The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

"The most promising deep-sea mineral resources for exploration in the Area (beyond the limits of national jurisdiction) are polymetallic nodules, cobalt-rich ferromanganese crusts and polymetallic sulphides. These marine minerals have different characteristics in their distribution, geological setting, grades of metals and genesis. Considering future exploitation of nodules, crusts and sulphides such parameters as estimated resources, specific mining operations and ore processing are different as well.Comparative analyses of deep-sea mineral minerals as well as onshore and offshore resources will be discussed in the paper."

Deep sea mining operations by nature are performed (or planned) in challenging environments. Another typifying characteristic of deep sea mining operations is the relatively high investment cost. This combination challenges engineers to design configurations able to mine the desired production rate in an efficient way. As design choices made for individual systems impact other parts of the system, it is vital to follow an integral approach to establish the one optimal overall system. Dredging and especially dredge mining learns that the excavation system, the slurry transportation system and the processing plant cannot be considered as individual sub-systems. These systems in any ?traditional dredge mining? operation interrelate to such extend that they must be developed towards an integral solution. The nominal production, peak production and variability of these figures must match for all subsystems in the overall mining system to optimize the mining efficiency. We call this the ?game of capacities?.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.

A Vertical Transport System (VTS) comprises pump(s), riser string, connectors and hang-off assembly as its main components, but it is the pipe material, riser configuration and installation method that often attract the most discussions.This presentation will feature important VTS design work 2H has done over the years for different stakeholders, and highlight the work carried out as a partner to the EU funded Blue Mining Joint Industry Project.The key challenges faced by a deepwater VTS are:??High riser payload??Large deck space for storing riser joints??Long time to deploy and retrieve riser??Uncertain metocean conditions??Vortex induced vibrations??Weld and connector fatigueIncreasing the water depth further sees the longer and increasingly ‘springy’ riser experiencing axial resonance caused by wave induced vessel heave motions being close to the riser resonant period. This can lead to snatch loading and fatigue failure in the riser.The presentation will discuss the above design issues, analysis requirements and provide guidance on pump/riser selection. Solutions to mitigate the resonant response issues will also be proposed.."

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

Co-rich hydrogenetic ferromanganese crusts are typical marine interface products of growth processes taking place on sediment-free substrate rocks on the seafloor. They grow very slowly and preferentially in water depths below the oxygen-minimum zone (OMZ) and have so far been found even in water depths of up to more than 5000 m, i.e. also below the calcite compensation depth (CCD); these deep ferromanganese crusts are particularly rich in Fe. It is assumed that the O2-minimum zone is the most important source layer of dissolved manganese, the decomposition of fecal pellets here also contributes to this Mn-budget. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical as well as a surface-chemical mechanism. Microbial mediations can be assumed, in particular since steps of redox-reactions are involved. The two main components of the hydrogenetic substance are hydrated d-MnO2 (vernadite) and x-ray amorphous Fe-oxyhydroxide, both of which are intimately intergrown with each other forming the extremely fine-grained hydrous oxidic material. In seawater, elements occur as dissolved hydrated ions or as inorganic as well as organic complexes which, in general, have either a positive or a negative surface charge depending on the pH of the respective marine environment. These complexes form hydrated colloids that interact with each other or with other dissolved hydrous metal ions. The main agent to oxidize the dissolved Mn2+ ions is oxygen, transported upwards from deeper water by turbulent eddy diffusion and turbulent rise processes at seamount slopes.

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

From an interesting and intriguing scientific research topic, deep sea mining has altered into an interesting mining prospect over the last years. Ten years ago most of the focus was on geological investigations, searching for typical deep sea deposits and getting answers on where we can find them and how these deposits were formed. At this moment we know much more about the interesting deposit possibilities and with our quest for minerals, metals and other materials to feed global economic growth, answers as to the technical and economic feasibility to mine these deposits are sought. This is not a new phenomenon as we already witnessed such question late 1970?s and early 1980?s. Most of the focus was on mining manganese nodules and brines in the Red Sea driven by the report of the Club of Rome that predicted shortages in near future at that time. Development went different, but later in the 1990?s a rival of interest could be noticed for mining deep sea deposits.

