The purpose of this report is to demonstrate the flexibility of rte sensing techniques for providing data with which to implement mined-lands reclamation in an efficient and cost-effective manner. An operational program is presented for using satellite remote sensing data, collateral data, and automated image analysis to provide: 1) an inventory of coal and copper mines and mine waste in Arizona, 2) techniques for periodic monitoring of mining areas using multitemporal classification and image prediction techniques, and 3) delineation of high priority areas for future reclamation and current land-use planning of Arizona mining areas based on environmental hazards indices computed using classified scenes and collateral data.

Investigation of gas explosions usually reveals that the combustible gases have come from transmission and storage facilities or from natural gas or oil wells. However, combustible gases such as methane and hydrogen can derive from biological processes. Hazardous situations have been created in the past by the use of abandoned mines for the disposal of sewage and rainwater, by the interconnection of storm and sanitary sewers, by sealing the openings in manhole covers when repaving the roadway over a sanitary sewer, and by the construction of buildings over or near garbage fill areas without adequately providing for the release of combustible gases.

This paper on the square-set system of mining embodies the results of a special study of the subject made as a part of the Bureau of Mines general investigation of mining methods and costs. Data for the paper were gathered by the authors during visits to mines using square-set mining, from Information Circulars prepared by consulting engineers to the Bureau on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. The square-set system of mining is very widely applied and is one of the oldest methods in use in the United States. It is mainly employed for extracting relatively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and-fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50 per cent of the ore may be extracted by square-setting at mines listed as using some other method of mining. A large tonnage is mined yearly by square-setting, principally in the Western States.

The importance of controlling respirable dust and methane gas levels in underground coal mining cannot be underestimated. While respirable dust can significantly affect the occupational health of underground coal miners, methane gas accumulations pose significant safety concerns for these same workers. Water sprays and machine mounted dust scrubbers offer effective control of respirable dust exposures and methane gas accumulations. Water must not only be applied carefully to avoid dust rollback to the machine operator but must create sufficient turbulence to remove dead zones that could contain high concentrations of methane gas. While the flooded-bed dust scrubber has been generally responsible for decreased worker exposures to respirable dusts, this device has proved effective in controlling methane levels at the face. This paper reviews practical applications of water sprays and dust scrubbers to control respirable dust and methane gas on continuous miner faces.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. Thermodynamic values for scandium and its compounds are very sparse. This is evident upon examination of any of the commonly used compilations of thermodynamic data. For example, National Bureau of Standards Circular 5004 lists only four heat of formation values, two free energy of formation values, and four heat-capacity values for scandium compounds. The entropy of crystalline scandium is one of the most fundamental values that has been lacking. This Bureau of Mines paper reports heat-capacity data for scandium metal in the temperature range from 50° to 298° K., together with the entropy value at 298.15° K. derived from these data through application of the third law of thermodynamics.

The purpose of using experimental subjective and/or perception methods is: (a) to understand human subjective impressions of the physical characteristics of vibration; (b) to determine the relationship between the subjective perception of some aspect of the vibration and an evaluation index of the physical vibration characteristics; and (c) the establishment of target values for design of vibration environments in terms of human sensation of vibration characteristics. In order to understand the relationship between a physical measure of the mechanical vibration and the subjectively perceived aspect of the vibration environment, experimental methods shown in Table 1 have been used1. [ ] The constant measurement methods of Table 1 are mainly used for measurement of the threshold of human sense. The subjective scaling methods are mainly used for obtaining subjective (or proportional) scaling between the perceived quantity and physical quantity. In this review, the fundamental approach of experimental methods for obtaining the target values used in the design of vibration environments, and the different findings between the subjectively perceived methods for evaluating human response to vibration characteristics and the physical quantity of the vibration environment are summarized. Fundamentals of Subjective Scaling The relationship between the experimental psychological methods for providing target values in the design of the vibration environments and the physical quantities is illustrated in Fig. 1. Vehicle mechanical vibration can be characterized using many metrics, and these can be considered the ‘input’ to the human. In order to predict subjective responses to the vibration, it is necessary to link the characteristics of the source of vibration and human reactions, the ‘output’.

