The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.

This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

Tracor MBA under a contract to U.S. DOI Bureau of Mines designed, developed, fabricated and demonstrated a conveyor belt service machine. It is self-contained, battery powered, rubber tired and capable of handling, storing and transporting conveyor belting, wire rope and associated structures for sectional conveyor belts. While moving the tail section to its next position the machine discharges the belting, wire rope and belt structures. The belting is elevated and separated to provide for the insertion of the structures with minimum expended effort. A hydraulic system provides the power for steering, braking, winding or unwinding under controlled tension the belting and wire rope, operating a load-bed slat conveyor, raising, lowering and locking connection hitches and powering external hydraulic tools. Also, a pneumatic system is available to operate air impact tools. The service machine, with its present components can function in coal seams as thin as 48 inches, double wind conveyor belting 42 inches wide, 400 feet long, load or unload 3/4" wire rope on two separate reels and is controlled by two operators. A complete belt move using this machine requires only four workers. Successful underground demonstrations were conducted in coal mines located in West Virginia and Kentucky.

The oxidation of structural materials at high temperatures in gas-cooled systems can be greatly retarded by the addition of small amounts of hydrogen to the inert coolant. In experimental equipment for gasifying coal with heat transferred by helium, the oxidation of graphite and metals (molybdenum, tungsten, and certain stainless steels) by trace impurities in the coolant helium was virtually eliminated by adding 0.1 to 1.0 percent hydrogen. The reaction of hydrogen with praphite does not preclude its use to retard oxidation; at 2,400° F. only 0.2 pound of graphite per square foot per year is lost for each percent of hydrogen in the helium. The addition of hydrogen appeared to prevent the mass transfer of carbon often associated with oxidation of graphite, without causing noticeable embrittlement of stainless steels and molybdenum or other damaging effects. This method has been tested in precision gas-recycle systems and applied successfully for more than a year in a pilot-scale unit operating at 250 pounds per square inch gage and 2,400° F. It is now used routinely and can be applied to many gas-cooled systems operating at high temperatures.

Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. Reduce the potential for injuries in underground mines by providing an alternative to manually lifting and holding heavy roof-support beams. The Problem I-beams, rail sections, and wooden cross-beams are often used in mine haulageways where extensive roof support is needed. Studies by the Bureau of Mines have shown that many mines must resort to manually lifting, moving and installing these beams. Such manual-handling activities have the potential for causing injury to mine workers, particularly back injuries. I-beams used for roof support can typically weigh from 400-500 lbs. Rail sections weigh about the same as the I-beams. Wooden beams can weigh from 200 to 300 lbs. To lift a single beam usually requires the efforts of 3 to 5 mine personnel.

Changes in that list were authorized in August, September, October, November, and December, 1931, and. This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. It was the purpose of this contract to conduct research in several different areas of instrumentation used to determine the quantity of respirable dust in the mining atmosphere. One area of research was in evaluation of instruments including several respirable dust monitors, several types of photometers, and a QCM cascade impactor. An instrument evaluation chamber was developed to aid in evaluating the instruments in a dust atmosphere. Another area of research was investigations into new instrumentation concepts, such as a virtual impactor/photometer instrument, a new optical device which can be used as either an optical particle counter or photometer, a new personal respirable sampler, which employs an impactor instead of a cyclone as a preclassifier, and the development of a new cascade impactor, which deposits the particles uniformly on the impaction plate. Another area of research included the use of many of these instruments in two field studies, including a silica sand plant and a tungsten mine.

NIOSH research has focused on the monitoring and the control of methane levels in active mine workings. Response times for instrumentation using catalytic heat-of-combustion sensor technology were evaluated. NIOSH research has modelled the flow of methane gas onto long-wall faces and gobs, developed engineering controls to limit methane levels during mining, and designed coalbed and gob degasification systems. Available methane control systems have been challenged by recent developments in longwall and room-and-pillar mining systems. This includes increased face advance rates leading to increased productivities, increased longwall panel sizes, and the generally deeper workings of U.S. coal mines. The potentially violent nature of any underground explosion or ignition requires the measurement, control, and reduction of methane emissions into the mine environment for continued worker safety.

North American railroad locomotive operators (engineers and conductors) are exposed to multi-axis vibration and shocks (1, 2). A recent epidemiological survey showed a prevalence of serious type of neck and lower back disorders nearly double that of a control group (3). Ergonomic working conditions are important co-factors in a vibration and shock exposure risk assessment (4, 5). The goal of this study is to illustrate typical work stations (cabs and seats) in US/Canadian type locomotives and assess shock related exposure risk by calculations of the new proposed shock risk indicators according to the new ISO 2631-5 (2004) (6). Methods Locomotive cab and seat inspections were conducted and operators’ activities were assessed by a trained observer. Field measurements (n=50) were obtained during normal revue service following generally accepted guidelines (ISO 2631 (1)). A sub-sample of n=20 locomotives were selected for the calculation of proposed shock indicators (ISO 2631 (5)). Results There has been little change in basic locomotive cab and seat design in the U.S.. Two locomotive cab design concepts are used: the Association of American Railroad (AAR) Control Stand and in newer series wide-body locomotives the “Control Consol” (Figures 1-2), with varying seating conditions, but frequently subjecting the operator to an awkward body posture in addition to the vibration and shock exposure. Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse economic mineralization in the light of discoveries to date. Most of the development of the Malagasy econorny before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The ability to recognize visual cues commonly associated with roof and rib hazards is fundamental to the prevention of groundfall accidents. The perceptual skills that miners possess to visually search and assess hazardous ground conditions differ considerably. This U.S. Bureau of Mines report summarizes recent investigations on the use of stereoscopic (3-D) slides as a training aid for improving the ability of miners to recognize the various geologic and mining-induced irregularities that cause ground-falls. The feasibility of using 3-D slides for training and their effectiveness for representing roof and rib hazard conditions are discussed. Information is presented on equipment and procedures for creating a 3-D slide program that can be updated by mine trainers. Recommendations are made on selection of 3-D equipment and on the use of 3-D slides for training miners to recognize roof and rib hazards.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner&apos;s cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.
