Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

In order to correctly predict the performance of beneficiation processes, such as hydrocycloning or ultrasonic treatment of iron ore fines, it is important to understand possible changes in size distribution, mineral composition and textural peculiarities. During beneficiation processes, iron ore can be subjected to various physical actions which may result in changes in size distribution. In the case of soft or friable ores, attritioning and/or deagglomeration may have a significant effect on both separation performance and product stream specifications. Optical image analysis tools, which give statistical information on a particle by particle basis, can help in better understanding the response of the ores to these processes. An experimental study has been conducted to investigate the response of a haematitic-goethitic iron ore to a combination of stirring and ultrasonic treatment. The effect of stirring and ultrasonic treatment on the size and mineral distribution has been quantified using image analysis and automatic ore texture classification. This approach has been applied to several size coarse fractions of the initial feed and product. The results show that, following treatment, the mass proportion of ore texture classes which contained higher amounts of ochreous goethite and kaolinite had significantly decreased compared with that in the feed, while the proportion of texture classes where haematite was the major mineral had increased. Liberation analysis also showed a significant increase in the proportion of particles with more than 95 per cent haematite and vitreous goethite.

The P49 Shaft, Hilton Mine, was sunk and equipped for Mount Ise Mines Limited by con- tractors Cementation - Thiess Joint Venture. The leached siltstones to a depth of 150m were known to contain large volumes of water. These siltstones were cored and tested in the laboratory. Field results confirmed that cement grouting was relatively ineffective but that chemical grouting was effective. The Sm diameter shaft was sunk to a depth of 1040m. Weak strata to the full depth re- quired continuous temporary support by rock bolts and mesh before the concrete lining was poured, and made sinking conditions difficult. After completion of the shaft sinking the headframe was redesigned and modified to allow shaft equipping as a combined service and hoisting shaft with seven compartments. The shaft steelwork was designed and fab- ricated for service with high speed conveyances operating under corrosive conditions. The steelwork, weighing approximately 1500 tonnes, was installed to a high degree of accuracy which required guides not to depart from true verticality by more than 2mm over any 5m, or 15mm over the full shaft depth.

A suite of software programs has been written to provide the field engineer or geologist with the capability to collect and store data directly into small, portable handheld computers. This allows the engineer and geologist to collect data in a more efficient manner as the data is collected in sequence and is verified at the time. Typical applications for this software include geological and geophysical logging, trucking surveys, mine surveying, condition monitoring, ventilation surveys and maintenance systems. The software allows the user to construct his own electronic notebook by structuring data input to the computer in a similar manner as is now done on pre-printed forms. The user can store all valid entry codes or numeric ranges in a dictionary and all data inputs made are validated against this dictionary. Once constructed the user may call the electronic data sheet into the unit and collect data which will be stored into the unit which has the memory capacity to record data for up to periods of 60 hours. The data can then be automatically transferred to mini/microcomputers for immediate analysis and report generation. The software may be used on a variety of handheld computers.However the generally rugged environments found in the mining industry limit the choices. In particular the authors have selected a unit weighing a little over one kilogram, which is rugged enough to fall off an underground survey vehicle, and survive when accidentally immersed in water,without losing data. This paper describes the software developments in detail. The project development work to produce this system has been funded by a grant from the Australian Mineral Industries Research Association and is supported by a number of large Australian mining companies.

A typical large surface mine in Scandinavia has hard rock, a cold cli- mate, poor ore, a complicated vein type orebody and high labour costs. In order to survive, these mines have to maximise their ore production, minimise waste extraction and get the most out of every man hour. This article describes two examples of how inclined blastholes drilled with hydraulic percussive drills can help to meet these requirements. Both of these Scandinavian mines, Kemira Ltd's Siilinjarvi mine in Finland and Sydvaranger A/S's Bjornevattn iron mine in Norway, use inclined blastholes of 200 mm in diameter. The Siilinjarvi quarry is using inclined holes in production drilling. The Bjornevattn iron mine is blasting the final pit walls with inclined holes. The benefits gained when using inclined instead of vertical blastholes are better selectivity, better bench drilling conditions, steeper final pit walls and increased safety.

