Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall As used in the mills to replace losses from evaporation, seepage, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation- Which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects.

The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

To deftne the capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. The splitter investigated was capable of applying combinations of radial and axial loads to rock when placed in a predrilled hole. Experiments conducted with the tool in concrete, limestone, and granite proved it capable of excavating all three materials. Break geometry in these three materials was the same, which encourages the prediction of performance in all rocks. The design of the radial-axial loading splitter's feather components significantly affected the tool's performance. It appears the design of this in-hole component should be tailored for the rock to be excavated.

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

Underground coal mine tracked vehicles have been studied to determine the state of the art and how brakes might be added to the coal haulage cars. Specific areas of interest are: brake sys terns, couplers, car trucks and car handling procedures. Problems related to adding brakes to the haulage cars appear to be: the limited amount of room to mount the brakes on the cars, brake line connection between rotary dump cars, achieving desirable braking characteristics without over complicating the system and keeping the installation cost to a reasonable figure. This document combines the information contained in the first issue of the "State-of -the-Art of Underground Coal Mine Tracked Vehicle Brake Systems," BRL Report No. 6080, with that contained in a subsequent monthly report.

A series of experiments were undertaken by the Bureau of Mines to determine the emission products of several types of conveyor belting and other combustible materials found in mines. These experiments were conducted under intermediate-scale, simulated mine conditions to determine smoke characteristics and gas concentrations. From these determinations, heat-release rates, particle sizes, obscuration rates, combustion yields, and production constants were calculated. Three types of belts were investigated: chloroprene, also known as neoprene (NP); polyvinyl chloride (PVC); and styrene-butadiene rubber (SBR). The belts were designated as ignitable or self-extinguishing depending on the length of the burning time and the subsequent combustion products. Under these experimental conditions, the SBR belts were the easiest to ignite. The PVC and NP belts tended to self- extinguish within a few minutes after ignition, but were still capable of maintaining a brief flaming period. These conveyor belt combustion results are compared with previous analyses of wood, transformer fluid, and coal fires. Together they form a data base by which findings from future experiments with other mine combustibles can be compared.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. COBALT is a silvery gray metal which closely resembles nickel in appearance and properties although it is somewhat harder and more brittle. It is rather widely disseminated and is estimated to make up about 0.001 percent of the earth's crust as compared to 0.020 percent for nickel. Cobalt, one of the four ferromagnetic elements, is used for many magnetic applications. It is oxidation resistant, a property which when coupled with its moderately high melting point of 1,495° C., makes it useful in high-temperature applications. Although cobalt had been used by man as a coloring agent for glass and other ceramic products for 4,000 years, it was not isolated as a metal until 1742 and not established as an element until some 40 years later. Early in the 20th century, cobalt began to be used in alloys, and soon these applications displaced ceramics as the major consumer of cobalt. The use of cobalt in alloys gave considerable stimulus to production, and the world output of cobalt increased rapidly, rising from 400 tons in 1920 to 1,400 tons in 1930 and 5,500 tons in 1940. With the advent of the jet plane in the mid 1940's and the consequent increased need for cobalt-bearing high-temperature alloys, cobalt production again increased, reaching 7,900 tons in 1950. The increased demand for cobalt during the Korean war coupled with a large demand for stockpiling caused world production to more than double within the next 10 years, reaching a peak of 17,300 tons in 1959.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. With assistance from the Federal Republic of Germany, bastnasite reserves of 5,400 tons, with associated high europium oxide and cerium content, were verified, and the prospects for finding

The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

[This is the tenth in a series of retorts on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee e end the Bureau of Mines of the United States Department of the Interior. The first report rave data on motor gasolines sold during .e winter of 1935-36.3/ The present report presents analytical data for 1,732 samples, representing the products of approximately 50 companies, which, as in previous surveys, include both lame and stall suppliers. In addition, the Pacific coast is represented by data that were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were received. In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.
