Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Paleomagnetic properties of sediment cores were examined to reconstruct paleodepositional conditions in the Korea Deep Ocean Study (KODOS) manganese nodule area, located in the northeastern equatorial Pacific. The KODOS sediments studied have a stable remanent magnetization with both normal and reversed polarities, which are well correlated with the geomagnetic polarity timescale for the late Pliocene and Pleistocene. Average sedimentation rates were 1.56 and 0.88 mm/kiloyear for the Pleistocene and late Pliocene, respectively. Clay mineralogy and scanning electron microscope analyses of the sediments indicate that terrestrial material was transported to the deep-sea floor during these times. The variations of sedimentation rates with age may be explained by the onset of the northern hemisphere glaciation and subsequent climatic deterioration during the Pliocene and Pleistocene. For the Pleistocene, an increasing sedimentation rate implies that input of terrestrial materials was high, and also a high input of biogenic materials was detected as a result of increased primary production in the surface water. The down-core variations in paleomagnetic and rock-magnetic properties of the KODOS sediments were affected by dissolution processes in an oxic depositional regime. As shown by magnetic intensity and hysteresis parameters, the high natural remanent magnetization (NRM) stability in the upper, yellowish brown layers indicates that the magnetic carrier was in pseudo-single domain states. In the lower, dark brown sediments, only coarse magnetic grains survived dissolution and the NRM was carried by more abundant, multi-domain grains of low magnetic stability. The down-core variation of magnetic properties suggests that the KODOS sediments were subjected to dissolution processes resulting in a loss of the more stable components of the magnetic fraction with increasing core depth.

The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. Recently, characterized by fast development high- and nano-technology, demand for rare and trace metals has increased. One of such metals is gallium. Gallium compounds, mainly GaAs, are used in medicine, to manufacture optoelectronic devices, microwave techniques, devices of solar power and infrared optics, etc. The basic gallium industrial deposits are known only on land. There are bauxites (50 ppm), nepheline rocks and ores (36-38 ppm, minerals concentrators are nepheline and sodalite), Zn-Pb-Cu ores (5000-12000 ppm, minerals concentrators are gallite, germanite, sphalerite, bornite), sulphide-polymetallic and Pb-Zn ores (10-32 ppm, minerals concentrators sphalerite, chalcopyrite) (Vershkovskya et al., 1998). High concentration of gallium are observed in hydrothermal massive sulphides of a Mid-Okinawa Trough (The South Chinese Sea) and Sujo seamount (The Philippine Sea) (Noguchi et al., 2007). As it is known, deep-sea massive sulphides and associated Fe-Mn crusts are products of hydrothermal fluid discharge. High-temperature massive sulphides precipitation are the first, and low-temperature Fe-Mn crusts deposition is the last process of hydrothermal mineralization (Cronan, 1982). Hydrogenic crusts and nodules of the World ocean are characterized by low concentration of Ga, close to clarke (19 ppm) (Kobaltbogatye.., 2002). Hydrogenic crusts from the Sea of Okhotsk are exception, because Ga concentrations are exceeded clarke in 3,5 times (Mikhailik, et al., 2009). Complex studying of Fe-Mn crusts from deep-sea basins volcanic seamounts of the Sea of Japan has shown their hydrothermal-sedimentary genesis (Mikhailik, 2009). High gallium concentration (up to 850 ppm) was established in these crusts by ICP-MS (Agilent 7500C). Microprobe research (JXA-8100) of samples Fe-Mn crusts has not revealed the gallium minerals concentrators. It suggests that, gallium in Fe-Mn crusts of the Sea of Japan is sorb substance.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary. In June of 2013, Odyssey Marine Exploration conducted sea trials of the newly installed SeaBat 7150 full-ocean multibeam sonar system on the M/V Dorado Discovery over the Fierberling Guyot in the northeast Pacific Ocean. Fieberling Guyot is located approximately 990 kilometers west of San Diego, California and it rises abruptly from the deep ocean floor (~4300 meters) to a minimum depth of approximately 438 meters. The SeaBat 7150 operates at two distinct frequencies, 24 kHz (shallow to 3000 meters) and 12 kHz (full-ocean depth greater than 2000 meters). Onboard operational data are managed by a suite of state-of-the-art software. A SQL Server 2012 database provides the highly specific management and visualization tools as ArcGIS 10, Micromine 2013, and Geobank 2013 database. East Diamante is a submarine volcano in the southern Mariana arc that is a complex caldera about 10 km x 5 km (elongated ENE-WSW), and breached on its northern and southwestern sectors. A large field of barite-sulfide mounds was discovered in June 2009 and revisited in July 2010 aboard the R.V. Natsushima using the Hyper-dolphin ROV. The mound field occurs on the NE flank of a cluster of resurgent domes inside the caldera. The mound field extends for more than 100 m long and is about 30 m wide, and is aligned along a NE-SW rift valley. A sample of dacite yielded a 40Ar/39Ar age of 20,000±400 years. Individual mounds are typically 1-3 m tall and 0.5-2 m wide, with lengths from about 3 to more than 5 m. The mounds are composed of barite-dominant layers interbedded with Zn-sulfide-rich barite layers. Rare inactive spires and chimneys cap some mounds. Fe and Mn oxides are currently forming small (<1 m diameter, ~0.5 m tall) subsidiary mounds on the top of some of the sulfate/sulfide mounds and drape the flanks of others. Both diffuse- and focused-flow fluids emanate from the subsidiary oxide mounds. Ages of the basal sulfate/sulfide mounds cluster around 4,000 years old based on 226Ba/Ba, whereas the oxides are less than 5 years old based on 228Th/228Ra. Most mound and chimney samples are dominated by barite and amorphous silica; sulfides occur in variable amounts that in decreasing order of abundance include sphalerite, galena, pyrite, and chalcopyrite. Anglesite, cerrusite, and a Pb phosphate occur as late-stage interstitial phases. Some mound samples have fragmental textures; layered clasts composed of chalcopyrite and pyrite may have been derived from collapsed chimneys. Despite the abundance of barite, samples contain high concentrations of Zn (to 23 Wt.%), Pb (to 13 wt.%), Ag (to 500 ppm), and Au (to 15 ppm). Copper is enriched in a few mounds samples, up to 3 wt.%, but is typically <1 wt.%. Other significant metal enrichments include Sb (to 1320 ppm), Cd (to 1180 ppm), and Hg (to 55 ppm).

