Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Alveolar macrophages (AM) exposed to cytokines or bacterial lipopolysaccharide (LPS) produce the free radical nitric oxide (NO·) by an inducible nitric oxide synthase (iNOS). They also release reactive oxygen free radicals following exposure to silica dust. The purpose of the present study was to determine whether NO· is produced by rat AM and/or recruited leukocytes following the intratracheal (IT) instillation of silica. Male Sprague-Dawley rats (175 to 225 g) were IT instilled with either silica dust (10 mg/100 g body wt) or LPS (0.25 mg/100 g body wt). After 24 h, bronchoalveolar lavage cells (BALC) and lavaged lung tissue were assayed for iNOS mRNA. Cell counts of BALC and iNOS-dependent (Nw-nitro-Larginine methyl ester [L-NAME]-inhibitable) chemiluminescence generated by AM were also determined. Northern blot analysis demonstrated that the steady-state levels of BALC iNOS mRNA were significantly increased by 3-fold following IT silica and by 7-fold following IT LPS. Partially enriched fractions of either AM or leukocytes from silica-treated rats both exhibited significantly elevated iNOS mRNA in Northern analysis. iNOS-dependent chemiluminescence was significantly increased in AM by 36-fold following IT silica and by 89-fold following IT LPS. Differential counts of BALC showed that AM numbers did not change in any of the treatments; however, red blood cells increased by 30-fold following IT silica and by 23-fold following IT LPS. Total leukocytes (polymorphonuclear leukocytes plus lymphocytes) increased by 58-fold following IT silica and by 274-fold following IT LPS. The results demonstrate that AM and neutrophils iNOS steady-state mRNA levels, AM iNOS-dependent chemiluminescence, and lavagable red blood cells and leukocytes all increased following IT silica. These findings suggest that NO· production in rat AM and neutrophils is increased in response to silica. NO· has the ability to then combine with superoxide and form a highly reactive toxic species, peroxynitrite, which may be responsible in part for silica-induced lung damage.

Because of the absence of an iron-producing industry, the Pacific Northwest is working under an economic handicap. This is particularly apparent in the gray-iron-foundry industry because of the high price of pig iron imported from foreign sources or shipped in from producing ?areas within the United States. The high prices and sometimes short supply of ferrous metal products has put a brake on industrialization, which has been only partly compensated by the availability of cheap electric power. The economic condition of the gray-iron-foundry industry could be improved by establishing a small iron-producing industry based on the locally available ores. Moreover, establishing a local iron smelter would create a market for resources now dormant. Low-grade ores of manganese, chromium, and nickel would become usable in industry when combined with the iron ore from Scappoose. Pig iron produced in even limited quantities would level out the fluctuation in supply. The ore deposits, being small, would not supply enough pig iron to satisfy the entire demand. This condition necessitates designing special pig irons that will carry abnormally high proportions of scrap in the cupola charge.

This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.

This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. Costs and other data at individual mines were developed and furnished by the operators.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No.4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Additional information beyond that included in this report may be obtained from the authors, who are with the Electromagnetics Division of the National Bureau of Standards.

"INTRODUCTION The Bureau of Mines, United States Department of the Interior, with the cooperation of the University of Alabama and coal producers of Alabama, is making a series of washability studies to obtain technically and commercially important data from the productive coal beds of the State. Based on the system followed in these studies, this report consists of screen-sizing and sink-and-float data on the America and Pratt beds at Gorgas, Ala.SAMPLING AT THE MINESAlthough operations were discontinued in 1929, the accessible openings of the old Gorgas mines of the Southeastern Fuel Co. made possible the taking of samples from the America bed at three openings and from the Pratt bed at two openings. A sample was taken from the America bed at the Klondyke opening; a second was taken about 1 rile south of the Klondyke at the Musgrove America opening, and a third sample was taken about 1-1/2 miles south of the Musgrove-America at the Cricket Lodge opening. A sample was taken from the Pratt bed at Musgrove-Pratt No. 1, which is about 3/4 mile east of Musgrove-America, and a second sample was taken at Musgrove-Pratt No. 2, which is about 3/4 mile west of Musgrove-America. The samples ranged in weight from 1/2 ton to 1 ton and were equivalent to approximately a 2-ton sample from each bed. Figure 1 shows sections of the beds at the places sampled.In addition to the samples for washability study, a seam sample for analysis was taken at each of the places sampled. So as to give a representative seam sample for each of the two beds, these samples were combined in the laboratory in proportion to the thickness of the bed at the places sampled."