Both the S.W. Pacific and Caribbean island arcs are host to submarine hydrothermal mineral deposits, the former more so than the latter. In the S.W. Pacific, the whole gamut of such deposits occurs on the sea floor, sulphides, silicates, Fe and Mn oxides, whereas during the limited studies to date in the Caribbean only hydrothermal Mn oxides have been found to occur on the sea floor there in any abundance. Comparisons between the respective Mn oxides are thus the most fruitful at the present limited stage of our knowledge of Caribbean submarine hydrothermalism. Southwest Pacific hydrothermal ferromanganese oxides and their possible relationships to underlying sulphide mineralisation or bedrock anomalies (the geochemical window concept) has been a fruitful field of research in recent years. Certain element enrichments in crusts may be indicative of underlying mineralisation (Rogers et al. 2001). However, more recent studies on buried hydrothermal crusts in the S.W. Pacific (Cronan et al. 2002) have shown there to have been postdepositional diagenetic uptake of elements in them, and thus these elements cannot be used with any confidence in geochemical exploration for buried sulphide deposits unless sediment involvement can be eliminated.

The need for improved, high confidence estimates of nodule abundance to support mine permitting, detailed mine planning and mining and processing equipment design is evident. To date, physical samples represent the ?Gold Standard? for nodule abundance measurement, and are likely to remain as such. However, there are some interesting improvements in the area of 3-D scanning which, if marinized for operations at 6000m, may prove to be reliable alternative methods for mapping abundance over large areas particularly if calibrated or benchmarked with physical sample data. . Features of a high confidence physical sampling device, such as the 0.75m2 (0.86m on a side) box corer developed and successfully used by the Kennecott Group for exploration in the CCZ, take into account not only the accuracy in nodule sample collection but a host of other operability considerations which can mean the difference between a successful exploration cruise yielding high numbers of large area samples and one in which few, inaccurate, often inconclusive samples are collected (or, even worse, the sampler fails to grab any nodules for any number of reasons). The collection of physical samples at appropriate spacing within a mine area combined with more qualitative indications of nodule density such as can be obtained using acoustic backscatter should prove adequate for the near term objectives related to overall abundance appraisal or estimates of ?indicated? resource. Looking ahead, exploration cruises will need to yield increasing amounts of data to support development of higher confidence resource abundance estimates to support issuance of mining permits and detailed design of mining plans and equipment. In the western Woodlark Basin, propagation of seafloor spreading is occurring directly into the continental crust of Papua new Guinea. The spreading is not strictly in a back-arc tectonic setting, rather it appears associated with microplate rotations related to the complex convergence of the Indo-Australian and Pacific plates in the southeastern Pacific region. Volcanic rocks along the western Woodlark spreading axis range from normal mid- ocean ridge basalts to basaltic andesites with back-arc geochemical affinities. Rare peralkaline rhyolites also occur. Hydrothermal deposits occur at a basaltic andesite volcano located on the neovolcanic zone near its westernmost propagating tip. Franklin Seamount is a 250m-high cone constructed largely of pillow lavas and talus which sits astride a 450m-high ridge of similar lavas oriented subnormal to the spreading direction. At its crest, 2150m below sea level, there is a 100m-deep caldera.

"With the growing global demand for strategic metals, commodity prices are rising and the scarcity of some metals is increasing. Europe’s technology sector is also affected by this growing shortage of metals. Securing the supply of critical metals is now a major element in Europe’s economic strategy. The Blue Mining and Blue Nodules projects have been initiated to principally advance deep sea mining technology beyond current TRL-levels.These critical metals are found inside so-called “polymetallic nodules”, lying on the seafloor in deep-sea environment. These nodules have a typical abundance of 10-25 kg/m2 and a size range of 10-125 mm.Harvesting the polymetallic nodules is challenging. Two main methods of harvesting or collector equipment are distinguished: hydraulic and mechanical. Over the last year, Royal IHC has designed, build and tested a full-scale hydraulic collector. Meanwhile, a mechanical collector is being developed.First, a scaled version of the hydraulic collector was developed and tested in order to have a proof of principle. The development as well as optimization were aided by multiphase CFD simulations."
