This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites. The process consists of four major steps: (1) reduction roast, (2) ammoniacal leach, (3) solvent extraction, and (4) electrowinning. Several solid-liquid separation steps are required that affect the economics of the overall pro-cess. In this study, two techniques for solid-liquid separation, centrifugation and thickening, were investigated. This report presents the results of (1) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and (2) an economic study of the two techniques, based on the requirements of a commercial-size (5,OOO-tpd) laterite processing plant. Sizing and other equipment-related recommendations, based on data from the Bureau's studies, were obtained from commercial manufacturers. The costs of thickening and centrifugation, including all the unit operations affected, were determined by the Bureau's process evaluation group. The total operating costs ~or separation using the two techniques (including depreciation on the capital cost of equipment) were found to be quite close: $17.26 per ton of laterite for centrifugation and $18.15 per ton of laterite for thickening. For centrifugal separation, the greatest cost was found to be the initial capital cost for the separation equipment; using thickeners, the greatest cost was for re-agent recovery.

"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the past 12 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development, of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

Coal is increasingly viewed as one of the major fuel resources of this country for the remainder of this century. The need to extract a greater percentage of the coal in a given seam, together with advantages of improved safety, indicates that longwall mining will become more widely used within this time frame. A novel method of mining coal on a longwall face, utilizing high pressure water jets, is herein described. The mining machine proposed will exploit the stress conditions which exist on a longwall panel in order to achieve the required productivity while at the same time reducing respirable dust and methane ignition hazards. The water jets will excavate only the boundary of the extracted seam section, and thus the energy requirement of the machine will be minimized. The action of the machine is similar to that of an existing coal plow, except in that the wedge teeth of the plow are replaced by oscillating high pressure water jets. The machine can, therefore, cut to the depth and at the speed of existing shearer units at equivalent power levels. The removal of impact stresses from the machine will reduce downtime required for maintenance and replacement of picks and lower the load on the haulage motor of the system. The ability of the machine to increase the depth of cut without an increase in horsepower will further improve productivity when transportation systems to remove the greater production are in operation.

[Sales of explosives - permissible explosives5/ other high explosives, and black blasting powder - in the United States during the calendar year 1937 reached a combined total that slightly exceeded the quantity sold in 1936. A larger output was reported for permissible and other high explosives but a smaller for black powder. Production of the three classes of explosives totaled 404,744,294 pounds, more than 3 percent over 1336. The total quantity produced included 49,579,441 pounds of permissible, 288,924,253 pounds of other high ex- plosives, 36,403,950 pounds of black powder in pellet form, and 23,836,550 pounds of black powder in granular form. Sales of granular black powder declined 26 percent compared with 1936 and of pellet black powder 12 percent; gales of permissible explosives increased nearly 4 percent and of other high explosives 10 percent]

Spontaneous firing of coal during storage end even during shipment has long been a serious problem, especially in some regions and with some coals, and methods for preventing such firing have been investigated at intervals for more than 70 years. Spontaneous or other firing of coal waste, either outside or inside mines, has also been a problem probably for as long as mining has been practiced extensively. Much trouble has been caused by such fires, and much money has been spent in attempts to extinguish them. It is known generally that surface waste banks in bituminous-coal fields are very likely to take fire sooner or later, but it is not known so generally that anthracite refuse-bark fires also are common and that at least some of them are more serious in their effect and results than being regarded merely as a nuisance. There surface refuse fires probably would have attracted much more than local attention long ago had it not been that they usually cause no more serious trouble than air pollution. A few supposedly effective methods of preventing or extinguishing spontaneous fires have been reported rather recently. Unless one or more of these prove to be widely applicable, methods of solving these problems are no more certain today than they have been for many years.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report The inherent suitability of coal for metallurgical purposes depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, Be well as the amount of available reserves, are considered in selecting coals for carbonization tests. The selection of coal beds in Harlan County, Ky., for coking tests was based, in part, on recent studies of coal reserves by Wallace,3/ who estimated the recoverable reserves in beds 28 inches or more thick, in tons, as follows:

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at a vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.

This Final Report describes a program whose objective was to design, develop, fabricate, and test an airborne mass monitor for unattended and recording measurements of the concentration of dust in mining environments. Sensing collection are performed by beta-radiation attenuation and inertial implementation respectively. The instrument is portable, battery or line operated provides a digital printout of the mass concentration during each selection sampling period, as well as the accumulated mass of dust, and the elapsed sampling time.

A thermal decomposition study of the kerogen in three Colorado oil shales was made at different temperatures by heating the shales in the absence of oxygen at atmospheric pressure and measuring the decomposition products (gas, oil, and bitumen) formed. From these data the specific reaction rates, "k", for the thermal decomposition of kerogen were determined for each temperature studied, making it possible to calculate the time required to accomplish a given amount of decomposition within the temperature range. The influence of temperature on reaction rates was presented by plotting the data according to the Arrhenius equation, thus providing a means of estimating the values of "k" for any temperature within the range of this study. It was found that the specific reaction rates for the thermal decomposition of the kerogen in the three sampler were comparatively equal at corresponding temperatures.

An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

Recommendations from 44 mining industry workshops are summarized and reviewed in the context of Bureau of Mines research and development programs on-going during the period 1974-1977. Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is in-tended to aid tourists and students who are interested in mining. An economic and technical evaluation of a proposed process to recover alumina by leaching calcined kaolinitic clay with sulfurous acid is presented in this Bureau of Mines report. After the insoluble portion of the clay has been removed by leaching, monobasic aluminum sulfite is precipitated from the pregnant leach solution by partial hydrothermal decomposition. Further heating completes the decomposition to an impure alumina hydrate. This intermediate is purified in a modified Bayer process, which includes dissolving the alumina hydrate in a caustic solution at high temperature and pressure, then decreasing the temperature and pressure to precipitate alumina trihydrate. Calcining the trihydrate produces the alumina product. A cost estimate was prepared for a plant producing 1,000 tons of alumina per day, 350 d/yr. The estimated operating cost is approximately $475 per ton of alumina. This is substantially higher than a comparable estimated operating cost for the Bayer process of $250 per ton of alumina. The proposed process does not appear economically attractive, even as a method to modify a current Bayer processing plant to use a kaolinitic clay feed. High capital costs and high energy requirements make the process prohibitively expensive.
