57 psi, and the seal debris was thrown over 500 ft. In Test 6, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 93 psi, and the Omega block debris was thrown over 900 ft. During these tests, the explosion pressure effects on other structures and objects were also documented. Unless otherwise specified, all of the pressure data listed in this report represent the highest recorded smoothed (averaged over 10 ms) explosion pressure loadings. The information in this report was used by MSHA and WVOMHS&T as supporting data in their analyses and investigative reports of the Sago Mine explosion.

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

This report evaluates the economic Mining feasibility of four selected mineral deposit types that can be anticipated to be found in (d)(2) lands in the western Brooks Range, Alaska. The major assumption made for this study is the availability of a rail system for transporting equipment and concentrates for the base metal mines. Commodity prices used are those in existence in July 1976. Mine models were established based on known deposits and then evaluated. A lead-zinc-silver-barite deposit for which grades were available but ore reserves were assumed would require approximately 25% higher ore grades or higher metal prices to yield a 15% discounted cash-flow rate of return an the investment if mined at a rate of 10,000 tons per day open pit methods. Large copper-zinc mineral deposits could be mined economically at rates either of 5,000 tons per day underground or 10,000 tons per day by open pit methods. A high-grade copper deposit require a copper price of over one dollar ryes pound to yield an economic profit to be mined at 2,000 tons per day by underground methods. A small high-grade gold underground mine would require a gold price of about $295 per ounce to yield a 20% discounted cash-flow rate of return on investment if all new mine equipment were used and if existing labor rates were paid: Enterprising mining groups operating as partnerships might be able to operate this mine profitably at a gold price of about $152 per ounce, perhaps slightly less.

The Bureau of Mines developed a process using ion exchange to recover cobalt from spent copper leach solutions. A preliminary economic evaluation of the process indicated that about one-third of the capital cost was attributed to the total resin inventory, and one-third of the operating cost was required for reagents to remove iron from the ion-exchange eluates. An agitated Pachuca elution system was investigated in place of a fixed-bed elution system. The Pachuca system reduced the resin inventory by 27 pet when compared with the fixed-bed elution system. Processing fresh spent copper leach solution reduced the resin inventory by 20 pct and resin iron loading by 80 pct. Reagent requirements for removing iron from the eluates were decreased because less iron was extracted. The Pachuca system, along with processing fresh spent copper leach solution, reduced the total resin inventory by 47 pct. A revised cost evaluation of the cobalt recovery process was obtained to determine the effects of these process modifIcations. The estimated total capital cost for a plant processing 10,000 gpm of spent copper leach solution containing 26 ppm Co was $23.1 million. With credits for nickel, zinc, and copper byproducts, the estimated net operating cost was $5.10/lb of cobalt.

In characterizing tars obtained by the low-temperature carbonization of North Dakota lignite, infrared spectra have been an invaluable aid in both qualitative and quantitative examination. Quite, early in the tar-research program of the Federal Bureau of Mines it became evident that the small number of published spectra available for hydroxy-aromatics would be inadequate for comparative purposes when dealing with the wide range of compounds present in coal tar; therefore, compiling a catalog of spectra was begun as a continuing part of the tar program. Because these spectra should be valuable to other investigators in this and related fields, they are being presented in these reports. This supplement to the original publications presents the spectra (figs, I to 32), representing 32 compounds, largely phenolic materials. The major problem of this project has been the availability of materials for examination. Most of the compounds included in this supplement were synthesized at the Bureau of Mines Lignite Research Laboratory. Some were obtained from commercial sources, whereas the compound 2'-hydroxy-l-phenylnaphthalene was synthesized at the Bureau of Mines laboratory in Bruceton, Pa. The spectrum of 2-ethyl-4-methylphenol, figure 32, is a correction of the spectrum presented as figure 26 in the original reports

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

The Bureau of Mines, in pursuing its goal of extending the life span of strategic materials, conducted field corrosion studies at the East Mesa Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to determine the optimum materials of construction for use in geothermal mineral energy resource recovery plants. These studies included characterization of geothermal environments and in situ corrosion testing. The corrosion resistance of 10 alloys exposed to 5 brine and steam process environments was evaluated using the low-salinity, high-temperature brine from geothermal well Mesa 6-1. Of these alloys, Hastelloy C-276, Hastelloy S, Incone1 625, titanium-2nickel, and 316 L stainless steel had excellent resistance to corrosion in all of the process environments; E-Brite 26-1 and 430 stainless steel had fair resistance. Although general corrosion rates for 4130 steel and 1020 carbon steel were substantially higher than those of the other iron-base alloys, these two alloys could prove useful in low-salinity process environments because of their low cost. Aluminum alloy 5005 was the least corrosion resistant alloy and pitted severely. Scales formed on all of the alloys in every process environment. Calcite, aragonite, and an amorphous silicate were the major components of the scales.

This report describes two goniometers that, by simple manipulation, can be used to ascertain the attitude of a joint, vein, or fracture plane observed on the planar projection of a borehole photograph taken with an NX borehole camera of the type developed by the U.S. Army Corps of Engineers. One goniometer was designed to interpret photographs taken in vertical drill holes and the other for photographs taken in inclined drill holes. In practice, several measurements are made on each photograph with the goniometer. These data are then substituted into mathematical equations, which are derived in this report and the attitudes of fracture planes are determined.

Significant amounts of cobalt are present in readily accessible spent copper leach solutions. The Bureau of Mines investigated the feasibility of extracting cobalt from these solutions in a multiple-compartment ion-exchange (MCIX) column. The effects of aqueous flow rate, resin flow rate, column height, and compartment height on cobalt extraction were determined. Cobalt extractions of 92 pct or higher were achieved at solution flow rates of up to 5.5 gpm/ft of column cross-sectional area and an aqueous-to-resin flow ratio of 40:1. Overall cobalt extraction increased as the column height increased, but cobalt extraction per unit of length was more efficient in 8-and 12-ftco1umns than in an 18-ft column. Solvent extraction procedures were utilized to purify and concentrate the MCIX column eluates and produce a cobalt sulfate solution containing 70 to 80 giL Co. Metallic cathodes containing over 99 pct Co were e1ectrowon from this solution. Zinc, nickel, and copper byproducts were also recovered during processing of the ion-exchange eluates. Estimated total capital cost for a commercial-scale 10,000 gpm of a spent leach solution containing 26 million. With credits for zinc, nickel, and copper estimated net operating cost was $9.36/lb Co.

"INTRODUCTION Inertial classification, gravitational sedimentation centrifugation, and thermal precipitation arc techniques that can be used to collect particles for subsequent analysis or for particle classification. The inertial classifiers, which include impactors, virtual impactors, and cyclones, are widely used in the sampling or particles. Settling chambers, which include centrifuges as well as gravitational settling devices, are less widely used. Thermal precipitators arc seldom used.Impactors, in particular, have been used extensively, studied both theoretically and experimentally, and arc the instrument or choice for the determination or aerosol mass size distributions. Many versions or impactors arc available commercially and many more have been designed, built, and used in special studies.Virtual impactors are a more recently developed inertial classifier and possess a feature not round in conventional inertial impactors; namely, that the particles remain airborne after classification compared to the conventional impactor, where the particles arc collected on a solid surface. The feature or keeping particles airborne is important for transporting the particles to other particle-analyzing instruments, or to filters, and in concentrating particles larger than the cutsize in a small fraction of the total now."
