The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. This report is one of a series published by the Federal Bureau of Mines to describe methods and costs of mining uranium on the Colorado Plateau. The Navajo Uranium Division of Kerr-McGee Oil Industries, Inc., mines uranium from several deposits of carnotite-type ores, which lie buried in the Lukachukai Mountains on the Navajo Indian Reservation, Apache County, Ariz. The country is rugged and isolated Constructing and maintaining roads has been a continuous task. The ore bodies occur within the Salt Wash member of the Jurassic Morrison formation and are similar to other such deposits on the plateau. The current mining activity in the Lukachukai Mountains is a result of uranium-ore discoveries in 1949, although the Navajos undoubtedly knew of the outcrops of yellow uranium minerals long before that time. The ruggedness of the country and the heavy soil cover over much of the surface hampered prospecting, but probably the main reason the ore was not found sooner is that no one took the trouble to look for it in the Lukachukai Mountains.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.

[Adequate supplies of suitable coal and coke are prime requisites in many industries, particularly those dealing with the utilization of mineral resources, recently interest has been focused on the possibilities of using electricity produced at Bonneville and Grand Coulee, Wash., in many electrochemical and electrometallurgical processes, in which core or some form of carbon is necessary in addition, discussion has been revived on the possibility of making iron and steel by the conventional methods employed in blast and open-hearth furnaces. The subject also is important at this time because of its relationship to industrial preparedness for national defense. A supply of coke from local sources on the Pacific coast is necessary in any program of production for strategic sufficiency of certain materials. An anal trio involving tae establishment of such industries should include detailed data on available supplies of coal, the quality and properties of the coke produced, and the technologic and economic factors involved in manufacture of echo and disposal of byproducts.]

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the quantitative procedures that have been developed for the mine-specific analyses of accident/injury experience data are presented and their applications are demonstrated in a summary form through case study examples. The quantitative procedures will aid mine safety management personnel to develop focused accident prevention strategies including training, as well as to justify the investment in such proactive programs through cost-benefit analyses.

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

The work on synthetic mica and related subjects is being reported in a series of technical articles (see Supplementary Bibliography), each of which describes some special aspect of the subject. This is the final report on chemical analysis of the fluoride-containing silicates. A condensation of this report has been published (26).3/ Chemical analysis affords one of the best means of ascertaining the final com-position of either a heterogeneous mass or a single pure crystal, particularly where some constituents may be volatile. The analysis of fluoride-containing silicates was not so well known or understood that highly accurate results were commonplace. For example, on synthetic mica a university laboratory reported 11.6 and 9.2 percent fluoride when at least 13.3 and 11.3 percent were present, respectively; a commercial testing laboratory reported 9.14 percent as compared to 12.6 percent; and a glass company reported 7.0 percent as compared to 9.0 percent present. No intimation is made that these analysts could not have done better, but the point to be stressed is that the methods in use were long, tedious, and generally required a certain familiarity for best results.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

A new mode of coal transportation based on the principles of pneumatic conveying has been recently, proposed by Soo, et al. [5]. Pneumatic transport is not a novel concept and commercial experience with pneumatic pipelines for short haul distances is plentiful. The list of applications is long and includes transporting ores, chemicals and pharmaceutical products, agricultural products, and domestic and industrial wastes. The study by Soo, et al. [5] updated an earlier one [l0] and presented the most recent economic evaluation of pneumatic transportation of coal. Their preliminary study concluded that there are immediate advantages for short-distance transport (less than 100 miles) and that it is both technologically and economically feasible. That study also concludes that pneumatic transport has a higher potential and more promising profitability in long-distance applications than rail if new track and roadbed must be built. Some of the advantages of long and short distance pneumatic pipeline transport of coal compared to rail and slurry transport are: 1) Replacement of diesel fuel consumed by unit trains, as the pipeline can be powered by coal-generated electricity; 2) Reduction of the skilled-labor costs required for upgrading and maintaining railroads; 3) Elimination of signaling, rerouting and overpass costs due to increased rail traffic on' mainline trackage;

A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas content of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and desorbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

This report describes the development of training materials for the operators of underground mining equipment in the underground metal and nonmetal mining industry. The objective was to determine the effectiveness and acceptability of these training materials and to provide the validated training materials to the industry. Ten modules were developed, based on industry need according to accident frequency, accident severity and exposure to the equipment. The final modules were an average of 20 minutes in length and used slides with synchronized narration on cassette tapes. Testing materials are included for use by the mines.
