The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

This report describes the Mine Inspection Data Analysis System (MIDAS) developed by the Bureau of Mines to analyze the records of industrial hygiene samples collected by the Mine Safety and Health Administration (MSHA) in metal and nonmetal mines. MIDAS is the first system capable of sorting, editing, analyzing, and reporting these data. It is also the first system designed to be used by a number of Government agencies. At present the system contains 225,000 personal and area samples for 61 contaminants in 45 industries. The records date from 1974 to early 1980, and MSHA plans to provide yearly updates to the system. This report presents preliminary analyses of dust exposures and discusses the potential uses and limitations of these data. Analysis of the dust data for 1978 and 1979 showed that bagging had the highest percentage of dust overexposure. Morn than 40 pct of the 1,536 respirable quartz dust, total nuisance dust, and total silica dust samples exceeded the MSHA exposure limit. Other dusty occupations are ranked according to their percentage of overexposure.

This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

This investigation was undertaken to develop a more efficient copper smelting practice that would help meet the increasingly stringent antipollution standards. Continuous smelting to copper and a 0.8-to 5-percent copper slag using pure oxygen has been demonstrated for several hours at a time in a unique double furnace, which was devised to overcome the heat losses inherent in a laboratory furnace. The use of pure oxygen to effect the smelting and conversion of copper sulfide concentrate in a single unit to produce blister copper and a very high S02 concentration provides a much reduced gas volume for more economical and thorough sulfur recovery. Although the process was successfully demonstrated for several hours at a time, extended test work using longer runs will be required to balance the system and to obtain test data for adequately demonstrating its technical feasibility.

As part of its mission to maintain an adequate supply of minerals to meet national needs and maximize mineral production from domestic sources, the Bureau of Mines is investigating the recovery of alumina by hydrochloric acid leaching of kaolinitic clay. Most iron impurities are leached from the clay along with the alumina and must be removed before or during crystallization to aluminum chloride hexahydrate. The thermal decomposition step then provides an alumina product of acceptable iron analysis. Miniplant studies of a Bureau-developed solvent extraction technique, using a tertiary amine in kerosene diluent, have demonstrated that the iron content in aluminum chloride leach liquors can be reduced to levels of less than 0.007 wt-pct (7 ppm), expressed as Fe203. Entrained and dissolved organic matter in the purified pregnant leach liquor from the solvent extraction circuit can be reduced to less than 2 ppm by using a fabric-packed coalescer and subsequent activated carbon treatment. Investigators discovered that a steady buildup of zinc accumulated in the solvent phase within the extraction circuit, proportional to the amount of leach liquor treated. The solvent phase zinc analysis increased by 0.01 wt-pct ZnO for each 1,000 gal of pregnant leach liquor purified.

The report covers several aspects of mine safety ground systems, primarily for underground coal mines. The design of a combined ground fault-ground check monitoring system is presented. An analysis is made of grounding systems for dc shuttle cars. Complete resistance data and results of physical inspections of self-salting ground rods are presented. A detailed resistance and economic analysis is presented for the use of composite materials for building inexpensive and effective ground beds in high-resistivity areas. The desireability of penetrating the coal seam with a borehole safety ground is investigated. A report is made of a Mine Substation Grounding and Bonding Workshop.

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $20,799,800 for the 1 .06- million-ton-per-year (MM tpy) mine to $84,027,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $32,506,800 to $1 22,983,500 for the same mines. Corresponding selling prices for the coal range from $12.87 to $11.64 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

This report summarizes the work performed under the USBM Contract No. J0245001. The purpose of this work was to expand and improve the scope and accuracy of the method developed under USBM Contract No. J0113056 for the prediction of the number of overexposed workers in the mining industry. A significant portion of the noise data were acquired during mine visits-that took place in the-course of this contract. These data were obtained with time-resolved dosimeters which among other things store a time history of the sampled noise for an eight hour work period. The remainder of the noise data have been obtained from MSHA files and from other BoM-sponsored projects. The report reviews the prediction model, discusses the model's assumptions and approximations, describes the function of the developed software, offers typical examples on the use of the software and includes plots of the newly acquired noise data records.

This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. The Federal Coal Mine Health and Safety Act of 1969 limits to 2 milligrams per cubic meter (for dust containing a maximum of 5% quartz) the average respirable dust concentration to which individual miners may be exposed. Section 205 of the Act directs that an appropriate exposure formula for dusts with quartz content in excess of 5% be established. This formula, entered in F. R. Document 70-12351 filed September 16, 1970, is 10 milligrams per cubic meter divided by % quartz. Thus, the total respirable dust exposure permitted limits the quartz to a maximum of 100 micrograms. For example, if % quartz is 5%, 10 mg/5 = 2 milligrams, and (.05) (2 mg) = 100 micrograms. Similarly, if % quartz is 10%, 10/10 = 1, and (.10) (1 mg) = 100 micrograms, etc. If the % quartz is less than 5%, the 2 mg/M3 limit prevails.

The U.S. Bureau of Mines has developed a regulated, intrinsically safe, rechargeable power supply for portable electronic equipment for underground use. The regulated output is ideal for microprocessor power requirements and is suited for operation in hazardous environments. Two rechargeable, sealed batteries are contained within the power supply. Provisions are made to use an external source of power if these batteries fail. Provisions are also made to charge these internal batteries when needed. The circuit is composed of three main circuits: the main regulator circuit, the input protection circuit, and the output protection circuit. The main regulator circuit provides remote voltage sensing, current sensing, fault monitoring, and internal thermal protection. The input protection circuit checks for excessive input current and low battery conditions. The output protection circuit contains two overvoltage detection devices. Schematics, a parts list, and a calibration procedure are provided in this report to enable readers to fabricate the power supply.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rim. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

In a previous report,6 results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.l cubic feet when the number of ventilation openings in the cover was varied. from no openings to a maximum of 48. The results showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.