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960&apos;s. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990&apos;s or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

Since 1985, numerous constructional sulfide-sulfate deposits in the form of mounds, pinnacles, chimneys, and sheets have been located between 40°45&apos; and 41°05&apos;N latitude in Escanaba Trough, the sediment-covered axial valley of the Southern Gorda Ridge. Single-channel seismic data indicate that three volcanic edifices up to 6 km in width penetrate as much as 500 m of turbidites that fill the valley; pillow and sheet flow lavas are exposed on the sea floor where these volcanoes breach the sediment surface. Observations from deeply towed camera systems and submersibles show that the largest hydrothermal deposits occur along the step-faulted northern flank of the central volcanic edifice and on the peripheries of steep-sided, sediment-capped hills, approximately 1 km wide and 100 m high, that rise above the valley floor. The sulfide deposits are highly oxidized, eroded, and partly buried by unconsolidated sediment; aprons of sulfide talus extend downslope from the mounds. Two types of sulfide have been sampled by dredging and submersible. The predominant mound and chimney material is pyrrhotite-rich massive sulfide with low amounts of Zn, Pb, Cd, and Ag. Coarse-grained zones with high porosity mark the location of myriad fluid channelways. Thin crusts of barite associated with pyrrhotite-rich sulfide have Au contents up to 2 ppm. Recent investigations located at least six major massive sulfide deposits (dimensions measured in tens to hundreds of meters) within a 50-km-long segment of Escanaba Trough, the sediment-covered axial valley of southern Gorda Ridge. The sediment fill is intercalated silt and sand turbidites and hemipelagic mud with a maximum thickness of 500 m. Several volcanic edifices, spaced at approximately 15-km intervals along the ridge axis, penetrate and locally breach the sediment. The largest sulfide deposits form mounds and ridges on the steep flanks of structurally unstable sediment-capped blocks that have been uplifted above the volcanic edifices; both sediment and sulfide deposits are undergoing rapid erosion and redeposition. Although hydrothermal activity appears to be absent at most sulfide fields, 220°C fluids are discharging from the tops of sulfide mounds near 41°00&apos;N lat, 127°31&apos;W long. Recent pillow lavas and sheetflows erupted onto the sediment-covered sea floor less than 500 m away from the active vent field. The massive sulfide deposits have compositional characteristics that differ from deposits formed on sediment-free spreading axes. The Escanaba Trough deposits include Fe- and Cu-rich, Zn- and Pb-poor massive sulfide mounds, polymetal (Zn-Fe-Pb-Cu-As-Ag-Sb-Sn) sulfide vent structures, abundant barite-rich chimneys, crusts, and sinter cones, and thermogenic petroleum in the sulfide and sediment. Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