This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

"During the calendar year 1925 the Bureau of Mines received from the operators of several hundred mines and quarries complete accident records covering deaths, permanent disabilities, and “lost time” temporary injuries. Some of the companies, - those that participated in the National Safety Competition-also furnished information showing the number of man-hours of work performed during the year. With these two types of information it was possible to calculate the accident-frequency and accident-severity rates of the different plants. Complete and comparable reports of accidents and Man-hours of “exposure” were received from 34 underground metal mines, 59 underground coal mines, 15 underground mines producing other nonmetallic minerals, and 102 open quarries or open-pit mines. The figures in the table appended to this report show the accident severity rates and other data for each of the 34 underground metal mines and for the group as a whole. It is proposed to publish similar figures for the other classes of mines and quarries at an early date.The 34 metal mines listed in the table are situated in Arizona, Idaho, Kansas, Michigan, Minnesota, Missouri, New Jersey, New Mexico, Oklahoma, South Dakota., and Utah; they employed 5, 925 men, an average of 174 men per mine, including employees above-ground as well as underground. With but few exceptions, 50 men was the minimum number of employees in any mine. The total period of employment or “exposure” at the 34 mines was 14,612,607 man-hours, an average of 2,466 hours per man, or the equivalent of 308 work-days of eight hours for each employee. Accidents resulted in 15 fatalities, 9 permanent disabilities, and 1,950 temporary “lost time” injuries (causing disability exceeding remainder of shift). The fatal and nonfatal injuries represented 132,575 days of disability. Thus the accident frequency rate for the group was 135 accidents per million hours and the accident severity rate was 9.073 days lost per thousand hours of 1 “exposure”. The severity rates ranged from 0.227 to 88.653, while the ·range of the accident-frequency rates was from 16. 6 to 307 .4. In compiling the accident severity rates shown in the table, all accidents caused by explosives were weighted at twice the number of days actually lost, as one of the purposes of the National Safety Competition was to stress the prevention of accidents caused by explosives."

The demand for aluminum for military use during World War II called for an expansion of aluminum production in the United States A large part of the bauxite (the normal ore of aluminum) consumed in this county comes from Netherlands Guiana, South America. During the war, enemy activities were at times a serious threat to the flow of bauxite to the United States. The need for aluminum. stimulated the investigation of domestic deposits of bauxite and emphasized the wisdom of studying other aluminous materials, such as high-alumina and diaspore clays, to determine their possible use as aluminum ores. The occurrence in Pennsylvania of high-alumina flint clays and nodular diaspore clays has been known for many years. Several companies are mining these high-alumina, low-iron (less than 3 percent Fe2O3) clays and using them for the manufacture of refractory brick. Most of the production has come from Clearfield County, but clay deposits arc known also in Cambria, Centre, Clarion, Clinton, Indiana, Jefferson, Somerset, and Westmoreland, Counties.

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

Small-scale laboratory mineral-dressing studies were made on a total of nine individual or composite samples of manganese-bearing material from the west-central Arkansas, or Mena, district. Of these, only three yielded concentrates that would probably be acceptable for purchases by the Federal Government fur the National Stockpile. Concentrates from some of the other properties, however, contained more than 40 percent Mn and might be merchantable to other purchasers of manganese ore. In most instances, a too-intimate association of manganese oxides and gangue is conducive to low grade, low recovery, or both, so that mechanical concentration processes do not promise much for this district.

Investigation of the discharge duration power and current relation required for ignition. The current and power amplitude-discharge time curve was found to flatten out over 3 ms. It is concluded that discharges having at least 3 ms power maximum are required for reliable testing of the ignition limit for resistive circuits. Investigation of the effect of molten cathode on the discharge duration and igniting ability of the discharge. The surface tension of the liquid metal causes a very fast separation and consequently a much shorter discharge duration than the solid electrode would have. The minimum discharge voltage effect overrides the effects of the temperature of electrode, material, or atmosphere. Investigation of the effect of different surface layers on the discharge duration. Oxides and sulfates were found to give significantly longer duration than the "clean" metal itself in most cases. The lowest ignition current was obtained with CdS04 coatings. Ignition was obtained with 0.7A at 30V, which is below the corresponding minimum igniting current obtained from the BASEEFA curve for circuits containing Cd, Zn or Mg.

Sixteen elements were determined spectrochemically in the general range of 3 to 1,000 ppm in high - purity columbium . Samples were converted thermally to Cb2 O , mixed with graphite and Ge02 , and excited for 15 seconds using a 15 - ampere dc arc . For the molybdenum determination , the oxidized samples were mixed with NaCl and Geo₂ and excited for 30 seconds . Spectra were recorded on photographic plates , and spectral line transmittance values were measured photometrically . Relative - intensity ratios of selected analytical and internal standard spectral lines were plotted against concentrations of standards to form curves from which concentrations of impurities were read . Average precision of the method was 11.2 percent relative standard deviation .