I start with some lines from "Pleasures of Hope" by the poet Campbell, published in 1798, which sets the flavour of what I am going to say. They blissful omens bid my spirit see The boundless fields of rapture yet to be; I watch the wheels of Nature's mazy plan, And learn the future by the past of man. I hope to echo the poet's optimistic view of what is yet to come. I am not sure I can find all the omens blissful but we all have some experience of what the wheels of Nature's mazy plan get up to. His advice to learn the future by the past of man seemed sensible to follow, so on the principle that the past of several men would be better than one alone I invited Alan Attwood, Maurice Cahalan, Gavin Moncrieff, Derek Temple, and Peter Wright to help me prepare this address; I am most grateful to them for their contributions. Of the technologies covered in this sequence of keynote addresses, metallurgy is the one which is closest to our consumers. On the age-old principle, which I do not expect to see changed in the 21st Century, that production is about providing the customer with what he wants, when he wants it, where he wants it, and at a price he can afford, I think we should start by trying to see how the market place is likely to develop, and to work back from there to review what technology we need to meet these demands.

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

The Writer's knowledge of this region began in 1912, while he was with the Geological Survey of South Australia, and, investigated the principles governing the occurrence of fresh and saline ground waters in the area then being opened for closer settlement by the railways under construction from Port Lincoln.These field investigatons for water were extensive rather than intensive, but other examinations covered certain mineral aspects. The Writer also has' had the benefit in the preparation of this paper, of later work done by others, as well as of the monumental earlier work in South Australia by the late H. Y. L. Brown.AREAThe area dealt with, approximately 21,000 square miles, lies to the south of the latitude of Port Augusta.TOPOGRAPHYAs a whole the region is one of low relief, but the Olinthus Range, west of Cowell and north of Cleve, reaches an elevation of 2,000ft., while there is als0 a high area west of Port Lincoln and Tumby Bay. At the north end of the region the Gawler Ranges are formed by the dissection of a thick sheet of felspar porphyry extending over two degrees of longitude, by a width of 20 to 70 miles, with fairly uniform maximum elevations of the undissected portions of the order of 1,000 ft. above sea level. The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

The Maddingley brown coal seam at Bacchus Marsh, where mined and bored, tends on the whole to a higher content of volatile matter than the Latrobe Valley brown coals, and this masks the presence of lignitic or earthy coal bands in the bore core analyses. Visits to the Lucifer Open Cut, at Bacchus Marsh, during 1948, revealed, however, a banded condition in the coal seam, as shown in Fig. 1. This banding showed in a face that had been exposed for a considerable period of time, permitting partial drying out and oxidation of the surface coal. The bands consist of different coal types, ,comparable with those found in the Yallournand Latrobe brown coal seams(l).The' light coloured bands in Fig. 1 consist of a buff to light-brown earthy coal of low specific gravity, that closely resembles the pollen coal, that occurs, as similar thin bands in the Yallourn and Latrobe seams. The 40 ft. of coal above the uppermost of these light coloured bands dries out on exposure to a black, closely cracked surface, composed of small dice-like fragments of a lustrous vitrain-like substance, and in every respect resembles the lignitic coal bands of the Yallourn and Latrobe seams.The coal between and below the light-coloured bands develops fewer and more widely spaced shrinkage cracks on drying out, and remains brown in colour and earthy in appearance, resembling the earthy coal of the Yallourn and Latrobe seams.Representative samples were cut of these coals, taking care to exclude surface coal, and analyses were made of them by the Metropolitan Gas Company, through the kindness of Dr. R. Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

Alcoa World Alumina AustraliaÆs Huntly and Willowdale bauxite mines are located in the Darling Range of South Western Australia, which places their operations within PerthÆs surface water supply catchments. These catchments supply Perth with its highest quality drinking water. With the decreasing rainfall trend of recent years catchment yields to water supply reservoirs have reduced to such an extent that water use restrictions were necessary in Perth for 2001, 2002 and 2003. Protection of catchment water quality and water use conservation are crucial issues for AlcoaÆs operations within the Darling Range. Alcoa has been conducting bauxite mining activities in water supply catchments since the mid-1960s. During that time Alcoa has worked closely with the relevant State Government water and environmental agencies to ensure that its operations do not adversely impact catchment water yield and water quality. Monitoring and research have shown that Alcoa has the necessary environmental management systems in place to ensure it can continue to operate in a sustainable manner within water supply catchments. AlcoaÆs mines reduced the volume of water taken from public water supply catchments by 24 per cent in 2002, compared with 2000. This success has had an added benefit; Alcoa does not need to develop a new water source for its Huntly Mine. The conservation measures implemented to reduce water use include: increasing water recycling, using chemical additives for haul road dust suppression, conducting water audits, reducing water demand, monitoring water use, promoting water use targets and training staff in water conservation.