Overall mineral industry productive activity in Europe increased in 1965, following general upward trends in gross national product and total industrial production4 recorded. The gross national product of non-Communist Europe in market prices in 1965 was estimated at $572 billion and that of Communist Europe at $409 billion. However, the extractive sectors of the mineral industries generally did not fare as well as the processing sectors. In fact, a number of countries recorded lower production levels in this sector in 1965 than in 1964 and most countries had a lower growth rate in extractive industry output than in overall industrial output. Among the non-Communist nations of Europe, a general decline in coal production and lower levels of iron ore output in France, West Germany, and Luxembourg contributed significantly to the smaller growth rates or declines in extractive indexes. Where higher indexes were registered, this generally resulted from the performance of the petroleum and natural gas industry; exceptions were Greece, Norway, and Sweden. The decline recorded for Czechoslovakia was attributable entirely to poorer performance by that nation's coal industry.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

The Bureau of Mines studied pressure-buildup data from a number of California gas wells to determine if the reservoir properties calculated from these data correlated with field-observed reservoir properties. Pressure-buildup curves from 24 wells showed distinct changes in slope, indicating changes in permeability of the reservoir rock. Calculated distances from the wells to indicated permeability changes were in fair agreement with distances deter-mined in the field. Pressure-buildup curves from three wells had more than one distinct change in slope, indicating multiple permeability changes. Thus field data supported the theoretical relations used to calculate reservoir properties from pressure-time relations measured in gas wells.

Real gross national product (GNP) grew at a seasonally adjusted annual rate of 2.2% in the third quarter, down from a revised 3.0% in the second quarter, according to preliminary data from the U.S. Department of Commerce (table 1). The slowdown in the rate of growth was attributed to the summer drought, a larger trade deficit, and a decline in Federal spending for defense. Exports slowed from the second quarter, as the dollar, compared with other industrial country currencies, edged up. Imports of both consumer goods and capital goods rose sharply, with consumers buying more foreign cars, computers, and electrical machinery. Although net exports of goods and services deteriorated slightly from the second quarter, the U.S. trade position continues to be much improved from 1987 and first quarter, 1988. Business spending for new plant and equipment rose at a 4.6% pace, well below that recorded earlier in the year. The 3.5% increase in consumer expenditure was accounted for mainly by nondurable goods and services; expenditure for durable goods--those products lasting more than 3 years--rose only 0.4%. Inflation, as measured by the fixed-weighted GNP price index, rose at an annual rate of 4.9% in the third quarter. Prices rose slightly less than they had in the second quarter, when inflation reached a 6-year high. In September, 1988, the President signed a U.S.-Canada free trade agreement (FTA) which will eliminate all tariffs and most nontariff barriers between the two countries by 1999, thereby creating the world&apos;s largest open market. In 1987, U.S.-Canadian bilateral trade totaled $161 billion. The expansion of trade is expected to generate 5% higher growth for Canada and up to 1 % higher growth for the United States by the end of the century. The higher growth for the United States translates into an estimated 750,000 jobs, and $2.4 billion in exports. Canadian parliamentary approval of the agreement is still required before the treaty can take effect. The debate in Parliament is continuing, and the issue is not expected to be resolved until after the November 21 election.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970&apos;s to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

NEW theoretical data are presented for the intensity of X-rays diffracted from randomly oriented aromatic and alicyclic molecules and diamondlike structures such as are found in coals, cokes, and carbonaceous materials. Data have been computed using the Debye interference function. Computations for the smaller molecules have been made with the Univac 1204 computer: those for large structures, with either the IBM 704 or Bendix G-20 computer. A brief theoretical introduction of the Dobye interference function is given, and an outline is made of the treatment of experimental data so that the experimental interference function can be obtained.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

This report presents a discussion of perforance parameters for electronic or active hearing protectors that will meet the needs of underground coal miners. This information is incorporated into a proposed set of specifications that can be used to judge the suitability of a particular electronic hearing protector for the coal mine application. Acoustic and electrical tests were performed on a developmental model of an electronic hearing protector built by the U. S. Bureau of Mines. This model showed only a slight reduction in speech intelligibility which was traced to poorly matched components and in particular to the transducers. Tests of alternative components showed the Knowles BL-1671 microphone to be suitable for this application because of its performance and extremely small size. The Roan-well H-143/AIC earphone was found to have a good frequency response but has the disadvantage of being rather bulky which causes a slight degradation of a low frequency attenuation of the hearing protector. A satisfactory installation of these components in a hearing protector muff was demonstrated and tested. Results of tests of several methods of controlling the sound level under the hearing protector muff showed that a simple diode clipper circuit can be used with only a negligible loss in speech intelligibility for normal-hearing listeners. A commercially available active hearing protector, the British-built ACOS A-9000/2 was examined. This hearing protector provides sound level limiting through a saturating amplifier. Preliminary tests have shown that the performance characteristics of this commercial unit meet many of the proposed specifications so further testing and evaluation should be performed to determine its suitability for use 1n underground coal mines. The recommended test of intelligibility for electronic hearing protectors and other communication systems as used in a coal mine setting is the Modified Rhyme Test (MRT) developed by House et al. in 1965. The suitability and method of administering this test are discussed.