Nautilus Minerals (Nautilus) is following the lead of the petroleum industry as it strives to tap vast offshore resources. Planning is well underway for the Solwara 1 Project in the Bismarck Sea, Papua New Guinea (PNG) to recover high-grade seafloor massive sulphide deposits in 1600 m water depth. The deposit contains an average copper grade >10 times higher than a typical land-based porphyry copper mine. The high grades combined with a relatively small amount of overburden ensure the Solwara 1 Project will have a significantly smaller physical footprint than its land-based counterparts. Offshore minerals production also has the advantage of minimal social disturbance. Nautilus is dedicated to setting a high environmental and social responsibility standard. Nautilus recognises the importance of transparent and inclusive stakeholder engagement and has taken a proactive approach to involve as many key stakeholders as possible. One of the first steps in the permitting process in PNG is the preparation of the Environmental Inception Report, which describes the project, its envisaged impacts and the proposed studies for the Environmental Impact Assessment (EIA). Local (PNG-based) and international environmental scientists, anthropologists, NGOs and other experts were involved in the definition of studies conducted for the Solwara 1 EIA and a team of world-leading experts was involved with carrying out the studies, culminating in the preparation of the Environmental Impact Statement (EIS). To ensure transparency, collaborating researchers are free to publish their findings. Following its submission, the EIS was made available for public review and public hearings were held at several locations. The EIS has also undergone a rigorous independent review by PNG government-engaged consultants. Outside the permitting process, Nautilus works alongside government officials to carry out ongoing community consultations. Information dissemination and feedback acquisition has also occurred through the Nautilus website and attendance at a number of international conferences, workshops, and meetings. This paper will outline the leading edge approach Nautilus has taken in completing the environmental impact statement for the world?s first deep seafloor copper-gold mine. In addition, this paper will review the permitting process and the government and stakeholder engagement undertaken as part of Nautilus? desire to ?do it right? in this exciting new industry.

INTRODUCTION In October 2014, on behalf of the French government, Ifremer, along with the International Seabed Authority (ISA), signed a contract to start a detailed exploration program for seafloor massive sulfide (SMS) deposits in the work plan located on the slow spreading Mid-Atlantic ridge (MAR). The contract has a fifteen-year lifetime and the related exploration program must include the outline of SMS deposits and a resource assessment, as well as detailed environmental base line studies in the contract area. The exploration for SMS deposits generally includes detection of hydrothermal plume anomalies, acquisition of surface and near-bottom geophysical data, sampling operations from the research vessel (e.g. dredges, cores), and dive operations. The environmental studies include, among others, short and long-term oceanographic measurements, water column studies, biodiversity evaluation close and far from SMS deposits, characterization of natural hydrothermal plumes and related sedimentation. The HERMINE research cruise held from March 13th to April 28th 2018 (R/V Pourquoi Pas?) was the first cruise dedicated to exploration of active and inactive SMS and to the quantification of natural chemical input to the water column. The HERMINE cruise strategy was built up around three main objectives: (i) regional exploration including the detection of plume anomalies and the research of SMS deposits, (ii) local exploration of a SMS district and (iii) integrated study of a natural hydrothermal plume. This 3-in-1 cruise required us to optimize the switch between dives and surface operations. Day-time was devoted to dive operations whereas night-time was mostly dedicated to CTD/Rosette operations. The Nautile HOV (Human Occupied Vehicle) was well suited to the working time schedule of the cruise because it was time efficient in shorter (i.e. < 10h) dives due to fast descent and ascent speed, fast submerged forward speed, high maneuverability and the ability to carry heavy science payload as well as large volume of samples. Regional Exploration The first seventeen days of the HERMINE cruise were devoted to regional exploration, i.e. the detection of new plume anomalies and the research of new sulfide mineralization in the French work plan (10 000 km2; 6 clusters).

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.