The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

In general the iron ore industry has been slow to adopt the Whittle Pit optimising software in the evaluation of iron ore deposits. The reasons for this are two-fold:the iron ore industry has developed techniques, usually bespoke software residing in the corporate offices of the respective iron ore companies, to establish their final pit limits; and the fact that the Whittle software doesnÆt easily lend itself to estimating a sales product of constant quality without maximising grade (metal content). The Whittle software is based on the work done by Lerch and Grossman (in the early 1970s), which proposed that graph theory be used to establish an optimal surface that maximises the revenue from a deposit. The maximised surface created in the pit optimiser is translated into a proposed optimal final pit shape that can be used by the mine design engineers as a target outline to lay out the final practical pit. By treating a geological and ore resources model that was created for an iron ore deposit as a subset of the recoverable resources estimation (RRE) type of geological models, the evaluation of an iron ore deposit and establishing the final pit is greatly simplified in the Whittle 4-X optimiser. Instead of trying to optimise the iron content of the deposit, the emphasis swings to maximising the extraction of a finished and saleable iron ore product. This is achieved by treating the finished saleable iron ore as an element in the multi-element Whittle optimiser. The quality of the finished sales product is represented, and the material that cannot be used in the blended product is also shown. Proposals for enhancing the functionality in the Whittle 4-X optimiser to make the evaluation of iron (and coal) deposits easier includes the creation of a new reporting function that will allow the user to specify which field(s) can be used as the divisor(s) for the reporting of the element grades in the model.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

A low grade, refractory ore gold mine with high striping ratio such as at Macraes is always challenged in ways to improve margins. Common practice approaches used at OceanaGold Ltd Macraes are to maximise grade delivery, optimise recovery and reduce unit costs, as well as take any opportunities to incorporate new technologies and implement enhanced commercial strategies.   The Business Improvement (BI) programme was implemented across the Macraes operations in late 2003 and is being rolled-out to all other parts of the business. The core focus of BI at OGL is to: +        increase revenue, +        reduce cost, and +        improve processes.   A dedicated BI team comprising of a manager, team leaders and business analysts were engaged to identify and manage a series of opportunities to reduce operating expenses, optimise capital outlays and generate extra revenue. The Business Improvement Programme, though in its formative phase, has begun a cultural change within the organisation. Many people are starting to challenge the way they do things and are looking for ways to continually improve business performance.   The BI team encompasses individuals from different departments who can offer the diverse skill set necessary to produce intended results. The current team is made up of a BI manager, BI Team Leaders in Mining and Processing and analysts from Mining, Processing, Commercial and Plant Maintenance workgroups. A team member has recently been formally trained as a Six Sigma Black Belt. ] The BIÆs team role is to assist in the establishment of project management processes for each improvement idea. In addition the team will assist in tracking implementation, identifying and unblocking restrictions and limitations as well as setting up metrics to quantify the level of benefit returned and sustained.   From a more strategic point of view, the BI team is advancing the Business Improvement capability of the company by developing long term Communication and Training strategies. These strategies will set the direction of BI initiatives in the years to come to: +        educate the OGL workforce in basic BI techniques, +        assist the OGL workforce in applying basic BI techniques, +        communication the direction of BI in OGL, and +        close the information feedback loop to facilitate transparent communication between the OGL workforce and the BI team.

Massive sulphide ZnPbCuAg deposits in the Halls Peak district of northeastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe landsliding in previously mined areas. Mining from the 1890's to the 1960's has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. McLeod: Without getting into the argument as to how well we can know our resource levels specifically in the immediate short term, I would like to make one or two points about the future, and perhaps try and persuade people that they are not really facing a doomsday. It is fair to say that over the last few years the rate at which we have increased our resources has far exceeded the rate at which we have used them, and this is likely to continue for quite a few years yet. As people are now looking for a substitute for petroleum, later on we will be looking for a substitute for coal, should the position get serious. After all man is pretty versatile, has plenty of initiative-and makes allowances for experience. It has been demonstrated here by the way people are looking at use of low quality coals and better use of the coals that are available. It would be fair to say that what now we regard as economically submarginal deposits will, by the time we need them, become economic. I think that there is quite a lot in front of us in exploration and finding new reserves. I would like to have comment from yourself sir, because I recall reading a report of a meeting, here in Wollongong I think it was, in which you addressed the local branch on the future of coal in Australia, and you said that the coal basins of Australia had been well explored and there was not much chance of new discoveries. Since that time we have seen some thousands of millions of tonnes turned up in the Galilee Basin of Queensland, we have seen five hundred million tonnes turned up in Lake Phillipson in South Australia. Do your previous comments still apply? I would like to hear from some of the exploration people, who are operating on an Australia-wide basis, as to how they regard our chances of discovering significant new deposits and significant extensions of known deposits. H,artnell: Mr. McLeod has asked me to comment on what he has just said. I think that the important thing is that our knowledge of the main coal basins in Eastern Australia is increasing in detail but for the most part the extent of coal basins is not being increased in respect of their superficial areas. There are additions but they are not substantially changing our expectation of what the main coal basins will be. I believe that our task is essentially to intensify our knowledge of the main coal basins that we know about. This is important for example for the various reasons that Mr. Roach was talking about, that is the problem of surface alienation, jeopardising the chance of recovery when you go to underground operations. My approach to this whole problem is predicated on the belief that coal has a special destiny to perform in the next fifty years. I believe that it is going to take up to fifty years and maybe a little longer before the enormously demanding technology for nuclear power recovery is in fact achieved. When it is achieved the supply of energy to the world will be enormous, much beyond what we have ever even dreamed about. The mind boggles at what the people of the middle of next century, of two thousand and fifty, will command in the way of physical resources. It is going to be, I believe, tremendous, but the technology involved is very demanding. I mentioned to Mr. McLeod the other day that according to the information that I got in November last, 60% of the nuclear power stations in the United States were out of action, by automatic cut offs because of safety requirements. The technology of breeder reactors seems each year to be a bit further off. In the meantime coal I am sure is going to be called on to supply power directly to fluidised bed and other technologies for power generation. It is going to be called upon in the near future, I believe, to supply liquid fuel on a vast scale and the only thing in my view that we should be thinking about is whether the coal producing countries of the world will succeed in producing as much coal as is going to be demanded. I believe the real challenge to the coal mining industries of the world is that they may fail to do what is going to be demanded of them. This is a challenge I believe to mining technology. I think that we should be working deliberately and energetically finding ways and means where underground recoveries, instead of averaging 50%, can average 50% plus, plus, plus, and this is the first requirement. We should be spending many millions every year, here and overseas, on increasing our means of winning coal because every tonne of coal that is alienated and left irrecoverable in the earth is going to weaken the capacity of the coal mining industry to fulfil, what I believe to be its destiny in the next 50 years.

Geological heterogeneity is one dimension of complexity in mining. Significant effort is put into developing an understanding of this complexity so it can be used in resource estimation, mine planning and economic modelling. However, over the decadal lifespan of a mining venture, many other dimensions add to the complexity of a mining operation. These include: technological evolution, market fluctuations; investor confidence; social norms; local expectations; and ecosystem functionality. As with geology, these factors are all heterogeneous, uncertain, time varying and represented through sparse and incomplete datasets. Recent work (Valenta et al) is beginning to show us how these risks correlate in different global settings. By analysing data relating to known, but as yet undeveloped copper deposits, this work (the complex ore body database) is demonstrating that it is the combination of issues (both price sensitive and non price-sensitive) that determine the viability of a deposit for extraction in the 21st century.CITATION: Littleboy, A, Plint, N and Valenta, R, 2018.
